1. Document Overview: The Tentara Nasional Indonesia Angkatan Darat (TNI-AD) and the United
States Army Pacific (USARPAC) have established a cooperative relationship for joint coordination,
planning, and execution of a major military exercise. The combined Concept Development Workshop
(CDW) establishes the basic exercise concepts and planning timelines between the TNI-AD and
USARPAC concerning the conduct of Exercise Garuda Shield 16 (GS16). The CDW outcomes and
deliverables will serve as the basis for the Exercise Support Arrangement (ESA). The ESA is not a
binding international agreement between the United States and Indonesian governments. However, both
parties will attempt to honor the terms of the document in order to make the exercise a success. All
exercise planning will be accomplished and documents published at the UNCLASSIFIED level.
2. Background of Garuda Shield Exercise Series: Garuda Shield is the annual capstone Theater
Security Cooperation event between the TNI-AD and USARPAC. GS16 is the tenth (10th) iteration of the
exercise. The Garuda Shield exercise series rotates between the TNI-AD 1st and 2nd KOSTRAD
Divisions. The exercise series has matured over time from a single venue exercise comprised of a
STAFFEX to recent iterations that have included increasing complex multiple venues such as:
engineering projects; medical engagements; aviation operations; motorized and light infantry field
training exercises (FTX); airborne operations; and a combined arms live fire exercise (CALFX).
(1) Support development of Air and Ground Integration (AGI) and Aviation Unit Maintenance
training in preparation of TNI-AD to receive Apaches.
(2) Demonstrate combined TNI-AD and US Army rotary-wing aviation support and AGI to field
training exercise activities.
(3) Enhance USARPAC/TNI-AD staff officer and staff NCO professional development in
MDMP and Mission Command focused on UN PKO operations.
(4) Collaborate with TNI-AD on operational enabling activities such as the deployment of
medical support (forward surgical team), CASEVAC/MEDEVAC planning and development of
C-IED capability.
(5) Exchange motorized infantry TTPs to improve maneuver proficiency & increase
military-to-military compatibility.
(6) Execute combined platoon Live Fires that incorporate mounted and dismounted operations,
counter-IED, and CASEVAC/MEDEVAC.
(7) Promote enduring professional bilateral engagements, relationships, good will, and mutual
understanding in order to improve and sustain bilateral operations and procedures.
5. GS16 Core Activities: These core activities represent the essential activities of GS16. The core
activities are to be further defined/scoped during the IPW/FPW:
A. Establish and execute a Combined Exercise Support Headquarters (CESHQ).
B. Establish a brigade level combined forces headquarters (CFHQ) to provide mission command for
exercise PKO.
C. Conduct platoon combined LFX that incorporates air and ground operations.
C. Conduct battalion and below PKO field training exercise integrated with the CFHQ that
complements CFHQ staff training and incorporates air and ground operations.
6. GS16 Essential Support Tasks: Essential support tasks that must be planned for and conducted in
order for the safe execution of the exercise and for the welfare of all exercise participants. During the
planning activities these essential tasks will be fully planned for and represented by a support Annex to
the Exercise Administrative Procedures Agreement:

7. GS16 Exercise Location: The majority of exercise activity will be conducted in the vicinity of
TNI-AD 2d KOSTRAD Division area of responsibility, Asambagus, Eastern Java, Indonesia.
A. TNI-AD: Infantry and Aviation enabled forces for GS16. The majority of the forces will be
sourced from 2nd Division/KOSTRAD with aviation task force of size and composition TBD by
IPW.

9. Exercise Environment – Live, Virtual, and Academic. The Live training component is bilateral with
an Infantry battalion and Aviation SMEs, as well as integrated brigade CPX and battalion and below FTX
and situational training exercises. The Virtual training is bilateral at the brigade level. The TNI will
provide a composite brigade staff of officers from various 2d KOSTRAD units. Bilateral academics
training will occur at all echelons and incorporated into all training.
10. Exercise Scenario – The exercise will have two distinct phases:
Phase I: This phase is brigade level academics and PKO-centric STAFFEX, culminating with
order produced directing PKO focused BN and below FTX. Company level training, consisting of Platoon
LFX, AGI SME, MEDEVAC, and C-IED are concurrent with brigade STAFFEX.
Phase II. This phase consists of a brigade level combined forces headquarters providing mission
command to a two battalion 6 day MSEL and scenario driven PKO FTX.
12. Developing Country Combined Exercise Program (DCCEP) Funding Guidance – DCCEP funds
defray developing nation incremental expenses incurred during participation in a joint / combined
exercise with U.S. forces. Reimbursement utilizing DCCEP funds are considered when U.S. exercise
objectives require developing nation participation, support U.S. interests and the partner nation would
otherwise be unable to participate without U.S. reimbursement. Other recipient eligibility requirements
are defined by criteria established by the International Monetary Fund, World Bank and United Nations.
It is requested that the TNI-AD provide an itemized estimate of anticipated DCCEP funding that they will
request to defray the cost of their participation in GS16 no later than 21 December 2016 to USARPAC G7
Exercises.
