1. PROJECT SCOPE

1.1 General Outlines

SONATRACH RAFFINERIE D’ALGER, Algiers Refinery Algeria (OWNER) is presently operating a


2.7 MMTPA petroleum refinery at Algiers, Algeria having various units such as Crude Distillation
Unit, Gas Plant, Catalytic Reformer unit and associated auxiliary units including utility & offsite. The
plant is situated at Sidi-Arcine, located east of Algiers Refinery, and is approximately 10 km from
Algiers Airport and 15 km from the Algiers Port. Algiers Refinery was built in 1964 with a capacity of
1.6 MMTPA for processing of Hassi Messaoud crude oil. Capacity of Algiers Refinery was
increased to 2.7MMTPA in the year of 1970.
As part of “Rehabilitation & Adaptation Project” of Algiers Refinery, OWNER intends to revamp
some of the above units and also add a few new units. Engineers India Ltd. (EIL), New Delhi,
INDIA has been retained as PMC by SONATRACH for Rehabilitation & Adaptation Project of
Algiers Refinery. Under the Rehabilitation Project, the crude processing capacity of the Refinery
shall be increased by 35%. The revamp of existing units in the refinery and associated Utilities and
Offsite facilities shall be enhanced / modified under Rehabilitation part.
OWNER has also planned to produce fuels conforming to the Euro-2009 specifications.
Accordingly, OWNER has planned to implement a project under Rehabilitation part to increase the
capacity from the complex including modernization of existing utilities and offsite facilities. Electrical
modernization and Instrument modernization including new DCS and central control room are also
part of Revamp plan.
Under the Adaptation project SONATRACH intends to maximize diesel and minimize fuel oils. For
this matching new Utilities, Offsite facilities and an Effluent Treatment Plant (ETP) with Biological
treatment plant to cater to the requirement of the refinery have been planned. New Residual
Fluidized Catalytic Cracking Unit (RFCCU), Sulfur Block containing Sulfur Recovery unit (SRU),
Amine treatment Unit (ARU), Sour water stripper unit (SWS), Fuel Gas treating unit (FGATU) and a
new MS Block containing Naphtha Hydrotreater unit (NHTU), Light Naphtha Isomerisation Unit
(LNISOM),Continuous Catalytic regeneration Unit(CCRU) have also been planned under the
Adaptation Project.
Under instrumentation modernization work, all existing pneumatic instruments in existing plants,
revamped or otherwise, shall be replaced with electronic instruments with all associated
accessories. A central control room (blast resistant) shall be replaced with a new DCS control
system which will control, monitor the Refinery. Both Rehabilitation and Adaptation area plants,
Utilities and Offsite have been planned along with a number of Satellite rack rooms. Fire and gas
detection and monitoring system of the refinery is also part of Project.
Under electrical modernization work, a new 63 kV grid power reception and distribution terminal
along with a number of new and revamp of substations have been envisaged. This will also include
addition and replacement of existing transformers, switchgears etc. New plant communication, Fire
alarm, telephone systems in plant and few of non plant buildings are also part of the Project.
As part of Fire water system up gradation, a new fire water network along with pump station and
other fire water systems like foam, water monitors have been planned.

2. PURPOSE
The present Job Specification for Design defines the main principles to be applied for the design
and the implementation of the interface in between the instrumentation and the electrical devices
for the REHABILITATION AND ADAPTATION PROJECT, ALGIERS REFINERY in ALGERIA for
SONATRACH.

5.3 Order of precedence

It shall be the VENDOR responsibility to bring to the attention of the CONTRACTOR any discrepancy
between documents. The VENDOR shall not proceed with any such aspect of the work until he has
received any necessary confirmation, in writing form, from CONTRACTOR.

6. EXCEPTIONS AND DEVIATIONS


Exceptions to, and deviations from this specification shall not be implemented without written
approval from the CONTRACTOR.

Compliance by the VENDOR with the requirements of this specification does not relieve him of the
responsibilities for supplying equipment of proper design, mechanically and electrically suitable to
meet operating guarantees at specified service conditions.

7. LANGUAGE
English language shall be used for all documents related to the supply, such as correspondence,
descriptions, drawings, manuals, software and configuration. However the Human Machine
Interface’s displays descriptors, pop-up faceplates, or any other information displayed to the
operators, etc., shall be in French.

8.1 OVERVIEW – GENERAL TOPOLOGY

The drawing here attached presents the overall topology for the electrical equipment interfaced
with the instrumentation equipment.

The MCC typicals identification represented are the key to interpret the PIDs. The equipments
(pumps, air coolers, compressors, heaters, etc.) electrically powered are represented in the PID in
a simplified way with the respective typical identification (M0, M1, M2, M11, etc.). Other Symbols
PID represents the detailed interfaces per which typical.

9. ELECTRICAL/INSTRUMENTATION INTERFACE CONDUITS

9.1 CONDUIT DCE-A / DCE-B

Conduit in between equipment supplied the LV vendor (DCE) and Invensys (DCS).

This conduit is dedicated to the exchange data in between the Data Concentrator Electric (DCE)
and the DCS. This link is redundant, therefore the connection is done with the two DCE: DCE-A,
mainly dedicated to group the motors of the LV switchgear’s busbar A; and the DCE-B, mainly
dedicated to group the motors of the LV switchgear’s busbar SIDE B.

Internal to the Low voltage Switchgear, a MMU (ABB) network is done in such a way that the
segment grouping the MMUs of the Switchgear side A is connected at one end to the DCE-A and
at the other end to the DCE-B; similarly other segment collects the MMUs of the side B, where one
end starts at the DCE-B and the other end is connected to the DCE-A. For further details refer to
the document: “Electrical Control System – Architecture Drawing”, 9952T-000-DW-1661-0001.

To ensure reliability and reinforce the redundancy the DCE-A & DCE-B are interconnected in
between them.

The typical shown in the general topology (§8) represents a typical LV switchgear. Per each typical
a redundant link is considered from the DCS.

The link to the DCS is based on the MODBUS TCP/IP protocol over Ethernet. The physical media
is based in a single mode optical fiber from the DCE up to the FOP (fiber optic panel), and then
converted to Ethernet UTP cable to reach the Ethernet termination card on the DCS.

A preparation meeting and a prototype acceptance test is foreseen to validate the following
subjects:
9 Protocol
9 Data packaging and format (single precision-floating, integers, coils, bits, etc.)
9 Contiguous registers, to improve the scanning cycle.
9 Redundancy type
9 Speed
9 Physical media, evaluate need of converters.
9 IP addresses
9 Heartbit implementation, function code 8
9 Communication disruption strategy to be adapted to the electrical equipment under operation.

Any way the MODBUS link shall be analysed and implemented to cope with link recovery after
short communication interruption, without impact to the electrical equipment.

For this link/conduit refer to the ABB’s vendor document: “LV MCC Switchgears, MMU type
UMC100 table of exchanged datas and communication interfaces”, reference vendor: 12-02-
J00909-B06.For further details about data parameters and characteristics of the data frames for the
feedbacks and commands.

9.2 CONDUIT ECS-A / ECS-B

Conduit in between equipment supplied the ECS vendor (ECS controllershub) in the CCR and
Invensys (DCS).

This conduit is dedicated to the exchange data in between the Electrical Control System (ECS)

9.3 CONDUIT DCE-VSDS-A / DCE-VSDS-B

Conduit in between equipment supplied the VSDS vendor and Invensys (DCS).

This conduit is dedicated to the exchange data in between the Data Concentrator Electric (DCE)
VSDS and the DCS. This link is redundant, therefore the connection is done with the two DCE-
VSDS: DCE-VSDS-A, mainly dedicated to group the motors of the LV switchgear’s busbar A; and
the DCE-VSDS-B, mainly dedicated to group the motors of the LV switchgear’s busbar B.

Internal to the Low voltage Switchgear, a VSDS network is done in such a way that the segment
grouping the VSDSs of the Switchgear side A is connected at one end to the DCE-VSDS-A and at
the other end to the DCE-VSDS-B; similarly other segment collects the MMUs of the side B, where
one end starts at the DCE-VSDS-B and the other end is connected to the DCE-VSDS-A. For
further details refer to the document: “Electrical Control System – Architecture Drawing”, 9952T-
000-DW-1661-0001.

To ensure reliability and reinforce the redundancy the DCE-VSDS-A & DCE-VSDS-B are
interconnected in between them.

9.4 HARDWIRED CONNECTION

Some motors typicals uses the hardwired type connection in between the DCS/ESD,PLCs and the
MCC.

Generally the ESD commands, Variable speed settings to the VSDS and PLCs and other third
controllers (different to the ESD, DCS) commanded motors’ signals are interfaced by hardwired
cables per each signal.
Similarly for the HV motors’ feedbacks and commands, the interfaces are hardwired.
The identification “package” will be used to consider the: PLCs, Mark VI, standalone controllers,
Electrical Heaters equipped with thryristors, etc.

10. ELECTRICAL/INSTRUMENTATION INTERFACE TO ELECTRICAL HEATERS

10.1 SCOPE
The electricals heaters can be of two different types:
Coils operated by loading thyristors, which allow temperature variation by modulating the power.
Coils simply powered by a nominal power, no modulation.

Even when based on the same signals as the conduits already explained, different typicals were
defined to represent the signals being exchanged. These typicals can be seen in the following
drawings: 9952T-000-PID-0090-0026/0027/0028.

Generally the control panels for the Thyristors powered heaters are supplied loose and installed in
the electrical substation, including and electronic modulating circuit top trgger the thyristors, the
respective terminals strip to interface the control sources signals from the DCS or Packages (PLCs,
other standalone controllers).
The nominal electrical heaters are simply powered by a MCC.

Special care shall be taken for the analog signals being exchanged, like: current measurements.
The DCS or Package, powers in 4-20 mA @ 24 VDC the loop, therefore the heaters current device
shall be passive. If it is not the case, the Heater panel shall be equipped with isolator for the
concerned signals.

The interface to the “nominal” powered heaters can be software or hardwired. If interfaced with the
DCS, mainly software; if interfaced with packages, hardwired.

The interface with the thyristorized heaters is fully hardwired.

11. HARDWIRED SIGNALS TYPE

11.1 GENERAL

As shown in the topology (refer to §8.1) to execute this interface two cabinets are foreseen:
The Interposing panel (IRP), located in the instrumentation’s rackroom.
The Elec/Inst Marshalling (EIM) located in the Substation.

The functions of the Interposing panel are to:


Collect all the hardwired signals from the different control systems, following a segregation by
System (package, DCS, ESD) and type of signal (Digital Input, Digital Output, Analogic and ESD
related).
Cross wire the signals from the different systems and the multicables landing from the Elect/Inst
Marshalling in the Substation.

The functions of the Elec/Inst Marshalling (EIM) are to:


Collect all the hardwired signals from the different MCC, in segregated manner, by grouping the:
Start/Stop commands, status (available, running and analogics) and ESD related signals.
Cross wire the signals from the different systems MCC and the multicables to interface with
interposing panel.

Commands As described previously, the start and stop commands from the systems (DCS and
packages) are dry contact, voltfree type. Therefore these contacts are powered by
the control voltage from the MCC, in 24VDC and the current driven is not higher
than 0,5 Amp.
Status The MCC provides dry contacts capable of handling the 24 VDC supplied by the
Systems
ESD The ESD provides a dry contact powered by the MCC at 230 VAC

If it is a HV MCC:

Commands As described previously, the start and stop commands from the systems (DCS and
packages) are dry contact, voltfree type. Therefore these contacts are powered by
the control voltage from the MCC, in 110VDC and the current driven is not higher
than 2 0,5 Amp.
Status The MCC provides dry contacts capable of handling the 24 VDC supplied by the
Systems
ESD The ESD provides a dry contact powered by the MCC at 110 VDC

For the case of heaters with thyristors applies the same as the LV MCCs, as far concerns the
voltage levels.

11.3 Systems Side

11.3.1 Packages & DCS


For a particular package controlling several motors, segregation shall be followed to group the
commands, the status and the analogic signals.
The segregation, in the package panel, shall be:
Status grouped in one terminal strip of 6 pairs, 12 pairs, or 24 pairs
Commands grouped in one terminal strip to fit the 6 , 12 or 24 pairs.
Analogic signals grouped in one terminal strip to fit the 6,12 or 24 pairs.
The multicables shall consider 20% spare.

The relays’ contact used for the commands shall be able to handle the current drawn by the MCC
coil, that will be no more than 0,5 amp.

For the digital inputs, special consideration shall be taken to consider the channel protection: is it
galvanic protected, or a fuse is required. The packages shall consider the respective channel
protection for overvoltage, short-circuit, voltage reversal.

11.3.2 ESD

The ESD signals, a trip with a SIL identified equal or higher than 1, shall be interfaced by using a
special safety relay, normally named as SIL capable relay.

This relay’s contacts will be under a voltage of 230 VAC or 110VDC.

A terminal strip shall be considered in the ESD to group these signals.

The SIL relay will be installed in the Interposing panel.

12. DCS – ECS OPC CONDUIT

12.1 GENERAL

As shown in the topology (refer to §8.1) the DCS OPC server and the ECS OPC server are
interconnected.
The document ECS I/O list, number: 9952T-000-NM-1661-0001, list all the signals exchanged thru
this conduit.
The ECS OPC server will run the server license.
The DCS OPC server will run the client license.
Proper coordination required to settle the communication in between the DCS vendor and the ECS
vendor.

13. UPS POWER SUPPLY

13.1 GENERAL

The UPS is supplied by the Electrical team.

The UPS system shall be capable of operating at the following power supply specifications:

Voltage : 230 V AC ± 10%,1 phase, 3 wires (1 phase + N + PE)


Frequency : 50 Hz ± 3 Hz
Harmonic contents : Less than 5%
Static transfer time : Max. 5 millisecond

The system shall be compatible with an electrical AC feeder of the type insulated earthed neutral
(IT system with core balance and permanent insulation monitoring)TN-S.
All necessary transformers and accessories to comply with this requirement shall be included by
ICSS Vendor.

13.1.1 Systems (ICSS, Packages) UPS autonomy & sizing


The autonomy for the UPS shall be, in general, of 30 min.
An exception for the UPS dedicated to the SRR2, Units under UOP license, to which the autonomy
shall be of 1 hour.
The UPS sizing shall be based in the Consumers list.

13.1.2 Fire and Gas System (FGS) UPS autonomy & sizing
The autonomy for the UPS shall be, in general, of 8 hours.
The UPS sizing shall be based in the consumers list

13.1.3 Simplified Diagram for the UPS supply


The design is based in a dual UPS distribution; the UPS are under the scope of Electricals.
The UPS Power distribution panel (PDB) in the instrumentation rackroom is supplied by the ICSS
vendor with the required number of feeders as per the list of consumers plus spare.
If possible the PDB shall include in the FRONT the Side PRI, for the primary feeders, and in the
REAR the Side SEC, for the secondary feeders (redundant). For small buildings the two
distributions for the UPS FGS and the UPS systems shall be accommodated in the same PDB.
For the instruments requiring power a single feeder is supplied.

14. NON-UPS POWER SUPPLY

14.1 GENERAL

The distribution panels/cabinets non-UPS 230 VAC for utilities, like cabinet’s socket and lamps, are
supplied by the electricals and installed in the instrumentation rackrooms.
The socket’s feeders shall be protected by differential current 30mA.

The number of feeders is defined as per the consumers list.
