Scope of Work
 
 
 
 
The Scope of Work to be carried out by CONTRACTOR for COMPANY under this
service agreement can be summarized as following:
 
 
 
 
1. Background and Objective
 
 
 
 
COMPANY (GC Maintenance and Engineering Co., Ltd.), located in Rayong Province,
Thailand intends to find CONTRACTOR who can provide the Engineering, Design and
Construction Supervision Services for COMPANY. The main objectives of the services
are to ensure CONTRACTOR are undertaken in quality, schedule, an economical and
efficient manner, consistent with widely accepted engineering standards and practices for
such work and to the satisfaction of the COMPANY.
 
 
 
 
2. Overall Scope of Work
 
 
 
 
CONTRACTOR shall provide qualified and experience personnel to performed detailed
engineering design for a specified scope. However, COMPANY may also request other
functions such as planning, estimating, project controls, procurement, work supervision,
project management for the development of a service small scale Project. The Scope of
Work may be as following work details.
 
o Front-End Engineering Design
 
o Estimating Services
 
o Detailed Engineering Design
 
o Procurement Service
 
o Construction Management
 
o Project Management
 
o Manpower supply
 
o Etc.

2.1 Front-End Engineering Design (FEED)
 
Front-End Engineering Design work typically consists of defining work in sufficient
detail to allow a scope of work for detailed engineering to be executed. FEED shall be
prepared in accordance with conceptual design provided by COMPANY, and FEED shall
be of sufficient detail to allow the required level of accuracy for cost estimate to be
prepared.
 
 
 
 
FEED can be used as a part of the ITB package for Engineering Procurement and
Construction (EPC) Bidding. Preparation of the ITB package, prequalification and
evaluation of EPC contractor bids may also include as a part of services within this
phase.
 
 
 
 
2.2 Estimating Services
 
FEED normally require a cost estimate to be prepared for budgeting, decision-making or
project evaluation. Level of accuracy for estimating and the estimating methodology
shall be defined prior to the commencement of the work.
 
 
 
 
 
 
2.3 Detailed Engineering Design
 
Detailed engineering design typically consists of preparation of P&IDs, HAZOP Study,
Safety review, and Approve for Construction (AFC) drawing package incorporating all
vendor related information into the drawings.
 
 
 
 
Professional detail engineering design shall comply with Project Specification or at least
International Standard or Manufacturer standard.
 
 
 
 
The detail engineering design may include following disciplines area, or some disciplines
area, as defined by COMPANY but not limited to; Process, Mechanical, Piping,

Equipment, Rotating, Machinery, Civil, Structure steel, Instrumentation, Electrical,
Architecture, Process control, Safety, Fire fighting, etc.
 
 
 
 
Detailed engineering design shall be in sufficient details for material take-off, equipment
vendor requisition and construction, for COMPANY to achieve Mechanical Completion
(MC).
 
 
 
 
2.4 Procurement Service
 
Procurement activities typically consist of preparing tendering document,
material/service, requisitions, competitively bidding the requisitions, Technical bid
evaluation, Purchase order award, follow up and expediting the required information and
hardware. Inspection services for materials ordered will also form part of the
procurement activities.
 
 
 
 
2.5 Construction Management
 
Construction Management would cover the management of all risk activities.
Construction organization set up, detail work execution planning. CONTRACTOR
should note that much of the envisaged work will occur in a live plant.
 
 
 
 
2.6 Project Management
 
Project management is a wide topic, but in this context means the overall coordination
and managing of an engineering project through its various stages of development. Key
issues are to execute a project on time, within budget and meeting all its pre-defined
technical and Safety Health and Environment requirements.
 
 
 
 
2.7 Manpower supply
 
Some circumstances, COMPANY is requested by Plants to provide a specific
engineering work, which COMPANY needs 1 - 3 engineers and/ or designers to work
closely with COMPANY’s engineers. When requested, CONTRACTOR shall provide
qualified persons to be resident in COMPANY office. COMPANY will provide
necessary computer and software tools.
 
If working duration more than 1 month, monthly rate shall be applied.

For resident, working time is 8 hours a day, 5 days a week and 22 days a month.
Overtime multiplier according to the applicable labor law is applied when the persons are
requested to work overtime. Approved timesheet is required for billing.
 
 
 
 
2.8 Work Authorization/Procedure
 
Any work to be performed by CONTRACTOR under this Agreement will be initiated by
COMPANY in written Work order form/E-mail. This request form/e-mail is a written
instruction containing a description of the Work to be performed, start date and target
completion date, milestone points including deliverables (in the form of physical
products) as may be appropriate, all basic technical information, requirements,
specifications as necessary to perform the Services.
 
COMPANY will review CONTRACTOR’s proposal and request any amendments and
revisions as are appropriate to arrive at an agreed plan including an agreed control
estimate and target completion dates.
 
 
 
 
3. Engineering Deliverables
 
CONTRACTOR will be performed works based on COMPANY Standard and Project
Specification, local government requirement, and other applicable international
standards. The engineering deliverables shall be delivered, together with their native
files, at the following disciplines, or some disciplines as defined by COMPANY but not
limited to:
 
 
 
 
3.1 Process Engineering Design
 
Process engineer shall perform process-engineering design as follows:
 
o Process Flow diagram (PFD) Process description
 
o Piping & Instrument Diagram (P&ID) HAZOP Study report
 
o Process calculation, Data sheet and other related documents
 
o Deliverables shall be prepared by following engineering tools; Aspen-
Hysis, PES software (Pro-II, In-plant, Hextran, Visual flow), HTRI

3.2 Piping & Mechanical Engineering Design
 
Piping & Mechanical engineering shall perform piping & mechanical engineering design
as a following:
 
o Plot plan/Plant Layout/Key Plan
 
o General arrangement drawings
 
o Piping Isometric drawing
 
o Piping material, painting, insulation specification
 
o Piping/Welding work procedure
 
o Pipe Stress analysis (CAESAR II, etc.)
 
o Pipe support design
 
o Equipment installation detail drawing & procedure
 
o Fabrication drawing & procedure
 
o Specification, Material Requisition and data sheet
 
o Tank & Vessel information
 
o Rotating Equipment Data Sheet
 
o Hydraulic Calculation
 
o Inspection, QA/QC Procedure, Inspection Test Plan (ITP)
 
o Equipment Preservation & Logistic
 
o Deliverables shall be prepared by following engineering tools; Caesar II,
Pipenet transient, SP-3D, PDMS, Auto CAD, HTRI, Tank, PV Elite
 
 
 
 
3.3 Electrical Engineering Design
 
Electrical engineer shall perform electrical design as a following:
 
o Single Line Diagrams
 
o Detail of installation drawings
 
o Installation work procedure
 
o Specification, Requisition, Calculation and data sheet for electrical
equipments

o Grounding systems
 
o Hazardous area classification layouts
 
o Cathodic protection system
 
o Electrical power distribution system
 
o Lighting, Receptacle & Convenience outlets
 
o Fire alarm system
 
o Intercom & Audible alarm system
 
o Tests and inspection
 
o Lighting & surge protection system
 
o Deliverables shall be prepared by following engineering tools; ETAP,
Auto CAD
 
 
 
 
3.4 Instrument Engineering Design
 
Instrument engineer shall perform instrument engineering design as a following:
 
o Control systems
 
o Instrument air line diagram
 
o Instrument calculation sheet
 
o Installation work and procedure for instrument equipments
 
o Specification, Requisition, and data sheet for instrument equipments
 
o DCS and PLC programming and configuration
 
o Emergency shutdown system (ESD)
 
o Plant Safety and HAZOP reviews
 
o Plant commissioning
 
o Deliverables shall be prepared by following engineering tools; SP
Instrument, Auto CAD

3.5 Civil and Structural Engineering Design
 
Civil engineer shall perform civil and structural engineering as follows;
 
o Pilling layout & details
 
o Structural & construction detailed drawing and calculation
 
o Construction work procedure
 
o Specification requisition and datasheets
 
o Pipe racks and anchors
 
o Earth work and site drainage
 
o Concrete foundation, footing and equipment supports
 
o Road works and pavements
 
o Fencing
 
o Drainage system
 
o Plumbing and HVAC
 
o Deliverables shall be prepared by following engineering tools; Staad Pro
V8i, Auto CAD, SP-3D, PDMS,
 
 
 
 
3.6 Firefighting system design
 
o P&ID
 
o Process/System description
 
o Hydraulic calculation
 
o Key Plan/ Plot Plan
 
o Piping and Equipment Specification and datasheet
 
o Installation Guide
 
 
 
 
Deliverables shall be submitted for Review state (IFR), Approval state (IFA), and
Construction state (IFC). Required states and cycles will be agreed for each job.
