Zone-1 Calculation
Setting is 85% of unit line impedance i.e 85% of Total Line Impedance. The system
particulars like line length, per KM impedance and % reach in each zone are entered
and setting values are computed.
The corresponding impedances are,
R1 + X1 = 64.845 Ω at 63.44deg = 28.994 + j58.001Ω
R0 + X0 = 206.032 Ω at 68.22deg = 76.446 + j191.324 Ω
Operating time is instantaneous.
RFPP = 2 * 3X1 = 2 * 3 * 33.438 = 348.006 Ω/loop
RFPE = 4.5X1 = 4.5 * 33.438 = 261.004 Ω/loop
These values are exceeding Load resistance values, hence these values cannot be
used for Zone-I resistive reach settings.
Zone-2 Calculation
Setting has been considered as following:
100 % of protected line impedance + 20% of Protected line impedance
The corresponding impedances are,
76.288 Ω at 63.44deg at 63.44deg x 1.5 = 91.545 Ω at 63.44deg Ω

2. Power Swing Detection:

Power swing detection function (ZMRPSB) comprises an inner and outer quadrilateral
measurement characteristic as shown in figure below. Its principle is based on the
measurement of time it takes for a power swing transient impedance to pass through
the impedance area between the inner and outer characteristics. Power swings are
identified by transition times longer than a transition set time on corresponding timers.
The impedance measuring principle is same as that used for distance protection zones.
The impedance and the characteristics passing times are measured in all three phases

R1Lln – Line resistance for inner characteristics angle

R1FlnFw – Fault resistance line to inner resistive boundary, forward
R1FlnRv – Fault resistance line to inner resistive boundary, reverse
ArgLd – Load angle
RLdOutFw - Outer resistive load boundary, forward
RLdOutRv - Outer resistive load boundary, reverse
RLdInFw - Inner resistive load boundary, forward
RLdInRv - Inner resistive load boundary, reverse
The theoretical calculation is given below.
X1lnFw = X1lnRv = 1.1 * maximum of all zone’s X1
R1Lln = maximum of all zone’s R1
R1FlnFw = R1FlnRv = 1.1 * maximum of all zone’s RFPP
RLdInFw = RLdInRv = KL * RLdOutFw where KL is multiplication factor (0.8 for lines <
80KM).
RLdOutFw = RLdOutRv = KL * RLMin where RLMin is minimum load resistance at
minimum voltage carrying maximum load.

3. Fuse Failure Function:
Zero sequence
The fuse failure supervision (FUFSPVC) function can be set in five different modes by
setting the parameter OpMode. The zero sequence function continuously measures the
internal currents and voltages in all three phases and calculates:
• The zero-sequence voltage 3U0
• The zero-sequence current 3I0.
The measured signals are compared with their respective set values 3U0< and 3I0>.
The function enable the internal signal fuse Fail Detected if the measured zero
sequence voltage is higher than the set value 3U0>, the measured zero sequence
current is below the set value 3I0< and the operation mode selector (OpMode is set to 2
(zero sequence mode). This will activate the output signal BLKU, intended to block
voltage related protection functions in the IED.
Negative sequence
The negative sequence operates in the same way as the zero sequence, but it
calculates the negative sequence component of current and voltage.
• The negative sequence current 3I2
• The negative sequence voltage 3U2
The function enable the internal signal fuse Fail Detected if the measured negative
sequence voltage is higher than the set value 3U2>, the measured negative sequence
current is below the value 3I2< and the operation mode selector (OpMode) is set to 1
(negative sequence mode).
4. Breaker Failure Protection, 50LBB (REL650)
The following settings can be done for the breaker failure protection
Function Mode: This parameter can be set Current/Contact. This states the way the
detection of failure of the breaker is performed. In the mode current the current
measurement is used for the detection.
Current mode has been set for this bay.

BuTripMode: Back-up trip mode is given to state sufficient current criteria to detect
failure to break. For Current operation 2 out of 4 means that at least two currents, of the
three-phase currents and the residual current, shall be high to indicate breaker failure.
1 out of 3 means that at least one current of the three-phase currents shall be high to
indicate breaker failure. 1 out of 4 means that at least one current of the three phase
currents or the residual current shall be high to indicate breaker failure.
1 out of 4 has been set.
RetripMode: This setting states how the re-trip function shall operate. Retrip Off means
that the re-trip function is not activated. CB Pos Check (circuit breaker position check)
and Current means that a phase current must be larger than the operate level to allow
re-trip. CB Pos Check (circuit breaker position check) and Contact means re-trip is done
when circuit breaker is closed (breaker position is used). No CBPos Check means re-
trip is done without check of breaker position.
Retrip: No CBPos Check has been set.
IP>: Current level for detection of breaker failure set in % of IBase. This parameter
should be set so that faults with small fault current can be detected. The setting can be
chosen in accordance with the most sensitive protection function to start the breaker
failure protection. This has been set for 10% of the Max Load current, i.e. 50A.
IN>: Residual current level for detection of breaker failure set in % of IBase. In high
impedance earthed systems the residual current at phase to earth faults are normally
much smaller than the short circuit currents. In order to detect breaker failure at single
phase earth faults in these systems it is necessary to measure the residual current
separately. This has been set for 10% of the Max Load current, i.e. 50A.
t1: Time delay of the re-trip. This has been set for 100ms.
t2: Time delay of the back-up trip. The choice of this setting is made as short as
possible at the same time as unwanted operation must be avoided. This has been set
for 250ms.

The impedance and the characteristics passing times are measured in all three phases
separately.

132kV Jijiga Substation Protection Relay Setting Calculations,
Ethiopian Electric Power, Ethiopia.

As illustrated in above diagram, the settings parameters are shown in italic. Please refer
to REL650 Application manual for more details. The parameters are explained below.
X1lnFw – Inner reactive boundary, forward
X1lnRv – Inner reactive boundary, reverse
R1Lln – Line resistance for inner characteristics angle
R1FlnFw – Fault resistance line to inner resistive boundary, forward
R1FlnRv – Fault resistance line to inner resistive boundary, reverse
ArgLd – Load angle
RLdOutFw - Outer resistive load boundary, forward
RLdOutRv - Outer resistive load boundary, reverse
RLdInFw - Inner resistive load boundary, forward
RLdInRv - Inner resistive load boundary, reverse
The theoretical calculation is given below.
X1lnFw = X1lnRv = 1.1 * maximum of all zone’s X1
R1Lln = maximum of all zone’s R1
R1FlnFw = R1FlnRv = 1.1 * maximum of all zone’s RFPP

This has been set
for 250ms.
