RESPONSIBILITY ASSIGNMENT MATRIX

Instructions: Read the case study and complete the responsibility assignment
matrix following the instructions in the PM4R Guide. The responsibility assignment
matrix is not complete. Your objective is to complete the information in each column
for each of the project’s deliverables.

ADDITIONAL INFORMATION:

The responsible for the 30 schools built is the Civil Works Specialist (WS) and the
Project Manager (PM) approves this product.

The equipment of the 30 schools is the responsibility of the Equipment Tech-


nician (EqT), authorized by the Project Manager (PM) and it must be informed
to the Civil Works Technician (WT) and Director of the Ministry of Public Works
(MPW).

The Project Manager (PM) must authorize the maintenance contracts of the 30
schools after consultation with the Specialist in Civil Works (WS) and the Director
of the Ministry of Education (DME).

The training of 300 teachers is the responsibility of the Education Expert (EE).

The Education Expert (EE) is also responsible for the production and delivery of
the 9,000 school packages for students. The Education Specialist (ES) must ap-
prove this product.

The Education Specialist (ES) approves the design, development and delivery of
the 300 school packages for teachers. This product is the responsibility of the
Education Expert (EE).

The communication campaign design is the responsibility of the Communication


Specialist (CS) and the Project Manager (PM) must approve it.

The Project Manager (PM) must also approve the dissemination of the communi-
cation campaign, and it must be informed to the MEF Technical Director (TD) and
to the representative of the Association of Certified Teachers (ACT).

The Project Manager (PM) is responsible for the project and the Project Manage-
ment Board (PMB) approves the results of the project.

The completed evaluations are the responsibility of the Monitoring and Evalua-
tion Specialist (ME) and must be approved by the Project Manager (PM). It is nec-
essary to report these results to the Director of the Ministry of Education (DME),
the Project Manager (PM) and the MEF Technical Director (TD).

Finally, the Accounting-Financial Specialist (FS) is responsible for conducting in-


ternal and external audits and it is necessary to report these results to the Direc-
tor of the Ministry of Education (DME), the Project Manager (PM) And the Tech-
nical Director of the MEF (TD).
