Inspired by the lofty ideals for the betterment of the economic and material well being of the civic
employees, this institution was registered under the Maharashtra Co-operative Society Act in the year 1952. After
having obtained a licence from Reserve Bank of India it undertook Banking Business and opened number of
branches in Brihan Mumbai with and object to inculcate the habit of banking and thrift in the Municipal employees as
also to their credit needs & make all types of banking facilities available to its members and depositors, who are not
only Municipal Employees but are from general public as well since the Bank is open for all.

interest rate above general interest rate.
Additional 0.25% will be given to single deposit of Rs. 1 Crore and above opened under 15
months special scheme only.
Senior citizen can avail only are above mentioned interest rate scheme i.e. Senior Citizen
interest rate or a single deposit of Rs. 1 Crore & above interest rate.
Bank has made available Housing Loan facility to its members with maximum 240 months
repayment period for purchase of house not only in Mumbai but all over Maharashtra at the following

INFORMATION ABOUT CIVIC GOVERNMENT
Statutory Authorities :
There are nine Municipal authorities that have been charged with the responsibility of
carrying out the provisions of the Mumbai Municipal Corporation Act 1888
(a) Corporation
(b) Standing Committee
(c) Improvements Committee
(d) Brihanmumbai Electric Supply and Transport Committee
(e) Education Committee
(f) Ward Committees
(g) Mayor
(h) Municipal Commissioner
(i) General Manager of the B.E.S. & T. Undertaking.
Apart from them, as per amendments made in Section 37 (I) of the Mumbai ‘Municipal
Corporation Act, 1888’, provides for the office of the Deputy Mayor in the Mumbai Municipal
Corporation.
Section 37 - IA (1) of the ‘Mumbai Municipal Corporation Act, 1888’, respectively, for the
Leader of the Opposition and the Leader of the House, who also enjoy Statutory status.
Apart from the Statutory Committees, the Corporation has powers to appoint Special
Committees including Women and Child Welfare Committee, under Section 38A (1) of the ‘Mumbai
Municipal Corporation Act, 1888’. These committees consist of 36 members each.
In addition, as required under Section 38 of the Said Act, Consultative Committees have
been appointed by the Corporation viz. 1) Grants-in-Aid Committee 2) Suvarna Jayanti Shahari
Rozgar Yojana Implementation Committee 3) Maharashtra Cultureal Display Committee 4)
Assurance Committee 5) Planning Committee 6) Review Committee each for City, Eastern
Suburbs and Western Suburbs 7) Scrutiny Committee - relation to - i) Mumbai District Aids Control
Society ii) Mumbai District T.B. Control Society and iii) Women Centered Health Project and 8)
Reconstruction and Redevelopment of old Buildings Committee.
By virtue of the Indian Constitution and for the purpose of making Municipal Administration
more public oriented and decentralize powers, sixteen Ward Committees have been established.
Each Ward Committee consists of the councillors representing the electoral wards withine the
territorial area of the wards committee, the ward office Incharge of the said wards committee and
other members not exceeding three, nominated from amongst the members of recognized non-
government organization and community based organisation engaged in social welfare activities
working within the area of the said Wards Committee. The main functions of Ward Committees are
to dispose of quickly the matters of local citizens relating to the water supply, cleanliness and othe
basic civic amenities, etc. grant administrative approval and financial sanction to the plans for
municipal works to be carried out within the territorial area of the Wards Committee costing upto Rs.
5 Lakhs.
Tree Authority which is mainly concerned with protection and preservation of trees in Urban
area, consists fo Municipal Commissioner (Ex-Officio Chairman), 13 elected Councillors,
Chairman, of Markets and Gardens Committee (Ex-Officio Member) and 10 nominated members. It
functions under the Chairmanship of the Municipal Commissioner.

MUNICIPAL TAXES AND OTHER LEVIES
Capital Value Based Property Tax System
The Corporation has adopted capital value based property tax system with effect from
01-04-2010 by which the department has attained transparency, buoyancy and equity in levy Property Taxes.
This system will facilitates the citizen to work out his own property tax. Services like tax calculator and
outstanding Tax status, Property details (Annexure A) are provided on M.C.G.M. Web Portal. Printing of these
documents is possible after downloading the information.
Rules for fixation of capital value and tax rates from 01.04.2010 & 01.04.2015 are displayed on
M.C.G.M. web portal copies of which are also available at ward offices at the rate of Rs. 05/-& Rs. 10/- each.
Property tax is payable half yearly in advance and property tax bill is served on the person liable for
payment of the same.
Penalty is levied upon the unpaid bills & actions such as attachment of property Auction sale are
initiated for recovery of property tax as laid down under the provisions of M. M.C. Act. 1888.
M.C.G.M. has undertaken the project known as IPVS (Integrated Property Validation System)
whereby survey of the properties is been carried out with the help of LIDAR technology, vehicle mounted
Cameras & Scanners are used. A Satellite imaginery of Mumbai city is procured and the data collected by the
above said survey will be link with G.I.S Map (Geographical Information System). The said survey will provide
photo image of the properties lying on both sides of the road and a 360 degree view of the properties is provided.
In addition to this data, the Lidar data is also collected which is in point cloud form i.e. while moving the vehicle,
scanner will create this point data of every captured object, such as building, trees, light poles etc. Point cloud
data enables to measure distances, height as well as area of a polygon on the map. This data will be validated
with data available in Property Tax Department and variations, if any found will be confirmed by the concerned
officer and later, all such variated properties, which are not in the Property Tax Net, will be undertaken for further
survey and all the information in respect of fixation of capital value and levy of tax will be procured by the Vendor
Co. and the said data will be integrated with Property Tax System. 9 Ward has been analyzed by the said vendor
and its very effective in present modern technique.
As per Maharashtra Right to Service Act. 2015, online services such as

Repairs Cess :
The Repair Cess is liviable on buildings in the city wards only. For this purpose the buildings have been
classified into three i.e.
Category A : The Buildings erected before 01.09.1940.
Category B : The Buildings rercted between the period from 01.09.1940 to 31.12.1950 (Both inclusive).
Category C : The Buildings erected between the period from 01.01.1951 to 31.12.1969 (Both inclusive).
Note : No Repair Cess is levied on the buildings totally erected on or after 01.01.1970.

Government Tax on Larger Residential Premises :
This tax is levied on residential premises having area more than 125 Sq.Mtrs, and the rateable value of more
than Rs.1,500/- at the rate of 10% of the rateable value per year up to 31.3.2010 . The work of levy and recovery
of this tax is entrusted to Municipal Assessment and Collection Department. The determination of rate for levy
on capital value is in process.

Theatre Tax : Theatre tax is levied in respect of Cinema theatres, carnivals and other places of entertainment for
every performance or show held there at and to which persons are depending upon the no. of viewers. This tax is
payable in advance.
Election Branch : The Election Department is branch of Assessment & Collection Department of Municipal
Corporation headed by Dy. Assessor & Collector (Election) along with Asstt. Election & Town Duty Officer
(Election). The powers are delegated under section 18A of MMC Act. 1888 by the State Election Commissioner
to the Municipal Commissioner.
The area of Mumbai Municipal Corporation is devided into 227 wards on the basis of available latest
census data and one councillor from each ward is directly elected. Tenure of the Mumbai Municipal Corporation
and Councillor is for five years. The last general election was held in February 2017.
Octroi :
After implementation of GST octroi duty has been abolished w.e.f. 01.07.2017.

The department has three centralized control rooms one each at City, Eastern and Western Suburb
equipped with Power Rodding Machines and other equipments. These control rooms work round the clock,
24X7 to attend and redress all complaints received pertaining to the sewerage system.
Any complaint about the non functioning of the sewerage system is registered either with the
concerned ward or with any of the three main sewer control rooms as stated above. the complaints are also
recorded through the M.C.G.M. web site or on the central complaint number 1916. Most of the complaints
received are resolved within 24 hours.
The sewage collected through the sewerage network spread all over Mumbai is conveyed to the
terminal Pumping Station and treatment facilities through a network of sewers and satelite service pumping
stations for treatment and disposal.
There are seven zones in Mumbai Each of seven sewage Zones has a terminal sewage pumping
station and sewage treatment plant where the sewage is treated and further disposed into sea/creek. The
sewage treatment plant at Colaba, Love Grove, Worli, Bandra, provides primary treatment and the sewage
discharged into Arabian Sea through Marine Outfalls, Similarly, the sewage at Malad the sewage is
discharges into Malad Creek after primary treatment. Thesewge treatment plants at Versova, Bhandup and
Ghatkopar, provides secondary treatment through aerated lagoons and treated sewage is discharged into
Malad & Thane creek.

Conservancy Services:
Advance Locality Management (A.L.M.) :- The ALM concept envisages great involvement
and interaction of MCGM with neighbourhood groups in the Wards. These groups co-ordinate with
the respective ward office for a better management of civic related issues e.g. garbage, street
adoption etc.
Under A.L.M. some small steps are to be taken as follows :-
1) REDUCE the waste generated and what is generated should be reused and recycled. This
step is more applicable to dry (packaging) wastes.
2) STORE the wet and dry wastes in containers of choice e.g.bins, bags, drums etc. prior to
disposal.
3) DISPOSE OFF the separately stored wet and dry wastes through separate channels of
convenience. Dry waste is disposed through scrap dealers rag pickers and local sweepers is done.
About 235 tonnes of biodegradable waste is composted per day. Monthly meeting are conducted at
ward level.

“Swacch Mumbai Prabodhan Abhiyan” (Vasti Swachata Yojana):
1) Municipal Corporation of Greater Mumbai’s Standing Committee has stop the Dattak Vasti
Yojana and sanctioned new sheme i.e. “Swacch Mumbai Prabhodhan Abhiyan”(Vasti Swacchata
Yojana) on dt.16.01.2013 as per Subject No.27 (dt.09.01.2013) Resolution No.965 and it has been

started on 1 April 2013 as per this the cleanliness of slum area of Mumbai city is started.
2) In view of cleanliness, in this scheme the eligible organization is guiding the local people of
slum areas to keep their area clean. So with the help of local people the organization will keep the
slum area of Mumbai City clean.
3) In this scheme the motto is that the organization which has been appointed from slum area
should make progress of their slum area.
4) “ Swacch Mumbai Prabodhan Abhiyan” (Vasti Swacchata Yojana) this scheme is run with
the help of the organization formed by the help of people participation, fund collection from area
people and with the help of M.C.G.M.’s monthly allowance.
5) In this scheme M.C.G.M. Will not appoint their labour staff .
6) As per byelaws of “ Swacch Mumbai Prabodhan Abhiyan” (Vasti Swacchata Yojana)
byelaws no 13(A) to clean the slum area the organization will get one unit an allowance of Rs.5,400/-
per month and an addition allowance of Rs.600/- per unit is provided for carrying out activity’s like
awanrness, public participation and a conducive environment for the scheme. As per byelaws of “
Swacch Mumbai Prabodhan Abhiyan” (Vasti Swacchata Yojana) byelaws no 13(B) the work which
has been given to particular organization, if they are not able to complete the said work M.C.G.M. will
take action against them.

Swaccha Bharat Mission -
In response to the appeal made by Hon. Prime Minster for implementing the clean India
Mission ( Swaccha Bharat Mission ), various authorities under control of the State Govt and Central
Govt have taken up activities to Clean the City of Mumbai. MCGM being the prime agency,
responsible for maintaining cleanliness in the city, a concerted and joint efforts has been taken up
along with the State and Central Govt agencies which occupy large spaces through their commercial

and residential premises. The efforts to make this mission a success has been stared from 2 Oct
2014 on the occasion of Gandhi Jayanti under “Swaccha Bharat -Swaccha Mumbai Abhiyan’’. For
achieving the desired level of cleanliness and sanitation under this Mission , the efforts and programs
of Solid Waste Management department have been redesigned accordingly.

Byelaws :- “Greater Mumbai Cleanliness & Sanitation Byelaws, 2006” are framed under
Section 461 (ee) of the Mumbai Municipal Corporation Act, 1888 for regulating all matters and things
connected with the collection, removal and disposal of solid waste. Maharashtra Governmen has
given approval to these byelaws and same are published under No.BMC/2326/4074/C.R.238/06/UD-

21 dated the 14 December, 2006 through Gazette. Continuous efforts are being made by the
Corporation to keep the health of citizens unaffected by keeping the areas of Mumbai City and
suburbs clean. For the said purpose, people are convinced about importance of cleanliness through
various medias and by creating consciousness in them various measures, schemes are
implemented. For this, participation and co-operation of the people, Hon’ble individuals, councillors,
various government / non-government organisation is being taken. Appointment of Nuisance
Detectors Squad is made to take penal action on the nuisance creator who creates nuisance by
creating uncleanliness at public places. To do this work more vigorously and effectively “Greater
Mumbai Cleanliness & Sanitation Byelaws, 2006” are framed. It is necessary and mandatory for each
citizen to follow the rules of these byelaws. Any citizen who violates these rules and will be eligible for
punishment as per the schedule given below :-

Byelaw No. 5 : Segregation, storage, delivery and collection
Approximately 7200 to 7,500 Mt. Solid waste of Mumbai City and Suburbs is received at Deonar,
Mulund Dumping Ground and Kanjur Landfill site.

Deonar Dumping Ground –
At present Deonar Dumping ground is receives 3,000 mt. garbage per day.
For prevention of environment of Deonar Dumping Ground and surround premises following
measures are taken-
(1) M.C.G.M. has provided facilities of spraying of herbal based deodorant regularly on the
surface of solid waste to control insecticide, flies etc. and provide water tankers for control of
fire smoke. In Public health point of view, herbal based deodorant is sprayed on vehicles
whicn transport garbage at check post.
(2) As well as pipes are installed in dome of garbage for flaring of gases wnich controls fire
incidents at dumping ground.
(3) Air quality monitoring & research Laboratory, Khar of MCGM conducts environmental
monitoring each month to have effective control over environment status in and around
Deonar site. This keeps check on ambient air quality by measuring gases like sulphur dioxide,
nitrogen dioxide, carbon monoxide, hydrogen sulphide, ammonia methane etc. The quality of
surface water is also monitored by checking the parameters like Ph. Suspended solids, BOD,
colour, odour etc. . Similarly, noise level is also monitored to keep tab on noise pollution and to
reduce noise levels at the site.
(4) After the successful completion of the project by M.C.G.M. the pollution in the locality will
decrease and people of the nearby localities will benefit from the health point of view.
M/s. Tata Consultancy Engineers(M/s. TCE) have been appointed as a consultant for waste
to Energy (WTE) project at Deonar. Tender are invited for 600 TPD capacity each can be
installed at Deonar.
Kanjur MSW Processing Facility :-
The land admeasuring 141.77 ha. area at Kanjur was handed over to MCGM by Government
of Maharashtra as per the directions of Hon. Supreme Court for disposal of Municipal Solid Waste
(MSW). However, out of the said 141.77 ha. only 65.96 ha, area is available for porject. Therefore, on
the said land a project for processing of 1,000 TPD of MSW with composting technology and 3,000-
6,500 TPD of MSW with Vioreactor technology was envisaged.
Receiving of MSW in Bioreactor Landfill cell is started form 6th March 2015 and construction
of compost plant for processsing 1,000 TPD of MSW is completed. At present, about 3,000 TPD of
MSW is being processed with bioreactor technology and about 250 TPD of MSW is being processed
with windrow composting technology at Kanjur MSW Processing facility by operator M/s. Antony Lara
Enviro Solutions Pvt. Ltd.
The project activites are being carred out as per the conditions stipulated in revised
Environment Clearance from State Level Environment Inpact Assessment Authority (SEIAA) and
Authorization from Maharashtra Pollution Control Board.
The measures that are being taken at Kanjur MSW processing facility to control the
odour nuisance are as below :-
1. Operator of Kanjur MSW Processing facility is spraying Enzyme based deodorant round
the clock on the MSW received for processing. Due to spraying of Enzyme based
deodorant odour generation from MSW reduces drastically.
2. Operator of Kanjur MSW Processing facility has installed misting arrangement around Bio
reactor cell to reduce foul smell.

3. Operator has installed flaring system at site through which landfill gas is being flared part of
landfill gas is also being used for generation of power which is at this juncture utilized for
part of captive consumption. The flaring / utilization of landfill gas helps to reduce odour.
4. Inactive area of Bio reactor Cell is daily covered by the Operator of Kanjur MSW
Processing vacility with the help of soil to reduce foul smell.
Future plannning for processing of Municipal Solid Waste generated daily in Mumbai is as
below :-
1. Compost plant of 1,000 TPD capacity at Kanjur :- The work of installation of 1000 TPD
capacity compost plant is completed. At present, processing of about 250 TPD of MSW
with windrow composting technology is being carried out at Kanjur MSW Processing
facility and full fledged commissioning of compost plant is expected in near future.
2. Scientific processing of approx.1,000 TPD MSW at 52.45 ha. CRZ - III land at Kanjur site :-
Environment department of Government of Maharashtra has been requested to give

Environment Clearance for processing of MSW on additional land of approx. 52.45 ha. at
Kanjur, which is under CRZ - III. Once this request is considered additional quantity of
1000TPD of MSW can be processed at Kanjur with bioreactor technology.
Future plans –
Deonar and Mulund dumping sites are about to reach saturation point. Therrfore MCGM has
requested State Govt. to allot land at Taloja for processing of MSW in January 2015. Accordingly State
Govt. has allotted land of the 52.10 Ha. To MCGM at Taloja. Also State Govt. has allotted land of 32.77
Ha. at Mulund (East) near Airoli bridge to MCGM. But State Govt. has yet not given actual physical
possession of these lands. Therefore MCGM is trying to obtain physical possession of these lands at
Taloja & Mulund (East) near Airoli bridge.

'HEALTH SERVICES’
Main functions of Public Health services of the Municipal Corporation of Greater Mumbai are
as follows:-
Registration of Births and Deaths:
The Registration of Births & Deaths in the jurisdiction of the Municipal Corporation of
Brihanmumbai is done as per the provision laid down under the Registration of Births & Deaths Act,
1969, and the rules there under by the Government of Maharashtra. According to the Act, the system
of registration of births and deaths has been uniformly implemented throughout the country. Reporting
and registration of births and still births and deaths has been made compulsory. The Act lays down
that information about live births and still births and deaths should be given to the Registrar (Executive
Health Officer) in the respective forms prescribed for the purpose within 21 days from the date of
occurrence of the event.
Erroneous entries are corrected or cancelled on production of declaration made by two
credible persons with documentary evidences. The name of a newly born child is entered free of
charge within 12 months from the date of registration of the birth of the child. Otherwise it can be
entered on payment of late insertion fees & compounding charges upto 15 years of age.
At present, citizens can obtain Birth and Death certificates as per procedure by applying in
prescribed format and paying necessary charges at the Civic Facility Centres of MCGM wards.
Marriage Registration :
The work of Marriage Registration is carried out in the A to T ward offices from Public Health

Department of MCGM since 5 March 2010. For marriage registration citizen has to go Civic Facility
Centre of the respective ward office personally or he can avail facility of online procedure by visiting
website i.e. www.portal.mcgm.gov.in.
Regulation of the places for the disposal of the dead:
Cemeteries:
There are in all 178 cemeteries in use, i.e. 62 are Municipal Cemeteries, ( Out of which 8
are Composite Cemeteries where facility of disposal of bodies is available for Hindu, Muslim and
Christian Community and 11 electric crematorium.) and 116 private cemeteries.
Electric Crematorium:
There are 11 Electric Crematorium viz. at Chandanwadi C-Ward, Vaikunthadham 'E'-Ward,
Sion 'F/N' Ward, Bhoiwada 'F/S'-Ward, Shivaji Park 'G/N'-Ward, Hains Road 'G/S' Ward ,Oshiwara at
Jogeshwari 'K/W'-Ward,Dahanukar Wadi 'R/South' Ward, Daulat Nagar 'R/N'-Ward, Charai 'M/W'-
Ward, Tagore Nagar at Vikhroli 'S'Ward.
PNG crematorium has been started in following 3 MCGM cemeteries i.e. Dahanukarwadi Cemetery,
Daulat Nagar Cemetery, Charai Cemetery and in remaining 10 cemeteries, this facility will be started
phasewise.
'Senior Citizens Sanstha' has installed PNG in Santacruz Hindu Cemetery and 'Shri Vypari
Mitra Mandal' in Parasiwada Hindu Cemetery of MCGM.

In private cemeteries, where the deadbodies are disposed in gas furnace,the reimbursement
of gas bills is done by MCGM after obtaining necessary sanction.
Permission for removal of dead bodies outside city limits :
Permission for removal of dead bodies outside Greater Mumbai limits is issued at the office of
the Executive Health Officer between 10.30 a.m. to 5.30 p.m. on week days and first and third
Saturday and also in the office of Medical Officers of health between 8.30 a.m. to 11.30 a.m. and 3.00
p.m. to 5.30 p.m. on week days (except Saturday afternoon).
In case of removal of dead bodies by motor vehicles to places which can be reached within 24
hours after death, permission is issued at the Municipal Hospitals in Greater Mumbai, if the death
occurred therein.
Such permission is also issued during non working hours and on Sundays and holidays by the
Medical Officers of health and in the peripheral hospitals under the Health Department.
This hospital is authorised to grant permission for transit of dead bodies out of Mumbai by
motor vehicle to places which can be reached within 24 hours.
In addition to the Executive Health Officer, Deputy Executive Health Officer, Assistant Health
Officers, and Medical Officer of Health of Wards can give permission for re-opening of family graves for
fresh burials is granted by the Assistant Medical Officers on emergency duty in Kasturba , Bandra
Bhabha, Kurla Bhabha and Bhagwati Hospital.
IMPLEMENTATION OF PRECONCEPTION & PRENATAL DIAGNOSTIC TECHNIQUE ACT
PCPNDT Act is implemented by MCGM since year 2001 as per instruction of Government of
Maharashtra, Government of India initiative to stop female foeticide and improve female sex ratio. For
implementation of PCPNDT Act, M.O.H. appointed as appropriate authority in each ward. For Mumbai
District PCPNDT Advisory committee is appointed. Under this act, registration of Genetic Counseling
Centre/Genetic Laboratory/Genetic Clinic/Ultra Sonography Clinic is necessary.

Janani Surksha Yojana (JSY)
Janani Surksha Yojana (JSY) is a safe motherhood intervention under RCH-II programme
being implemented with a objective of reducing maternal and neonatal morbidity and mortality by
promoting 100 % institutional deliveries among the pregnant woman. Under This scheme cash
assistance of Rs.600/-within one week of post delivery is given. The Benefit of this scheme is given to
pregnant woman whose age is 19 and above and to woman who belongs to BPL.
Total number of patients taken benefit of Janani SurkshaYojana in the year - 2017- 2018 is - 7594
Maternal Deaths
Maternal Deaths Review in Mumbai under MCGM.In order to bring down maternal and
neonatal morbidity and mortality, all the maternal deaths occurring in all hospitals should be reported
within 24 hours. These deaths are investigated as Facility Based Survey as per Govt. Resolution. All

No Scalpel Vasectomy (NSV) :The Family Welfare Center situated in F/South Ward Office building,
providing services of Medical Termination of Pregnancy and Laparoscopic Tubal ligation (Free Of
Cost) and also No-Scalpel Vasectomy (NSV) on everyday. F/South Family Welfare Centre is
accredited as Training Centre for NSV (No Scalpel Vasectomy ) Technique.
Daily programme of NSV campaign is started in various hospitals at 45 centres in Mumbai.
Faculty training and medical officers training are conducted at F/South Training Centre. Various IEC
activities are done to promote Maximum male participation.

Information Education Communication Cell works for spreading health awareness among
citizens of Mumbai. It includes Health messages for prevention early diagnosis and complete
treatment of various communicable and non-communicable diseases.

Family Welfare and Mother Child Health (FWMCH) :
MCGM is implementing family welfare programs since 1964. The main objective of this
program is to counsel and give education to eligible couples about importance of small family norms
(one or two child norm) and thereby will help into controlling the population by decreasing birth rate.
Various Health activities like Reproductive & Child Health -2 project's, Janani Suraksha Yojana, Janani
Shishu Suraksha Karyakram, Expanded Program of Immunization, Vitamin A & Deworming drive,
Rashtriya Kishor Swasthya Karyakram and National Urban Health Mission are being implemented
under Family Welfare and Mother Child Health services are made available.
Health Posts and Urban Primary Health Services :
Public Health Department of Municipal Corporation of Greater Mumbai has established &
functionalized 56 health posts under Out Reach Services since year 1985. Similarly, 112 health posts
were established under India Population Project - 5 (IPP-V) since 1996, while 15 health posts were
established under Reproductive Child Health 2 since 2009. Under National Urban Health Mission
(NUHM), MCGM has started 25 new Urban Primary Health Centers (UPHCs) with 10 new
dispensaries over 2016-17. Thus a total of 208 health posts are existing and functional under MCGM
for providing basic primary health care services in the nearby vicinity of the HP/ UPHC. A Health Posts
caters to approximately 60,000 population with a 1 Assistant Medical Officer, 1 Public Health Nurse, 4
Auxiliary Nurses and Midwifes (ANMs) , 2 coordinators and 20 CHVs (Community Health
Volunteers)/ASHA (Accredited Social Health Activists)
Through these health posts various health services are being provided including immunization
of children and mothers , Vitamin A and De-worming drive of children, adolescent health services,
antenatal health checkups with promotion of institutional deliveries, providing family planning services
to eligible couples, motivation of eligible couples for permanent methods of sterilization who have
completed their family. Also, to conduct disease surveillance, epidemic survey and necessary control
measures for same.
Maternity Homes :
There are 27 Maternity Homes and 1 Mother & Child Hospital functioning in Municipal
Corporation of Greater Mumbai. Out of these 5 Maternity Homes - (Oshiwara MH, Marol MH,
Savitribai Phule MH Bhandup & Dr. Anandibai Joshi MH Kurla and Child Hospital Magathane) are

functioning as sentinel centers where Antenatal, Postnatal Services, Special Newborn Care
Unit(SNCU) and Pediatric ward are functioning.
SNCU(Special Newborn Care Unit) has been started at Mahim Maternity home and Kherwadi
Maternity Home. 12 beded special Newborn Care Unit (SNCU) is proposed at Prabhadevi and Borivali
Maternity Home.
Under “Pradhan Mantri Surakshit Matrutva Abhiyaan'' free services are given to all pregnant

mothers on 9 of every month.
To improve quality of services at all maternity homes, appointment of staff nurses, Lab
Technicians, Pharmacists, Data Entry Operator etc. appointment has been done under National
Urban Health Mission.
Training Cell:
The objective of Training Cell of Public Health Department is to undertake regular Training
programmes , both Induction and In-service, for sustainable, quality health services. Induction
Training is given to newly recruited Medical Officer and staff and current knowledge about the activities
of Public Health Department.
School Health Services:
Department of M.O.(S.) conducts primary medical inspection of students of St. I to X and
imparts them health education. The students are referred to municipal hospitals for
investigation.Adolescent Education Programme was conducted for secondary school students
through teachers, who have been trained by health Department.
Rashtriya Bal Swasthya Karyakram (RBSK) is launched in MCGM schools since January 2018.
Expanded Programme of Immunization (E.P.I.)
Under the Universal Immunization Programme all children under 5 years of age are
immunized for Vaccine Preventable Diseases namely Polio, Diptheria, Pertussis, Tetanus,
Tuberculosis, Measles, Hepatitis-B and Hemophilus Influenza Type -B. Expectant mothers are also
immunized against Tetanus as a part of Routine Immunization. Vaccination is done at Municipal
Hospitals, Govt.Hospitals, Dispensaries, Maternity Homes, Health Posts, free of cost.
On 23rd Novemeber 2015, Pentavalent Vaccine was introduced in Universal Immunization
Programme(UIP). 3 doses of pentavalent vaccine are given to the children at the age of 6, 10 and 14
weeks.
From 2015, as per directives given by Govt. of India in Mission Indradhanush Programme is
implemented in Mumbai to increase the full immunization coverage of children.
The last case of Polio in Mumbai was in 2008. The last Polio case in India was detected in
January 2011 & India has been certified as a Polio Free Region by the WHO, in March 2014.
Kasturba Hospital for Infectious Diseases, at Sane Guruji Marg,
Kasturba Hosptial is located in the middle of City. It is largest infectious diseases hospital in the South
East Asia, which admits patients of all the infectious disease.
1. In Molecular Diagnostic Laboratory of Kasturba Hospital Dengue, Leptospirosis, HIV viral load and
EID Test by PCR method is done and is upgraded to test Throat Swabs/ Nasal Swabs for H1N1 Novel
Influenza Virus.

Non-Communicable Diseases : Public Health Department MCGM started services for detection,
treatment and referral for non communicable diseases like diabetes and hypertension at all municipal
dispensaries at primary health care level taking into consideration the rising burden of these
diseases.This facilty is started from November 2011.
Special campaigns are organized on World Diabetes Day and World Health Day to raise
awareness amongst general population. A Website www.jaanbachao.in was prepared by this
department with the help of private partners. Under the awareness campaign, media like posters,
hoardings, street plays , display in trains and on railway stations, radio and social media are used to
send the message to the masses.
Central Analytical Laboratory G/North :
Public Health Department's Municipal Laboratory is located in the G/North ward office
building, Harishchandra Yelve Marg, Dadar, Mumbai 400 028. The chemical and Microbiological
analysis of food and water samples is done in the laboratory using advance analytical instruments and
techniques.
Analysis of MCGM drinking water samples collected from distribution system for bacteriological
monitoring sent daily by Service Reservoirs, Medical Officer of Health (MOH), AEWW- Quality Control
and AEWW- Leak Detection Department of 24 wards. The analysis reports are sent within 24 hours by
E-mail to the related authority for taking further action on unsafe water samples location.
Acworth Municipal Hospital for Leprosy at Wadala:
National Leprosy Eradication Programme for Mumbai District is under administrative control
of Assistant Director of Health Services Leprosy (Mumbai) This programme is implemented
collaboratively by State Government, MCGM and the NGOs. As per guidelines of NLEP each
organization has to carry out the leprosy related work in their project area for early detection of leprosy
patients and organize various health educational IEC activities throughout the year. The project area
of Acworth Municipal Hospital for Leprosy works as per National Leprosy Eradication Programme
guidelines in its project area i.e.'F/S', 'F/N' & 'E' ward. Hospital is conducting various programme in
these wards as per NLEP guidelines.The prevalence rate of leprosy in its project area is 0.1/10000
population.
NLEP special activities in the year 2017-18
1. Focus Leprosy Campaign: To achieve goal of eradication of Leprosy, early diagnosis of
hidden cases in the community is necessary. To find the hidden cases, Focus Leprosy
campaign was conducted.
2. Hot Spot Survey: This survey conducted in the area having high new Leprosy detection rate in
February 2018.
Mumbai District Tuberculosis Control Society

Government of India declared to “Eliminate TB'' by 2025 on 13 March 2018. MCGM
kick starts TB free initiative campaign and joined cities across the world in “Light up the World for TB
Campaign “ by illuminating landmark heritage building of MCGM in red for a week. In 2017, total
45,675 drug sensitive TB patients were notified from both public and private sector in Mumbai. Due to
improved awareness and private sector notification efforts, case detection has improved. This is a
result of increase in diagnostic facilities and patients of private sector also being registered and treated
free of cost under public sector.

COMPLAINTS AND EMERGENCIES
Services and new initiatives under Mumbai TB programme in 2017-18
1. TB suspects from public sector were given free x-ray facility through private x-ray
facilities.
2. 8 new CBNAAT machines are installed, now total 28 CBNAAT machines are available in
public sector for diagnosis of DRTB cases. These machines runs test for both public and
private sector patients.
3. Free FDC are being made available for private sector patients through 150 to 200
chemist in Mumbai.
4. All DRTB adult and pediatric patients are given dry ration from February 2018.
5. Active case finding Survey is undertaken in all 24 wards.
Ophthalmic services :
Municipal Eye Hospital is situated at Maulana Shaukat Ali Road, Do Taki, Mumbai 400008 is
the only speciality Hospital run by the Public Health Department of MCGM since 1940.The said
hospital has 80 beds, under the guidance of Chief Medical Officer, patients are treated for various
opthamalic diseases and operations are performed. National Blindness Control Programme for
Mumbai District is also implemented under the guidance of Central Government and State
Government by this hospital.
Malaria Control :
Surveillance Department works for prevention and control of Malaria in Mumbai.

· Line List of malaria cases is informed to PCO for mosquito control activity.

and during monsoon. Instructions are given for medical examination of all workers to
Developers as well as Health cards distribution and IRS is done by PCO.
Vector Control :
Mumbai is the pioneer city where Vector Control for Vector Borne Diseases is dealt with
professionally since 1923. Main Function of Insecticide Branch of Public Health Department is
control of Malaria Vector Mosquitoes, Dengue and Chikungunya Vector mosquitoes, Filaria Vector
(nuisance) mosquitoes, Fly Control, Rodent Control and Cockroaches Control.

To control the urban malaria Vector (Ano.Stephensi) under the anti-malaria campaign, source
reduction i.e. mosquito proofing of wells and tanks etc. Engineering methods, biological control
method, Legislative (legal) action and use of insecticides and fumigation is done.
Dengue and Chickunguniya Vector transmitted by Aedes aegypti mosquito which breeds in
domestic and peri-domestic water container , hence they are either removed/ destroyed or they are
emptied and dried.
Rodent control and fly control programme are also carried out in all 24 wards of MCGM.
If demanded, private properties are also given pest control treatment for antilarval and fogging
work on payment of charges by the owner to MCGM.

Epidemilogy Cell of Public Health Department is established on 25 April .2007 at
Epidemiology Cell, Kasturba Hospital Campus, ward no.11. The basic objective of this cell is to control
the outbreak and prevention of monsoon diseases and communicable diseases like Malaria, Dengue,
Lepto, Gastro, H1N1 etc. in Mumbai.
Ambulance and Hearse Services:
The Municipal Ambulance services are available round the clock in major Hospitals. Also
Ambulance service under the control of Fire Brigade are provided on charge basis for carrying cases
of maternity, street accident and non – infectious medical patients to the hospitals. The Municipal
Corporation provides Ambulance Service free of charge for carrying infectious patients to the
infectious disease hospital.

facility, 20 bedded indoor facility and counselling facility. Since , March 2016, Drug Treatment Clinic
(DTC) has been started at this centre under the scheme of strengthening of De-addiction programme

are given OPIOID substitution Therapy (OST) at his clinic free of Cost.
MUMBAI DISTRICTS AIDS CONTROL SOCIETY ;
Mumbai Districts AIDS control Society was established under the guiding principles of National
AIDS Control Organization for control of HIV/ AIDS in Mumbai. Mumbai Districts AIDS control Society
provides services free of cost through below mentioned divisions.
Basic Services : Integrated counseling and HIV testing Centers (ICTC) are established across the
city in all Government / Municipal Hospitals/ Maternity Homes. These services are freely available to
all walk-in / referred clients.
Anti-Retroviral Treatment (ART) : ART treatment HIV Positive patients is made available through
17 Hospitals in Mumbai for HIV Positive patients.
Sexual and Reproductive Health Services : Unsafe STD's can be easily diagnosed and
effectively treated by syndromic management for this, 27 Designated STI/ RTI clinics (DSRC) are set
up throughout the city with effective Management of STD's and counseling on responsible sexual
behavior at STI clinics helps in prevention of HIV transmission.
Information Education and Communication: IEC plays an important role in all prevention
efforts. Various awareness campaigns are held using mass media and outdoor approach. Saadhan

year 1979 and it was named as “ Swar Samrat Kundanlal Saigal Municipal Open Air Theate” on
26th March 1984. The sitting capacity of the theatre is about 1500. This theatre is having a big
open ground and the same is used by public for sitting and playing various games on demand.

Gymnasium is newly started by Municipal Corporation of Greater Mumbai at Dahisar (East). The
inauguration was done by Honorable Chief Minister, Government of Maharashtra on 17-09-2016.
There is single 25Mtr. x 15 Mtr.Swimming Pool and Gymnasium with codern equipments. This
Swimming Pool & Gymnasium is receiving well response from local citizen. On an average 500 to

near the Schools & Educational institutions. Moreover the availability & arrangement of parking
spaces at night time in Malls & Cinema Theaters, Web based parking, Urban Transport Fund,
Special Traffic Call and Traffic Marshals are included.
Now M. C. G. M. started the process for implementation of Pay & Park policy with rate revision.
Accordingly on Street pay and park, Amenity parking and Public parking lots schemes are being
implemented by appointing contractors through e-tender process.
7) Comprehensive mobility Plan for the first time for the Mumbai City :
M. C. G. M. has appointed consultant for preparation of Comprehensive Mobility Plan (CMP)
with view to solve traffic congestion and implement traffic management and control at several places.
The said consultant has submitted CMP in the year 2016 and same was accepted by Municipal
Administration.
Copies of CMP were shared with concerned share holders (MMRDA/BEST/Railway etc.) and
other department of MCGM for further necessary action.
Short term, medium term and long term traffic and transport measures proposed in CMP will
be explored from feasibility point of view and policy decision will be taken for implementation of the
same. Some work is already started as per recommendation of CMP.
8) LED Street Lighting
The meeting to implement to save electric energy in Maharashatra had been conducted under
the Chairmanship of Hon. Minister of State for power, coal and new & renewable energy & Hon.
Minister of Power, Government of Maharashtra, Hon. Municipal Commissioner of MCGM, General
Manager of BEST & M/s. Energy Efficiency Service Limited company were present & it was decided
to install the LED Street Light in Mumbai City by M/s. Energy Efficiency Service Limited Company.
It was also decided in the meeting to replace the old traditional street lights (sodium vapor) into LED
street light alongwith Marine Drive, Netaji Subhashchandra Bose (Nariman Point to Tambe Chowk)
Road which is also known as Queen Neckless in Mumbai by M/s. Energy Efficiency Services Limited
Company and accordingly M/s. Energy Efficiency Services Limited has replaced old traditional street
light into LED street lights alongwith Netaji Subhash Chandra Bose Road.
To implement this project, technical committee comprising of Hon. General Manager (BEST), M/s.
Reliance Energy Limited, Maharashtra State Electricity Distribution Co. Ltd.(MSEDCL), Chief
Engineer (M&E) & Dy.Ch.E (Traffic) has been formed under the chairmanship of Additional Municipal
Commissioner (E.S.)
The Technical Committee has made a policy of LED Street Lights and same has been
submitted to Administration, in which it is included that BEST undertaking has to call E-tender for
10% LED street lights as experimental basis and also to replace traditional (Sodium Vapor) Street
lights into LED street lights and to submit maintenance rates to service provider companies. Further
BEST has to prepare maintenance rates of other service provider companies to handle technical
aspects and to prepare E-tender etc.. It was decided that after finalization of rates from BEST, Ch.E
(M&E) who will scrutinize the rates in this process, BEST undertaking is appointed as a Nodal officer
and thereafter it was decided that M/s. Reliance Entergy & MSEDCL have to call E-tenders for LED
Street Lights.
Thereafter, M/s. BEST undertaking has called E-tender after obtaining administrative
approval and BEST has replaced 10% LED street light from traditional (Sodium Vapor) as an
experimental basis. The remaining street lights will be replaced into LED street lights In phase wise
as decided.

BEST undertaking has submitted proposed maintenance rates for LED street light with funding and
non funding on 9.11.2017. The said proposal is sanctioned by standing committee vide SCR No. 1055
dated 17.1.2018.
At present, M/s. BEST undertaking has completed 48% LED street light in the city area and
remaining work is also undertaken. In suburb area M/s. Reliance Energy Limited and M/s. MSEDCL
have completed 22% of LED works and remaining work is in progress.
9) Area Traffic Control Management
The maintenance of 258 fully Adaptive Traffic Control Signals, 368 conventional traffic signals,
198 solar flashers & 12 Non solar flashers is carried out through contractual agencies and the entire
traffic signal system is working satisfactorily till date.
The digital countdown timers installed on conventional traffic signals in Greater Mumbai are
also working satisfactorily.
As per the recommendation from the consultants appointed for comprehensive mobility plan,
the up gradation of conventional signals into Fully Adaptive Area Traffic Control Signals is in progress
& remaining signal work is proposed in phase manner.
The Control Rooms of Area Traffic Control signals system installed at Traffic Police Head
Quarters, Worli and Municipal Engineering Hub, Worli are working satisfactorily.
LICENSING CONTROL
LICENCE DEPARTMENT :
With a view to safeguard public property and life, the licence department functions as follows :
1) Licensing of Trades and Storages :
The Licensable trades/Storages specified in the schedule ‘M’ appended to section 394 of the
Mumbai Municipal Corporation Act, 1888 are being controlled by the licence department.
Acoording to rules & regulations of the corporation and as per section 479 of Mumbai
Municipal Corporation Act 1888, licences for trades and storages are granted. Under section 471 of
Mumbai Municipal Corporation Act, the person trading and storing unauthorizedly are fined. Further if
unauthorized trades and storages are dangerous to lives of citizens than after under section 394(4) of
Mumbai Municipal Corporation Act the goods will be seized. Legal action taken against
unauthorised production and storage of inflammable, dangerious & hazardous chemicals.
Sometimes seizure action against such productionand storages taken under section 516 AA of
Mumbai Municipal Corporation Act with the help of Police.
“SAP SYSTEM” has been adopted by the Municipal Corporation of Greater Mumbai for
computerization with effect form 1st April 2007, to grant licences wherein licences are being issued
under section 394 as per checklist and renewed on yearly basis.
2) Control on projections :
Stall Boards, showcases, projections projecting on the Municipal Raods/footpaths are
being controlled under section 313 (1)(b)(c) of Mumbai Corporation Act, 1888. In this regard if shop
owners produce documentary evidence of owner of shop premises then permission granted for
showcases, over hanging awning, rolling shutter, door etc. and renewed on yearly basis.

3) Control on Squatters and Hawkers :
The Street Vendor’s (Protection of Livelihood and Regulation of Street Vending) Act, 2014 has
been published by Central Govt. on 01.05.2014. As per Section 36 (1) of said act Government of
Maharashtra published rules viz. Maharashtra Street Vendors (Protection of Livelihood and
Regulation of Street Vending) (Maharashtra) rule on 3rd August,2016. Subsequently, the scheme
under section 38(1) has been published by State Govt. of Maharashtra on 09.01.2017. Street Vendors
(Protection of Livelihood and Regulation of Street Vending) Schene - 2017. As per the Maharashtra
Street Venders (Protection of Livelihood and Regulation of Street Vending) (Maharashtra) rule and
Street Vendors (Protection of Livelihood and Regulation of Street Vending) Scheme 2017, and as per
the directives obtained from State Government of Maharashtra, Town Vending Committee consisting
representatives of Government department and other bodies and representatives of hawkers has
been constituted under the chairmanship of Municipal Commissioner. Further 7 Zonal Town Vending
committees under the chairmenship of Zonal Deputy Municipal Commissioner have also been
constituted. The scrutiny of 99,435 applications received from street venders as per survey carried out
by Mumbai Municipal Corporation in 2014 is beeing done by Zonal Town Vending Committees.
Accordingly, implementation of The Street Vendors (Protection of Livelihood and Regulation of Strre
Vending) Act. 2014 is in progress by Mumbai Municipal Corporation.
Presently Encorachment Removal Actions are being taken under section 314 (c) of Mumbai
Municipal Corporation Act against unauthorized hawkers squatting on more than 1mt. x 1mt. area and
against blocking the entrance of Shops and Residential entrances on Municipal footpath/roads except
Licensed Hawkers.
4) Advertisements :
Municipal Corporation of Greater Mumbai has formulated revised Policy Guidelines on 10th
January, 2008 to enhance the aesthetic beauty of Mumbai City by modifying the earlier Policy
Guideline 2000 on the grant of permission for display of sky signs and advertisement under section
328 and 328A of Mumbai Act 1888. The aim is to improve the quality of advertisement at par with
international standard. Specific clauses in respect of size of hoarding; structure and distance
between two hoardings are included with a view to increase aesthetic beauty of Greater Mumbai
Taking into account the public safety, restrictions are imposed on erecting one upon one hoardings as
well as clubbing of hoardings and ordered removal of all projections of the hoarding on footpath/Road
or outside the building line.
Considering the various issues and opinion of the public as relating to mushrooming number
of advertisement and likely damage to buildings due to hoardings on its terrace / rooftops. etc. it is now
decided that no new hoardins will be permitted on rooftop and terraces and minimum distance
between two hoardings on poles shall now be 100 mtrs. instead of 20 mtrs. New hoarding shall not be
permitted on religious places, Structures / buildings in Heritage Precincts and heritage importance as
per D.C.R. Rule 48(3). In crematorium / burial grounds the hoardings permission if admissible as per
present guidelines may be given only adjoining to compound wall and parallel to road. Considering
the interest of public safety. no new permission for hoarding shall be granted or renewed without
proper scrutiny of Structural Stability Certificate for hoarding structural stability certificate of building
from Government or Municipal Licensed Structural Engineer to enhance the aesthetic beauty of the
cit, the size of the hoardings is decided zonewise.
The further orders, there is no permission for display of political banners, birthday greeting,
anniversary greetings, etc. on Municpal Roads, and footpath hereafter as per Hon’ble High Court’s
orders.

ELECTRONIC DATA PROCESSING UNIT
The, unauthorized Banners, Posters, Cut Out etc. displayed on Roads and Footpath in the city
of Mumbai are being immediatly removed by the Encroachment Removal section of Licences
Department with the help of Advertisement inspectors working at ward level.
COMPLAINTS AND EMERGENCIES
Lodging Civic Complaints : Citizens may lodge their complaints with the concerned Assistant
Commissioner or Complaints Officer of their respective ward.
An online complaint of emergency nature, such as severe drain chokes, dangerous
buildings, house collapse, citizens should contact the Central Control Room at Municipal Head Office
on helpline i. e. Tel. 1916 .
Complaints regarding shortage of water supply, broken service pipes, misuse of fire
hydrants may be communicated on the following Telephone Nos: for City : 23695835, 23678109
(Malbar Hill), for Eastern Suburbs : 25153258 ,25153272 and for Western Suburbs : 26146852,
26184173.
A day & night Control Room has also been established at the Municipal Head Office. (Tel. Nos.
22694725, 22694727)
Fire Services :
All emergencies of the fire and also house collapses, train accidents, motor accidents etc.
where life is endangered are attended by the Fire Brigade Department, whose services are free in the
Municipal Limits of Brihan Mumbai. In case of emergencies, the services of the Fire Brigade can be
summoned on Tel. No. 101 and also on Telephone No. 23085991-4. The caller should particularly give
the details in respect of name of the street and the building, brief details of the incident and the
telephone number from where the call is made. Since the emergency, calls are attended to only after
varifying the call, it is advised that the caller should keep the telephone free for a short while and
remain nearby to enable the Fire Brigade Control Room to confirm the call by dialing back.
In the beginning a separate unit viz. 'Disaster Management Department' was established in
the year 1999 at the Municipal Head Office Building on a small basis. After the devastating floods of
26th July, 2005, this Unit was modernized by providing ultramodern facilities and put back to service
again on 30th May, 2006. Thereafter, Disaster management was shifted from basement of the
Municipal head office to the spacious space on 2nd floor of the same building with ultra modern
facilities on 28th November 2016. The Unit works round the clock for 24 hours on all 365 days of the
year.
This Department works round the clock on all 365 days of the year and is provided with
the following facilities.
1) Five Direct Telephone Lines 2) 51 M.T.N.L. Hotlines & PRI line assigned with short digit code 1916
for Civic complaints & Emergency Help 4) Wireless set Installed at 53 various locations (VHF) 5) 60
Nos. Automatic Weather Stations (AWS) installed at various location in Mumbai City and suburbs. 6)
Facility of Video Wall streaming live feed from 231 Nos. of CCTV cameras installed at important traffic
signals, 7 Nos. of CCTV cameras installed at chronic flooding spots by MCGM and more than 5000
Nos. of CCTV cameras installed by Government of Maharashtra under Mumbai CCTV Camera
surveillance Project.

The following types of complaints are registered in this Disaster Management Department.

Prompt note of above occurrences is taken and instructions are immediately conveyed to the
officers concerned so as to provide essential services at the spot of occurrence.
MCGM has installed Automatic Weather Stations at various 60 locations all over Mumbai and
one flow meter at Mithi River, Powai, all these 60 AWS are connected to Emergency Operation Centre
at MHO by dedicated WAN network. The data received from AWS includes rain fall, temperature,
humidity, wind speed, wind direction etc. at an interval of 15 minutes. This data can also be received at
a preset interval of time. The rainfall data is most important during monsoon, as warnings and alerts
are issued to the staff and citizens of Mumbai on the basis of it. In the year 2009, during monsoon
period a website having URL “dm.mcgm.gov.in” was launched by MCGM to display rainfall data. From
this year, this website will be available throughout the year inclusive monsoon period. The information
received form 60 AWS viz. rainfall, humidity, temperature, wind speed, wind pressure etc. Climate,
traffic, forecast, tide etc. related information will be made available on this website. In order to facilitate
the information to citizens a mobile application “Disaster Management MCGM” has been developed.
This mobile application can be downloaded free of cost from Android & IOS operating systems.
Central Complaint Registration System(CCRS): This system was introduced in the year 2000. The
Control Room working for 365 days receives the complaints on short digit helpline No.1916. The civic
complaints are registered in CPWM module of SAP, complaint number is conveyed to the complainant
and sent to concerned ward online and Complaints are attended by concerned staff of Ward offices.
The complainant can also register the civic complaint on MCGM website viz.portal.mcgm.gov.in.
The complaints regarding emergencies like Fire, Earthquake, Bomb-blast, Land slide, House
Collapse, major accidents etc. are also received on '1916'. The emergency complaints received
subsequently disseminated to various agencies for quick response.
Emergency Support Function (ESF): The Disaster Management Department has introduced the
Emergency Support Function (ESF). The ESFs provide the co-ordination mechanisms among the
various agencies. They provide the organization and process to plan, manage and co-ordinate
specific response and preparedness activities common to any hazardous event that can result in an
emergency, from the most frequent one to the most extreme one. Each ESF is headed by a lead
agency and is supported by identified support agencies. These ESFs form an integral part of the
Emergency Operation Centers, each of which will co-ordinate its activities from the Municipal
Corporation of Greater Mumbai Emergency Operations Centre.
GIS Based Command and Control system: Disaster management department has developed a
GIS application name Command and Control System (CCS) for quick and quality response to the any
disasters in Mumbai and Suburbs. The system is in-corporate with Standard Operating Procedures
defined for 32 main and their 107 subtypes. The phase-I of this system has been implemented at EOC
level to register and response to any disaster in a organized manner.

All the recourses may needed in case of disasters e.g. ward offices, Fire stations, Hospitals, Police
stations etc. with their attributes such as available equipments, machinery, man power is being
mapped on MCGM GIS map to get the information of recourses needed at a glance.
City Institute of Disaster Management & Research Centre (CIDM), Parel: In case of any mishap

happens at MHO and EOC at 2 floor is not accessible or cannot be operated, a backup control room
has been setup at CIDM, Parel. This backup control is equipped with Hotlines, Wireless
communication, HAM Radio, Video Wall, ESF similar to EOC at MHO. CIDM provides comprehensive
training on disaster management and first response to employee of MCGM/ Government / Private
companies, School and College students, Medical practitioners, Police etc to aware them about
scientific ways of disaster management.
This department had proposed a 3D Auditorium and an art gallery at CIDM for showing 3D films and to
show realistic exhibition of various disasters respectively. The major objective of these facilities is to
make the visitors aware of disaster and its preparedness. The work of 3D Auditorium is completed and
the work of Art gallery is in process. Art gallery at CIDM will have interactive dioramas, display,
photographs and information boards spreading awareness of various disasters.
Post Graduate Diploma in Disaster, Fire & Industrial Safety Management (PGDDFISM):
Considering the importance of Disaster Management and ever increasing impacts of Disasters, CIDM
has commenced a one year PGDDFISM course in coordination with GICED and Mumbai University.
This course offers scientific learning of concepts of natural and manmade disaster and techniques of
every stage in DM. The Primary aim of this course is to educate personal from Government agencies,
industries regarding appropriate response to the impending disaster and reduce the impact on
mortality and economy.
City Disaster Response Force (CDRF): On the basis of National Disaster Response Force (NDRF)
at National level and State Disaster Response Force (SDRF) at State level it was proposed to
establish City Disaster Response Force (CDRF) at City level. The objective of formulating CDRF for
Mumbai is to develop self sustainability for responding disasters like major fire, collapse structure,
CBRN etc. The personnel appointed for CDRF will be from existing Security Force of MCGM and will
be trained by National Disaster Response Force (NDRF). In peace time they will be deployed at
various municipal installations. In accordance to the same the process for imparting training by NDRF
is in process.
ELECTRONIC DATA PROCESSING UNIT
Electronic Data Processing Unit of C.A. (WSSD)’s deoartment was established in 1974. The
software of following jobs were developed in the Data Processing Unit and processing is done as per
User department’s requirement.
1) Pension & Accounting of Pension 1,16,940 employees per month.
2) Software system developed and maintain for Pension claims.
3) Decentralized Income Tax System and preparation of 4 nos. of quarterly income (TDS) of
approx 1,15,000 employees.
4) Non-computeralized payroll for 9,331 “AD - HOC” Municipal employees under ECS
scheme.
5) Develop software for PF claims and PF advances of around 70,000 employees and final
claims of 44,500 DCI employees.

SEWERAGE PROJECT DEPARTMENT
The sewerage system of Greater Mumbai is planned in seven zone viz, Colaba, Worli, Bandra,
Versova, Malad, Bhandup & Ghatkopar. Planning & laying of new sewer lines and upsizing of existing
sewer lines as per requirement by inviting e-tenders, issuing work orders is done by Dy. Engineer
(Sewerage Project) Planning and Design section. The execution of works of sewer lines as per terms
& conditions of the tenders is carried out under the supervision of Dy. Chief Engineer (Sewerage
Project) Construction. The laying of sewer lines work is carried out by open cut method & Trenchless
method. The Dy. Chief Engineer (Sewerage Project) Planning and Design section & Dy. Chief
Engineer ( Sewerage Project)Construction section work under Chief Engineer (Sewerage project).
Sewerage Project department is working under the control of Dy. Municipal
Commissioner ( Engineering) & Additional Municipal Commissioner (Projects).
ENVIRONMENT DEPARTMENT
Environment Department was established in July, 1976 by Municipal Corporation headed by
Dy. City Engineer to look into the aspects of Environment Management of Mumbai City. Since 1994,
“The Environment Protection & Promotion of Ecological Aspects” has become obligatory duty of
M.C.G.M. as per section 61(a) (b) of M. M. C. Act. Environment Department co-ordinate environmental
matters with Mumbai Metropolitan Regional Development Authority (M.M.R.D.A) / Maharashtra
Pollution Control Board (M.P.C.B.) / Govt. of Maharashtra Environment Department / Govt. of India
etc. Complaints regarding pollutions received from the public are referred to Asstt. Commissioner of
Wards to initiate action against the erring establishments and / or referred to the M.P.C.B.
As per recent notification dt. 10.08.2017 issued by Ministry of Environment & Forest, Climate
Change, Govt. of India, an area shall not fall under Silence Area or Zone category unless notified by
State Government, Environment department had collected a list of 110 locations from 24 awards of
M.C.G.M. & sent to Urban Develpment, Govt. of Maharashtra to declare & notify them. The
Government of Maharashtra has notified and declared it on 30.11.2017. The said list is available on
the web site of M.C.G.M. at “One MCGM” link.
Air Quality Monitoring & Research Lab :
The Laboratory has established 5 manually ooperated ambient air quality monitoring stations
throughout Greater Mumbai. Pollutants like Sulphur-dioxide, Nitrogen Oxide, Ammonia & Suspended
particulate matteres are collected on these stations. The suspended particulate matter is further
analysed for pollutants like heavy mentals such as Copper Cobalt, Chromium, Iron, Lead and Cancer
causing Benzoalpha Pyrine. Air quality at other locations can also monitored by the laboratory.
As per section 63 (B) of M.M.C. Act, the Environmental Status Report of Mumbai is prepared

Civil Wings :
Since year 2007, the works of minor civil repairs of SWM staff Quarters, Transport Garages are
looked after by this department and peridodical structural audit carried out.

COASTAL ROAD PROJECT
The mumbai coastal road project (South) is one the most prestigious projects to be undertaken
by M.C.G.M. The Southern Coastal Road Project of 9.98 km from Princess Street Flyover to Bandra
Worli is proposed to resolve the traffice congestion in Mumbai in addition to providing several
environmental friendly features to the city. The proposed Coastal Road having a 4+4 lane
configuration comprises roads based on reclamation, Bridges, elevated roads and tunnels.
The Mumbai Coastal Road Project will reduce the travel time, decongest existing roads, reduce
the air and noise pollution levels, improve public transport by a dedicated BRTS and also generate
much needed additional green spaces which will also decrease to Co2 emission.
The NOC’s from concerned departments of Central Government and State Government are
obtained for Mumbai Coastal Road ( South).
The Estimated total Project Cost for Southern Coastal Road is Rs. 12,721 Cr.
This Project is divided into three packages. Package I - From Priyadarshini Park to Baroda
Palace and Package IV - From Princess Street Flyover to Priyadarshini Park is aqarded to M/s. Larsen
And Toubro Lrd. Package II - From Baroda Palace to Bandra Worli Sea Link is awarded to M/s. H.C.C.-
H.D.C. (joint Venture). For each Package of the Coastal Road Project. One Project Management
Consultant is appointed as Employer’s Personnel for supervisions and also one General Consultant
as Employer’s representative to assist and technical advise.
This Project work is started inOctober 2018 and proposed to be completed within 04 years. The
required Budget Provision of Rs. 1,500 cr. has been made in the financial year 2018-2019.

MAYOR’S FUND
The Mayor’s Fund is a permanent fund through which prompt financial
assistance is rendered to the victims of calamities such as cyclones, floods,
famines, earthquakes, house collapse and fire. Since the establishment of
this fund in the year 1956; more than one crore rupees have been distributed
from this fund as financial assistance to the victims of natural calamities all
over India.
The Mayor’s Fund Committee in the special meeting held on the 20th
September 1990 made certain changes in the object of the Mayor’s Fund so
as to extend financial assistance for Open Heart Surgery, By-pass Surgery,
Kidney Transplantation, Dialysis, Cancer and generally for major operations and
more than one crore rupees have been distributed from this fund as financial assist-
ance for the aforesaid operations, etc.
All donations towards this fund should be sent in the name of "Mayor’s
Fund Committee" at the Municipal Head Office, Mahapalika Marg,
Mumbai - 400001.
Donations to the Mayor’s Fund are exempted from the Income Tax.
