1. PURPOSE:
This plan is prepared for the requirements of method statement for Construction of Temporary Site
Facilities (TSF) including utilities from mobilization to completion and support facilities at MDHP
project. This methodology is based on the information provided in the RFQ by Descon Engineering
Limited through email dated 02-05-2019.

2. SCOPE OF WORK AND PLAN:


2.1. Scope of Work
Temporary site office and facilities works for conveyance works.
2.2. The Plan

MDHP project is located in Province KPK, The project is executed to deal with the waste water of……………..
Temporary works contains the following items.
 Water services and distribution
 Temporary electric power and light
 Field office and storage shed
 Temporary enclosures
 Waste disposal services
 Construction aids and miscellaneous services and facilities.
 Barricades, warning sign, lights
 Environmental protection
 Health and safety regulations
 Police, Fire Department and Rescue Squad rules
 Environmental protections regulations

6. ORGANIZATION CHART AND RESPONSIBILITY


The organization of site includes Construction Manager, Site Manager, Site Engineers and the Site Safety
Officer for the temporary works construction.
Construction Manager gives instructions to Site Manager to ensure that all safety requirements are comply
all the times.

Site Manager Reports to the Construction Manager will be in-charge of the construction of temporary works.
He will coordinate all concerned parties and ensure site works are completing in time and with proper
quality.
Site Engineer reports to the Site Manager will be in charge of the construction quality.
In order to contact with them on site instantly, the detailed information about them will be provided as
follows.
Site Safety Officer, who create and maintain safe working conditions in all operations. Assist Site Engineers to
organize the work area so that workers can perform their duties with maximum efficiency.
Before start working inspect equipment and tools, Record of all injures and damages on site and submit
reports as requires.

The program of construction shall be temporary site office and facilities works.
The schedule of construction is as follows.

8.2. Construction method
8.2.1. Survey and setting out

We will record the existing elevation levels prior to commencement of the construction and we will search for
existing services in the area.
Before the works started locate the area where temporary worked is implemented shall be surveyed and set
out accurately in the presence of the Engineer’s Representatives and approved by them.
8.2.2. Procedure for temporary work
8.2.2.1. Materials

Provide new materials; if acceptable to the Architect, undamaged previously used materials in serviceable
condition may be used. Provide materials suitable for the use intended. Their use and methods of
installation shall not create unsafe unsafe conditions or violate requirements of applicable codes and
standards.
8.2.2.2. First Aid Supplies: Comply with governing regulations.
8.2.2.3. Temporary Site Facilities work according site layout

The following temporary work will be constructed in the project area during construction of MDHP project
area.

8.2.2.3.1. Site Office & Accommodation Area

Site office area consist of the following facilities which is described below.
A. Site Office: 2 Nos Site office will be constructed for contractor and 1 Nos of Site office for Consultant
which will be separated from site office by wall.
B. Dormitory: 3 Nos. of dormitory will be constructed near at site office area.
Also one dining room will be constructed at east side of the site office area ear consultant office.
C. Other facilities:
Basketball court
Flaf platform
Workshop
Warehouse
Security room
Oil tank
Parking area
D. Access road, Two entry gates which will be 6m in width and internal road will be 4m in widh. One
entry gate for site office and another is for workshop and warehouse.
8.2.2.3.2. Facilities Work
A. Pile foundation temporary works facilities:

During the construction of pile foundation work, the following temporary works will be constructed.
i. Camp for pile construction at west south area of the plant and which will be remain until the pile
foundation work finish.

B. Major structural work facilities
i. Bathing plant and raw material storage area at south west direction of the project 1 nos of batching
plant will be constructed where a water tank will be constructed.
ii. Raw material storage: Where materials and equipment must be stored, and are of value or attractive
for theft, provide a secure lockup. Enforce discipline in connection with the installation and release of
material to minimize the opportunity for theft and vandalism.
Raw material such as sand, small aggregate and big aggregate and reinforcement and other material which
will be used until finish the project.

Stone chip storage: This project will be constructed with two size of aggregate such as big and small.
iii. Other facilities Work:
Laboratory & Office: 1 nos of laboratory will be constructed at the project area. And one office also implement
near laboratory.
Security Room: 1 nos of security room will be implement at the entrance of the project. Entry gate will be 6m
width. Install substantial temporary enclosure of partially completed areas of construction. Provide
locking entrances to prevent unauthorized entrance, vandalism, theft and similar violations of
security.
Toilet: In every corner of the project toilet and septic tank will be placed.
C. Access Road: Project access road will constructed in required places as per the requirements of the
construction.
8.2.2.4. Electrical Outlets and Linings

Provide light fixtures to illuminate the rooms and the laboratory facility. Provide adequate electrical supply to
every room for both contractor and consultant.
8.3. Execution
8.3.1. Installation
A. Use qualified personnel for installation of temporary site facilities. Locate facilities where they will
serve the project adequately and result in minimum interference with performance of the work.
Relocate and modify facilities as required.
B. Provide each facility ready for use when needed to avoid delay. Maintain and modify as required. Do
not remove until facilities are no longer needed, or are replaced by authorized use of completed
permanent facilities.
8.3.2. Temporary Utility Installation
8.3.2.1. General: Engage the appropriate local utility company or personnel to install temporary service or
connect to existing service.
8.3.2.2. Water Service: Water may be taken from local authority or placing underground system in such
quantities and at such times as they are available. If this is done, provide all temporary materials
necessary to extending the utility to where they will be used.
8.3.2.3. Temporary Electric Power Service:
When not available from local authority, must arrange own portable power and pay for electric service. If
electricity provide by employer than contractor need to arrange the required things and pay the
amount of money for using electricity
8.3.2.4. Barricades:
Warning Sign and Lights: Comply with standards and code requirements for erection of structurally adequate
barricades. Paint with appropriate colors, graphics and warning sign to inform personnel and the
public of the hazard being protected against. Where appropriate and needed provide lighting,
including flashing red or amber lights.

8.3.2.5. Environmental Protection:


Provide protection, operate temporary facilities and conduct construction in ways and by methods that
comply with environmental regulations, and minimize the possibility that air, waterways and subsoil
might be contaminated or polluted, or that other undesirable effects might result. Avoid use of tools
and equipment to hours that will minimize complaints from persons or firms near the site.
8.3.2.6. Supervision: Enforce strict discipline in use of temporary site facilities. Limit availability of temporary
facilities to essential and intended uses to minimize waste and abuse.
8.3.2.7. Maintenance: Maintain facilities in good operating condition until removal. Protect from bad
condition and similar elements.
8.3.2.8. Termination and Removal: Unless the employee require that it be maintained longer, remove each
temporary facilitiy when the need has ended, or when replaced by authorized use of a permanent
facility, or no later than completion. Complete or, oif necessary, restore permanent construction that
may have been delayed because of interference with the temporary site facilities. Repair damaged
work, clean exposed surfaces and replace construction that cannot be satisfactorily repaired. At
completion, clean and renovate permanent facilities that have been use during the construction
period.

9. MEASURE AND PLAN FOR SAFETY AND HEALTH


Pernonnel engaged with this works shall follow safety and health plan; Safety & Health Manager shall arrange
one safety person to checking and monitoring safety and health.
9.1. Protective & Safety Equipment

All workers involved shall be equipped with adequate PPE as follows:


 Safety Helmet
 Safety Shoes
 High Visibility Vest
 Goggles, gloves, ear plug & face mask etc.
9.2. Contractual Requirements:
 Safety Induction for New Employees
 PPE requirements
 Inspection of Machinery
 Emergency Procedures
 Communications (walk talking, mobile telephone)
 Safety toll bos talks to be concened and attended by all perconnel to do the work prior to them
starting which will be given instruction the hazards and safe system of work.
 Safety personnel and a qualified male nurse for attending and emergency situation, and emergency
vehicle will be on standby.
9.3. Emergency Procedures
a) In the event of an accident, the following shall be activated:
b) The area supervisor shall act as the Rescue Team Leader and attend to the accident.
c) He shall inform the emergency controller (Project Manager) of the accident.
d) In the absence of the Project Manager, the Construction Manager shall act as the Emergency
Controller.
e) The emergency controller shall arrange for transportation to send the injured person to the clinic or
hospital if required, we are in process of contracting the clinic and hospital, and it will be confirmed
and informed the Engineer before starting site clearance works.
f) The safety and Health representative shall organize the safety committee to perform a full accident
investigation.

g) All information leading to the accident including information, description, photos, time, location,
sources, witness statements, police and medical reports shall be prepared and submitted by the
project manager.
h) An emergency procedure reporting system will be placed on site a notice board with contract number.
Emergency vehicle, male nurse & safety office contact mobile to be highlighted on the bard on the
site.
9.4. Permit Requirements
a) Vehicle permit for trucks
b) Defensive driver permit
c) All the drivers have to undergo a Tool Box Talk regarding the Traffic Management on site.
d) Daily check of vehicle before commencement of duty is recommended.
