This guide is prepared to ensure that the unpacking inspection is conducted on the
project field in accordance with the specified requirement.
This guide specifies the flow, methods, precautions and forms/tables to be completed
during unpacking and inspection.

1 Overview
3. Power supply should be ready. The electric power should be sufficient. The number
of connection terminal on the power distribution cabinet should be enough for the
equipment. Necessary power system in support should be provided.
4. The grounding should meet the standard, namely adopting joint grounding method
for grounding, with grounding resistance less than 1ohm. The quantity of
connection terminals of copper bars should be enough for equipment grounding.
If the above conditions are not ready, it is recommended that the unpacking and
inspection should be delayed. In this case, immediate negotiation with the operator
should be started to provide the above conditions as soon as possible.

Manpower should be ensured during the unpacking and inspection, especially when
moving the cabinets. Also, a sufficient quantity of engineering team persons should be
present at the site.
Check if all the packing boxes are intact before unpacking. If any damage occurs to
the packing box, check whether the equipment/goods are influenced due to this
damage. The packing box damage should be recorded in detail. If necessary, take
photos for reference.
Check if the arrival place is consistent with the actual installation site.
2. Organizing goods
The list of all parts of the equipment and technical documents are placed in
Packing Box 1, and the documents inside Packing Box 1 guide subsequent
unpacking. Therefore, unpack Packing Box 1 first.
Unpack the packing box carefully, not only avoiding damaging the equipment, but
also ensuring user safety.
Note:
Handle the goods with care and make sure not to damage equipment coating.
Different boxes are unpacked with different tools, and different equipment should
be carried with corresponding tools. Select some proper tools to unpack the box
successfully, thus avoiding damaging the equipment.
Note:
Pay special attention to anti-static requirements of the circuit board, and do not tear the anti-
static bag of the circuit board.
2 Unpacking
Telecommunication equipments usually are delicate electronic equipments. It should be
handled with good packing during the transportation and should have anti-water and
anti-shock labels. After the equipment arrives at the customer installation site, it should
be handled gently and must keep away from sunlight and rain.
Note:
Upon arriving at the destination, the goods must be unpacked and accepted in the presence
of the ZTE cooperation personnel. Before unpacking, check whether the number of items is
consistent with that in the packing list and check whether the packing box is intact.
All the equipment arriving at the site should be packaged with packing boxes. The
packing boxes consists of wooden boxes and small boxes.
1. Wooden box
Wooden boxes are used for the large-sized equipment. For instance, a cabinet can
be packaged in a big wooden box; cabinet door panels can be packaged in smaller
wooden boxes. Other materials and parts are directly placed in a large wooden
box. However, in most cases, these materials and parts are firstly packed in boxes
with their names and quantities clearly marked outside the boxes before they are
together placed in a large wooden box.
2. Small box
Small boxes are normally used to pack small-sized equipment, circuit boards,
handsets and auxiliary materials.
All the boxes have indicated a box sequence number and the total number of
boxes. Packing Box 1 contains Unpacking Inspection Report and Packing
(Inspection) List.
The structure of all wooden packing boxes is basically the same, and the box capacity is
different depending on the size of the equipment placed in it. Wooden box size may vary
but the unpacking method is basically the same.

Find Packing Box 1 first. The unpacking procedures of the wooden box are shown in
Figure Unpacking-4.

1. Lay the wooden box horizontally before opening the box. Hit a drill bit with a
hammer into the gap of the board cover about 5 cm. Press the end of the drill rob
downward and make the board turn up. Repeat such actions to other sides of the
board till it is removed (the arrow direction indicates the upper cover board).
Warning:
Do not touch the devices inside the box when using the crowbar, the irons fixtures inside are
sharp. Pay attention to the human safety
Generally, a wooden box contains multiple cartons and the first carton (#1, generally
red) contains the Unpacking and Inspection Report and the Equipment
Packing/Inspection List.
Alternatively, ask the recipient for equipment delivery bag firstly, and take out the
Unpacking and Inspection Report and the Equipment Packing/Inspection List. Find the
corresponding packing boxes against the packing box numbers indicated in the
Equipment Packing/Inspection List and check whether packing boxes quantity is the
same as that indicated in the packing list. If the quantity is not consistent with the
packing list, complete Application Form for Goods Supplementation in accordance with
Management Regulations on Reapplication for Materials for the Engineering Site, report
to the Planning Department of the related product division via the Electron Commerce
Cooperation (ECC) system (http://ecc.zte.com.cn/) and apply for additional delivery. By
this means, the user can quickly get feedback.
After unpacking, the equipment and instruments should be stacked in order to make
installation easier. So plan a sufficient area in main equipment room or auxiliary
equipment room for placing and stacking the equipment.
With the equipment list, know the installation sequence of the equipment/material and
work out a plan for equipment stacking according to the installation sequence in Project
Design Scheme.
The equipment stack plan should be clear and the equipment stack sequence shall be
consistent with the logic sequence of equipment installation.
1. The stack area of the room may vary depending on room space availability
3. When there are lots boxes, they should be stacked in several independent areas
with at least 1 m space.
5. For the cartons to be stacked in several layers, the number of layers should not
exceed 4 (if the layer limitation is marked in the box, refer to this standard). Place
those articles that are light and will be used first above the other articles.
The stack plan shall completely take into account the possible area that the equipment
may occupy and the major articles needed in the installation sequence.

The unpacking procedures of the wooden box for the cabinet are shown in Figure
Unpacking-8.

The cabinet box comprises the body, foam angle wrap, plastic bag, lining board, and
bolster. Move the packing box to the unpacking site as near to the equipment room as
possible to avoid transportation loss.
1. Lay the wooden box horizontally before opening the box. Hit a drill bit with a
hammer into the gap of the upper board cover about 5 cm. Press the end of the
drill bit downward and lift the board upward. Repeat the same procedure on other
sides of the board till the upper cover board is removed (the arrow direction
indicates the upper cover board).
The cabinet is packed in a plastic bag before being placed in the wooden box.
Each edge is protected with pads and the bag is also fixed properly with gummed
tape, as shown in Figure Unpacking-9.

7. Take the cabinet out of the wood box carefully and remove the mat and the
packaging material of the plastic bag from the cabinet.
8. When necessary to place the cabinet vertical, take off four adjustment feet at the
bottom of the cabinet so that the equipment can keep the same height after being
erected.

hammer into the gap of the upper board cover about 5 cm. Press the end of the
drill bit downward and lift the board upward. Repeat the same procedure on other
sides of the board till it is removed (the arrow direction indicates the upper board
cover).
2. Set the wooden box vertical, and note that the feet should be downward.
3. Pull out the rack from the box, and pay attention to not removing the cabinet
packing plastic bag before pulling out the rack.
5. Remove the cushion at the top of the cabinet, then four angle wraps, and front and
back cover plates.
Move the cabinet to the planned stacking area. The cabinet is heavy and at least 3
persons are required to move it. Special convey tools such as, trolley can be used.
Check whether any accessory is missing, whether the outside cover of cabinet is dirty,
scratched or loose, whether the inside area is smeared, whether the plug-in is in proper
contact, and whether the label is clear.
Make sure everything is ok. Make a record of any damages or missing goods.
Make the receiving according to the equipment list and make records.
Figure Unpacking-10 shows the packing of the wooden box for side panel/front door
panel/rear door panel of the cabinet.

Packing List
The wooden box for side panel/front door panel/rear door panel of the cabinet
comprises the body, foam angle wrap, plastic bag, lining board, and pad. It is better to
move the packing box into or near the equipment room before unpacking, which may
help protect the cabinet from being lost during the transportation.
The wooden box for side panel/front door panel/rear door panel of the cabinet should be
unpacked in the steps below:
1. Place the wooden box horizontally before opening the box. Hit a drill bit with a
hammer into the gap of the upper board cover about 5 cm. Press the end of the
drill bit downward and lift the board upward. Repeat the same procedure on other
sides of the board till it is removed (the arrow direction indicates the upper board
cover).
4. Take the side panel/front door panel/rear door panel of the cabinet carefully out of
the wooden box and remove all the packing materials such as cushions and plastic
bag of the cabinet.
5. Cut off the strap, take out the side panel/front door panel/rear door panel, and
place them on the horizontal plane.
Move the side panel/front door panel/rear door panel/ the cabinet to the stacking area
as planned.
Check whether the surface of products is dirty, scratched or loose, check whether the
marks are clear. Make sure everything is ok. Make a record of any damages or missing
goods.
Make the receiving according to the equipment list and make records.
Figure Unpacking-11 shows the appearance of the wooden packing box of the
integrated equipment. A user address and a packing list are stuck on the two sides.
Unpacking procedure of the packing wooden box for the integrated equipment is shown
in Figure Unpacking-12.
It is recommended to move the packing box into or near the equipment room before
unpacking, which may help protect the cabinet from being lost during the transportation.
1. Lever for removing the hasp at the joint of the box cover and box body, and take off
the cover.
2. Take the equipment together with the packing pad and plastic packing bag out from
the wooden box.
3. Remove the packing cushion, open the plastic packing bag, take out the
equipment, and place it on the horizontal plane.
Check whether the surface of products is dirty, scratched or loose, check whether the
marks are clear. Make sure everything is OK. Make a record of any damages or missing
goods.
Make the receiving according to the equipment list and make records.
The cartons are generally placed in the wooden box. If few devices are to arrive at the
site and they have a small volume, possibly they are not packaged with wooden boxes.

1. Check the carton label for type and quantity of boards inside.
2. Cut the strips with cutter. Use knife to cut the adhesive tape along the slit on the
box covers. Please take care not to cut too deep otherwise inside material may be
damaged. Open the carton.
4. Check the goods in the carton and the number of boards according to the packing
list and sign it as a proof of receiving.
5. Take out the protective washer, and take out the board together with the packing
bag.
6. Open the antistatic bags and take out the circuit boards.
2. Check whether the quantity of boards and other goods is consistent with that
marked in the carton label.
3. Open the anti-static packing bags, and take out boards as well as the desiccant.
Carefully check the board models against the models indicated in the packing list and
find whether there is any distortion or damage. If any, make a good record.
The temporarily unused board must be put in the original packing box and the carton
should be placed in the planned area.
The Equipment Packing/Inspection List clearly records the types and quantities of the
equipment.
1. Rack position should be vertical on horizontal plane and there should be no tilt
after being taken out.
2. There are no dents, scratches, smudges or any damage on the outer surface of the
racks.
7. The installation slot labels shall be readable and shall not fall off.
8. The busbars, fans and installation positions on the racks shall be free from damage
or distortion.
9. The surface paint on the cabinets shall not fall off or be scratched.
10. The accessories shall be complete and the parts shall be free from distortion and
damage.
12. The foam protecting the boards shall not be broken and the boards shall not be
distorted.
4 Goods Stacking
2. For the cartons to be stacked in several layers, the number of layers should not
exceed 4 (refer to the limitation if it is marked on the box). Place those articles that
are light and will be used first above the other articles.
3. In the stack process, do not place the wooden box on the carton. The number of
layers of the cartons cannot exceed the indication marked on the packing box, thus
avoiding damaging the goods. The boxes or cartons are not allowed to stack
disorderly.
4. The fragile goods, such as the boards and computers, cannot be placed at the
bottom layer of the goods.
For some cartons without marks for identifying the categories of the goods/materials,
make marks for them and attach the marks at the obvious positions of the cartons.
Figure Goods Stacking-15 shows an example of mark.
At the very beginning, the material quantity and the remaining quantity (filled in the first
square box with the time indicated) are consistent. After then, fill in the remaining
quantity and the date in the next square box each time you take away 1 PCS.
It is specified in the contract that if the goods be kept by the equipment operator after
the inspection, the equipment operator shall be responsible for goods safekeeping after
both parties sign the Unpacking and Inspection Report.
Each party should keep a copy of Unpacking Inspection Report and the engineering
supervisor should return the Acceptance Conclusion and Equipment Arrival Certificate
of Unpacking Inspection Report to be archived by the local service office within three
days.
If additional goods need to be delivered, the engineering supervisor shall complete the
Application Form for Goods Supplementation and timely feed it back to ZTE local office
and the Customer Service Dept. of the Product Division for proper handling (When
necessary, the surplus goods or damaged goods should be returned to the Product
Division).
