Dear Commissioners,
Please see below background information and recommendations from the Boulder County Cultural Council
(BCCC) regarding the allocation of 2019-20 SCFD funds, totaling $ 947,715.85.
Background
This 2019 grant cycle represents the use of a slightly revised rubric from 2018 and simplified scoring for project
requests. This is the second year that funding had no basis in historical funding levels for each organization. The
BCCC believes we are using a more objective analysis of each organization’s current program content, capacity,
financial status, and overall merit.
The distribution amount for Boulder County is $947,715.85, of which $4500 is unused funds from last year. This
total is a 16.1 percent increase over funding available last year. The BCCC reviewed 77 applications, including 60
General Operating Support (GOS) and 17 project requests. Last year the BCCC reviewed a total of 86 requests,
62 GOS and 24 project requests. The reduced number of applications this year was mostly due to fewer project
requests.
In total, this brings Boulder County’s support of Tier III SCFD organizations to $14,209,103.05 since 1990.
Guiding Principles
The BCCC allocation decisions for 2019-20 were guided by the following intentions:
1. Providing some level of funding for all Boulder county-based General Operating Support (GOS)
applicants, absent a serious concern about organizational viability.
2. Utilizing the evaluation rubric and funding formula to bring objective rigor and equity to the analysis of
applications. For the first time, a standard funding formula that directly utilized each applicants’
average rubric score was used for GOS and projects.
3. Prioritizing funds for non-Boulder county-based organizations whose proposed projects were
considered unique and additive to Boulder County offerings. . Funding is at a level to ensure viability
of the project.
Summary
The BCCC diligently reviewed all 77 applications and recommends funding all of the organizations: 60 GOS
applications for a total of $890,610.99 and 17 project applications for a total of $57,104.86. Total recommended
funding is $947,715.85.
