Hartford Police arrest operator of motor vehicle involved in collision fatality involving pedestrian
On Thursday, February 21st 2019, at approximately 4:04p.m., officers were dispatched to a report of a
pedestrian struck by a tractor-trailer at the intersection of High Street and Walnut Street. Upon arrival,
officers located an unresponsive male pedestrian suffering from serious injuries. The pedestrian, 77-
year-old Carl Loven, was transported from the scene by ambulance to Saint Francis Hospital where he
was later pronounced deceased. Personnel from the Crime Scene Division responded and assumed
control of the investigation. The operator of the tractor-trailer remained on scene and cooperated with
the investigators. During the course of the investigation, detectives recovered video evidence from the
Capital City Command Center (C4) cameras and completed a reconstruction of the crash. Based upon
their findings, probable cause was developed and an arrest warrant application was submitted to a judge
of the Hartford Superior Court.
On Thursday, June 20, 2019, Andrade was taken into custody without incident and transported to the
Detention Division for processing. Andrade is currently held on a $175,000 judge-set bond.
