MINUTES OF 3rd BOARD OF CHIEF ENGINEERS MEETING HELD ON

11.11.2016 AT 3.00PM IN THE CONFERENCE HALL OF


ENGINEER-IN-CHIEF (IW), I & CAD DEPARTMENT, ERRUM MANZIL,
HYDERABAD.

At the outset the Engineer-in-Chief (IW), Chairman, Board of Chief Engineers


has welcomed all the participants and placed the following agenda items for
discussions by the members of the Board of Chief Engineers. The names of the
officers attended to the meeting are appended vide Annexure-I.
The Engineer-in-Chief (IW) has initiated the discussions.

Agenda item No – 1:
Prisons Department – Entrusting of Repairs and Maintenance works costing
below Rs 5.00 lakh to the Superintendent of Jails on Nomination basis - Report
called for by the Government.

Proposed by Engineer-in- Chief (I), I & CAD Dept.

The Home (Legal) Department has sought for issue of necessary amendment
orders to the G.O. Ms. No 94, dated 01.07.2003, for entrusting of repairs and
maintenance works below Rs.5.00 lakhs to the Superintendent of Jails on nomination
basis.
In this regard, the Director General of Prisons and Correctional Services,
Hyderabad in his letter addressed to the Principal Secretary to Government, Home
(Prisons) Department stated that
1. Small repairs such as scrubbing of walls, roof leakages, flooring, Drainage
pipe lines, carpentry, plumbing, electrical works, paintings to walls,
maintenance of gardens etc., can be taken up by the Superintending of Jails
at various prisons of the Department with utilization of services of skilled
prisoners by procuring the required materials.
2. By entrusting the works to Superintending of Jails, the works will be taken
by and completed by utilizing the services of prisoners with less budget,
when compared with prescribed rates of Telangana State Police Housing
Corporation Limited.

3. The required material for works will be purchased by the respective
Superintendent of Jails duly following codal provisions and also by
obtaining necessary sanction orders from the competent authorities.
4. If the repairs and maintenance works costing below Rs.5.00 Lakhs are
entrusted on nomination basis to the Superintendents of Jails, they will
employ large number of prisoners by giving them wages. This will improve
the quality of work, provide employment to the poor prisoners and lessen
the burden on the Police Housing Corporation Ltd and in turn to the
Government’s exchequer. Works can be carried out under the supervision of
the Engineers of Police Housing Corporation Ltd and also the prisoners
can obtain a satisfactory work completion certificate.
The Director General, Prisons and Correctional Services, Hyderabad has requested
the Government to consider the proposal of nominating Superintendents of Jails to
execute works below Rs.5.00 Lakhs and issue necessary amendment orders to the
G.O. Ms. 94, dt: 01.07.2003 as detailed below
“ The Managing Director, Telangana State Police Housing Corporation Limited,
Hyderabad shall give the works of repairs & maintenance of and below Rs.5.00 lakhs
worth, on nomination basis to the Superintendent of Jails, so as to employ large
number of skilled and semi skilled prisoners and give them wages as per rates
approved by the Government . However the quality of work will be supervised by
Telangana State Police Housing Corporation Limited and it should meet the specific
standards”.

The above issue was placed before BOCE’s meeting held on 11.11.2016 for its
discussion and necessary recommendations in the matter

The Superintendent of Jails, O/o Director General, Prisons and Correctional


Services, Hyderabad as a special invitee attended the BOCEs meeting on 11.11.2016
and appraised the matter in detail to all the members including other issues/difficulties
involved in execution of works inside Jail compounds by outside Contractors.

The Board of Chief Engineers has comprehensively deliberated in the


matter and recommended the following duly considering all the issues involved.

1. BOCEs opined that, Superintendent of Jail being owner of Jails cannot
act as Contractor for executing works on nomination basis by engaging
available Skilled/semi-skilled Prisoners to the maximum extent.

2. BOCEs has agreed and recommended that Departmental execution of


Repair and Maintenance works costing up to Rs 5.00 lakh inside Jail
compounds may be carried out by the concerned Executive
Engineer/equivalent officer of Police Housing Corporation Ltd in
coordination with concerned Superintendent of Jail duly engaging the
available Skilled/semi-skilled Prisoners.

3. The concerned Executive Engineer has to prepare separate data and


estimate for the proposed Maintenance/ Repair works inside Jail
compounds as per the prevailing prisoner wages for engaging jail
labour/prisoners and shall be got approved and sanctioned by the
concerned competent authority.

4. The concerned Executive Engineer/equivalent officer of Police Housing


Corporation is responsible for maintenance of quality/workmanship as
per standards and due accounting and Codal procedure shall be
followed in departmental execution of above works by engaging jail
labour/prisoners.

5. The concerned Executive Engineer of Police Housing Corporation shall


decide the nature of works to be carried out through engaging Jail
prisoners and may be limited to unskilled/semi-skilled type of works
considering the skill levels of the available/willing prisoners.

6. Wages to the Prisoners may be disbursed through individual bank


accounts and no cash transaction may be allowed towards wages to
avoid exploitation/misuse of the same.

7. It is opined that, the above act of engaging of prisoners on the works


inside Jail compounds may be treated as small means of earning as well
as catalyst in moulding their behavior and building positive attitude for
leading rest of their life beyond bars.

I & CAD Dept - System Improvement Note –V & E Report - Variation in quantities
in Cement and water in the Mix Design adopted in Revised Standard Data.
The Vigilance and Enforcement Department during their verification of data of
design mixes of concrete observed variations in the quantities in water and cement
for the same grade of mix design and for similar nature of works and made certain
observations as mentioned below.
1. Government approved Revised standard data for building works for the year
2010-2011 with tentative quantities of cement to be adopted in the Mix design
of concrete. The quantity of cement adopted in the data for M 20 grade
and M 30 grade concrete is 350 Kgs and 400 Kgs respectively per cum of
concrete.

2. The R&B Circle, Visakapatnam has taken up the work “Repairs to the
Collector office building at Visakhapatnam”, the estimate which was
sanctioned based on SSR of 2006-07 and the item of Design Mix concrete of
M-20 grade for laying the roof slab the quantity of cement was considered as
330 Kgs per cum of concrete. Similarly, the APHMHIDC (presently
AMSIDC), Visakhapatnam circle has taken up the work ‘Construction of
buildings for 21st Century Gurukulam in Visakhapatnam’ the estimate for which
was sanctioned based on SSR of 2007-08. In the approved data for the item of
Design Mix concrete of M-30 grade for roof slab and the quantity of cement
was considered as 340 Kgs per cum of concrete.

3. As per Table-5 of IS 456-2000 below, the minimum cement content to be adopted is


300 Kgs/cum and 320 Kgs/cum for M-20 and M-30 grade Design Mix concrete
respectively for mild exposure conditions.

4. In the Andhra Pradesh Revised standard data for the year 2010-11, Part-I for
I&CAD works, the quantity of cement considered for M-20 grade concrete is
320 to 330 Kgs per cum of concrete.
5. By taking the cost of cement at Rs.5/Kg the extra expenditure per 1 cum is
running between Rs.100/- to Rs.300/- for M-20 & M-30 grade of concrete
respectively. Considering the work turn out in all the Engineering Departments
throughout the State the additional cost may run into huge amount. Similarly,
the cement content proposed for other grades of concrete may also follow the
same suit which needs to be considered for regularization.

6. The strength of Design Mix concrete can be achieved by limiting the water
cement ratio without increasing the cement content, beyond the specified
minimum, which will be economical during the execution of work. It may be
appropriate to allow cement content in the design mix works as per earlier
approved data for the present concrete works as it provides reduction in the
cement content in comparison, to the revised standard data. By considering
large volume of works taken up by various Departments throughout the State, it
will be economical to the Government exchequer by limiting the cement
content in line with the earlier approved data.

7. Regarding the quantity of water to be used per cum of concrete, the details are
as below:
a. In the Andhra Pradesh revised standard data Part-3 for building works the
recommended quantity of water is 1200 Ltr./cum.
b. In the Part-I of data i.e., for I&CAD works in respect of Irrigation &
Command Area Development works for the year 2011-12, it was
mentioned that the High Level Committee has recommended not
considering the water charges in the Irrigation Project works. But, it may
be considered in specific cases as per the site conditions, accordingly.
c. In respect of Dam, Tunnel and allied works, no separate provision for
water was made.
d. In respect of canal lining works, canal and crossing drainage works hire
charges of eight hour of water tanker (Rs.285.80/Hr.) and labour for crew
of water tanker of eight hour (Rs.106.30/Hr.) are considered towards
water charges.
e. It was also mentioned that if water is brought from other place add only
lead charges @ 500 Ltr/cum.

f. The reasons for the above variations in quantity of water are not
mentioned, as requirement of water is similar for any type of concrete
work. Similar is case for curing the concrete i.e., 28 days from the date of
casting of concrete for both I&CAD and building works.

In this regard, the V&E Department has requested the Government to place the
matter before the Board of Chief Engineers (BOCE) on the following issues.
a) Verify the correctness of cement content in the approved data as the
same are more than those approved and executed in R&B Department,
APMSIDC, I&CAD works and also comparing with IS-456-2000.
b) Streamline the requirement of water in all items and to adopt uniform
quantity of water content in all parts of revised standard data to avoid
excess payments to some works without any valid reason.

Under the above circumstances, the Chief Engineer, CDO, the Chief Engineer,
TSERL and the Engineer-in-Chief(R&B), Buildings and Highways have furnished
their report on V&E observations as follows.
1. The Chief Engineer, CDO submission:
The grade of concrete in the designs and drawing approved by CDO in respect
of all structures and the quantity of cement in various cement mixes and water cement
ratios is based on the quarries selected by the project authorities and in turn the
quantities are finalized at TSERL. The quantum of material to be used in the design
mix for each structure will be available with the project authorities.
Further, the CE, CDO has referred the relevant Codes and corresponding values
which are generally used in Design Mixes.
2. Engineer-in-Chief(R&B), Buildings and Highways submission: The cement
and water contents are adopted as per AP revised Standard Data part
III(Buildings) in Building works and the details are as below:
a. Cement Content: The quantities of cement adopted for Mix design concrete
in the estimates of Building works are as follows:
i. Minimum cement content of 350 Kgs per cum of concrete is adopted for
RCC M20 grade mix concrete as per AP Revised Standard Data part
III(Buildings)
ii. Similarly for M25 – 380 Kgs, M30 – 400Kgs, M35 - 420 Kgs &
M40 – 430Kgs of minimum cement per cum of concrete are adopted as
per AP revised Standard Data.

iii. The above are the minimum cement contents adopted for estimate purpose
only and the actual cement content is to be adopted as per Design mix
done in the laboratories. The cement content prescribed by the labs is
adopted in the execution.

b. Water Content: The water content to be used for the buildings as per AP
revised Standard Data part III (Buildings) is 1.2 KL for all the concrete
works. This water content is inclusive of water required for curing.
3. The Chief Engineer, TSERL submission:
The cement and water content in the mix design for a given grade of concrete
depends on many factors such as type of cement, gradation of aggregates, slump
required, water absorption, etc., and the contents so obtained shall not be compared
with the results of CC mix design of another set of concrete ingredients.

The above issue was placed before BOCE’s meeting held on 11.11.2016 for its
discussion and necessary recommendations in the matter.
The Board of Chief Engineers has discussed the issue in detail and opined
that the observations of Engineer-in-Chief(R&B), Buildings & Highways in the
matter are appropriate and recommended the following.

1. It is opined that the Cement content for various Grades of Concrete


Mixes in Revised Standard data is provided based on durability
considerations apart from strength criteria.

2. Agreement conditions and relevant Specifications in Schedule-A should


be specific such that the minimum Cement content in the approved
Design Mix shall not be less than that of estimated data quantity
provided in the sanctioned estimate as per relevant Codes/Standards.

3. Any deviation of cement content in the approved design mix below the
estimated provision shall be recovered from the bills, accordingly.

4. BOCEs opined that the variation in water requirement for different


grades of Concrete may be reviewed while finalization of SoR and
Standard data for the year 2017-18.

Incentives for setting up of New industrial Enterprises in Telangana State
Programme for Rapid Incubation of Dalit Entrepreneurs (T – PRIDE). Creating
a cadre of Scheduled Caste and Scheduled Tribe Con tractors for executing
Government works by way of Affirmative action - Amendment to Registration of
Class – V (Civil) for Scheduled Tribe entrepreneurs – Report called for by the
Government.

The Engineer-in-Chief (R&B), Admn & QC has requested the Government for
waiver of Registration fee of Rs. 5000/- and the Solvency certificate for
Rs. 5.00 lakhs required to be produced for the Registration of Class-V (Civil)
Contractors by the Civil Engineers/Diploma holders belonging to SC/ST communities
with at least a second class aggregate in their engineering degree or diploma and
having a certificate of completion of training under contractor Development T-PRIDE
(Telangana State Programme for Rapid Incubation of Dalit Entrepreneurs) issued by
the NAC, Hyderabad.

A reply was submitted to the Government by the Engineer-in-Chief (I)


I &CAD Dept stating that the recommendations given by the ENC(R&B) may be
agreed for waiver of Solvency certificate for the first two works as mentioned below.

Subsequently, the Civil Engineers, belonging to SC/ST communities shall


produce the same as required from a Scheduled Bank in order to make them
financially disciplined and follow banking norms in their own interest.

In this regard, the Government have requested the ENC(I) to place the subject
matter before BOCEs and furnish necessary proposals if so required on the above
subject to Government.

Accordingly, the above issue was placed before BOCE’s meeting held on
11.11.2016 for its discussion and necessary recommendations in the matter.
The Board of Chief Engineers has discussed the issue in detail and
opined that the recommendations made in the earlier BOCE meetings dated
25.05.2015 and 26.05.2016 on implementation of GO.Ms.No.52, Transport, Road
& Buildings (B.I-1) Dept, Dt.18-03-2000, Concession to SC/ST and Waddera
Labour Contract Co-Operative Societies and individuals shall be synchronized
such that the same facilities may be extended under the above GO to these SC/ST
Engineers/diploma holders trained through T-PRIDE Programme and
recommended the following.

1. Registration fee for SC/ST Engineers/diploma holders towards


Registration as Class-V Civil Contractors may be waived-off as onetime
measure during initial Registration considering them as upcoming
Entrepreneurs who are trained under T-PRIDE Programme. The above
waiver shall not be applicable for renewal/upgradation of Registration

2. Submission of Solvency Certificate required for Class-V registration


under Civil category need not be insisted and may be exempted.

Agenda Item No 4 :

Implementation of Hon’ble NGT Orders in OANo.102 of 2014 - Utilization of


Fly ash based products in Irrigation & CAD Department.
Proposed by Engineer-in-Chief (I), I&CAD Dept.,

The Engineer-in-Chief (Irrigation) has informed the members of BOCEs that,
Ministry of Environment & Forest (MoEF), Government of India has issued a
notification on Fly Ash Utilization vide notification dt 14.09.1999 under E(P) Act to
regulating disposal of fly ash and ensuring its proper utilization. Subsequently, this
notification was amended vide amendment dt 27.08.2003 and 03.11.2009.
The Main objective of the notification is to protect the Environment, Conserve
the topsoil and prevent dumping and disposal of Fly ash on Land.
A Case was filled by the M/s Sand Plast(India) Pvt Ltd & others in the Hon’ble
National Green Tribunal(NGT), Principal Bench, New Delhi on the implementation of
the notification on Fly Ash Utilization.
The main extract/content of the order of the Hon’ble NGT dt 06.01.2016 is as
follows:
i) Every construction agency engaged in the construction of buildings within a
radius of hundred kilometers from a coal or lignite based thermal power
plants shall use only fly ash based products for constructions.
ii) The above provision shall be applicable to all construction agencies of
Central or State or Local Governments and private or public sector.
iii) For enforcement and implementation of the provision of this notification ,
the state Governments or Union territory Government shall constitute a
Monitoring Committee within three months from the date of issue of this
notification under the chairmanship of Secretary, Dept of Environment with
representatives from Dept of Power, Dept of Mining, Road and Building
Construction Department and State Pollution Control Board.
iv) Further, it was directed the concerned authorities that, the Respondents,
MoEF and the State Governments and Union Territories to place before
them the facts concerning the Constitution of the Monitoring Committees on
the next date of hearing and the action taken by such Monitoring
Committees if constituted already.
Accordingly, Government vide G.O Ms No.49 Environment, Forests, Science
&Technology(ENV) Dept dt 06.10.2015 have constituted a Monitoring Committee
for monitoring and Implementation of provisions of the Fly Ash Notification in the
State of Telangana with Principal Secretary/Secretary E.F.S & T Dept as Chairman,
Principal Secretary/Secretary, Energy Dept, , Principal Secretary/Secretary, Industries
& Commerce Dept, , Principal Secretary/Secretary, Energy Dept, T.R & B Dept as
Members and Member Secretary, T.S.P.C.B ,Hyderabad as Member Convener.

Government, while enclosing copy of minutes of the State Monitoring
Committee meeting held on 03.02.2016 and TSPCB letter dated 08.01.2016 have
requested to take necessary action on Implementation of Fly ash Notification and
Hon,ble NGT orders in OA No.102 of 2014 on Utilization of Fly Ash.
Meanwhile, the Member Secretary, TSPCB vide letters dated 18.02.2016,
11.03.2016 & 11.05.2016 addressed to the Principal Secretary, I & CAD Dept, and
copy marked to the Engineer-in-Chief(IW) has requested to communicate the action
taken on the status of Implementation of Fly ash notification pertaining to Irrigation
department to the Senior Environmental Engineer(UH-I), TSPCB , Board Office,
Hyderabad.
The ENC(I) vide letter dated 28.05.2016 has informed to the member
Secretary, TSPCB that, in Irrigation department works, direct use of fly ash at
batching plant/ work site is not allowed, since, proper control is not possible.
However, in case of large Mass Concrete works like Dams & Spillways, only factory
processed Portland Pozzolona Cement (PPC) is being permitted with design
Mix & Codal provisions with appropriate standards. The Central Designs
Organization(CDO), Irrigation & CAD Dept is also studying the norms for utilization
of fly ash in various Irrigation works with appropriate guide lines.
The Engineer-in-Chief (Irrigation) has further informed that the issue of
utilization of Fly Ash at Concrete batching plant came up for discussion during the
BOCEs Meeting held on 20.06.2008 and the BOCEs has opined that the direct use of
fly ash at batching plant is not advisable and only factory processed Portland
Pozzolona Cement may be used duly designing the mix, if the use of Pozzolona is
permitted as a policy by Government.
The Government vide memo dated 20.06.2016, have communicated copies of
TSPCB letter dt 02.06.2016 and MoEF & CC, Govt of India amended Notification
dated 25.01.2016 and requested to take necessary action in the matter.
As per the amendment to the Notification, the stipulation of the distance
from Coal based Thermal Power Plants for usage of Fly ash & Fly ash based
products has been increased from 100 Km to 300Km along with other amendments.
Hence as per the amendment to the Notification, the entire State of Telangana may
be governed by the provisions of the Notification.
The Chairman, State Monitoring Committee during meeting held on
21.05.2016 asked Irrigation and RWS authorities to issue necessary instructions for
usage of Flyash and Flyash based products in their building bylaws and Regulations
and provisions to be made in their tender documents, schedules of approved materials
and rates.

In this regard, the Chief Engineer, CDO, Hyderabad was requested to examine
and furnish detailed report on suitability of Fly ash and Fly ash based products in
construction of various Irrigation structures, its advantages & disadvantages etc.,.
Accordingly, the Chief Engineer, CDO has furnished report in the matter as
duly referring the relevant literature of NTPC Limited on “Fly-Ash for Concrete”:

In the above referred document, the use of fly-ash is recommended for


embankments of road pavements only. But there is no mention with regard to
Embankments of Earth Dams which are meant for storage of water.
It is a fact in irrigation department that, all Earthen Embankments/Earth
Dams are meant for storage of water. As far as Earth bunds are concerned, CDO
will study the design aspects based on the soil properties and accordingly take up the
design and drawings within the ambit of relevant Codal provisions and guide lines in
force.
The above issue was placed before Board of Chief Engineers for its discussion
and necessary recommendations in the matter.
The Board of Chief Engineers has made prolonged deliberations on the
above issue and opined the following.
i) In Irrigation department works, direct usage of fly ash at batching plant/
work site is not allowed, since, proper control of cement usage level is not
possible. However, in case of large Mass Concrete works like Dams &
Spillways, only factory processed Portland Pozzolona Cement (PPC) is
being permitted based on design Mix & Codal provisions with appropriate
standards and this may be made mandatory in all such future proposals.
ii) Further BOCEs opined that the usage of Flyash bricks and other Flyash
based products in Buildings and allied works by all Engineering
departments shall be made mandatory for the proposed works within
100Km radius of flyash generating Coal/Lignite based Thermal Power
plants, since, the transportation cost of required flyash will be borne by the
flyash generating units as per MoEF & CC amended Notification No
S.O 254(E), dated 25.01.2016. The estimates may be casted accordingly
and above condition may invariably be incorporated in General
Conditions of Contract for its implementation. This would increase the
demand for flyash usage in cement factories.
iii) It is informed by the Engineer-in-Chief(R&B) that Fly ash is being used in
most of the their works like Road Embankments, approaches etc., as filler

material and BOCEs opined that other Engineering Departments may
follow suit to increase the consumption of flyash.
iv) Further, it is opined by the BOCEs that State run Universities and other
Research bodies like TSERL, WALAMTARI & NAC etc., may be advised
and encouraged to grant Fellowships towards further research on usage
and consumption of flyash and flyash based products with due sponsorship
from its generating units i.e., NTPC, TSGENCO as part of their CSR.
v) BOCEs has reviewed in detail the cost implications involved in
transportation of flyash for the proposed works/projects beyond 100Km
to 300Km radius of Thermal plants wherein the transportation cost of
flyash has to be equally shared by the producer and the consumer as per
the amended Notification No S.O 254(E), dated 25.01.2016 . The distance
stipulation of 300Km range in respect of flyash utilization in the above
amended Notification may cover entire State of Telangana and the BOCEs
opined that the major cost and hurdle in flyash consumption will be the
inherent lead charges and sometimes the nearby alternative material may
become economical and durable than flyash. The radius of operation for
utilization of flyash beyond 100Km radius may needs to be reviewed and
suitably stipulated considering cost economics and the Government may
take a suitable policy decision in the matter for fixing maximum limit of
lead for flyash usage
vi) It is opined by the BOCEs that the matter may be placed in the next Board
of Chief Engineers meeting duly inviting the concerned representatives of
NTPC, TSGENCO along with officials of TSPCB to examine and finalize
techno-economic feasibility and other modalities for efficient & economic

In the Bid document approved for I & CAD Department by the Government vide
Govt Memo No 6095/Reforms/2015, dated 17.05.2016, the Chapter of Quality
Control is stipulated vide clause Nos 32 to 36 and certain main clauses are furnished
as detailed below.
QUALITY CONTROL

32 Identifying Defects:
32.1 The Engineer-in-Charge shall check the Contractor’s work and notify the
Contractor of any Defects that are found. Such checking shall not affect the
Contractor’s responsibilities. The Engineer-in-Charge may instruct the
Contractor to verify the Defect and to uncover and test any work that the
Engineer considers may be a Defect.

32.2 Completion of outstanding work and Remedying Defects


In order that the works shall be in the condition required by the Contract (fair
wear and tear excepted) by the expiry date of the relevant Defects Liability
Period or as soon as practicable thereafter, the contractor shall:
Complete any work which is outstanding on the date of start on takeover of the
Site and Works, within such reasonable time as is instructed by the Engineer-
in-charge and Execute all work required to remedy defects or damage, as may
be notified by the Engineer-in-charge on or before the expiry date of the
Defects Liability for the works (as the Case may be)

32.3 Cost of Remedying Defects


All work required to remedy defects shall be executed at the risk and cost of the
Contractor, if and to the extent that the work is attributable to:
(a) the Design of the Works,
(b) Failure of the Contractor to comply with its obligations under the Contract.
33 Tests:
If the Engineer-in-Charge instructs the Contractor to carry out a test not
specified in the specification to check whether any work has a Defect and the
Contractor shall have to carry out such tests at no extra cost.

34 Correction of Defects:

34.1 The Engineer-in-Charge shall give notice to the Contractor of any Defects
before the end of the Defects Liability period as specified, which begins on
completion of construction work.

34.2 Every time, notice of a Defect is given, the Contractor shall correct the notified
defect within the length of time specified in the notice of the Engineer-in-
Charge.
35 Uncorrected Defects:
35.1 If the contractor has not corrected the defect within the time specified in the
notice of the Engineer-in-Charge will assess the cost of having the defect
corrected and the contractor shall pay this amount or it will be recovered from
dues to Contractor.
35.2 The Engineer-in-Charge shall introduce O.K cards and prescribe the formats
thereof, O.K cards shall relate to all major components of the work. The
contractor / his authorized representative shall be required to initiate and fill in
and present the O.K card to the construction staff that would check the
respective items and send to Engineer-in-Charge or his representative for final
check and clearance / O.K. Any defects pointed out by the supervision staff of
department shall promptly be attended to by the Contractor and the fact of
doing so be duly recorded on the back of O.K. card.
35.3 The Engineer-in-Charge may also introduce check lists which shall be kept in
Bound registers by the construction supervision staff. The Contractor may be
required to fill up these lists in the first instance and shall be subsequently
checked by the Quality Control Engineers.
35.4 Further Tests
If the work of remedying of any defects or damage may affect the performance
of the works, the Engineer-in-charge may require the repetition of any of the
tests described in the Contract, including Tests on Completion and/or tests after
completion. The requirement shall be made by notice within 28 days after the
defect or damage is remedied. These tests shall be carried out in accordance
with the terms applicable to the previous tests, except that they shall be carried
out at the risk and cost of the Contractor.
36 Quality Assurance:
The Contractor shall submit quality assurance plan within one month from the
Commencement Date for approval of Engineer-in-charge. The Contractor shall
institute a quality assurance system to demonstrate compliance with the
requirements of the Contract. The system shall be in accordance with the
details stated in the Contract. The Engineer-in-charge shall be entitled to audit
any aspect of the system.

Details of all procedures and compliance documents shall be submitted to the


Engineer-in-charge for information before each design and execution stage is
commenced.
Compliance with the quality assurance system shall not relieve the Contractor
of any of his duties, obligations or responsibilities under the Contract.

36.1 Quality Control:
Quality control monitoring reports, test results, reports of corrective action etc.,
shall be furnished to the Engineer-in-charge at regular intervals.
Quality Audit will be got conducted by the Engineer-in-Charge departmentally
or by other organization and the contractor shall extend the testing facilities to
them also at his cost.
The Contractor shall produce the Quality records maintained by him to the
Engineer-in-charge for the quality audit. Certification of Quality Control
Staff is not required for running account bills, however it is required for
final bills.

36.2 The Contractor shall submit the Quality Management Plan for the Contract
work indicating the following, within one month from the Commencement
Date for approval of Engineer-in-charge.
(a) The quantum of work to be done, quantities of various materials required
and the electrical and mechanical equipment to be installed.

(b) The number of tests to be conducted for various materials, electrical and
mechanical equipment and also for finished items of work as per the I.S
Codes and other codes.
(c) The details field laboratories and testing facilities available for conducting
the above tests.
(d) MOU with external laboratories approved by the Government for
conducting required tests on equipment and materials.

(e) The personnel of contractor in-charge of quality management with their


names, duties and authority. The qualifications of the persons in-charge of
collecting samples, testing materials, testing equipment and finished item
work, persons in-charge of quality assurance with powers to reject the
defect work, the process of rectification of defects and deficiencies, the
process of corrective actions for avoiding recurrence of defects.
(f) Any other information that may be required by the Engineer-in-charge.
(g) Copies of the quality management plan have to be furnished to the
Engineer-in-Charge.

In bid documents of R&B Department, the Quality control paras are


stipulated as detailed below
QUALITY CONTROL

32. Identifying Defects:


32.1 The Engineer - in - Charge shall check the Contractor’s work and notify the

defects liability period shall be extended for as long as defects remain to be
corrected by the contractor.

37.2 Every time notice of a defect is given, the contractor shall correct the notified
defect within the length of time specified by the Engineer - in - Charge’s notice.

38. Uncorrected defects


38.1 If the contractor has not corrected the defect within the time specified in the
Engineer-in-Charge’s notice, the Engineer-in-Charge will assess the cost of
having the defect corrected and the contractor will pay this amount.

38.2 The Engineer - in - Charge shall introduce O.K cards and prescribed the

38.3 The Engineer - in - Charge may also introduce check lists which shall be kept
in Bound registers by the construction supervision staff. The contractor may be
required to fill up these lists in the first instance and shall be subsequently
checked by the Construction / Quality Control engineers.

39. Quality Control:


In addition to the normal inspection by the regular staff in-charge of the
construction of work, the work will also be inspected by the Executive
Engineer /Superintending Engineer Quality control Circle or by the State or
District level Vigilance Cell Unit and any other authorized external Agency if
any sub-standard work or excess payments are noticed with reference to
measurement books etc., during inspection, action will be taken based on their
observations and these will be effected by the Engineer-in-Charge of the
execution of the work.

For all works costing more than Rs.2.00 Crores the Contractor shall submit
quality plan and also show proof of owning quality lab
36.1 Circular Memo.No. 12582/Vig.I/1/2005-1, Dated: 23.03.06,
communicated by the Engineer-in-Chief ( R&B ) Admn.,& Roads
Errumnanzil Hyderabad Memo No. 3027/QC/AEE5/DEE2/MC/2006 Dt:
28-10-2006.

As per the above circular memo the following guidelines shall be followed in
regard to maintenance of quality, quantity and penalties to be imposed for
deficient execution of work on the contractors vis-à-vis the disciplinary action
to be taken against the concerned engineers:-

I. FORMATION
a. Density:
The density of the materials shall conform to MORTH table 300-1. The earth
work shall be compacted to the required density .i.e. 95% for OMC. The
determination of density shall be as per IS 2720 (part28)
Acceptance criteria:
The density test location shall be chosen only through random techniques as closer
as required to yield the minimum number of test results for evaluating a day’s work.
At least one measurement of density for every 1000 square meters of compacted
area shall be taken. The number of tests in one set of measurements shall be 6 (if
ND tests are conducted it shall be double). If considerable variations are observed
between individual density results minimum number of tests in one set shall be
increased to 10. Control shall not be based on any one test but on the mean value
of a set 5-10 density determination. The mean density shall not be less than the
specified density plus [1.65-(1.65/(no. of samples )0.5)]times the standard
deviation.

b. RECOVERY FROM CONTRACTOR: If any deviation is beyond the above limit,


the work shall be rejected.
II. GSB/WMM/WBM
a. Thickness: The averages thickness shall be based on 5 points in a
C/s for two lane and 3 points for single lane and proportionately increased for
additional lanes. (At least two cross sections in 1 Km length or less). The
average thickness shall not be less than specified thickness.
b. Over Size of Metal: Whenever graded metal is used
i) No oversize will be allowed over and above the range specified as per in the
first sieve (top sieve)
i) Over size in sieves other than top sieve – the difference in the rates of the
metal of the specified size and next higher size in the specified grade
should be recovered for that quantity of oversize metal.

ii) However if the oversize in any sieve other than top sieve is found to be
above 30% , Metal collected should be rejected.
c. Weight: The physical requirements shall conform to MORTH table
400-6 / 400-10. The density of the compacted layer shall be at least 98% of the
maximum dry density as determined for the material as per IS 2720 (Part 8).
The weight of material (for WBM) shall not be less than the quantity specified
in the data as per density of metal to be recorded prior to usage. However 10%
tolerance may be permitted due to crushing of edges and corners, deviations in
the measurement pit (0.5 x 0.5 0m)

RECOVERIRES:
1. Shortfall in thickness/quantity /weight
a) If shortfall is up to 10% in any one of the above parameter i.e.,
a+b+c= 10 % specified oversize, thickness/weight – in a KM
Recovery @ twice the agreement rates to be effected for the
deficiency.

b) If shortfall is between 10% and 20% in any one of the above


parameter i.e ., a+b+c= 10% and 20% the specified oversize,
thickness/ weight – in a KM Recovery to be effected @ thrice the
agreement rates for the deficiency.

c) If shortfall is more than 20% of specified thickness/quantity


/weight - the work is to be rejected and redone.

d) In case both deficiency i.e., thickness & weight of metal is noticed, the
recovery shall be for the maximum of the two deficiencies.

III. SDBC / BM / DBM / Bituminous items:


a. Thickness: The average thickness shall be the arithmetic mean of the
difference of levels before and after construction at all grid points in that
area i.e. at every 10m c/c longitudinally and 0.75m and 2.75m on two
lanes, 1.25m on single lane transversely. The recovery for less thickness
shall be as under.

b. Binder quantity: The Binder content shall have to be tested at the


plant or mix at the time of laying. Research carried out in the country
revealed that with manage of time there would be loss of bitumen in layer
which may occur from day one. Further the testing procedure / sampling
itself varies from laboratory to laboratory, person to person and the results
are subject to efficiency of the personnel as well as equipment.

The MORTH specification gives a tolerance of ± 0.30% which in


fact is for the plant mix and cannot be straight away applied for tests
conducted on the surface after lapse of time. The bitumen extraction tests

shall have to be conducted as early as possible and in no case beyond (6)
months.
Considering all these aspects the variations in Binder content and
recoveries to be effected are:
1) 0-10% recovery to be effected @ twice the agreement.
2) 10-15% recovers to be effected @ thrice the agreement.
3) More than 15% the layer shall be rejected and re-laid.
RECOVERIRES:
1. Shortfall in thickness/quantity /weight
e) If shortfall is up to 10% in the specified thickness/quantity /weight
– Recovery @ twice the agreement rates to be effected for the
deficiency in quantity;
f) If shortfall is between 10% and 20% in the specified
thickness/quantity /weight –
Recovery to be effected @ thrice the agreement rates for the
deficiency in quantity;
g) If shortfall is more than 20% of specified thickness/quantity
/weight - the work is to be rejected and redone.
CONCRETE ITEMS:
The testing and tolerance shall be as per MORTH section 903.5.
No deviations are acceptable in thickness of PCC / all members except
concrete pavements. In case of strength requirement in which established
based on concrete cores / cubes no deviation is permitted from specified
strength. However if the lesser strength concrete is allowed duly satisfying
design criteria the rate of lower grade concrete or equipment to the actual
strength only shall be paid.

GENERAL:

1. The edges of the carriageway shall be correct
within a tolerance of
+/- 10mm.
2. The negative tolerance of top layer shall not be permitted in
conjunction with positive tolerance of bottom layer.
3. The QC shall inspect the work at every stage of execution particularly before
laying bituminous layers & during execution of BT layer on their own.
QC is meant for quality assurance. Any check after completion does not
serve the quality assurance.
4. The contractor shall test all the materials as per agreement specifications
and results shall be recorded duly signed by the Contractor or his
representative and the section officer. The name of work and quarry
location shall be clearly noted in the test reports.
PUNISHMENT TO R&B OFFICERS
a. If the average deficiency of deficient items is more than 10%, the A.E.E. in
charge of construction are to be held responsible:

D.E.E. in charge of construction are to be held responsible:

Dept., etc. in the works already inspected and passed by Quality Control
staff; if the average deficiencies observed are 50% higher than the average
deficiencies observed by Quality Control staff, the AEE/DEE./Executive
Engineer (Quality Control) who conducted the Quality Control
checks/Tests and passed, are to be held responsible along with executing
AEE/DEE/EEs.

RECOVERY FROM CONTRACTOR FOR USAGE OF UNDERSIZE METAL/

The above paras of Quality control was placed before Board of Chief Engineers for its
discussion and necessary recommendations in the matter.

The Board of Chief Engineers has discussed in detail and opined that
Quality Control and its Plan & Management may be different for individual
departments based on nature of works being executed by them and it is proposed
to obtain ‘Note’ on Quality Control and its Plan & Management from the various
concerned Public works departments and the same may be appended to
Common Standard Bid Document while recommending to the Government for
its approval

V&E Cases- System Improvement Note - Elimination of paper booklets (Hard


copies) appended to Agreements and examining the scope for appending the
huge booklets of Standard Specifications in the form of soft copies (CDs) to the
Agreements in all Engineering Depts to avoid usage of huge volumes of paper
and thereby reducing corresponding cost & Environmental implications.
Proposed by Engineer-in-Chief (I), I&CAD Dept.,
The Government vide Memo No.8725/Vig/A2/2016-1 dated 28.09.2016
communicated the observation and recommendations of General Administration
(Vigilance & Enforcement) Department System Improvement Note regarding
elimination of paper booklets appended to Agreements and examining the scope of
appending the huge booklets of Standard Specifications in the form of Soft
Copies(CDs) to the Agreement in all Engineering Departments to avoid usage of huge
volumes of paper and to reduce corresponding cost and environmental and requested
to take necessary action on the recommendations of the DG(V&E), under intimation
to the Government.
The following is stated in the above system Improvement Note.
During enquiry/verification of engineering works of various Engineering
departments, the V&E officials collect information about the work along with

Agreement booklet. From this it is observed that the Agreement is a huge booklet
containing 250 to 300 pages clearly mentioning the various items of instructions,
contract conditions, Specifications, other items etc.,
These agreement conditions, instructions and specifications are standard for
many years in all Engineering Departments. To avoid printing of huge volume of
booklets and restrain the wastage of precious papers, a system improvement note is
generated to avoid printing of huge voluminous booklets.
V & E OBSERVATIONS:
Due to recent economic growth in the region, the Engineering departments are
taking up various development activities as per the Government's priorities and plans
for development of the infrastructure with various departments like Panchayat Raj
Engineering Department, Rural water supply & Sanitation, Roads & Buildings,
I & CAD, Public health, Electricity Department etc.
1) During the process of entrustment of work to executing Agencies / Firms, the
Engineering Departments conclude agreements with contracting agencies for
execution of various development activities like Roads, Bridges, Buildings,
Irrigation works, Water supply works, Municipal works, Electrical works etc..
While concluding agreement, in addition to the articles of the agreement on bond
paper and Schedule-A containing bill of quantities, the departments also encloses
certain big booklets in the form of i) Notice Inviting Tender, ii) Instructions to
Tenderer, iii) Conditions of the Contract, iv) Technical Specifications and v)
Formats of securities etc.,

All agreements are being enclosed with one common booklet with the above
said information containing 250 to 300 pages. As per the procedure in vogue for
every work 6 to 8 agreement copies are prepared and append the same with
above booklets and being communicated to the concerned officers and Contractor.

Most of the content in a tender document contains the process involved in


bidding from Notice Inviting Tender (NIT) to signing of agreements including
description and enclosures. The above booklet contains the information mostly on
what has happened during bidding process. Another major part is Technical
Specifications; this part never changes unless there were any changes in codal
provisions or specifications. The bidders go through this entire information at the
time of bidding itself on e-procurement platform and giving the same information
in the form of huge booklets is wastage of paper in today's electronic age.

Hence, System Improvement is necessary for the better functioning and
elimination of huge booklets and prevention of wastage of huge volume of
Papers, time and money on preparation of these booklets.
2) The V&E has made comprehensive study in various Public Works
Departments (16 Depts) and collected information during the years 2013-14,
2014-15 and 2015-16 and arrived that about Rs 16.00 crore public money can be
saved by adopting to e - documents/e-certificates in the form of compact disc (CDs)
and made the following conclusions.

a) Part - I may be uploaded as Tender document and the same can be signed by the
agreement authority and successful bidder at the time of concluding Agreement. The
copies of the Part-I can be communicated to the concerned.

b) The Signatures of successful bidder can be taken on Part-II as was being done in
respect of APDSS. This part-II will be made available to the contractor at
circle/division level for his reference.

c) Standardize the conditions for all the departments or department wise and put them in
e-procurement tender portal. The complete contents of the booklet may be kept in the
e-procurement portal for acceptance of the participants of the tender. The software of
the e-procurement portal may be modified in such a way that the participant should
read the contents of the booklet in the e-procurement portal and should accept the
terms and conditions before submitting his quotation.

d) Compact Discs (CDs) containing details of the booklet may be appended to the
Agreement bond paper instead of huge booklet by taking written under taking from
the contractor to this effect "stating that all the agreement/tender conditions are read
and soft copy is received from the agreement authorities".

e) This subject is not only reviewed in terms of money, man power and time but also on
lot of environmental implications due to usage of these huge paper booklets every
year.

RECOMMENDATIONS OF V&E:

The Principal Secretaries of all Engineering Departments, Board of Chief Engineers and
Commissioner of Tenders, Telangana State are requested:
1. To take steps to revalidate the tender conditions and agreement conditions as per
necessity to limit the usage of papers.

2. To issue clear instructions to the concerned to examine for elimination of paper
booklets of 250 to 300 pages appended to Agreements.
3. Steps to incorporate the matter present in the 250 to 300 pages booklet as an Annexure
to tender conditions at the level of e-procurement itself or append to APDSS in soft
copy instead of issuing huge booklets.
4. Steps to standardize department wise instructions a conditions mentioned in the
booklets, as per category of works and one time acceptance shall be taken from the
contractors as per the department requirements.
5. To examine the scope of appending the huge booklet of Standard specifications in the
form of a Soft copy to the Agreement.
6. If, necessary to constitute an expert Committee of Chief Engineers to examine the
aspect of any anticipated legal hurdles/problems on the proposed modification of
Tender documentation process which can be solved with an in depth analysis.
The above issue pertains to all the Engineering Departments, hence, the matter was placed
before the BOCEs on 11.11.2016 for its discussions and recommendations in the matter.

The Board of Chief Engineers has examined the issue in detail and
opined that further detailed study is required on the recommendations of V &E
to implement the same in practical terms and proposed to form a Committee in
coordination with NAC, Hyderabad for further examination and analysis of the
above issue and requested all the Heads of Departments to nominate one
concerned Chief Engineer/Superintending Engineer from their department to
take up the above task and to submit its report for further discussion of the same
in next BOCEs meeting.

Agenda Item No 7
On-line Registration of Special Class and Class-I Contractors
pertaining to Civil category works at Engineer-in-Chief/
Chief Engineer level of all Engineering Departments.
Proposed by Engineer-in-Chief (AW) I & CAD Dept.
The officials from Centre for Good Governance (CGG), MCHRD, Hyderabad
have presented the Online Registration portal developed by them. The officials have
explained about the process of submission of application, uploading, evaluation &
verification of documents pertaining to online registration and online approval of the
same by the Commissioner, Commissionerate of Tenders, in respect of Special Class &
Class-I Contractors .
It is informed that, presently, the portal has been developed for Civil Category”
and will be extended for all other categories of Registration in near future and being
updated for hierarchy of officials for processing and approval of above online
Registration.

The Board of Chief Engineers has discussed in detail and agreed in principle
for the proposed new methodology of online Registration and opined that prior
permission from the Government may be obtained for taking up the process of
Online Registration. It is also opined that all the Heads of Department may be
requested to nominate concerned Engineers-in-Chief/Chief Engineers from their
respective Departments who are willing to take up online registration in respect of
Special Class & Class-I Contractors along with the Flow Chart of hierarchy of
officials in processing and approval of online Registration and the same may be
communicated to the Commissioner, Commissionerate of Tenders for further
necessary action. Further, BOCEs opined that the above online services may also
be extended for Registration of Class-II category.

Review on Specifications of Electromagnetic Flow Meters (Bulk
Flow Meters), under Public Health Item No. B-1, Page No.29 of Common
Schedule of Rates (SoR) for the year 2016-17
Proposed by Engineer-in-Chief (PH), PH & ME Dept.
The Engineer-in-Chief (PH & ME) has informed that the Electromagnetic Flow
Meter was introduced in the Public Health (Part-IV) of SoR 2016-17 as a new item.

After approval of the SoR 2016-17 by the BOCEs, one of the


vendor/manufacturer of Electromagnetic Flow Meters made a representation to the
Engineer-in-Chief (PH & ME) and requested to review the specifications of
Electromagnetic flow meters. Accordingly, the Sub-Committee of PH & ME Dept has
conducted a meeting on 17-08-2016 along with technical representatives of reputed
manufactures of electromagnetic flow meters for review on Specifications of
Electromagnetic flow meters.

The Sub-Committee members have reviewed in detail on Specifications of


Electromagnetic Flow Meters for SoR 2016-17 and all the members have
unanimously agreed to modify the Specifications of Electromagnetic Flow Meters and
recommended the same to BOCEs for amendment/Correction Slip.

Further, quotations are obtained from the manufacturers of Electromagnetic
Flow Meters as per modified specification. Compared to existing rates, new rates are
on higher side. Hence, the rates already incorporated in the SoR are retained.
The Engineer-in-Chief (PH & ME Dept) has communicated the proposed
revised Specifications & recommendations of the Sub-Committee and requested to
place the proposal of amendment the Specifications of Electromagnetic Flow Meters

Concession to SC/ST and Waddera Labour Contract Co- operative Societies and
Individuals – Implementation of G.O.Ms.No.52, Transport, Road & Building(B.I-1)
Dept., Dated 18-03-2000 – necessity of mentioning the nature of works for
earmarking to the SC/ST Societies and individuals.
Proposed by Engineer-in-Chief (AW) I & CAD Dept.
The Government have requested to furnish the fresh recommendations of
Board of Chief Engineers (BOCEs) for implementation of G.O Ms.No.52, Transport,
Road & Buildings (B.I-1) Dept, dated 18-03-2000 regarding concession to SC/ST and
Waddera Labour Contract Co-Operative Societies and individuals. Accordingly, the
issue was placed before the Board of Chief Engineers meeting held on 26-05-2016 for
its discussion and necessary recommendations in the matter.
After detailed deliberations in the matter, the BOCEs has made the following
recommendations to the Government.

1. Registrations: Solvency certificate need not be insisted upon for the purpose of
registration of Contractors up to Rs.50.00 Lakhs (i.e., Class - V as
per GO Ms. No. 66 I&CAD (Reforms) Dept., Dt: 20.04.2015.
2. Exemption of EMD:
a) The labour cooperative contract societies of SC/ST/Wadderas be
exempted from payment of EMD to works costing up to Rs.50.00
Lakhs.
b) The individuals belonging to SC/ST/Wadderas be exempted from
payment of EMD to works costing up to Rs.20.00 Lakhs.
c) However EMD may be recovered from running bills after expenditure
of 25% of the concerned works. This will instill the responsibility for
completion of the works.
3.Works to be earmarked:
a) At least 15% of works may be earmarked to the individuals of SC/ST/
Waddera contractors costing up to Rs 20.00 Lakhs and SC/ST/Wadderas
labour cooperative societies up to Rs.50.00 Lakhs on online e-procurement
and all other methods of procurement.
4.Number of works to be entrusted at any time:
a). No second work shall be given to the labour Co-operative contract societies of
SC/ST/Wadderas and also to the individuals of SC/ST/Wadderas unless the work
on hand already entrusted is completed to an extent of 50% and attested by the
concerned Executive Engineer regarding satisfactory performance.
b) i. At any time, the total estimated cost of fresh works entrusted to
labour Co-operative contract Societies of SC/ST/Wadderas should
not exceed Rs.50.00 Lakhs.
ii. At any time, the total estimated cost of fresh works entrusted to
individuals of SC/ST/Wadderas should not exceed Rs.20.00 Lakhs
excluding the works on hand which are completed more than 50%.

5.Area of Operation:
The area of operation for the works taken up by the SC/ST/Wadderas Labour Co-
operative Contract Societies and individuals belonging to SC/ST/Wadderas would
be the District in which they are registered for all departments.
The above recommendations of BOCEs was submitted to the Government vide
Engineer-in-Chief(AW), I&CAD Dept letter No Rc/ENC(AW)/ADA/AEE1/GO52/
2015 dated 15.07.2016 for taking further necessary action.
Meanwhile, the Government vide Govt. Memo Nos .7714/Reforms/A2/2015
Dt:06-09-2016 & 7714/Reforms/A2/2015 Dt:04-11-2016 have requested the
Engineer-in-Chief(AW), I&CAD Dept to examine and furnish detailed report on

necessity of mentioning the nature of works for earmarking to the SC/ST Societies
and individuals as was considered earlier in G.o.Ms.No.52 Transport, Road &
Buildings (B.I-1) Dept dt:18-03-2000
In G.O.Ms.No.52 T.R&B (B.I-1) Dept, Dt: 18-03-2000, the following is
stipulated vide clause 4 (b) (iii), (iv) and (v) under “Number of works to be
entrusted at any time as detailed below.

4. Number of works to be entrusted at any time:


(b) iii. Only unskilled works will be entrusted to Labour belonging to Co-Operative
Societies of SC/ST/Wadderas and also to individuals belonging to
S/ST/Wadderas.
iv. All the Civil works benefiting the tribals shall be entrusted to VTDCS/Mahila
Sanghams comprising of the local tribals on nomination basis, irrespective of
financial limits where the SC/ST/Wadderas Labour Co-Operative Contract
Societies and individuals belonging to SC/ST/Wadderas are not available.
This in particular applies to Agency areas.
v. The works are to be allotted based on the manpower available in the Labour
Contract Societies, as given below.
1 to 10 Members :- up to Rs.10.00 lakhs
10 to 15 Members :- up to Rs.10.00 to 15.00 lakhs
15 and above :- up to Rs.15.00 to 20.00 lakhs
The copies of G.O Ms.No.52 T.R&B (B.I-1) Dept, Dt: 18-03-2000 and
Govt. Memo Nos 7714/Reforms/A2/2015 Dt:06-09-2016 & Dt:04-11-2016 along
with latest recommendations of the BOCE’s on implementation of above GO are
placed before Board of Chief Engineers during its meeting on 11.11.2016 for
necessary examination and discussion in the matter.

The Board of Chief Engineers has discussed the issue in detail and opined the
following.
1) As per GO Ms. No. 66 I&CAD (Reforms) Dept., dated 20.04.2015, the
general pool of Contractors under Class-V registration are eligible to
participate for all the Civil works costing up to Rs 50.00 lakh without
having any rider on nature of works to be participated and Qualification
criteria in respect of similar works & physical quantities is not being
considered for the works costing up to Rs 10.00 crore and on similar lines
the SC/ST/Wadderas Labour Co-Operative Contract Societies may also be
permitted to quote/participate for all nature of works costing up to Rs
50.00 lakh and SC/ST/Wadderas individuals up to Rs 20.00 lakh, since,

BOCEs has already recommended for the above value of works to
SC/ST/Wadderas Labour Co-Operative Contract Societies and individuals
on implementation of G.O Ms.No.52 T.R&B (B.I-1) Dept, Dt: 18-03-2000
during its meeting held on 25.05.2015.
2) The concerned Executive Engineer/Superintending Engineer may decide
the nature of works to be earmarked to meet/satisfy the criteria of
allocation of 15% of works to SC/ST/Wadderas Labour Co-Operative
Contract Societies and Individuals as recommended by the BOCEs
during its meeting held on 25.05.2015.

Panchayat Raj Engg Dept (PRED) – Development and implementation of
e - Measurement Book (e-MBooks) Software in addition to regular physical
Measurement Books - Requested for proposed Amendments in Codal Provisions.
Proposed by Engineer-in-Chief (PR), PR Dept.,
The Engineer-in-Chief (PR), PR Dept., vide letter dated 11.11.2016 has informed
that the Hon'ble Minister for PR & RD, Government of Telanagana has suggested to
develop an e-MBook software for recording measurements of all works of PR & RD
Departments. It is also suggested to make necessary amendments in Engineering codal
provisions for implementing the e-MBook.

In this regard, The Commissioner, Rural Development vide letter dated 29.08.2016
has requested the Engineer-in-Chief (PR) to develop e-MBook software. The Joint
Secretary to Govt. vide Memo dated 04.10.2016 has requested the Engineer-in-
chief(PR) to evolve a software in co-ordination with Director, Panchayat Raj and
Rural Employment, for recording measurements of works for better
co-ordination of PRED, MNREGS & Social Audit wings of the Department.
Accordingly, PRED held a meeting on 04/11/2016 with TCS team and discussed the
scope for developing e-MBook software.

PRED Department suggested the TCS to make use of software Application


developed for RD and to customize the same to suit the requirement/specifications
defined by PRED.

PRED again conducted a meeting on 07/11/2016 with TCS team and deputed
officer from Commissioner PR & RD and held detailed discussion on development of
e-MBook software.

During the above meeting PRED officials found that the mobile application
developed for RD by TCS requires further modifications for adopting the same for
PRED.

TCS is working with PRED in developing a web Application software for works
monitoring system and TCS was requested to develop e-Mbook software such that it
can be integrated into this web application.
For Gram Panchayat level works, the TCS has requested the Commissioner, PR to
furnish the details of hierarchy of officials, sanctioning authority and payment
authority etc., and it was informed by them that same will be furnished within few
days.
As TCS is already handling the development of web application software of PRED
for monitoring of works and Mobile App for Commissioner RD for recording
measurements, hence, TCS may be given opportunity to develop the e-MBook for
both PRED & RD departments.
The TCS was addressed officially on 07-11-2016 to furnish a
“Techno-commercial proposal” to PRED for the development of e-Mbook software
which integrates with the Web Application already developed by it.
The Engineer-in-chief (PR) has requested that as a pilot project, the e-Mbook
software developed may be implemented for Gram Panchayat and MGNREGS works
on experimentation basis until the software stabilizes.
The above proposal of e-Mbook was placed before Board of Chief Engineers for
its examination and discussion in the matter.

The Board of Chief Engineers has discussed in detail and agreed in


principle for the implementation of e - Measurement Books (e-MBooks) in all
Engineering Departments in addition to regular physical Measurement Books
and opined that, in the first instance, the above new method may be developed
and implemented on pilot basis in PR Department for Gram Panchayat level as
well as Project based works and after successful implementation and studying its
pros and cons in subsequent BOCEs meeting, the same can be adopted by other
PW Departments. It is also opined that, a copy of e-MBooks in protective format

without any scope for its tampering/fabrication may be maintained as master
data at concerned SE/CE level for future reference and record.

Agenda item No.11:

TR & B Dept – Review meeting with Hon’ble Chief Minister held on 31.10.2014 -
the works comprising Special repairs and widening to Double lane – Reduction of the
time period allowed from the date publication of Tender Notice to the date of
receipt of Tenders from 14 days to 7 days – Permission sought for – Report called
for by the Government.
Proposed by Engineer-in-Chief (I) I & CAD Dept.

The Engineer-in-Chief, R&B Department addressed the Government to limit


the time period allowed from the date of Publication of tender notices to the date of
receipt of tenders as “ 7 days instead of 14 days.” Government have requested the
Engineer-in-Chief (I) I & CAD Dept to examine and furnish specific remarks on the
proposal.
The ENC, R&B has informed that during the review meeting by the Hon’ble
Chief Minister on 31.10.2014, it was instructed to commence the works comprising
Special Repairs & Widening to Double Lane, duly stipulating the time period allowed
from the date of Publication of tender notices to the date of receipt of tenders as
“ 7 days instead of 14 days” so as to complete the Special Repairs Programme of
work by June 2015.
In view of the above, the ENC, R&B has requested to accord permission for
reduction of time period for works other than Construction of Buildings and Bridges
works costing more than 200 lakhs.
In this regard, Engineer-in-Chief (I) I & CAD Dept has addressed the
Government and informed that “ the reduction of time period in receipt of tenders as
proposed by the Engineer-in-Chief, R&B Department cited is acceptable in
principle”.
Further, it was requested that the time limits under Irrigation Department to invite
tender may also be modified as follows to suit the requirements of the department.

Representation of Association of Telangana Assistant Executive Engineers


(I&CAD, PR, RWSS, R&B, PH & ME, TSHB, HMDA, GHMC & HMWSSB),
Hyderabad requesting for amendment to Service rules with regard to minimum
service and ratio between Assistant Executive Engineer & Assistant Engineer to
be considered while promotion to the Dy EE cadre -Reg.
Proposed by Engineer-in-Chief (AW), I&CAD Dept.,
The Association of Telangana Assistant Executive Engineers has submitted
representation to the Hon’ble Minister for Irrigation, Government of Telangana
requesting for amendment of rules with regard to justifying the ratio of
promotion/appointment by transfer between the Assistant Executive Engineers and
Assistant Engineers. The Government vide Memo No.429/Ser.III-2/2016-1,

Dt.22.01.2016 have requested the Engineer-in-Chief (AW), Irrigation & CAD
Department to examine the above representation and seek the opinion of BOCE
and submit detailed report to the Government for taking further action in the
matter.
The Association of Telangana Assistant Executive Engineers vide letter dated
10.11.2016 addressed to the Chairman and Members of Board of Chief Engineers has
represented in the matter as detailed below.

1. The Assistant Engineers must put in minimum service of 10 years in the cadre
of Assistant Engineer for appointment by transfer to the post of Deputy Executive
Engineer as per earlier service rules.
2. The Assistant Engineers who got appointment by transfer as Deputy Executive
Engineers must possess a qualification of B.E/B.Tech and put in a minimum service of
10 years in the cadre of Deputy Executive Engineer to get promoted to the post of
Executive Engineer as per service rules in I & CAD Department.
3. The promotion/appointment by transfer ratio to the post of Deputy Executive
Engineer from the cadre of Assistant Executive Engineer and Assistant Engineer is to
be amended as 8:1(Assistant Executive Engineers: Assistant Engineer).
4. The date of appointment in the respective category i.e., Assistant Executive
Engineer and Assistant Engineer shall be kept as criteria for promotion/appointment
by transfer, and the Assistant Engineer in no case should supersede an Assistant
Executive Engineer merely on the basis of the ratio contemplated in the cycle for
appointment by transfer to the position of Deputy Executive Engineer.
The above representation of Telangana AEEs Association along with respective
GOs was placed before Board of Chief Engineers for its discussion and opinion in the
matter.
The Board of Chief Engineers has discussed the issue in detail and opined
the following in the matter.
1) It is opined by the BOCEs that there should be appropriate rationale in
selection criteria among AEs and AEEs for considering to the promotion of
Dy EE cadre.
2) AEEs who have selected through PSC with requisite qualification as
B.Tech/BE are always to be treated as a grade higher than AEs who are

selected with Diploma as basic qualification for considering to the
promotion of Dy EE cadre.
3) It is opined by the BOCEs that AEs should be upgraded as AEEs in first
instance after completing certain minimum stipulated service in the cadre
of AEs to become eligible for considering to the promotion of Dy EE cadre.
4) To study the above aspects, BOCEs has opined to constitute a
sub-committee with DyENC/DCE(Admin) of all Engineering departments
i.e (I&CAD, R&B, PR,RWS & PH) as members and Dy. ENC(AW),
I & CAD Dept as Convenor to look into the above issue and furnish its
report for further discussion in next BOCEs meeting.
