1. INTRODUCTION

1.1 General

SAKA Indonesia Pangkah Limited (here in after defined as "COMPANY") has been commissioned to
undertake the operator of Ujung Pangkah facility in East Java since January 2014 from HESS. The
Ujung Pangkah field is located offshore off the north coast of East Java approximately 35 km north of
Gresik, East Java, Indonesia; lies adjacent to the Solo river delta.
WHP-A currently producing natural gas and crude oil and then the fluid is transported to CPP near
WHP-B for separation and compression/pumping process.
WHP-B producing oil and gas, then the produced fluid are transferred to CPP for separation and
compression/pumping process. The outlet of oil and gas separation process at CPP will be
transported via 16” Export Pipeline to WHP-A, and continued with 18” Export Pipeline from WHP-A to
OPF (Onshore Processing Facilities) in Pangkah – Gresik.
COMPANY intends to exploit reservoirs located in the Sidayu Field located approximately 3.6 km
north of Ujung Pangkah Field, on offshore of Gresik, east of Java, Indonesia. The initial development
plan of Sidayu Field is to have 2 satellite wellhead platforms (WHP-C & WHP-D) with 4 well slots
(including existing Sidayu-3 & Sidayu-4V exploration wells and future well) for each platform to be tied
back via WHP-B to existing Ujung Pangkah CPP for export and gas lift facilities.
Production from Sidayu Wells will be commingled with Pangkah’s production at WHP-B/CPP then
delivered to Onshore Processing Facility (OPF) for final processing.
In summary, Sidayu Field Development FEED is consisted of the following major components:
a) The installation of remote Wellhead Platform C (WHP-C) and remote Wellhead Platform D
(WHP-D),
b) Infield pipelines, and
c) Modify the existing facilities (WHP-B & AUP) to accommodate Sidayu’s production and
support Sidayu’s production systems
In the OPF all product will continue further process to separate oil, gas, LPG and water. The oil
product will be transferred via pipeline to Maspion Jetty ready for shipping. The further process is
liquefaction to convert heavy fraction becomes LPG and the low fraction becomes Sales Gas. The
Sales Gas will be transported to PLN at PJB via 20” Onshore Sales Gas Pipeline.
The Overall Plant layout is shown on Figure 1.1.

1.2 Objective

This specification covers the minimum requirements for design, engineering, and supply of
telecommunication system as part of Sidayu Field Development project.
This specification and its referenced documents listed below are to establish a minimum level of
acceptable quality and not intended to be all-inclusive. The requirements set forth do not relieve
Vendor of his responsibility to perform all services in a safe manner, to meet applicable codes and
standards, to comply with government regulations or to supply a product capable of performing its
intended service.
This specification does not dictate detailed design of the equipment or assembly of components. It is
intended that those responsibilities be retained fully by the VENDOR so that all equipment and
process warranties remain unmitigated.

1.5 Definition of Terms

2. GENERAL REQUIREMENT

2.1 Design Life

The design life of facilities and main equipment is fifteen (15) years.
Equipment supplied, shall be of a standard model or series in regular production at the Manufacturer's
facilities. The equipment supplied shall be new, without defect and not obsolete product within 15
years for all the spare parts and the equipment.

2.2 Hazardous Area Classification

Hazardous area classification for the WHP-C and WHP-D shall be in accordance with API RP 505.
All equipment intended for use in hazardous areas shall be tested and certified for operation in the
required zone by an international, recognized testing authority in accordance with API RP 505
requirements.
All equipment shall be rated for the location installed. Most locations associated with the WHP-C and
WHP-D are rated for Class I, Zone 0, 1 or 2, Gas Group IIA, temperature class T3. All equipment in
the field shall be Ex d flameproof suitable for the area classification. In addition, all equipment will be
designed to suit outdoor, salt-laden, tropical, marine environment.
Refer to area classification drawing for further details during detail design.
Electrical equipment that are required to be installed in hazardous area shall have ATEX (Europe) or
equivalent Testing Authorities Certification, i.e. UL (Denmark), FM (UK), BASEEFA (UK) or others as
approved by Company.
Where the Ex d and Ex e executions are either impractical, cost-prohibitive or not permitted,
Intrinsically Safe (Ex i) circuits can be used as an alternative.
The proposal to use IS type instruments shall require Company Approval (in writing) prior to purchase
of the equipment.

2.3 Ingress Protection

Telecommunication equipment mounted in open areas shall be protected against ingress of solids
and liquid to a minimum ingress protection of IP 56 to IEC 60529. Outdoor Telecommunication panel
enclosure shall be designed to a minimum ingress protection of IP 56.

All telecommunication equipment or panel located at indoor shall be IP 42 as minimum.


Electronic components of telecommunication shall be suitable for design environment conditions.
Appropriate measures shall be taken in housings and enclosures to deal with condensation arising
from daily temperature fluctuations.

2.4 Environmental Conditions

All equipment located outdoors shall be designed for use in a salt laden atmosphere, affected by
equatorial rainfall and occasional violent storms. The equipment shall be designed for outdoor
location on an offshore platform with ambient site conditions as follows:

3.1 Power Supply

For voice communication purpose of field personnel in the WHP-C & WHP-D, existing UHF handheld
radio in the AUP facility shall be use. The UHF handheld radio is utilized to communicate between
personnel with personnel in the WHP-C & WHP-D and WHP-C/D personnel with operator in the AUP.
Telecommunication unit in the AUP, shall be installed in the MTU Panel (by others).
Selection of telecommunications and associated equipment shall be robust design, in particular
ensuring capability to withstand the harsh, tropical environment.
The telecommunication systems shall have the highest possible level of reliability, availability, and
maintainability that can be reasonably and economically achieved. Furthermore, equipment selection
criteria shall generally be on the basis of being field proven, suitable for the application and on the
manufacturer’s capability to provide support in Indonesia.
The CONTRACTOR / VENDOR shall comply with all Indonesia laws and regulations concerning the
importation of radio equipment.
The CONTRACTOR / VENDOR shall liaise during design, installation, testing and commissioning of
all telecommunication equipments located on outdoor at WHP-C and WHP-D and indoor at AUP to
comply with all of project requirements.

4.1 Digital Microwave Radio (DMR) Requirement

The digital microwave radio link shall be provided as communication link between WHP-C with AUP
and WHP-D with AUP. Digital microwave radio shall be point to multipoint (PMP) based.

The IDU at the WHP-C and WHP-D shall mounted inside DMR standard free standing panel and IDU
D at the AUP shall mounted inside MTU PLC standard free standing panel located at Local Equipment
Room (LER).
The DMR System shall provide a minimum transmission capacity of 16 x E1 or equivalent to circuits
in compliance with ITU-T Recommendation G.703. The frequency for the DMR shall be licensed ex. 7
GHz frequency band or others.
All data status monitoring from Process Control System (PCS) and Safeguarding System (SGS) at
WHP-C and WHP-D shall be transmitted to AUP via digital microwave radio, including remote ESD
signal from AUP to WHP-C and WHP-D. All data status shall be monitoring at new Operator Works
Station (OWS) and Engineering Work Station (EWS) located at AUP.
The radio link shall covered to facilitate various communications and system traffic such as:
 ICSS Network
 CCTV
Radio frequency assignment shall be in accordance with Indonesian regulations and associated ITU
Recommendations. VENDOR shall obtain frequency license and any other required licenses which
are related to the supplied radio system from the authority and submitted the licenses to the company
as part of VENDOR's scope of supply (refer to para. 5.1.1)
A laptop shall be included to configure, addressing, manage, and monitor the status of the LAN. A
D laptop shall be located in the AUP.

4.2 CCTV system requirement

For safety and security propose, the Wellhead C and Wellhead D shall be furnished with CCTV
cameras. All cameras in the Wellhead C and Wellhead D shall be ethernet Based. CCTV cameras
shall be operate for 24 hour continuous operation. All CCTV cameras shall be use Ethernet cable (Cat
6) for transmitting video. Fiber optic shall be utilized if the distance of ethernet cable exceeds more
than 100 m.
CCTV in the Wellhead shall be Recording, controlling and monitoring from new CCTV equipment
located at AUP. The data for video and control CCTV shall be transmit to AUP via Digital Microwave
Radio.
CCTV Camera at WHP-C & WHP-D shall be located to allow viewing as minimum of:
 Boat Landing
 Main Deck
 Process Area (Cellar Deck)

4.3 Enclosure Panel

 Outdoor enclosure shall be suitable for use at hazardous area classification zone 2, IIA, T3 (either
flameproof Ex d or increased safety Ex e.
 Outdoor enclosure panel heights shall be 600 mm, width 600mm, and Depth 400 mm.
 All electrical threaded shall be M20 type.

 Panel shall be constructed by using 316 SS sheet material. Panels shall have front access doors
and bottom entry cable. Doors shall have locking bars to hold them in fully open position. Locks,
door handles, hinges and catches shall be heavy-duty type.
 Sufficient free space shall be available for properly accommodating and termination of all cables,
plus 20% spare.
 All metallic equipment within the panel shall be connected to a single common panel safety
protection earth point.
 Enclosure panel painting specification shall be E-coat primed, powder painted, RAL 7035.
 Panel shall meet the requirement, environments and electrical classification of the area in which
they are to be installed (refer to Section 2).

D  Indoor enclosure in the AUP will be supply by MTU VENDOR (by others). The enclosure shall be
used for installation of DMR equipment (IDU and integrated router / switch) and MTU PLC.
VENDOR shall liaise with MTU PLC VENDOR for telecommunication installation

4.4 Availability and Reliability

The telecommunication systems shall have the highest possible level of reliability, availability, and
maintainability that can be reasonably and economically achieved. Common mode failures shall be
avoided where possible.
The overall availability and reliability of the complete package shall be demonstrated by the Vendor.
The Vendor shall furnish their best estimates of Mean Time Between Failures (MTBF) and Mean Time
To Repair (MTTR) for the equipment concerned.
In the case of failure modes, which make a significant contribution to the overall unavailability, the
Vendor may be required to demonstrate that their assumed repair times can be achieved.

4.5 Electromagnetic Compatibility (EMC)

In order to comply with the requirements of IEC 61000, all electrical equipment shall meet the current
applicable levels of ‘emission’ and ‘immunity’. All applicable equipment shall be designed so that the
electromagnetic disturbance it generates does not exceed a level allowing telecommunications
equipment and other relevant apparatus to operate as intended.
The design of equipment should be of an adequate standard to maintain its performance during its
operational life in its installed environment. For the purpose of EMC, the performance of apparatus
that must comply is taken to be degraded if permanent or temporary Loss of function occurs.

4.6 Operating License

All supplied Telecommunication equipment shall be legally to be operated in Indonesia area, any
license related to frequency and Station license shall be provided.

5. TECHNICAL SPECIFICATION

5.1 Digital Microwave Radio

The DMR shall provide fast, reliable communication facilities for the transmission of video CCTV &
process data and shall use license frequency from local authority (no free license). DMR shall be
deployed quickly for permanent connection of Point to Multipoint (PTMP) system for AUP to WHP-C &
WHP-D.
The radio link shall consists as minimum of:
 Antenna complete with RF cables
 Outdoor Unit (ODU)
 Indoor Unit (IDU)
 Router / Ethernet Switch
 Power supply unit
 Surge Arrester / Lightning Protection
 Accessories required
The VENDOR shall perform detailed radio transmission link budget calculations to determine the
optimum equipment configuration. This shall include radio path analysis, reliability, interference
analysis and nomination of suitable antenna, antenna height, support structures and other structural
requirements. Minimum reliability shall be equivalent or better than 99.995 %.
5.1.1 Type Approval and Licenses
Contractor shall ensure type approvals are obtained from appropriate authority prior to delivery.
VENDOR shall be responsible to obtain licenses for operated in Indonesia area, any license related to
frequency and Station license shall be provided.
5.1.2 Radio Antenna
A high performance antenna have a parabolic type to reduce the amount of off path energy,
minimizing interference to and from other users.
The antenna shall be designed for used in a marine/offshore and oil and gas environment. The
antenna system shall be provided with set of RF feeder cable, antenna connections, termination
plugs, and antenna mounting bracket and fitting. The mounting hardware supports the antenna and
allows controlled adjustments in azimuth and elevation.
The CONTRACTOR / VENDOR shall design and install the antenna mounts at their final locations as
determined by the radio link budget design calculations.
CONTRACTOR / VENDOR is further reminded of the hazardous area requirements which must be
taken into consideration when locating the mounting positions for the antennas.
Antennas shall be of the fully enclosed type, ie the dishes shall be fitted with covers to protect the
launchers from extreme environmental conditions. All large dishes shall be fitted with panning arms
(as supplied by the antenna manufacturer) to allow precise horizontal alignment adjustment, and final
bracing against changes to this alignment during strong winds.

The antenna to be supplied shall meet the following requirements:

5.1.3 Outdoor Unit (ODU)
The ODU is a self contained unit that houses both radio (Transmitter and Receiver) and networking
electronics. The ODU is integrated with antenna.
The ODU must be enclosed in a compact, IP 56 and and suitable to be located at hazardous area
classification Ex d IIA T3 as per section 2.
The ODU modules should include:
 T/R Module - High sensitivity RF circuitry with full band frequency tuning range.
 Controller - Controls the ODU and provides ODU status signals.
 Accurate received signal level (RSL) reading (in dBm) should be available through a BNC
connector.
 Power Supply.
5.1.4 Indoor Unit (IDU)
The IDU located inside DMR / MTU panel shall be provided to allow monitoring and control of the
D digital microwave system equipment. The following parameters apply to the IDU’s:
 16 x E1 or Ethernet 34 Mb/s baseband capacity (minimum) in accordance with ITU-T
Recommendation G.703.
 Link quality performance monitoring in accordance with ITU G.821 or similar

Bandwidth management shall be in-built within the Router product. Firewall shall be provided for the
security purpose of LAN.
5.1.6 DMR Antenna Cables
The antenna cables for the DMR radio systems shall be typically of Andrew Elliptical Waveguide type
or other Company approved manufacturer. Exact details of feeder cables shall be determined during
detailed design. RF feeder cable for antenna shall be coaxial cable with impedance of 50 ohms.
The RF waveguide shall be constructed with a non-halogenated fire retardant sheath.
The Vendor shall supply suitable connectors and tools for terminating the waveguides and coaxial
feeders.
Antenna waveguides shall be grounded to the earth system near to the antenna equipment.
The cable routes and resultant lengths of feeder cable are to be defined during detailed design. The
following provisional feeder lengths shall be assumed for this part of the project:

5.1.7 Link Budget / Line of Sight Calculation
The DMR radio transmission system should be designed to meet the following performance
requirements:
 Link availability equivalent to 99.99% per year or better
 BER ≥ 1 x 10-6 per minute (degraded minutes): less than 10%
 BER ≥ 1 x 10-3 per second (severely error seconds): less than 0.2%
 Error seconds: less than 8% i.e. more than 92% error-free seconds
 Fade margin at 1x10-6 better than 30dB
The VENDOR shall perform detailed radio link budget calculations to determine the optimum
equipment configuration. This shall include radio path analysis, analysis of potential reflections,
interference analysis and nomination of suitable antenna, antenna support structures and other
structural requirements.
The VENDOR shall demonstrate in its tender submission the expected link performance and
availability by the inclusion and submission of link budget calculations. These calculations will form
the basis for assessment of link performance during testing, site installation and ongoing
maintenance.
Link Budget calculation is a calculation power levels to ensure that the reception power level greater
than or equal to the sensitivity of the receiver / power level threshold (RSL ≥ RTH). Sensitivity of the
receiver is the sensitivity of a device on the receiver side is used as the threshold size.

5.1.8 LAN Network
The LAN network shall be provided for communications distribution and system traffic including ICSS
Production Data and CCTV application. The bandwidth requirement shall be have link size of 512
Kbps and shall be capable of expansion to 1 Mbps without requiring additional hardware.
The protocol for operational LAN shall be TCP/IP.
The TCP/IP addressing for the LAN plan shall be provided for each network such as:
 Control network (by ICSS VENDOR)
 CCTV LAN
A laptop shall be included to configure, manage, and monitor the status of the LAN. A laptop shall be
located in the AUP.
Control LAN (by ICSS VENDOR)
A redundant control network (data highway) will be provided for communications between the
components of the ICSS system. A single failure in the communications network will not affect the
function of the system. Process data for monitoring is considered critical data and is therefore to be
protected wherever possible, from corruption or loss of function. All connections between the ICSS
and the LAN network are to be via a dedicated firewall for security purpose.
CCTV LAN
The CCTV LAN shall be used for the transmission of CCTV video. Network security shall be provided
by a suitably configured routers & firewalls.
5.1.9 Portable Configure Station
Portable Configure Station (laptop / notebook) shall be provided for configure, addressing, manage,
and monitor the status of the LAN.

All cameras together with lenses shall be housed suitable for marine/offshore oil and gas environment
and Ex d IIA T3 hazardous area classificationas per section 2.
The camera housing material shall minimize radio frequency interference (RFI). All cameras shall be
fully compatible with the camera housing in terms of dimensions and mounting details.
Outdoor cameras shall be IP Fixed with a dome type.
The ingress protection (IP) of the outdoor camera shall be minimum IP 56. CCTV camera shall be

VENDOR shall supply all CCTV camera complete with Junction Box, accessories and supports.
VENDOR shall provide composite cable from Junction Box to camera. Composite cable shall consist

5.2.2 Network Video Recorder (NVR)
NVR shall records video pictures digitally (MPEG-4 format) on a hard disk drive (HDD). The HDD
shall have minimum Storage Capacities 1 TB to 36 TB. An application program (built on window
platform) shall program the picture resolution and recording time according to the operation
requirement.
Real-time or time lapse recording are the common recording setting. NVR shall be applicable to
overwriting the oldest pictures via the application program. As NVR records digitally, the image quality
remains the same regardless of how many times the images are stored or rerecorded.
Common operating system and operating software shall be installed in the PC Based NVR for
compatibility.
5.2.3 Operator Station Monitor
CCTV monitor shall be provided in the AUP control room.

6. EQUIPMENT TAG PLATE

Permanently attached 316 stainless steel tags, using stainless steel screws, stainless steel bolts, or
stainless steel wire, shall be purchased with each tagged equipment.
Each tag shall carry the telecom equipment Tag Number as per telecommunication equipment list.
This tag is additional to the manufacturer's model number and other data on equipment's nameplate.
Each tag shall have the tag number, purchase order number, date of manufacture, model no., and
required factors.
In addition to manufacture nameplates, individual equipment & panels shall have project tag no or
panel no. with appropriate letter height. Lettering will be a minimum of 12 mm height.

7. INSPECTION AND TEST

7.1 General

The Vendor shall have a QA/QC program that clearly establishes the authority and responsibility of
those responsible for the quality system. Persons performing quality functions shall have sufficient
and well-defined authority to enforce quality requirements, initiate, identify, recommend and provide
solutions to quality problems and verify the effectiveness of the corrective action.
A copy of the Vendor’s QA/QC program shall be submitted to the Contractor with the quotation for
Contractor’s review and concurrence prior to award. If Vendor’s QA/QC program and facility, where
the work is to be performed, is ISO 9001:1994 or ISO 9001:2000 (including design) certified, then only

a copy of the Vendor’s ISO 9001 certificate is required. In addition, if Vendor’s facility is ISO certified,
Contractor’s QA audit requirements shall be waived in favour of ISO 9001:1994 or ISO 9001:2000
(including design) registrar audits, unless the Contractor’s trend analysis program indicates areas of
concern.
The Vendor shall submit certified reports of production tests as soon as the tests are completed
satisfactorily.
The Company / Contractor reserves the right to inspect materials and workmanship at all stages of
manufacture and to witness any or all tests. The Vendor shall provide the Contractor with a copy of
their manufacturing and inspection plan for review and inclusion of any mandatory Company/
Contractor witness points.
Inspection and witnessed tests by the Contractor and third parties shall not relieve the Vendor of any
guarantees, responsibilities or obligations to provide satisfactory equipment.
The Vendor shall provide quality records appropriate to all inspection and test activities. The records
shall be referenced against appropriate activities within the inspection and test plan.
Vendor shall collate all such quality records and certification for submission to the Contractor as a
certification dossier. Note that, where necessary, certificates shall be stamped as approved by the
third party inspector.

8. PRESERVATION OF TELECOMMUNICATION EQUIPMENT

After delivery and identification on site, all equipment and associated installation equipment shall be
stored in a dedicated warehouse with adequate environmental conditions including HVAC as
necessary.
Equipment shall generally be stored in their original packing. The equipment shall be stored and
handled with the greatest care.
Special care shall be taken to prevent foreign materials (sand, dust, water, etc.) from entering the
equipment.
When the equipment are temporarily removed from the warehouse, they shall be returned to the
warehouse in their original packing.
The installation equipment shall be dedicated to telecommunication installation and shall not be
assigned to other use.
All equipment shall be adequately preserved once permanently installed on site.
In particular, any electronic equipment shall be protected against humidity, high temperature, and
dust.
The telecommunication cables shall be delivered and stored on drums.
Drums shall be stored on a plane surface with one layer of drum only without risk of mechanical
damage.
Respective suppliers of telecommunication system shall provide if any special preservation is needed
at yard warehouse or at platforms decks after installation until final commissioning /start-up.

9. SPARE PARTS

VENDOR shall include as part of this document, supply of all spare parts required for start-up and
commissioning of the Instruments. VENDOR shall also provide priced list of recommended spare
parts, which shall include the original part numbers, for two years operation. All spare parts shall be
identified individually.

10. SPECIAL TOOLS

Vendor shall provide any special tools required for the satisfactory operation and maintenance of
telecommunication equipment.

11. WARRANTY

Vendor shall guarantee the performance and workmanship of the Telecommunication system
supplied along with quality material, manufacture and assembly. The guarantee shall be valid for a
period of eighteen (18) months after first start or twenty four (24) months after delivery at site
whichever come first.

12. DOCUMENTATION

Vendor shall furnish documentation in accordance with the Vendor Data Requirement List of the
Requisition Document. Vendor shall provide the following information at the minimum:
