About Us
By virtue of Department Order Number 110, Series of 1993 (DO 110, S.1993) of the
Department of Public Works and Highways (DPWH), the function for the
administration and enforcement of PD 1096, otherwise known as National Building
Code (NBC) of the Philippines, was devolved to Local Government Units (LGUs).
With this devolved function, the Office of the City Building Official (OCBO)
implements regulations and requirements for the construction, alteration, repair,
conversion, use, occupancy and demolition of buildings pursuant to Section 301
of PD 1906, as well as enforcement of related orders and decisions.

SECURING A BUILDING PERMIT


ABOUT THE SERVICE

A BUILDING PERMIT is required prior to the construction, erection, alteration, major


repair, or renovation or conversion of any building/structure owned by
government of private entities.

The permit becomes null and void if work does not commence within one year
from the date of such permit, or if the building or work is suspended or abandoned
at any time after it has been commenced for a period of 120 days.

The Office of the City Building Official regulates and/or issues the following:

 Building Permit

 Electrical Permit
 Certificate of Final Electrical Inspection (CFEI)
 Mechanical Permit
 Sanitary / Plumbing Permit
 Miscellaneous/ Ancillary Permits (Fence, Demolition, Temporay Service

Scaffolding,)
 Sign Permit (Billboard, Signboard, Temporary Business Signs)
 Cerificate of Annual Inspection
 Certificate of Exemption

Checklist of Requirements

 Five (5) Sets of Building plans - prepared, signed and sealed


a. By a duly licensed Architect or Civil Engineer, in case of
Architectural and Structural plans;
b. By a duly licensed Sanitary Engineer or Master Plumber, in case of
plumbing, sanitary installation plans;
c. By a duly licensed Professional Electrical Engineer, in case of
Electrical plans;
d. By a duly licensed Professional Mechanical Engineer, in case of
Mechanical plans;
e. Duly accomplished Building permit application form signed &
sealed by Architect / Civil Engineer, in case of full time inspector &
supervisor of construction works (Box 2 & Box 5) & Box 3 applicant
and or authorize representative;
f. Duly accomplished Electrical permit application form signed and
sealed by a Professional Electrical Engineer who designed electrical
plan and a registered electrical practitioner for person-in-charge in
case of Electrical permit;
g. Duly accomplished Sanitary permit application form signed and
sealed by a Sanitary Engineer in case of Sanitary permit;

h. Duly accomplished Mechanical permit application form signed and
sealed by a Professional Mechanical Engineer in case of
Mechanical permit;
i. Photocopy of PRC ID and PTR of the Architect / Engineers who
signed & sealed the plans.

 Three (3) sets Sketch/Lot Plan with Vicinity Map (signed & sealed by a
licensed Geodetic Engineer)
 Three (3) copies of Certified True Copy of Land Title(TCT),
 Three (3) copies of Tax Declaration
 Three (3) copies of Tax Receipt for the current year
 If property is not registered under the name of the applicant:
Submit Three (3) copies of the following:
a. Duly Notarized Copy of Deed of Absolute Sale, or Lease Contract or
Contract to Sell or
b. Association’s Board Resolution
c. Applicant’s Certificate of Membership

APPLYING FOR AN OCCUPANCY PERMIT


ABOUT THE SERVICE

An Occupancy Permit is required before any building/structure is used or


occupied. It is usually secured after the completion of a structure. It is also
required if there is any change in the existing use or occupancy classification of
a building, structure or any portion thereof.

GENERAL REQUIREMENTS:

 Certificate of Completion from the Building Official


 Certificate of Completion-Mechanical, Electrical and Sanitary/Plumbing
 Logbook of building construction and Building Inspection Sheet duly
accomplished by the contractor (if undertaken by contract) and signed
and sealed by the Architect or Civil Engineer in charge of construction
 Certificate of Final Electrical Inspection
 Final Fire Safety Inspection Report by the Bureau of Fire Protection (BFP)
 Zoning Conformance issued by the Zoning Administrator
 As built plans (for any deviations from the approved plans)

SECURING OTHER BUILDING-RELATED PERMITS
ABOUT THE SERVICE

Aside from a building permit, the Office of the City Building Official/City
Engineer’s Office issues other permits that are required before the renovation,
construction or demolition of any structure.

TYPES OF PERMITS AND REQUIREMENT(S)

APPLYING FOR ELECTRICAL PERMIT


Electrical Permit is a required document before putting up new or additional, or
altering electrical installations involving at least 20 outlets or a capacity of 4 Kw.

APPLYING FOR CERTIFICATE OF FINAL ELECTRICAL
INSPECTION (CFEI)
Certificate of Final Electrical Inspection or CFEI is required document for the
operation of the electrical facilities of the building. It is also requirement to the
power utility company (Meralco) for their energization.

This is required before the installation of new or additional, removal or alteration
of equipment and machinery. For new buildings, this forms part of the
requirements for a Building Permit application.

This document is required before the construction of new or additional, or
altering existing plumbing installations, water supply, storm drainage, water
purification and sewerage treatment plants. For new buildings, this forms part of
the requirements for a Building Permit application.

REQUIREMENTS:

 Sanitary/Plumbing Permit Application Form (signed & sealed by a Sanitary


Engineer or Master Plumber)
 Sanitary/Plumbing Plans ((signed & sealed by a Sanitary Engineer or
Master Plumber)

APPLYING FOR MISCELLANEOUS/ANCILLARY PERMITS

FENCING PERMIT
This is permit secured prior to actual construction of a fence.

REQUIREMENTS:

 Fencing Permit Application Form ((signed & sealed by an Architect or Civil


Engineer)
 Fencing Plan (signed & sealed by an Architect or Civil Engineer)
 Bill of Materials and Cost Estimates (signed & sealed by an Architect or
Civil Engineer)
 Lot Plan with certification of a Geodetic Engineer that the proposed
fence will not encroach on adjoining properties
 DPWH Clearance (if Project is along National Road)
 Transfer Certificate of Title (TCT)
 Deed of Sale/Lease Contract/Contract to Sell (if the TCT is not in the name
of the owner/applicant)
 Updated Real Property Tax Declaration
 Certificate of Real Property Tax Payment

DEMOLITION PERMIT
This permit is secured prior to the systematic dismantling or destruction of a
building or structure in whole or in part.

REQUIREMENTS:

 Demolition Permit Application Form (signed & sealed by an Architect or

 Sketch Plan of area to be demolished (signed & sealed by an Architect or
Civil Engineer)
 Certified True Copy of Land Title(TCT),
 Copy of Tax Declaration
 Copy of Tax Receipt for the current
 Certificate of Real Property Tax Payment

TEMPORARY SERVICE CONNECTION PERMIT


This permit is secured for temporary service connection to a power utility for
lighting and power for construction, Christmas decorative lighting, lighting of
cemeteries, temporary lighting for carnivals/fiestas, testing, etc.

EXCAVATION AND GROUND PREPARATION PERMIT


This permit is secured prior to actual ground preparation and excavation after
the building line is established. It is also a requirement for a water connection
request to Quezon Metro Water District (QMWD)

REQUIREMENTS:

 Accomplished Permit Form (MPW Form No. 77-014-B)


 For MWSI connection purposes, present accomplished MWSI Application
Form

SIDEWALK CONSTRUCTION PERMIT


This permit is secured prior to the construction and repair of sidewalks

REQUIREMENTS:

 Sketch plan of sidewalk to be constructed/repaired

SCAFFOLDING PERMIT
This permit is secured whenever the erection of scaffolding occupies street lines

REQUIREMENTS:

SIGN PERMIT
This permit is secured prior to the installation, erection, attachment painting of
any form of signage.

ABOUT THE SERVICE

This permit is secured prior to actual ground preparation and excavation after
the building line is established. It is also a requirement for a water connection
request to Quezon Metro Water District (QMWD)
