SUBJECT: Change 13-15 of the Navy Marine Corps Acquisition Regulation Supplement
(NMCARS)

The attached document identifies changes incorporated into the September 2013 edition
of the NMCARS. They are effective immediately. The online version of the NMCARS
available at http://www.secnav.navy.mil/rda/Pages/NMCARS.aspx will reflect these
changes shortly.

2 Administrative Rewords delegation of authority content. 5201.108
Does not change delegation authorities.
3 Streamlining Streamlines the peer review process and 5201.170(b)(S-90)
DASN(AP) delegates some authority as delineated in the 5201.170(b)(S-91)
Memorandum dated DASN(AP) memo titled, “Streamlining the Annex 8
September 11, 2017 Procedures for the Department of the Navy's
Peer Review Program.” Annex 8 is updated
to remove redundant information.
4 Clarification The ratification reversion threshold of $3500 5201.602-
was meant to align with the micro-purchase 3(b)(3)(ii)(A) and
threshold; therefore, changed $3500 to “the (B)
micro-purchase threshold.”
5 Revision/Addition Revises content to align with FAR. Adds a 5207.107
FAC 2005-91 paragraph to request approval for contract 5207.107-2
consolidation. Corrects titling and 5207.107-3
references.
6 Administrative Changes the term from DUNS to Entity 5209.406-3(ii)(D)
FAC 2005-91 Identifier.
7 Revision Supplements the requirements for satisfying 5211.274-2(S-90)
the IUID quarterly reporting requirements.
8 Addition Adds a requirement to obtain DASN(AP) 5212.102(a)(i)(C)
DASN(AP) concurrence expert or consultant witness
Memorandum dated services are determined to be commercial.
