RIGHTS OF STUDENTS
SEC. 9, BATAS PAMBANSA 232

The following are the rights of the students:

1. to received relevant and quality education
2. To avail of guidance and counseling, medical and dental, library
and other social services
3. To have access to his/her own school records and other related
documents, the confidentiality of which shall be maintained by
the school
4. To form, join and maintain organizations and societies for pur-
poses not contrary to the law
5. Publish student newspaper and similar publications
6. To have a clean and sanitary school environment
7. To enjoy fair treatment by fellow students, teachers and school
personnel.

DUTIES AND RESPONSIBILITIES OF STUDENTS

(SEC. 15, BATAS PAMBANSA 232)

The following are the duties and responsibilities of students:

1. Exert the students’ utmost effort to develop their potentials and
achieve academic excellence;
2. Uphold the academic integrity of the school;
3. Maintain the peace and tranquility of the school,
4. Participate in civic affairs and inn activities that promote com-
munity development
5. Observe the manner of decency on and off the campus at all
times,
6. Responsibly express his/her own opinions and suggestions
7. Abide by the generally accepted norms and good behavior and
observe standards of good society
8. Abide by th school rules and regulations;

III. REGULATIONS DIRECTLY AFFECTING STUDENTS

(DECS Service Manual 2000)

I. General Guidelines
It is the policy of the state to provide for a free and compulsory public
elementary education and a free public secondary education (D.O. No.
44, s. 1998). Conformably the following shal be observed:

No Filipino shall be refused admission, by reason of sex, creed, socio-

economic status,racial or ethnic origin, political and other affiliation, in
the public system.

However, due to limited space in a particular school some students be
referred to other public schools preferably within the community or may
be reffered to the private schools under the Educational Service Con-
tracting Scheme. Admission to the central school and schools identified
as leader schools, science or science and technology schools shall be be
based on established criteria.(D.O. , s. 1998).

Section 6, Republic Act 6655 provides that “the right of any student to
avail of free public high school shall terminate if he fails for two(2) con-
secutive school years in the majority of the academic subjects in which
he/she is enrolled during the course study unless such failure is due to
some valid cause.” (D.O. No. 44, s. 1998)

2. Admission Requirements
A. Secondary Level
All Grade 7 enrollees who have completed the regular six (6) years ele-
mentary shall be required to submit the following:
1. Form 138-A before the admission to Grade 7.
2. Certificate of accreditation for those who passed their elementary
program through acceleration
3. Preferably National Statistics Office (NSO) issued birth certificate
or local Civil Registry ( LCR) issued birth certificate. (DECS Mem-
orandum No.378, s.2000)

3. Period of Enrolment

The period of enrolment for secondary schools shall not be later than
two(2) weeks before the opening of classes.

4. Miscellaneous Fees

A. the PTA Main, PTA in each Annex & PTA in Extension Classes are
authorized to collect an annual PTA Fee with the amount to be
determined by the PTA members, themselves at a meeting called
for the purpose, provided such collections are made on voluntary
basis, and are not required for admission/transfer purpose, and
are collected by PTA representative themaselves and not by the
public school teachers. Prior to the collection, the following re-
ports are required to be submitted to the school principal: (D.O.
65, s. 2010 and D.O. 54, s. 2009)

B. Contributions and fees (D.O. 65, s. 2010). Schools are allowed to

collect the following authorized voluntary contributions. These
contributions, however, shall be on a voluntary contributions.
These contributions, however, shall be on a voluntary basis and
are not made requirement for admission or for clearance purpos-
es unless it was agreed by the Parents-Teachers Association
(PTA):

 IV. SCHOOL DISCIPLINE

1. Authority to Maintain School Discipline (DO No. 92, s. 1992)

Every student shall maintain discipline inside the school campus as

well as outside the school premises when doing activities authorized by
the school.

2. Imposition of Disciplinary Action

 School officials and teachers shall have the right to impose ap-
propriate and reasonable disciplinary measures in case of minor
offenses or infractions of good discipline. However, no cruel or
physical harmful punishment shall be imposed or applied against
any student.

 The use of corporal punishment by teachers (slapping, jerking or

pushing students), meting out cruel and unusual punishment of
any nature.

 Holding up a student to unnecessary ridicule, the use of epithets

and expressions tending to destroy the student’s respect and the
permanent confiscation of the personal property of the student’s
are forbidden,

V. CODE OF STUDENT DISCIPLINE AND

BEHAVIOR

1. School Uniform

As agreed by PTA members, the school uniform shall be worn by the

students for convenience, decency and security. The school uniform
shall specifically be the following:

A. Boys

1. From Monday, Tuesday, Thursday and Friday:

 White polo shirt

 Black pants(no hiphop, tattered or patched)

 Black shoes with white socks

2. For Wednesday:

MAPEH Uniform or Civilian dress

3. Haircut: Barber cut (1inch or 1 finger unit in front, 2 inches or 2 fin-

ger units at the side, 3 inches or 3 finger units at the back), Army cut or
Semi-bald cut.

B. Girls

1. From Monday, Tuesday, Thursday and Friday:

 White blouse with necktie,

 Pleated checkered skirts

 White socks and

 Black shoes (pointed, high-heeled shoes are strictly prohibited)

*Boys should not wear earings, girls with no gaudy accessories such as
bangles or bands of earings. Girls are not allowed to wear heay make-
up while in uniform and colored nail polish is prohibited.

*there shall be a periodic “operation kultap”(cutting of long hairs) for

the boys to be done by the CAT Commandant/ MAPEH teachers/ SSG
Officials or any school authority after giving reminders and several
warnings on sporting proper haircut.

* the official ID card should be worn properly at all times within the
campus. Upon entering the school gates, the ID must already be pinned
at chest level. It should be free from any decorations (stickers, writings,
cut in desired form and shape.

A. Attendance

1. In case of absence, the student is tasked to present a letter duly

signed by his parent/ guardian to the adviser for notification and
information.

2. A student who absents himself from the class for two consecutive
weeks (10 days) without prior notification or without being ex-
cused by the school authorities shall be automatically dropped.
However, the adviser shall have notified the parent/ guardian of
the student of his/her absences and shall have performed all the
possible means to retrieve the student back to the classroom.

3. A student who has been absent in excess of the allowed 20% of

the total number of school days during the year given a failing
grade or be dropped. (DECS Service Manual 2000, Form 1 and
other DepEd regulation)

4. A student is not allowed to leave the classroom during class

hours unless requested by persons in authority.

5. If a student is sick, he/she shall be taken to the clinic for check-

up or treatment. He/She shall only be sent home after the school
nurse notified the adviser of the condition and the parent/
guardian of the child was called to fetch the student.

6. Students with valid reason may leave the campus during school
hours only with the following conditions.

A. parent/guardian fetches the student

(parent/guardian must first d=seek an approval from the adviser

or school authorities)

B. if a student has a letter coming from his parent/guardian stating

valid reason/s.

7. In case of prolonged absence caused by sickness, the student shall
do the following:
A. Bring with him/her a letter from parent/guardian explaining the
condition he/she underwent.
B. go to the clinic for medical check-up and secure a medical certifi-
cate.
C. Present to the adviser the letter of parent/guardian together with
the medical certificate.
D. Secure an admission slip from the Guidance Counselor.

A graduating student, upon completing all academic requirements after

the final examination, who immediately absents and fails to attend any
graduation program practices without notifying his/her adviser or year
level coordinator or fails to submit letter of excuse from parent /
guardian shall not be allowed to participate during the graduation cere-
mony.

3. Punctuality during Flag Ceremonies

The habit of punctuality should be developed early in life. Coming to
school on time for all classes, assemblies and the like is expected of
every student.

Students are expected to be in school for the flag ceremony which is

held daily at 7:am. All students are required to attend their scheduled
flag ceremony.
*NOTE: schedule of daily flag ceremonies is subject to change with prior
notice.

4. Class Discipline

1. class should be ready for line formation five minutes before the
flag ceremony. They should stand attention during flag ceremony
and announcements. Late comers should form another line man-
aged and/or assisted by CAT/ SSG officers.

2. student should pass quietly through the corridors or staircases

when classes are going on. Loitering in corridors and lingering
inside the comfort rooms and canteens should be avoided at all
times.

3. students should wait quietly for their teachers. If a teachers is
late for 15 minutes, the class president should notify the office of
the year level coordinator or the head teacher-in-charge of such
tardiness or absence.

4. Students should be careful not to leave their things like books,

bags,etc. they should refrain from bringing expensive gadgets and
school supplies to prevent losses and accidents.

5. students are responsible for their personal belongings. The

school assumes no responsibility for lost articles. Lost and found
items not claimed within one month are considered di=onations.

6. Students should tone down their voices at all times.

7. Inside the campus, students should respect signages(e.g. off lim-

its, danger, warning, silence, no entry, no loitering, this way,, no
lttering, etc.) for their precaution and safety and for consideration
for others.

8. Students should keep their classroom clean, green, and orderly

to make it conducive for learning. They should abide by the set of
rules and follow their leaders in the spirit of teamwork and tem
building. Students are required to take care of the school proper-
ties like chairs and tables. They should report damages done on
the school property to school authorities as a sign of concern.

9. School curfew: Students should not stay within the class campus
after 6:30pm on the class days, except during officially sanc-
tioned school activities. On Saturdays, office permit on waiver of
the parents/guardians is required for practice or any activities
inside the campus.

10. School activities sponsored by any organization requiring collec-

tion of money or raising of funds from the students like sale of
ticket, solicitation, game showvfor a cause, etc. affecting the
school directly and indirectly should be duly approved by the
principal.

11. parent/guardian’s consent/waiver is required for official semi-
nars or activities requiring the participation of the students. Stu-
dents who are allowed by their parents or guardian to join these
activities are required to be in school, unless stated otherwise by
school authorities.

12. Announcements/posters/letters/circular to be posted on the bul-

letin board must be approved by the principal or any of his au-
thorized representatives for posting. Students should respect no-
tices on bulletin boards.

13. Students are requested to notify their class advisers\ about any
change of their addresses and/or telephone number.

14. Students should deliver immediately circulars or letter to parents

as soon as they arrive home. Return slips, if any, should be
brought back to school the following day.

15. Students are not allowed to give announcements, borrow materi-

als, practice or rehearse during class without the official notice
from the office of the principal

16. Students are prohibited from goin to computer shop, theater, and
that likes during class hours.(DO. 83, s. 2000)

17. Students are prohibited from practicing and operating fraternities

and sororities (DO. 6, s. 1954; D.O. 20, s. 1991)

18. Students are strictly prohibited from using cellphone during

class hours. (DO. 83., s. 2003)

5. Conduct Outside the School

Students should bear in mind that in all places, they are respon-
sible for their conduct, especially when in school uniform, thus, their
conduct should be dignified and proper.

Students who are in their uniform should not go to the disco pubs, beer
houses, billiard halls, gaming centers, and that like.

The name of theschool should not be used for any activity or function
unless approved by the principal.

6. Serious Misbehavior and Disciplinary measures

Penalties or disciplinary measures may be imposed on erring students

provided for in the work flow in Handling Violations of the Code of Stu-
dent Discipline and Behavior is observed.

VI. SUMMARY OF SABNAHIS BEHAVIORAL CASES

I. Light offenses

1. Bringing/reading comics and pocketbooks during class hours

2. Malicious name calling
3. Curfew violations after 6:30pm

jects of any kind, guns, and/or munitions of any kind, explosives
(bombs, pillbox) or any kind of, among others.
3. Instigating, leading or participating in concerted activities leading
to stoppage of classes
4. Writing or drawing obscenities
5. Truancy(staying away/not entering the campus or classes for the
purpose of gallivanting,playing,visiting malls, etc.)
6. Cheating ( copying of answers or allowing others to copy one’s an-
swer/openingof notes/unauthorized used of codes and signals dur-
ing tests, possesions/use of crib or “kodigo” during quizzes and
other examinations) and dishonestly (changing answers and scores
while checking or counter-checking).
7. Fighting/ inciting fights or acts of violence resulting to injury on
oneself or other students.
8. Threatening/Preventing students, teacher/staff or any school au-
thority or students from entering the campus.
9. Assaulting teacher or any other school authority or his agents or
students.
10. Possessing/Drinking alcoholic beverages, drunkenness, disorderly
behavior caused by liquor or drugs.
11. Bringing “barkadas”/gangs/outsiders for the purpose of harassing
any student or school personnel.
12. Organizing/ Recruiting/ Hazing in any form of unauthorized
groups/organizations whether in or out of school premises.
13. Forging,/Defacing/Tampering school records and documents( ID
cards, report cards, excuse letters, quizzes, seatworks, periodical
tests, etc.)
14. Unauthorized use of school name and seal for public function.
15. Sexual harassments/ acts of lasciviousness.
16. Vandalism( destroying or writing on school property like chairs,
tables, windows, books, laboratory equioment and others deliberate
destruction of other people’s property)
