AAAJC e Global Action lançam “Dziwane 3”
É já a 1 de Julho próximo que a Global Action, através
da Associação de Apoio e Assistência Jurídica as Co-
munidades, AAAJC vai lançar o projecto Dziwane 3,
em Tete, como corolário das acções críticas activadas
pelas duas anteriores etapas do programa. Michael
Olsen com quem o Penhane conversou em torno do
programa Dziwane 3, indicou que apesar da boa le-
gislação que confere às comunidades o direito a com-
pensação, consulta prévia e o direito a uma parte das
receitas das indústrias extractivas nas suas terras ex-
propriadas pela mineração, a crescente actividade da
indústria extractiva ainda não resultou no desenvolvi-
mento sócio-económico em Tete. Muito ao contrário,
como defende, as comunidades experimentaram seus
direitos sendo violados e a deterioração dos padrões
de vida, como a redução do acesso a terras férteis,
instalações de mercado, água potável, resultando em
uma perda geral de meios de subsistência. Por estas
razões e outras, aqui não evocadas, a proposta do
projecto Dziwane III, na sequência dos anteriores ou-
tros dois, Dziwani I e Dziwani II, implementados pe-

às comunidades locais o conhecimento necessário de

O projecto de Dziwani III tem levantado que as
comunidades locais em Moçambique são fortale-
cidas de forma sustentável, em particular no que

forma a permitir-lhes possíveis reivindicações dos di-
reitos, dar às comunidades locais, experiências de ac-
ções para reivindicar e estabelecer seus direitos, sensi-
bilizar para a igualdade de gênero e a necessidade de
envolvimento activo das mulheres. Mas mais do que
isso, o projecto Dziwani III vai basear-se nas experiên-
cias e conquistas de duas maneiras como aliás, indicou
Michael Olsen, a construção e organização local da
consciencialização que deve ser transformada numa
ferramenta eficaz para a defesa dos direitos estabeleci-
dos na lei moçambicana, bem como para melhorar a
vivacidade. O projecto levará a uma advocacia siste-
mática a nível local, provincial e, em particular, a nível
nacional, devendo elevar a experiência de capacitação
reactiva conseguida na província de Tete e tentando
defender os meios de subsistência locais para melhorar
