GUIDELINES FOR MONITORING AND EVALUATING
BARANGAY NUTRITION SCHOLARS

1. INTRODUCTION

In order to enhance the delivery of nutrition services in the barangays, the deployment of at
least one Barangay Nutrition Scholar (BNS) in every barangay was mandated under
Presidential Decree 1569. To date, about 22,000 BNSs deployed in about 13,000 barangays
all over the country and there are indications that recruitment, selection, training and
deployment of BNSs by local governments will continue.

These guidelines are intended to provide directions for the continuous monitoring and
evaluation of the performance of BNSs in order to periodically assess their capability in
carrying out their tasks. The evaluation is to be based on their accomplishments compared
with the proposed targets initially set in their respective action plans.

Monitoring and evaluation is built on the premise that an efficient delivery of basic nutrition
and related services by the BNS will improve the nutritional situation of a barangay. Thus,
the annual evaluation covers an assessment of the efficiency and effectiveness of the BNS.
Efficiency includes ability to meet the targets set by the BNS in the delivery of basic
nutrition and related services; identification and location of target groups; and records
management. Effectiveness refers to the changes in the nutritional status of identified
severely and moderately underweight preschool children served by the BNS.

2. OBJECTIVES

General: To enhance the efficiency and effectiveness of the Barangay Nutrition


Scholars in responding to the tasks mandated to them.

Specific:

1. To assess the performance of BNSs in terms of their contributions to nutrition


program implementation in the barangays;
2. To identify the strengths and weaknesses of the performance of BNSs; and
3. To identify courses of action to enhance their efficiency and effectiveness.

3. METHODOLOGY

3.1 Who conducts the evaluation?

Teams organized by the Regional Nutrition Committee and the Provincial Nutrition
Committee to regularly monitor and evaluate implementation of the local nutrition
plans shall also be tasked to evaluate the BNS performance. The monitoring and
evaluation of the performance of the BNSs will be done simultaneously. The NNC
regional Nutrition Program Coordinator (NPC) shall coordinate both activities
throughout the region. The composition of the evaluation teams at each
administrative level is as follows:
City/Municipal Level : City/Municipal Nutrition Action Officer
At least 2 representatives of the City/Municipal
Evaluation Team

Provincial Level : Provincial Evaluation Team


District Nutrition Program Coordinator
Coordinator

Regional Level : Regional Evaluation Team

For the city/municipal level evaluation, the city/municipal evaluation team shall
assess all the BNSs who have served for at least two consecutive years.

The provincial evaluation team validates the performance of BNSs who obtained a
rating of 85% or higher to select the provincial outstanding BNS.

The regional evaluation team validates the performance of BNSs obtained a rating of
88% or higher in each province and city to select the regional outstanding BNS.

3.2 What aspects are evaluated?

Each BNS shall be evaluated and rated based on the comparison of the annual
accomplishments and the targets set in his/her BNS action plan following the basic
tasks of: identifying and locating target beneficiaries; delivering services, and
surveillance of identified malnourished children. Credit will be given to performance
of additional activities such as more frequent weighing of all pre-school children and
assistance in other barangay activities.

3.3 What tools are used for evaluation?

The tools used for evaluating the BNS are: 1) the BNS action plan for the year; 2)
reports of accomplishments; 3) records kept on activities undertaken and the
evaluation forms provided to the evaluation teams by NNC (Attachment Nos. 1-4).

The evaluation uses two (2) forms to assess every BNS:

a) Rating Sheet for Evaluating the Performance of the Barangay Nutrition


Scholar

b) Validation Checklist for Screening the Provincial and Regional Outstanding


Barangay Nutrition Scholars

To facilitate analysis of the overall results in every municipality, a

consolidation sheet is also provided. This sheet will allow comparison of the BNSs'
level of performance and the selection of outstanding BNS in an area.

3.4 How are the evaluation results processed and analyzed?

Based on data gathered during evaluation using Forms 1 and 2, the percentage of
accomplishments for each of the criteria is calculated and the corresponding weight
score given by the evaluation team. The scores for each BNS evaluated are then
transferred to Form 3.

The overall score for every BNS shall be computed as follows:

a) At the city/municipal and provincial levels, the overall score shall be 50% of
the performance score and 50% of the validation score.

b) At the regional level, the overall score is 50% of the performance score, 40%
of the validation score and 10% from the written examination given.

The overall performance of the BNS may be determined by looking at the


corresponding scores given for each task he or she has performed. High scores would
mean high degree of accomplishment and low scores would mean low degree of
accomplishment.

The evaluation team identifies the aspects where the BNS scored low or high. The
reasons for high accomplishments should be identified and corresponding
actions/recommendations to further improve the performance of the BNS should be
given at each level. The team should also identify specific area/s which need to be
strengthened such as in training, in delivery of services, in generation of resources or
coordination with other barangay workers.

3.5. When and to whom shall evaluation results be submitted?

At the municipal level, the summary of scores for performance rating and validation
checklist of all BNSs covered, with endorsement by the mayor, shall be submitted by
the C/MNAO to the Provincial Governor through the Provincial Nutrition Action
Officer (PNAO). At the city level, the evaluation forms are submitted to the Regional
Nutrition Committee (RNC) through the NPC.

At the provincial level, the name, the accomplished performance rating sheet and
validation checklist of the first ranking BNS in the province as approved by the
Provincial Governor shall be submitted by the Provincial Nutrition Action Officer to
the RNC Chairman through the NPC on or before 31 March.

At the regional level, the name, the accomplished performance rating sheet and
validation checklist including scoresheets of written examination of the first ranking
BNS in the region shall be submitted by the RET Chairman, with the approval of the
RNC Chairman, to the NNC Central Office on or before 30 April.

The accomplished performance rating sheets, validation checklist, and


scoresheets of written examination of the BNS should be typewritten or written
in ink and should be duly signed and attested by the evaluator (member of the
evaluation team) and the supervisor (chairman of the evaluation team),
respectively. Entries in pencil will not be considered.

A brief summary of the analysis and findings by the team should accompany the
forms submitted at each level.

For the purpose of granting awards by the NNC, the results and the recommendations
for recognition and awarding submitted to the respective nutrition committees and to
the NNC by the evaluation teams, if found complying with above requirements, are
considered final. However, the NNC reserves the right not to declare any awardee at
any level.

3.6. How are the outstanding BNSs recognized?

In recognition of the outstanding services of the BNS, the NNC may award the
following:

a) At the municipal level, the first ranking BNS among those with final ratings of
85% and higher shall be declared Municipal Outstanding BNS and shall be
given Certificates of Recognition.

b) At the city/provincial level, the first ranking BNSs with final rating of 88%
and higher shall be declared City/Provincial Outstanding BNS and shall be
given Certificates of Recognition and cash award.

c) At the regional level, the first ranking BNSs with final rating of 90% and
higher shall be declared Regional Outstanding BNS and shall be given
Certificates of Recognition and cash award.

All BNS who have rendered at least 2 years of continuous satisfactory service with an
accomplishment rating of at least 70% as certified by the C/MNAO and D/CNPC may
apply for second grade civil service eligibility as provided for in the Supplementary
Guidelines on the Effective Implementation of the Provisions of PD 1569 on the
Granting of Civil Service Eligibility to Barangay Nutrition Scholars.
