SUMMARY REPORT OF eCOM & eRUNAWAY APPLICATION

A) eCheck Out Memo (eC.O.M)

The Objective :
1. To manage return of foreign worker’s departure from Malaysia
2. To maximize the efficiency & effectiveness in returning all foreign
workers to their source country
3. To ensure all process of returning foreign workers is being monitored
and recorded efficiently

Before Apply, 4 main process must be clear:


1. Employer Status – Employer status is clean
2. Workers Status – Foreign workers status clean
3. Passport Expiry – passport expired date still valid (Not Expired)
4. PLKS Expiry – PLKS expired date still valid (Not Expired)

Steps For Apply eCOM :


1. Login – Employer Portal (FWCMS Portal)
i) Fill up “Username”
ii) Fill up “Password)
Remark : Only Authorized Person in Charge can login, to update new person
incharge, need to come to KDN Putrajaya to update.

2. Click : Apply Check Out Memo


3. Search Criteria : Insert passport No & Nationality
4. Choose : Sector @ APS (Maid Agencies)
- Wait until name of foreign workers shows
5. Click : Apply COM
6. After Biodata shows :
- Click COM Reason & Choose
- For COM Reason detail, if workers send back due to
criminal cases need to provide supporting document by
upload the police report & for serious cases need to
submit all the application by ‘MANUAL”.

7. Click : Ticket Details


- Date for flight ticket must be tally with copy of applied
ticket
8. Choose : Travel Route Details
- Air, Sea @ Road
- Fill up all details (travel date, travel time, exit point,
airline company, flight no, & copy of flight ticket-pdf)
9. Read : Declaration
10.Apply : OTP no for verification
11. Click : Finish
12. Wait for Email notification to Employer (Approved)
13.After approved, employer need to come to immigration for COM Stamp
on passport within 3 day after received email notification
Remark : Technical Problems
1. If apply process not complete, FWCMS will send back /email to employer
for notification. Employer need to provide all document request from
FMCMS to complete the process. Employer have 3x trial only, if
application still error. FWCMS will reject the application and employer
need to apply from the start.
2. If Immigration system down after received email notification
(Approved), Employer need to follow up the application which already
submit on the next day with immigration to confirm they already
received.
3. If workers send back due to criminal cases all application need to submit
by ‘MANUAL”.
4. For urgent cases, all application needs to submit by Manual & need to
seek “FLOOR MANAGER” at IMMIGRATION for guidance.
B) eWorker RUNAWAY (Absconded)

2 type of Runaway cases :


- Foreign worker leaving work place without notifying the
employer with intention to escape
- Foreign worker return to origin country for holidays but
not return to Malaysia within the time given without any
reasonable notice

Steps For Apply eRUNAWAY :


14.Login – Employer Portal (FWCMS Portal)
iii) Fill up “Username”
iv) Fill up “Password)
Remark : Only Authorized Person in Charge can login, to update new person
incharge, need to come to KDN Putrajaya to update.

15.Click : Apply eWorker Runaway


16.Search Criteria : Insert passport No & Nationality
17.Choose : Sector @ APS (Maid Agencies)
- Wait until name of foreign workers shows
18.Click : Apply eWorker Runaway
19.After Biodata shows :
- Click eRunaway Reason & Choose
- For eRunaway Reason detail, need to provide supporting
document by upload the police report
- For Supporting Document only upload SSM Document,
No need to upload Form 49 & etc
20.Read : Runaway Declaration
21.Apply : OTP no for verification
22. Click : Finish
23. Wait for Email notification to Employer (Approved)

Remark : Technical Problems


1. After apply & submit by online & error occur which required employer to
submit by Manual. Employer need to double confirm with FWCMS &
Floor Manager first to avoid “Double Application” which in future rise
problem to employer & employee.

Example :
If employer already submit 1 application contain 10 runaway workers,
And there is 5 persons detail error & the email notification required
employee to submit this 5 person application by Manual. Employer need
to confirm with FWCMS & Floor Manager (At immigration) for
confirmation & For SITA payment need to pay for 5 persons first (5
person which already approved by online). For extra 5 persons error
problem, wait notification from Immigration before do SITA payment to
avoid Double Application.

2. All eRunaway application can be apply after 3 days worker already been
confirm absconded & after employer done do the police report.
