1.0 OBJECTIVE

To outline the procedure by which micro-surfacing works shall be carried out as per JKR
standard specifications.

2.0 SCOPE

This procedure shall be applicable for all micro-surfacing works.

3.0 DEFINITION

Micro-surfacing is a modified version of slurry seal. It is a mixture of polymer modified


asphalt emulsion, mineral aggregate, mineral filler (Portland cement), water, and additive
that are properly proportioned, mixed and spread on a paved surface in accordance with
specifications.

Micro-surfacing is used to restore or to preserve pavement surface. This surfacing mixture


is designed to correct rutting (minor), improve skid resistance, seal surface cracks, protect
pavement surfacing against hardening and improve surface texture.

4.0 PROCEDURES

4.1 Upon receiving Work Order from the S.O., the Project Manager shall prepare and
submit Project Quality Plan (PQP) which consist of the following items for approval
by the S.O.;

a) Traffic Management Plan (TMP).


b) Layout Plan/ Strip Map.
c) Work Program.
d) Method Statement.
e) Design Mix.
f) Works Specification.
g) Bills of Quantities.
h) Plant and Equipment Checklist.

4.2 Upon approval of PQP, the Project Manager shall proceed with site possession,
mobilization of plant and machineries, site demarcation and regulate of existing
pavement (if required). Concurrently the request to carry out trial lay shall be
submitted to the S.O.

4.3 Traffic control and safety shall be in accordance to the Traffic Management Plan
(TMP) as approved by the S.O.

4.4 All required tests shall be carried out in accordance to the Inspection and Test Plan
(ITP) as approved by the S.O.

4.5 All equipment, tools, and machines used in the performance of this work shall be
maintained in satisfactory working conditions at all times to ensure a high quality
product.

4.6 Areas with base and/or subgrade failures shall be reconstructed accordingly from
the subgrade/base up to the wearing course. Any existing pavement failure shall
be repaired.

4.7 All loose materials shall be removed from the surface. Prior to applying the micro-
surfacing, water shall be used at a rate as approved by the S.O. to dampen the
surface without allowing any free-flowing water.

4.8 The material shall be mixed by a self–propelled micro-surfacing mixing machine.


The machine shall have sufficient storage capacity for the aggregates, emulsified
bitumen, mineral filler, additive and water to maintain an adequate supply to the
proportioning controls. The mixture shall be homogeneous during mixing and
spreading.

4.9 The mixture shall be spread uniformly by means of a conventional augured


surfacing spreader box attached to the mixer and equipped with paddles to agitate
and spread the material evenly throughout the box.

4.10 Spreading of the mixture shall be undertaken in two layers, with an initial regulating
layer followed by a uniform wearing course carpet. Total thickness for both layers
shall between 10 – 12 mm. The spreading rate using the 0 – 8 mm aggregate

gradation shall be between 18 – 25 kg/m .

4.11 Whenever spreading is taking place, the tests prescribed in Table 1 shall be carried
out. The original copy of the results for each of the tests and for each recorded rate
of spread shall be given to the S.O.

4.12 Areas which cannot be reached with the mixing machine shall be surfaced using
hand squeegees to provide complete and uniform coverage. The area to be hand-
worked shall be lightly dampened prior to mix placement.

4.13 The finished micro–surfacing shall be of uniform surface texture and appearance
throughout the work and shall be free from holes, streaks and surface irregularities.
Any micro–surfacing, which does not comply with the clause, or is non–uniform in
surface texture or appearance, shall be made good by replacement of fresh
material.

4.14 No excessive buildup, uncovered areas or unsightly appearance shall be permitted


on longitudinal or transverse joints. An excessive overlap shall not be permitted on
longitudinal joints.

4.15 Work shall stop during the period of heavy rain or when there is standing water on
the surface.

4.16 The process shall be such that the laid material may be opened to traffic after
typically 1 hour.

4.17 Traffic shall be kept off newly treated surfaces until material is deemed to have set,
and traffic speeds shall be kept to a minimum until the surface does not experience
detrimental effects.

4.18 Upon completion of work, final inspection/measurement shall be carried out jointly
with the S.O. representatives.

4.19 Refer to Flow Chart on page 5-6.
