2 nd BOARD OF CHIEF ENGINEERS MEETING HELD

At the outset the Engineer-in-Chief (IW), Chairman, Board of Chief Engineers has welcomed all the participants and placed the following agenda items for discussion by the members of the Board of Chief Engineers. The names of the officers attended to the meeting are appended vide Annexure-I. The Engineer-in-Chief (IW) has initiated the discussions.

Agenda item No – 1:

Finalization

of

Common

Standard

Bid

Document

for

all

Engineering

Departments.

Proposed by Engineer-in- Chief (I), I & CAD Dept.

The Engineer-in-Chief (I), Irrigation Department while submitting the Standard Bid Document as per the SLSC recommendations to the Government for its approval, has requested the Engineer-in-Chief (IW), I&CAD Dept to place the same before Board of Chief Engineers for its discussion and finalization of Common Standard Bid Document (CSBD) for all Engineering Departments

Subsequently, the Government vide Govt Memo No 6095/Reforms/2015, dated 17.05.2016 have approved the Standard Bid Document for Non-EPC works of I&CAD Dept pending finalization of Common Standard Bid Document for all Engineering Departments. The above approved document for I&CAD Dept was placed before the Board of Chief Engineers meeting held on 26.05.2016 for its discussion and necessary recommendations to the Government.

The Board of Chief Engineers have discussed the above Standard Bid Document approved for the Non-EPC works of I & CAD Department during its meeting held on 26.05.2016. Due to prevalence of numerous and varied nature of

clauses in the proposed Common Standard Bid Document for all Engineering

Departments and owing to time constraint for its detailed discussion, Board of Chief

Engineers has opined to give further time till 15.06.2016 for furnishing of

suggestions/recommendation by the respective departments in the matter and decided

to discuss and finalize the Common Standard Bid Document in next BOCEs meeting.

Accordingly, the above agenda item has once again placed before

Board of Chief Engineers meeting held on 20.07.2016 along with

suggestions/recommendations received from various Engineering Departments on the

proposed Common Standard Bid Document for all Engineering Departments for its

subsequent discussion and necessary recommendations to the Government.

The Board of Chief Engineers (BOCEs) has comprehensively deliberated

all the suggestions/recommendations received from various Engineering

Departments vis-à-vis corresponding clauses of approved Bid document by the

Government for I &CAD Dept pending approval of Common Standard Bid

Document and necessary recommendations are made by the BOCEs,

accordingly. The clause/item wise recommendations of BOCEs on the proposed

Common Standard Bid Document are compiled in a comparative statement vide

Annexure-A. The Board of Chief Engineers has agreed to recommend the

corrected Common Standard Bid Document for all Engineering Departments as

per the recommendations of BOCEs meeting held on 26.05.2016 and 20.07.2016

to the Government for its approval.

Agenda item No. 2

REVISION OF DELEGATION OF POWERS UNDER GO Ms No 1007, (TR&B) DEPT., DATED 05.11.1976 and GO Ms No 148, FINANCE & PLANNING (FW:ADMN.I.TFR) DEPT., DATED 21.10.2000 - Regarding

Proposed by Engineer-in- Chief (I), I & CAD Dept

Consequent

to

Re-organization

of

the

Telangana

State,

the

Board

of

Chief Engineers (BOCEs) in its meeting held on 29-10-2014 has felt the need to

reform the existing G.O’s, duly streamlining the Work sanctions, Works Contract Management, associated Financial Management, Tender Reforms, Price Adjustment and, passing of excess expenditure etc., which are to be reviewed from the perspective of specific requirements of newly formed State of Telangana. Further, it is opined that the existing Codal provisions of A-code and D-code are to be examined and updated to the present cost of construction and change in Construction Technologies/Methodologies and other Tendering procedures.

In this regard, an internal Committee was constituted by the Engineer-in-Chief (IW) vide proceeding No ENC/IW/P&M/EE.I/ DEE2/AEE5/ 61108/14/BoCE, Dt:10.03.2015, duly including the members from various Engineering Departments like Irrigation & CAD, Roads & Buildings, RWS & S, PH & ME and Panchayat Raj Depts., who are well versed with the departmental procedures/rules and entrusted the task of review and revision of all the existing G.Os and Codal provisions.

Accordingly, the internal committee has conducted its meetings on 01.04.2015, 23.04.2015, 21.05.2015 and 17.06.2015 and discussed in detail the G.O.Ms. No 94 I&CAD Dept, dated 01.07.2003 and G.O.Ms. No 148 Finance & Planning (FW:

ADMN.I.TFR) Dept, dated 21.10.2000 with reference to increase in cost of constructions, change in construction technologies and specific requirements of newly formed State of Telangana.

Further, as per clause No. 101, under Power to adapt Laws, vide Page No 26 of the Andhra Pradesh State Re Organization Act, 2014, the validity of existing Acts/Laws of erstwhile A.P will be lapsed by 01.06.2016 and thereafter the same are to be adopted with necessary revision/amendment by the concerned Government. In this connection, as per the directions of the Government, the Secretary TSPSC has requested the I & CAD Dept for Revision of syllabus for the Departmental Tests with reference to existing Acts, Schemes, Projects being implemented by the Departments and the changing roles and responsibilities of Departmental officials with specific relevance to newly formed State of Telangana. After due discussion of the matter in

the Board of Chief Engineers (BOCE) meeting held on 20.01.2016 and due to exponential work involved and time bound nature of the job, the subject of Updation / Modification of i) A P. P.W Department Code, ii) A P. P.W Accounts Code iii) G.O.Ms No 1007 (TR&B) Dept dated 05.11.1976 and iv) G.O. Ms No 402, dated 08.10.1982 was entrusted to the NAC, Hyderabad on consultancy basis vide Engineer-in-Chief (IW) letter No ENC(IW)/SE(P&M)/ EE1/DEE2/AEE5/CODES/ 2015-16/3, dated 04.04.2016.

Accordingly, the NAC, Hyderabad has commenced the above task of revision of Codes and other Executive orders from 16.04.2016. The Engineer-in-Chief (IW) has conducted review meetings with NAC along with the representatives of all other Engineering Departments and the engaged retired Irrigation Engineers as Consultants on behalf of I&CAD Department on 21.04.2016 and 17.05.2016 and discussed in detail all the related issues on the above matter.

The NAC, Hyderabad has furnished its report on revision of delegation of powers

under Annexure-III of

GO Ms No 1007, (TR&B) Dept., Dated 05.11.1976.

The reports on GO Ms No 148 Finance & Planning (FW: ADMN.I.TFR) Dept, dated 21.10.2000 and GO Ms No 1007, (TR&B) Dept., dated 05.11.1976 furnished by the internal committee and NAC, Hyderabad, respectively, were placed before the Engineers-in-Chief (ENCs) of all Engineering Department during the meeting held on 07.06.2016 and 25.06.2016 for its discussions and recommendations.

The Engineers-in-Chief (ENCs) of all Engineering Departments and Director of Works Accounts during meeting held on 07.06.2016 and 25.06.2016 have examined the above furnished reports on revision of delegation of powers under GO Ms No 1007, (TR&B) Dept., Dated 05.11.1976 and G.O.Ms. No 148 Finance & Planning (FW: ADMN.I.TFR) Dept, dated 21.10.2000 and discussed and reviewed all the clauses with specific reference and requirements of newly formed state of Telangana and made certain modifications/revisions/deletions in the proposed delegation of powers against each head under the annexures appended to the said GOs.

The subject issue along with consolidated report of Engineers-in-Chief (ENCs) of all Engineering Departments meeting held on 07.06.2016 and 25.06.2016 was placed before Board of Chief Engineers (BOCEs) meeting held on 20.07.2016 for its discussion and necessary recommendations to the Government.

The Board of Chief Engineers has discussed in detail the proposed revision of delegation of powers under GO Ms No 1007, (TR&B) Dept., dated 05.11.1976 and G.O.Ms. No 148 Finance & Planning (FW: ADMN.I.TFR) Dept, dated 21.10.2000 with reference to increase in cost of constructions, change in construction technologies/methodologies, Tendering procedures etc., and unanimously agreed to recommend the recommendations of the Engineers-in-Chief (ENCs) of all Engineering Departments meeting held on 07.06.2016 and 25.06.2016, to the Government for its approval. Action: Engineer-in-Chief (I) I & CAD Dept.

Agenda item 3:- I & CAD Dept - System Improvement Note –V & E Report - Variation in quantities in Cement and water in the Mix Design adopted in Revised Standard Data. Proposed by Engineer-in-Chief (I) I&CAD Dept. “Deferred to next BOCEs meeting due to paucity of time for discussion of the same”

Agenda item 4:- Incentives for setting up of New industrial enterprises in Telangana State Programme for Rapid Incubation of Dalit Entrepreneurs (T – PRIDE) for creating a cadre of Scheduled Caste and Scheduled Tribe Contractors for executing Government works by way of Affirmative action - Amendment to Registration of Class – V (Civil) for Scheduled Tribe entrepreneurs – Report called for by the Government. Proposed by Engineer-in-Chief (I) I & CAD Dept. “Deferred to next BOCEs meeting due to paucity of time for discussion of the same.”

Agenda item 5:- I & CAD Dept – TR & B Dept – Review meeting with Hon’ble CM

held on 31.10.2014 - the works comprising Special repairs and

widening to Double lane – Reduction of the time period allowed

from the date publication of Tender Notice to the date of receipt of

Tenders from 14 days to 7 days – Permission sought for – Proposals

called for by the Government.
