Maria Cristina Russo
Director, International Cooperation, DG Research and Innovation, European Commission

Maria Cristina Russo has been director for international cooperation in DG Research and Innovation
since July 2013. She is responsible for promoting research and innovation cooperation with
international partners in order to strengthen the EU’s scientific excellence and attractiveness, foster
its industrial competitiveness, tackle global societal challenges, and support the EU’s external
policies, including trade, development and enlargement. From 2010-2013 she served in DG Health
and Consumer Affairs as the head of unit for “financial services and redress”. She has previously
served within the Secretariat General of the Commission as a head of unit, as a member of the
cabinet of Philippe Busquin, Commissioner for research, as a policy officer in the Secretariat General
and as a policy officer in DG External Relations.

James Moran
Principal Advisor, Middle East and North Africa, European External Action Service

Ambassador James Moran is principal advisor on the Middle East and North Africa at the European
External Action Service. He was Ambassador and head of the European Union Delegation in the
Arab Republic of Egypt from 2012 to 2016. His long service with the European Institutions has been
spent entirely in external relations and includes wide experience in the Middle East, where he headed
the EU missions to Jordan and Yemen in 1999-2002 and was the EU’s senior coordinator in Libya
during the 2011 revolution. Between 2002 and 2011, he was the EU’s Asia Director from 2006-2011,
and was the chief negotiator for a number of EU partnership agreements with China, Indonesia and
Malaysia, among others.
