How the process engineers decided the max, normal or minimun flow rate required on

the
datasheet as they check vender instrument datasheet information?
And what is rate of flow or total flow required? It says that total flow is reqiured for vortex,
turbine, coriolis type flowmeter and rate of flow required for differential pressure, coriolis,
vortex, turbine.
What is rate of flow or total flow? Is it max flow rate?

All the flowmeter datasheets I have seen require minimum, normal and maximum
flowrates to be specified. The process engineer is responsible for this data along with
specifying any physical properties of the fluid required. Normal flow can be taken from
the heat and mass balance for the process or may be the line sizing calculation,
maximum flow would be based on the process design capacity normally specified in the
Basis of Design, and minimum flow would based on the turndown requirement. Different
types of flowmeters have different abilities to measure a range of flowrates accurately.
The turndown requirement (max to min flow measurements) for the instrument can often
effect the type of flowmeter selected:

Coriolis.................10 to 1, up to 80 to 1
Diff Press...............4 to 1 (square-edged orifice)

Without looking at your instrument datasheets I'm not sure what is being asked for. 'Rate
of flow' and total flow don't necessarily mean different things to me. Perhaps the
datasheet fields are requesting rate of fluid flow in different units? mass and volume?
