Main Assumptions for CE dimensiong

 DL R99 CE: X (depending on RB rate)

 UL R99 CE: X (depending on RB rate)
 HSDPA CE: 0.3 (SRB), no CE for user plane
 HSUPA CE: HSUPA number of CE should be the maximum between the
following two assumptions:
 Sum (all UPA CE of users on 100kbps)
 UPA CE of 1 user on 2Mbps + CE of other users with lowest HSUPA CE consumption
 Example: medium traffic (3 HSUPA users share up to 2 Mbps per site)

 For BP board, total HSUPA CE = Max (4.8 x 4, 28+3x2) = 34 CEs

 For CE consumption for UL is always larger than CE consumption for DL,

we only need to calculate CE consumption for UL.
 Total BP HW CE = UL R99 CE + HSUPA CE

License Dimension Example

 According to table listed:

 UL CE = UL R99 CE + UL HSDPA CE + UL HSUPA CE
 =32*1+2*2+15*4+5*8+5*2+5*8=186CE
 DL CE = DL R99 CE + DL HSDPA CE + DL HSUPA CE
 =32*1+2*2+15*4+5*8=136CE
 As a result, the total CE=MAX(UL CE, DL
CE)=MAX(186,136)=186CE
