1. Introduction
Ceylon Electricity Board plans to implement 100 MW Mannar Wind Power Project phase I in the southern coast
of the Mannar Island which is located in the North province of Sri Lanka 300 km from commercial capital, Colombo.
Vestas Asia Pacific A/S (main contractor) have been awarded to design, supply and install wind farm in Mannar
Island.
This method statement is intended as a guideline for CEB (The Employer) Personnel & Vestas Asia Pacific A/S
(main contractor) and Access Engineering PLC (sub-contractor - civil) site staffs to ensure a safe and efficient
geotechnical investigation works of Mannar Wind Power Project. This should be read in conjunction with the
applicable approved drawings, specifications.

1.1. Quality Assurance process


Access Engineering PLC as an ISO 9001: 2015 qualified Engineering Company is bonded to provide quality
products and services to all our clients. The company has established a Vision, Mission Quality Policy and Quality
Objectives in order to overcome the maximum satisfaction for the products and services provided by Access
Engineering PLC.
Geotechnical investigation shall also be done by the Access Engineering their profile has been attached in annex
2. So that same quality policy shall be followed by both Contractor and Subcontractor in here.
A quality management plan shall be prepared and implemented to ensure that the results of the ground
investigation and submitted separately within the required standards for accuracy and presentation, as defined in
national standards, the contract and the specification.
The quality management plan shall include written procedures covering some or all of the following components
of a ground investigation
a) Equipment: standard of maintenance, frequency of checks on performance, frequency of calibrations;
b) Testing: procedures including checking of observations and calculations;
c) Personnel: all personnel should have qualifications, training and experience appropriate to their duties;

d) Audits to check that the quality management plan is being fully implemented.

1.1.1.Qualified personal
Access Engineering Geotechnical investigation division consist of well experienced key staff for relevant activities
and they have already completed many projects island wide. All the records and key professionals profile has
been attached in Annex 2.
In addition Field technicians who carry out sampling and testing in boreholes and probing, geophysical data
acquisition, field tests and instrument installations should be suitably qualified and experienced in the work.

1.1.2.Instrument calibration
All the relevant shall be calibrated as per the specifications and readily available to show each when it is requested
by the Engineer at site.

1.1.3.Laboratory testing
Approved by the client’s geotechnical advisor, under the control of a suitably qualified and experienced supervisor.
Laboratory technicians should have received training and/or have experience of the type of test they are
conducting.
The laboratory chosen should be competent to carry out the testing and analyses required by the test methods.
Laboratories are accredited for each test and this should be checked as required (see Foreword).
In house laboratories shall be undergone for the annual third party audit carried out in accordance with BS 22475-
3 to maintain the proper quality assurance practices.
In order to conduct the testing in in-house laboratory, all the instrument shall have been properly calibrated and
there shall be a principle supervision/guidance of the relevant industry expert.

2. Scope of Work
A total of 39 no’s of boreholes will be executed within the project area of the Mannar Island southern coast. This
soil/ rock investigation will involve drilling 1 no’s of borehole per each Wind Turbine foundation locations. When the
above complete and drilling works commence laboratory test and field observations will be carried out
simultaneously until such times as this task in complete.
Drilling will be done through the overburden soil/ sand and bed rock (if any) in line with the guideline mentioned in
the technical specification and as per the Employer’s advises. Minimum depth is 30m and stop criteria is 3 No. of
SPT in a row with N-value >50. If not obtained, Vestas's designer will be contacted for decision about potential
deeper borehole, and CEB and Consultant will be contacted.
Standard Penetration Test (SPT shall be carried out at 1.50m intervals and disturbed samples shall be collected
with the undisturbed samples taken from the predetermined locations where soft ground encountered, Ground

accordance with ASTM and BS standards.
British Standards BS5930:2015 Code of practice or approved equivalent, shall be used apply for ground
investigations.
Standard Penetration Test (SPT) shall be carried out at every 1.5 m intervals as specified in BS 1377 part 9 during
each borehole drilling.
All the guidelines given in volume 5, part C technical specification under clause 7.3.2 and its sub clause shall be
applicable for the work described hereunder.
Minimum borehole depth to be limited to 30m since the foundation pile has been designed as friction pile with the
length of 25m.

All applicable measuring or testing equipment shall be calibrated and certificate shall be available to show for
Engineer if requested. Machineries to be checked by third party inspector and relevant certificate shall be available
at site to show on request by the Engineer.

4. Borehole Drilling
The drilling machine shall be set up in accordance with coordinates supplied by The Employer. Refer
PD/MWPP/T/WP/01 drawings in Employer’s Requirement.
The location will be marked as per the drawings and jointly agreed and then the area will be demarcated using
the barricades. Then the required area will be cleaned and make suitable stable flat or like to install the machines.
The necessary signage and safety will be implemented before the drilling works begins.

4.1. Introduction to SPT test


The Standard penetration test will be carried out to provide an indication of the density and/ or consistency of the
ground and to obtain disturbed samples for visual inspection and laboratory testing and classification. The results
of the tests will be given on the boring logs. The ‘N’ value at certain depth is defined as the blow count for 12’’
(300 mm) penetration recordings after the seating drive of 150 mm.
The Contractor will adopt the rope and pulley (R-P) method for this task, this consists of a hollow cylindrical mass
sliding over a steel rod of which will be operated by lifting the mass with a rope over a cat head. At that instant
when the mass reach the required height of 760 mm, the mass will be released manually driving the split-spoon
sampler. The collected samples will be visually inspected and recorded with The Employer in attendance prior to
storing in a polyethylene bag for laboratory testing.
A graphical representation of the changes in the soil strata, water level and SPT ‘N’ values will be given in the
boring logs.

4.2. Process of SPT test


Diamond rotary drilling method was employed to carryout boreholes in this geotechnical investigation. Mostly use
drilling machines are Koken OP1 and Toho. Since the depth of the bore holes are more than 10m deep, NX size
bits will be used. For this investigation normal water will be used as a flushing medium and if needed only
Bentonite would be used.
Boreholes will be located according to the given map and or drawings and jointly agreed with the consultant and
or client, depth of holes will be determined according the instruction given in advance and during the drilling with
discussing with consultants/client and as described below under section 4.4.
Standard penetration test (SPT) will be carried out in the site for determining geo engineering properties of soil in
every 1.5 m from the ground level and Split-Barrel Sampling of Soils will be collected at each SPT according to
ASTM D3441 - ASTM D1586 - 08a Standard Test Method.
The test uses a thick-walled sample tube, with an outside diameter of 50 mm and an inside diameter of 35 mm,
and a length of around 650 mm. This is driven into the ground at the bottom of a borehole by blows from a slide
hammer with a weight of 63.5 kg (140 lb.) falling through a distance of 760 mm (30 in). The sample tube is driven
150 mm into the ground and then the number of blows needed for the tube to penetrate each 150 mm (6 in) up to
a depth of 450 mm (18 in) is recorded. The sum of the number of blows required for the second and third 6 in. of
penetration is termed the "standard penetration resistance" or the "N-value". In cases where 50 blows are
insufficient to advance it through a 150 mm (6 in) interval the penetration after 50 blows is recorded as Hammer

bounce “H/B”. Where it penetrates the whole 450mm length in one blow in a loose soil formation (e.g. muddy or
peaty) is termed as free down “F/D”.
The soil samples which will be collected using SPT split tube will be sealed in a polythene bags and stored in core
boxes for laboratory tests with core samples and named as “D/S” in log sheets.
In loose formations or in sandy formations below ground water table very rarely samples will remain in SPT tube
in such situation hand augurs will be used but even it fails wash boring samples will be collected and named as
“W/S” in log sheets. Unless this case we are not using manual hand augur for sample collection
The depth of the boring will be determined with the reach of bedrock of hard stratum and subject to the approval
of Engineer. The first few boreholes will be drilled and samples will be collected and continually the outcomes will
be fed to the consultant Engineer for his approval. In addition the termination will be done as described in section
4.4 below.
As per 6C7-10, Section 7.3.2.4, Triple tube HQ3 drilling shall be used for sample collection when soft rock/rock is
encountered
Since it is going for frictional pile design instead of end bearing pile by considering the initial site investigation data
which has been noted that, up to 30m depth is consisting of sandy soil according to the majority of borehole
records.
Since the preliminary design has already done for 25m length friction pile, it is intending to limit the drilling when
the borehole depth go beyond this limit by considering the achieving of drilling termination parameters mentioned
under section 4.4 below.
Wastewater shall not directly be exposed to the natural stream line instead it shall be contain in a well located
closely to the borehole until it is gradually penetrate to the ground through sandy soil. If the well is blocked with
muds after some period of operation that mud layer to be removed and make background to collected water
penetration.

4.2.1.Collecting of Undisturbed Samples


The undisturbed samples will be collected within the SPT levels in soft ground area by pushing thin wall tubes 63
mm in to the ground. Undisturbed box samples will be collected for wooden boxes at 1.5 m – 2.0 m depth at
where the tube samples cannot be collected. The samples will be well sealed by wax at both ends labeled with
the following detail

4.2.2.SPT Test Sample

SPT sample shall be collected as describe in above at each 1.5m intervals from the ground level. In any case if it
is failed to collect split spoon sample due to the hammer bounce Wash samples should be collected continuously
to demarcate the layer boundaries and make sure to store any sample in sealed polythene bags. Especially the
split spoon sample shall be covered by polyethene bags to avoid moisture loss.

4.2.3.Water level metering and sample collection


If the water level is in visible range it is possible to make tape measurement and later it can be convert to the MSL
value or if the water level is somewhat below or in invisible range it is to be use water level meter which Is given
an accurate water depth from the level of machine held and depth from the ground level can also be obtained
according to this way. Those level can convert to MSL as required later by using the MSL of the existing ground
at the place of boring.
Water table is quite close to the existing ground level of the wind farm area which is encountered within 1.0m to
2m below from the ground surface. So that water level shall be recorded during the dry boring stage(Prior to add
the bentonite slurry or water) by using water meter and make sure to wait until the water level come to steady
state position to take readings. Consequently water sample shall be collected by using hand suction pump from
the bore hole and stored in a labelled sample bottle and stored in the laboratory for temporally. Periodically those
submitted to the relevant third party laboratory for testing.

4.3. Rock Drilling (If required)


When all steps above have been assessed as completed further boring shall continue stopping to gather the cores
for inspection and lab testing until a minimum of 3.0m into the rock face has been achieved, Termination of bore
hole depth shall be confirmed by The Employer when information gathered conforms to project specification.

Coring of rock shall be done with the double tube core barrel (NX / NW) with the recovery of 54 mm  rock core
samples.

4.4. Drilling Termination


The sample tube is driven 150 mm into the ground and then the number of blows needed for the tube to penetrate
each 150 mm (6 in) up to a depth of 450 mm (18 in) is recorded. The sum of the number of blows required for the
second and third 6 in. of penetration is termed the "standard penetration resistance" or the "N-value". In cases
where 50 blows are insufficient to advance it through a 150 mm (6 in) interval the penetration after 50 blows is
recorded as Hammer bounce “H/B”
In the same way, if the 300mm penetration could not be achieved in 50 blows, terminate the test drive and
recorded the depth of penetration.
Minimum depth to be achieved is 30m and stop criteria is 3 No. of SPT in a row with N-value >50. If not obtained,
designer shall be contacted for taking decision about the potential deeper borehole. Same time CEB and their
Consultant advice shall also be taken to terminate the drilling process.

4.5. Daily Boring Record


Boring records shall be produced daily while drilling and sample taking are in progress, these records shall include
as a minimum:
 Location
 Borehole number
 Start & Completion time / date for each borehole required
 Depth of borehole.
 Water level of borehole/s at the end of each working day
 Fracture index (FI)
 Level & type of bedrock, thickness of weathered rock with CR% & RQD% (If any) and values.
 Remarks / Comments section.

4.6. Other Field Tests


As per recommendations given in the Vestas bid document Vol 4, in addition to borehole investigation, three
dynamic cone penetration tests (DCP) to be done equally distributed at the foundation edge after soil compaction
is fully completed of the foundation area after piling work, Since it is constructing a raised foundation and the
support from the ground is not considered for design, those three tests shall be avoided once if the designer
agreed to do so, DCPT test to be done as per the overseas RN 31 or ASTM D6951/D6951M.
4.6.1 Scope of ground investigation for road and buildings
At least one soil test pit excavation, to a minimum depth of 0.6 m, every 500 m length. The materials in the test
pit are to be described on a test pit log which will include; a description of the materials, insitu consistency and
moisture content; and a graphic representation of the ground profile plus any additional observations. Samples of
the materials from the test pits will be taken for laboratory testing
At least one Dynamic Cone Penetration (DCP) test (carried out as given in ORN 31 for determination of CBR
values) every 100m length -. The frequency of testing should be reduced if the ground conditions do not vary
significantly.
At least one Atterberg limit test, one grading, one Modified compaction test and one laboratory CBR test at
Optimum Moisture Content on remolded soil samples and soil classification testing (Atterberg Limits, grain size
distribution) every 500m length.
Test frequency will be dependent on the uniformity of the materials and as instructed by the Employer. Such
testing shall conform to the specifications as described in 7.3.2 in volume 5, part C.
In addition one borehole shall be driven for each admin building and also for the accommodation building area
4.6.1.Process DCP as per RN 31
Following test method has been extracted from overseas road note 31
The TRL Dynamic Cone Penetrometer (DCP) is an instrument designed for the rapid in situ measurement of the
structural properties of existing road pavements with unbound granular materials. Continuous measurements can
be made to a depth of 800 mm or to 1200 mm when an extension rod is fitted.
The underlying principle of the DCP is that the rate of penetration of the cone, when driven by a standard force,
is inversely related to the strength of the material as measured by, for example, the California Bearing Ratio (CBR)
test (see Figure C2). Where the pavement layers have different strengths, the boundaries between the layers can
be identified and the thickness of the layers determined. A typical result is shown in Figure C3.
The DCP needs three operators, one to hold the instrument, one to raise and drop the weight and a technician to
record the results. The instrument is held vertical and the weight carefully raised to the handle. Care should be
taken to ensure that the weight is touching the handle, but not lifting the instrument, before it is allowed to drop
and that the operator lets it fall freely and does not lower it with his hands. If during the test the DCP tilts from the

vertical, no attempt should be made to correct this as contact between the shaft and the sides of the hole will give
rise to erroneous results. If the angle of the instrument becomes worse, causing the weight to slide on the hammer
shaft and not fall freely, the test should be abandoned.
It is recommended that a reading should be taken at increments of penetration of about 10 mm. However it is
usually easier to take readings after a set number of blows It is therefore necessary to change the number of
blows between readings according to the strength of the layer being penetrated. For good quality granular road
bases readings every 5 or 10 blows are normally satisfactory but for weaker sub-base layers and subgrade
readings every 1 or 2 blows may be appropriate.
Little difficulty is normally experienced with the penetration of most types of granular of weakly stabilized materials.
It is more difficult to penetrate strongly stabilized layers, granular materials with large particles and very dense,
high quality crushed stone. The TRL instrument has been designed for strong materials and therefore the operator
should persevere with the test. Penetration rates as low as 0.5 mm/blow are acceptable but if there is no
measurable penetration after 20 consecutive blows it can be assumed that the DCP will not penetrate the material.
Under these circumstances a hole can be drilled through the layer using either an electric or pneumatic drill or by
coring. The lower layers of the pavement can then be tested in the normal way.

4.8. Laboratory Tests


The tests will be carried out in our own Laboratory in accordance with project specification of which will be
available for inspection by the Client’s Staff. All the laboratory equipment are calibrated up to date and maintained
according to standards.
In order to develop comprehensive understanding on the ground profile, in first few bore holes (3 to 4), the required
testing will be done as mentioned below. Since the plies will be designed as friction piles, the shear strength
parameters will be most important. In each 1.5 m intervals, the SPT will be carried out and even wash samples
will be taken specially the significant variation of SPT received.
Once developed the complete and accurate soil/sand profiles in first 3 to 4 boreholes, then with that technical
understanding, it will be recommended the testing frequency/the only required tests and even depths to facilitate
the testing. A separate annex to this MS will be provided with these recommendation

There are two water pit close to the borehole one is filled with direct water washout from the borehole and next
one adjacent to first is filled with washout water without bentonite sediment because bentonite is deposited at the
first pit bottom and only the water part will pass through outlet pipe to the next pit. According to this way washout
water will be reused throughout the process.
Bentonite sludge collected at the bottom of each pit is to be collected finally and store separately away from the
stream line and finally to be disposed to designated/Approved disposal area

Geotechnical & Laboratory Services Unit of Access Engineering was launched to fulfill a void
in diverse Investigation and Quality Assurance requirement of the Construction Industry in
Sri Lanka. From its modest beginning, this unit has grown and diversified its operations
expanding its operations exponentially and presently is capable of providing geotechnical &
laboratory services and ground improvement total solutions.

Our Staff is competent in handling quality assurance and technical challenges and providing
viable technical solutions to meet each customer’s individual requirements. It also enjoys
the backing of Pile Dynamics Inc., USA, the pioneer and manufacturer of the Pile Driving
Analyzer®. In addition, the Company provides expert geotechnical solutions and
recommendation through eminent professional from University of Moratuwa and for its pile
testing services.

The section is equipped with modern apparatus, which need to run Quality Control on any
building, highway or other construction project. The Sri Lanka Accreditation Board (SLAB)
for Conformity Assessment has certified that the Geotechnical & Laboratory Services Unit
complies with the international accreditation criteria for testing, calibration and mechanical
testing of building materials as describe in ISO/IEC 17025.
