TERM DEFINITION
An official prelate (a dignitary having jurisdiction in an
external forum by right of his office) representing the
Pope at the capital of a foreign government. He watches
over the welfare of the Church in that country and
handles the affairs between the Apostolic See and the
civil government of the country to which he has been
assigned
