and it was agreed to complete the project on schedule time lines but not later than December 2017
.
And also during the review meeting held on 01.05.2017& 23.09.2017 by the Hon’ble Chief
Minister it was instructed to supply water upto village OHSR’s by 31st Dec 2017.Inspite of all these
instructions progress of work in SRSP Adilabad segement is very poor & not upto the mark .The
status of work as on today as follows.

switch gear including all connected accessories for various Pumping stations located at various places
in erstwhile districts Adilabad,Nizamabad and Karimnagar Including, defects liability period and

Minister,Telangana on 24.08.2017,M/s.Raghava Construction was instructed to
procure,erect,commission all the pumpsets in phased manner from September to November 2017 .
Vide reference 5th&6th cited, during the review meetings with Hon’ble Vice Chairman,TDWSCL
&Secretary to Governament,RWS&S target dates for commissioning pumpsets and districts with bulk
water supply Were agreed and same were communicated through vide reference 7th cited for completing
the errection of pumpsets.
And also Hon’ble Minister For BC Welfare, Forest and Environment expressed displeasure
regarding progress of pumpsets in the review meeting held on 20.03.2018 and the agency M/s.Raghava
Constructions assured that by 05.04.2018 all the pumps will be errected
But it is regretted to inform thatInspite of all these several instructions the pace of erection of
pumpsets in SRSP-Adilabad Segment isVery poor due to which commissioning of bulk water supply
is getting delayed.Hence,M/s.Raghava Constructions Is hereby instructed to take necessary action
to increase the pace of erection of pumpsets so as to avoid any delays in commissioning bulk water
supply as it immensely benefits the public with potable water supply.

On 27.04.2018.But still as per the ground reports the pipeline laying ,errection of valves e.t.c are still in progress
due to which most of the habitations are not getting bulk water which include fluoride affected and
critical(transportation&hiring) habs.
Under these circumstances it is inevitable to the department to initiate action against you for
Failing in executions as per the agreed dates which is of serious concern as it is the flagship programme of
Governament which is aimed at drought free future of Telangana and also it immensely benifitis the public with
potable water supply.

in 48 hours for taking further necessary action.

Dept to maintain the source wise Minimum Draw Down Level(MDDL)at Project/Reservior/River for storing
required quantum of water for uninterrupted supply of drinking water under “Mission Bhagiratha”and the same
was communicated vide reference 2nd cited.
And during the review meeting on 14.05.2018,Secretary,RWS expressed much displeasure

that in some reservoirs the water levels decreased below the MDDL fixed by the government and the same was
not brought to the notice of higher authorities. It was instructed strictly to moniter the levels at the reservoirs
w.r.t.GO.No.885 and bring to the notice of higher authorites if any deviations occur.
In this regard,The Executive Engineer,RWS&S,MB Grid Division,Nirmal is hereby instructed to

moniter the levels in SRSP &Gaddenna Vagu projects regularly in coordination with concerned I&CAD Dept
officials in maintaining the prescribed MDDLs as per G.O.NO.885 and brief the deviations to the undersigned if
any occurs so as to submit the same to higher authorities for taking further necessary actions.

Instructions were issued time to time to complete the procurement,errection and commissioning of all
pumpsets in Adilabad district under SRSP-Adilabad segment so as to supply bulk water to all the habitations.
Inspite of all these instructions,based on ground report it was found that Pumpsets for Addagutta
Pumphouse are still not procured.
Under these circumstances it is inevitable to the department to initiate action against you as
even procurement of pumpsets is not completed which is of serious concern.
The reasons for delay occurred regarding the above should be submitted to the undersigned with
in 48 hours for taking further necessary action.

Bhagiratha and a provision is made in the approved estimate for the Erection of submersible pumpsets.
Vide reference 3rd cited above, the agency M/s Raghava Constructions which is executing the
Electromechanical works under SRSP Adilabad segment intimated that they are unable to execute the
Design, supply, Erection, testing &commissioning of pumpsets other than their scope of work(pumpsets
below 15 HP).
Where as Vide reference 4th cited Executive Engineer,RWS&S,MB Grid Division informed that
M/s.Megha Engineering & Infrastructure Ltd which is executing civil works has also given its unwillingness
in executing pumpsets other than in Electromechanical Agreement in Nirmal District and requested this
office to accord permission for entrusting pumpsets other than Electromechanical agreement to the third

It is to submit that videreference 1st cited, Government has accorded administrative sanction for the
work “Construction of Intakewell,WTP and RAW water pumping main in Adilabad segment,Kadam
segment,Asifabad Segment and Mancherial segment of Telangana Drinking Water Supply (TDWSP)”,
Est.Cost Rs.440.50 Crs. Further through the reference 2nd cited an agreement was concluded with M/s Megha
Engineering &Infrastructure Limited,Hyderabad for the same.
Wherein EOAT-I , EOAT-II&EOAT-III which were accorded vide References 3rd,4th&5th cited for
the above work were expired on 30th April 2018.Accordingly vide reference 6th cited M/s.MEIL,Hyderabad
submitted the proposals for EOAT and requested for further EOAT upto 31st December 2018.
And also the Executive Engineer MB Grid,Division, Nirmal has submitted the EOAT Proposals duly
recommending EOAT upto 31st December2018 without imposing any penalty based on the reasons explained
by the agency, and further enclosed Check slip.

It is to submit that vide reference 3rd cited General Manager,BSNL,Adilabad has informed that at certain
locations BSNL underground cables(Both Copper&OFC) were damaged due to Mission Bhagiratha works and
accordingly demand notes were raised and payment for the same is pending.
Wherein vide reference 4th cited Executive Engineer,MB Grid Division,Nirmal was requested to go
through points raised by BSNL on the above damages and submit a detailed report for taking further necessary
action.
Accordingly vide reference 5th cited Excecutive Engineer,MB Grid Division informed that joint
inspection was conducted with BSNL officials and submitted the demand notes for the same.
In this regard I am herewith submitting the demand notes for an amount of Rs.22,73,665/- against the
damages done to underground BSNL Cables for kind perusal and further necessary action.

It is to submit that,vide reference 1sit cited above Hon’ble Chief Minister, Governament of Telanga
instructed to cover left over scattered habitations in the state under Mission Bhagiratha irrespective of the
cost.Accordinly a joint inspection was conducted by the undersigned along with EE,MB Grid Division,Adilabad
and Dy.EE&A.E.MB Grid SD Adilabad along with a representative from main grid agency M/s.MEIL for
identifying the isolated habs.
During the Joint inspection 8 Habs (Annexure enclosed) were identified as isolated/scattered in
Adilabad District under SRSP-Adilabad Segment . Executive Engineer stated that out these 8 Habs 4 Habs
were proposed to be covered in orginal estimate i.e. under 20 KL,30 Mts staging OHBR at Punaguda and same
structure was later deleted as Forest department denied permissions stating these are encroached/unauthorized
habitations and remaining 4 habs were identified later which are also encroached habitations as stated by forest
department .Furhter Executive Engineer stated that forest permissions are needed for proceeding for any further
work in these habitations.
Wherein vide reference 2nd cited above,Executive Engineer,MB Grid Division,Adilabad submitted the
estimate of Cost 1130.00 Lakhs for covering the above 8 isolated habs under Mission Bhagiratha as a workslip
under Main Grid works of SRSP-Adilabad segment stating that this amount can be met from savings of Main
Grid Works and same was submitted by this office vide reference 3rd cited above.

It is to submit that, vide reference 1st cited above it was requested by your officeto shift Mission
Bhagiratha Pipeline& Valvesat certain locations in Bheempur Mandal stating that Mission Bhagiratha
Pipelines&Valves crossing the proposed Balancing Reservior at Pippalkoti(V) of Bheempur(M) and Coming
under Submergence and Bund portion of above balancing reservoir.
Accordingly,Vide reference 2nd cited above,Executive Engineer,MB Grid Divison,Adilabad was
requested to take further necessary action on the above matter and a report on the same was submitted to this
office vide reference 3rd cited.
In this regard,I am herewith submitting the following points for your kind perusal as submitted by
Executie Engineer,MB Grid Division,Adilabad.
 The above area under consideration falls under SRSP-Adilabad Segment of Mission Bhagiratha
forwhich agreement was concluded on 28.10.2015 and all works nearing completion and No
balanceamountis available to take any further work.Hence an Estimated is herewith submitted
for shifting of pipeline and you are requested kindly to incorporate the same in your estimate of
above project.
 Vide reference 5th cited above, in the review meeting on Mission Bhagiratha, Hon’ble Chief
Minister,Governament of Telangana Instructed that Mission Bhagiratha Water should be supplied
every day to each household without any interruption and informed that any damages or
pilferageof water should be avoided and further reminded that not complaing to above will be
viewed seriously and same was instructed by Collector&District Magistriate,Adilabad during the
review meeting on Dt.27.12.2018.

Through the reference 2ndcited, instructions were issued not to approve any Bulk Water
connections/Tapings on transmission pipeline without the approval by the authorized personal from TDWSCL
and to submit the all the Bulk Supply Connection proposals through the concerned Superintending Engineers to
the Concerned Chief Engineers with a feasibility report for further action.
Further through the reference 3rd cited ,Guidelines for Providing Bulk Non domestic,
Commercial and Industrial water supply connections &Tariffs to be fixed under Mission Bhagiratha were
submitted to the Government. Till further guidelines, presently this procedure may be followed.
Again vide reference 4th cited Instructions were issued not to approve any Bulk Water
connections/Tapings on transmission pipeline including gracious connections(All Government institutions such
as govt hospitals,govt educational institutions,govt hostels, police stations, religious places and old age homes
e.t.c)and and any discrepancy in this regard will be viewed seriously and the connections with in the village
premises from distribution lines may be served by the concerned Gram Panchayath only.
In addition , it was further instructed to strictly verify that the consumer shall apply for Bulk
connections through Mission Bhagiratha Portal only.

 Status as on 02.01.2019
 In Nirmal District, out 671 Habitations,468 Habitations (Nirmal Constituency-209,Mudhole

Consitituency-248,Khanapur Constituency-11) are under the jurisdiction of this circle with regard
to the Bulk/Daily supply.
 As of 02.01.2019, It was reported in MB Online portal

(http://missionbhagiratha.telangana.gov.in)that All 468 Habitations were Bulk Supplied and 453
Habitations were daily supplied with MB water (Mandal wise Annexure Enclosed) and same report was
submitted by this office on Dt:27.12.2018 through email (to ce-nzb-rwss@telangana.gov.in), for
Review meeting by Secretary to Government on Dt:28.12.2018.
 Upon field verification by the undersigned above bulk and daily supply report was found true.
 Hence,It is to submit that The News which was published in Eenadu News Paper isbaseless
with respect to Bulk/Daily Supply under this circle.
 Status as on 31.01.2019
 It is to submit that at present Out of 468 Bulk supplied habs about 454 habs are being supplied with MB
Water daily i.e 14 Habs are pending with daily supply(Nirmal Constituency-9,Mudhole Constituency-
5)as on 31.01.2019.
 In Mudhole constituency out of 5 Habs pending,1 habitation namely Pipree of Mudhole Mandal merged
with Bhainsa ULB and for the same the work is in progress under PH Department. For another 4
habitations about 4 Kms of pipeline was damaged in R&B road extension and the repair work for the
same is in progress(Photo enclosed).
 In Nirmal Constituency.For 9 Pending habs pending the source is Exisitng CPWS scheme
namely “CPWS Scheme to Nirmal and other Habitations”.The daily supply for these habs is
pending due to repair work of motors at Kankanpur sump and the same work is in progress(Photo
enclosed).
 An annexure for Bulk and Daily status of Nirmal District under this circle as on 31.01.2019 is
herewith enclosed.

It is to submit that, this office has been receiving many request for providing water connections under
Mission Bhagiratha from various institutions/offices/industries .`
In this regard, it is to inform that, as per the Government Orders issued vide reference 1st cited above “
The Telangana Drinking Water Supply Corporation Limited”(TDWSCL)has to supply drinking water at
entry points of rural/& urban areas and maintain drinking water projects outside GP/ULB’s and the connection
with in the village premises from distribution lines may be served by the concerned gram panchayath only..
Hence, without the approval of the authorized personel from TDWSCL ,this office can not execute any water
connection on transmission line as requested.
In this regard, all the District officers of Adilabad District are hereby requested to see that all the
offices/institution under their jurisidiction apply for the water connection under Mission Bhagiratha through

It is to submit that, this office has been receiving many request for providing water connections under
Mission Bhagiratha from various institutions/offices/industries .`
In this regard, it is to inform that, as per the Government Orders issued vide reference 1st cited above “
The Telangana Drinking Water Supply Corporation Limited”(TDWSCL)has to supply drinking water at
entry points of rural/& urban areas and maintain drinking water projects outside GP/ULB’s and the connection
with in the village premises from distribution lines may be served by the concerned gram panchayath only..
Hence, without the approval of the authorized personel from TDWSCL ,this office can not execute any water
connection on transmission line as requested.
In this regard, all the District officers of Nirmal District are hereby requested to see that all the
offices/institution under their jurisidiction apply for the water connection under Mission Bhagiratha through
Mission Bhagiratha Portal(http://www.missionbhagiratha.telangana.gov.in) for taking further necessary action.

1st cited, wherein in during the preliminary scrutiny of the Price adjustment calculation submittied for DI&MS
Pipes from RA-17 to RA-28 the following observations are made.
1.In the price variation formulae for DI Pipes the factor “M” is not as per IS 8329:1994
As instructed in reference 2nd cited.
2.In DI Price variation formulae the factor “CPI2” is price of pig iron at the time of delivery i.e
Date of supply&delivery recorded in concerened Measurement Book as instructed in reference
2nd&3rd cited ,but is obereved that the month of invoice was considered.
3.for Mild steel Pipes,the rates of raw material prevailing 1 month before to the QC inspection
should be considered as instructed in reference 3rd cited ,but it is observed that the month of
invoice isconsidered.
4.Further the Embedded tax component from MS Plates estimated rates is not deducted.
In this regard Executive Engineer,MB Grid Division,Nirmal is hereby request to attend above remarks

Limited,Hyderabad entered in to the agreement for the work “Providing Drinking Water to Habitations in
SRSP Adilabad Segment in Adilabad District”Est.Cost 1530.00 Cr of SE,TDWSP,Adilabad District
Including Operation & Maintenance for 10 Years and work is nearing completion . Under the above work DI
pipeline of 150mm Dia,K-9,of Length 2.50 Kms was laid from from Deepaiguda village to Bahadurpura X
road, along the PR Road of Jainath Mandal in 2016.
Further it is to submit that, at the time of Execution , the above road was under the control of PRED and
later its assigned to R&B Department recently after commissioning of MB Pipeline and on Dt:12.03.2019 R&B
officials informed the Executive Engineer,MB Grid Division,Adilabad that the work widening and
strengthening of Road from Deepaiguda Village to Bahadurpura X road of Jainath Mandal for a length of 2.50
Kms is in progress.
Accordingly Executive Engineer,MB Grid Division,Adilabad conducted a joint inspection along with
Concerned R&B officials and vide reference 3rd cited informed this office that above pipeline has to be removed
and relaid and further submitted the estimate for the same .

It is to submit that , vide reference 1st cited above Governament has instructed to maintain Minimum
Draw Down Levels(MDDLs) in certain reservoirs of Telangana for storing required quantum of water for
Government flagship programme “Mission Bhagiratha “ so as to provide protected and assured drinking water
on sustainable basisi to all houeholds of the states.
Further vide reference 2nd cited above instructions were issued to moniter the MDDLs in reservoirs and
co-ordinate with I&CAD Department officials in Maintaining the prescribed MDDLs.
Accordingly this office vide reference 3rd cited above,addressed the concerned Irrigation department
officials to Maintain the required MDDL in SRSP-Reservoir which is 320.35 Mts so as to avoid water scarcirty
as it serves Adilabad (254 Habs),Boath(480 Habs) Constituencies and Adilabad ULB in Adilabad District.
Further it is to submit that,as informed by the Irrigation officials the current water level in SRSP-
Reservoir is 319.7352 Mts, with present capacity of 5.66 TMC which is well below the prescribed MDDL due
to which water supply from SRSP is held up and also few habitations in KB-Asifabad segment of Adilabad
District are getting frequent interruptions in MB Water supply due to various reasons i.e.Power
Interuptions,Stabilization of Pipeline,Leakages,Repairs etc.
Consequently ,as per the instructions of The Collector&District Magistrate,Adilabad, The Executive
Engineer,MB Intra Division ,Adilabad taken up the Transportation of water in Certaion Critical Habitations
where MB Water is not being received an submitted list of the same in vide reference 5th cited .
In this regard,It is requested sir that kindly necessary instructions may be given the respective Main Grid
agencies to take up the Transportation of water for above critical habitations until the MB Water supply
resumed so as to avoid to avoid further problems.
