SPECIAL POWER OF ATTORNEY

I, ROSALIA RAPON SALIG, of legal age, single and currently residing in Siaton, Negros
Oriental, Philippines, have named, constituted and appointed and by these presents, do name,
constitute and appoint, KANT EMMANUEL SALIG GADINGAN, all of legal age, and a resident of
Siaton, Negros Oriental, to be my true and lawful attorney, for me and in my name, place and stead,
and to do the following:

1. To secure and claim my Transcript of Records from Silliman University;

2. To transact/deal with the Commission of Higher Education (CHED) regarding the

processing of my documents.

3. To process and secure the authentication/legalization (Red Ribbon) of my Transcript of

Records, School Diploma, documents from CHED and other documents related thereto;

4. To submit and receive any other requirements to be submitted before the Department of
Foreign Affairs in relation to the above mentioned authority;

5. To claim the above mentioned documents after it has been authenticated/legalized.

6. To sign, execute, and receive whatever documents and/or papers to effect with the power
stated in this authorization pertinent to the above-described authority.

Hereby giving and granting unto my said attorney full powers and authority to do and perform
every act or thing necessary or whatsoever requisite in or about the premises, as fully and to all
intent and purposes, as I might or could lawfully do if personally present, and hereby ratifying and
confirming all that my said attorney shall lawfully do or cause to be done by virtue of these presents.
