Next Housing Recession in 2020?

Zillow polls 100 real estate experts
about their predictions for the housing market

T he housing market in the U.S. could enter a recession in

under five years, with online real estate company Zillow
predicting that it will happen in 2020. In a research report in
which Zillow polled 100 real estate experts and economists
about their predictions for the housing market, it disclosed that
nearly half of all survey respondents said the next recession
will commence in 2020, with the first quarter of the year cited
the most as to when the recession will start. The main culprit
for the housing recession: monetary policy.

"As we close in on the longest
economic expansion this country has
ever seen, meaningfully higher interest
rates should eventually slow the
frenetic pace of home value
appreciation that we have seen over
the past few years, a welcome respite
for would-be buyers," said Zillow
senior economist Aaron Terrazas in the
research report. "Housing affordability
is a critical issue in nearly every
market across the country, and while
much remains unknown about the
precise path of the U.S. economy in
the years ahead, another housing
market crisis is unlikely to be a central
protagonist in the next nationwide
downturn."
Zillow Survey Insights
If the survey respondents'
predictions prove true, the current
economic expansion will be the longest
ever recorded. While a housing
collapse ushered in the Great
Recession of 2008 and 2009, most
survey respondents don't think a
downturn in the economy will be
centered on the housing market this
time around. They think the Federal
Reserve's actions when it comes to
interest rates will be the biggest
reason for the looming recession. After
all, if rates go up, it will be more costly
to take out a mortgage, shutting some
buyers out of the purchasing process.
They noted that, if the Fed raises rates
too quickly, it could slow down the
economy and thus lead to a recession.
Zillow pointed out that, less than a
year ago, survey respondents were
more concerned with geopolitical
issues, citing a crisis on that front as
the most likely cause of a future
recession. Those worries are now
below monetary policy concerns. Other
concerns are focused on a trade war
with China, a stock market correction,
and unexpectedly high inflation. Those
same respondents expect the housing
market to continue to grow, with home
values expected to rise 5.5% this year.
At this time a year ago, the real estate
experts thought home values would
increase 3.7% this year.
"Constrained home supply, persistent
demand, very low unemployment, and
steady economic growth have given a
jolt to the near-term outlook for U.S.
home prices," said Pulsenomics
founder Terry Loebs, which conducted
the survey for Zillow. "These conditions
are overshadowing concerns that
mortgage rate increases expected this
year might quash the appetite of
prospective home buyers."

About the Business of Building Homes
From larger scale corporations to small family owned businesses, we share key elements

Some home builders build a few custom
homes every year, others decide to build a
few more and be semi-custom, and,
depending on their risk tolerance, available
resources and knowledge, others yet
decide to be production builders. Each
business model has its own challenges
and rewards. I want to share a little bit
about my own experience and a few
lessons learned in the process.
I started BIC Homes, LLC after
completing and undergraduate degree in
architecture, 4 years of service in the US
Army at Fort Bliss and an MBA. My
businesses experience was very limited
and what I had learned in my MBA
prepared me to work in corporate America,
not in a small business. This is why my
road to becoming a home builder has not
been an easy one. This short article may
be educational to some who are new
entrepreneurs and amusing to others who
have been down this path before.
BuildersOutlook
First of all, I took a massive pay cut
when I decided to go into business for
myself. During the first few years, the
company lost money due to overpaying
everyone and undercharging for homes.
Because I was busy building homes, I did
not pay attention to accounting, technology,
systems and administration among other
key areas of the business. The first issue I
encountered was my difficulty in trusting
others to do the work correctly, so it took
me too long to hire a secretary, a
bookkeeper and a foreman. Someone said
that all businesses are family businesses.
That is because your business will have an
impact in your relationships, your health,
and your finances, which will impact your
family.
When my wife and I started, BIC Homes
was truly a family business. Imagine the
two of us using our personal checking
account, writing the checks by hand and
bookkeeping ourselves using Excel.
Initially, I wanted to build 10 homes per
year, but because business was booming, I
decided to pre-sell about 25 to 30 homes (I
figured, if I could build 10, I could build 30-
40). The law of diminishing returns quickly
took over. I was the only employee and I
had difficulty delegating. One day, I looked
at all of our homes and nothing happened
in any house that day. This is because
every home and every subcontractor were
waiting on me to make a decision.
Needless to say, we experienced delayed
construction, many errors and unhappy
customers. We had to hire extra labor at an
extreme extra cost in order to finish the
homes in a timely manner, which caused
us to make just about the same amount of
money as we would have made if we had
built 10 homes, with a lot less work and
stress. In retrospective, I did not have a
business; I had a very stressful job. Some
people say that being a builder can be the
worst job out there. You work a lot, you
gamble a lot and it seems that you are
always fighting clients, subs, inspectors,
the state, the IRS, etc. The 2006-2008
recession hit and we almost lost
everything. I got sick from stress, and my
family relationships suffered.
Eventually, I took on a business partner,
Antonio Cervantes. Antonio took over the
management of the company, and our
productivity grew -- we progressed from
building 30 homes per year to 100 homes
per year. He established procedures that
allowed us to become profitable. I learned
to trust people and that we needed people
if we wanted to grow. Now we are in the
process of growing from 100 homes per
year to about 200 per year and we are
going through productivity issues similar to
what I experienced when we grew from 10
to 30. We are finding out that we need
systems, that we need cost controls, that
having more people is not enough. We
need effective processes and software
because growing a building business by
relying on Excel spreadsheets is very
difficult.
At the International Builder’s Show in
Las Vegas earlier this year, I ran into a
seasoned builder who told me that going
from 100 to 200 homes per year is hard
but going from 200 to 300 is easier
because you already have the people and

systems to do it. Larger companies also
struggle with finding the right size due to
increased bureaucracy, increasing capital
demands, etc. Depending on the type of
home you build and how your projects are
geographically located, you may find
issues determining how many homes each
foreman can effectively manage.
Companies may have trouble
understanding how much cash in hand is
required to weather the next market
downturn, how much debt to equity to
have, and what are the right metrics to
follow.
Whether you are a small associate or
builder or you are growing, my message is:
1. It is critical to hire the right people and
put them in the right seat; 2. Develop
processes and systems which your people
can follow for every area of your business;
3. Write down your company’s core values
for everyone in the organization to follow
when there is not a written procedure; 4.
Delegate so that you, the owner, can focus
on finding the next opportunity.

A video showing a real estate
agent in a not so professional way
was shared online and it disturbed
me on a variety of fronts. The agent
has been identified by those who
know the agent. I don’t know the
agent personally, but I do know the
family he comes from. The first thing
I thought was that the family would
be ashamed of the tactic. It is
disturbing because the agent was
telling a potential buyer about the
victimized builders’ method and
slamming it verbally as well as
physically. The agent said in video
that the construction was subpar.
The agent is shown kicking the wall

Housing Starts Relatively
Flat Off of Strength in
Multifamily Sector

Total housing starts declined 0.9 percent

in May to a seasonally adjusted annual
rate of 1.27 million units from an upwardly
revised reading in April, according to a
report from the U.S. Housing and Urban
Development and Commerce Department.
The May reading of 1.27 million is the
number of housing units builders would
begin if they kept this pace for the next 12
months. Within this overall number, single-
family starts fell 6.4 percent to 820,000
units. The multifamily sector, which
includes apartment buildings and condos,
increased 10.9 percent to a 449,000 pace.
"The rise in single-family permits echoes
the stabilization we are seeing in our
builder confidence survey," said Greg
Ugalde, chairman of the National
Association of Home Builders (NAHB) and
a home builder and developer from
Torrington, Conn. "While the increase in
permits is a positive sign for the housing
market, there are still affordability
concerns throughout the country,
especially in high-cost areas."
"The decline in single-family starts is off
a solid upward revision in April," said
Danushka Nanayakkara-Skillington, NAHB
assistant vice president of forecasting and
analysis. "This is another indicator that
ongoing builder supply-side concerns are
making it more difficult to build homes at
affordable price points. We expect single-
family housing starts to remain flat through
2019."

Builder Confidence
Solid in June Amidst
Economic Uncertainty
Builder confidence in the market for
newly-built single-family homes fell two
points to 64 in June, according to the latest
National Association of Home
Builders/Wells Fargo Housing Market Index
(HMI) released today. Sentiment levels
have held at a solid range in the low- to
mid-60s for the past five months.

The recently passed HB 852 and how

the city of El Paso is dealing with is an
issue that EPAB members need to be
aware of. The city of El Paso has been
acting on updating the permit fees
evaluation without vetting it with EPAB.
This action may cause severe
increases in permit fees for custom
home builders. More updates will come
in future Market Breakdowns as the
city moves forward on this. For the

‘Modern Monetary Theory’ Is Voodoo Economics Redux

There is currently widespread
frustration with the performance of the
global economy. Traditional policy
approaches are not delivering the
economic results they have in the past.
In the US, Millennials are poorer, have
lower incomes, marry less often, and
have fewer children than the
generations before them. In Europe,
the rise of previously fringe parties is
unmistakable as voters express their
frustrations with the status quo at the
ballot box. All this has led to the rise of
Modern Monetary Theory (MMT), a set
of ideas that reflect a significant and
unfortunate break with previous
orthodoxy.
During the late 1970s, a similar
economic malaise gave rise to supply-
side economics popularized by Arthur
BuildersOutlook
Laffer. It began with the age-old
observation that taxes had important
incentive effects and that, in
conceivable circumstances, tax cuts
could raise revenue. That said, from
these two well understood
underpinnings, it grew into the
ludicrous idea that tax cuts would
always pay for themselves. In the
1980 presidential primaries, future
President George H.W. Bush called this
idea “voodoo economics” and in the
following decades this doctrine did
substantial damage to the US economy
and has largely short-circuited
meaningful debate about taxes.
Now comes MMT, which, like supply-
side economics, makes a good
observation, that fiscal policy needs to
be rethought in an era of low real
interest rates, but then stretches it into
a ludicrous claim that massive deficit
spending on job guarantees can be
financed by central banks without any
burden on the economy. At a moment
of deep economic and political
frustration, some fringe wing of the out-
of-power party is again offering the
proverbial economic free-lunch as a
politically attractive way out of a fiscal
bind. Regrettably, MMT is flawed at
many levels.
First, it promises that by printing
money the government can finance
deficits at zero cost. Not true! The
government in fact pays interest on
money it creates as it becomes
reserves held by commercial banks
and the Fed pays interest on reserves.
Second, contrary to MMT, governments
cannot simply print money to pay bills
and avoid default. Looking back at
developing nations that have employed
MMT demonstrates that beyond a
certain point printing money leads to
hyperinflation. Third, MMT
conveniently assumes an economy that
does not trade with other nations.
Regrettably, money printing will result
in a collapsing exchange rate that will
in turn boost inflation, raise long-term
interest rates, encourage capital flight
and reduce real wages.
And it is not only in emerging
markets where MMT has played out
badly. France in the early to mid-1980s
and West Germany in the late 1980s
employed what now would be called

MMT but both nations had to reverse
course. Separately, the UK and Italy
both had to be bailed out by the IMF in
the mid-1970s because of an excessive
reliance on inflationary finance.
Supply-side economics was an
unreasonable extension of valid ideas.
To that end, few support a return to the
very high marginal tax rates that
prevailed before the tax reform of the
1980s. Similarly, in an era of very low
inflation, and of real interest rates of
close to zero, we can and should
carefully reconsider our traditional
views of federal borrowing; they need
at a minimum a careful and thoughtful
rethink. That said, when something
sounds too good to be true, as was the
case with supply-side economics, and
is the case with MMT, it’s important to
make this clear to improve debate and
hopefully prevent us from making
another costly and unnecessary
economic policy mistake.

Cereal Drive
From Cap’n Crunch to Frosty flakes, our members help
feed kids this summer

A call came out that there’s hungry kids in our community and that those kids
might go hungry without some help. The call was made by the Hospitals of
Providence East Campus and it was heard by the association. The response was
quick and huge with donations pouring into the association office. Cereal, both
hot and cold were donated as well as checks made out to the agency doing the
help, El Pasoans Fighting Hunger. The word was sent out by Community
Outreach committee headed up by Angelique Roman from Sierra Title asked us to
get involved, a cry that was heard around the membership.
“I knew that this drive was something we had to do, feeding those kids, and as
a mother I know that feeding kids would drive our members into action,” Angelique
told the Outlook. “I am so grateful that our members took this cereal drive and
gave generously,” she said.
In the drive that lasted a couple of weeks the members brought in boxes after
boxes. It started with Chuck Haskins dropping off what seemed like a truck load
of boxes. “When I told my crew what we wanted to do they all agreed, and after
all it’s about kids. C’mon Ray, it’s about kids” he told Ray Adauto. Turns out that
the same feeling was felt by so many others. Big things were being posted on the
El Paso Association of Builders FaceBook account, with member after member
bringing in those cereal boxes. The association also asked for donations and the
first check came all the way from Corpus Christi when Leslie Schey of 2-10 Home
Warranty sent in her personal check. “I can’t physically send you some boxes,
but I hope this helps,” Leslie told the association. Indeed, it does, and Leslie was
only the first one. E. F. Building Materials sent a check, as did Classic American
Homes. “We hope that this helps,” was written on all the checks we got. We got
one all the way from Phoenix, Arizona when Lisa Walling of Rebath El Paso sent
her personal contribution. “Ray, here you go. I am blessed and so glad to give…”
she wrote. Rebath had already delivered cereal to us.
So, in the end Margaret diligently got the servings from each box and when
she added it up there was 9,603 servings. That is huge. And that is so
indicative of the willingness of members
to give. We also got word from some of
our members who had already given to
the Hunger group, like Charlie Tellez
from Jobe Concrete. They made a very
serious donation just a few weeks back
and so we thank them for doing so.

I want to share this. When Abigail
Trejo dropped off the donation from
Trejo Construction, she brought along
her two boys, Euclid and Einstein, both
little guys and both with a little hesitation
when I greeted them. I promised to
show them the big rooms full of boxes of
cereal and when they entered Einstein
blurted out “OH WOW!”. The mountain
of boxes clearly made an impression.
The cute part was added to when he
found a cereal he liked and promptly sat
it on the floor and opened the box.
He then heard us say “OH WOW, We
get to taste them”. And so we did,
making sure to replace that box of
happiness. I think the kids gave us a
chance to be kids ourselves. And to
say thanks that we have the members
who truly know the meaning of giving.

The June general meeting was held at the El Paso Club and featured Scott
Norman, Texas Association of Builders. His topic was about the last Texas
legislature and the significant changes to laws that affect our members. Also at
the meeting was Justin Reyes NAHB Regional Representative.

MTI Shows El Paso Pride

Nothing that Tony Mullen does in business is normal. His company MTI Ready
Mix has always been run with the philosophy of get it done, service the customer,
treat employees well, and take pride in the community.
Recently MTI Ready Mix updated the paint scheme on their trucks to “welcome
back” the El Paso trolleys. The trucks, or as Tony calls them “rolling billboards”
were updated in celebration of an iconic landmark. “I hope that we might bring
back some memories or create new ones with our trolley tribute” Tony told the
Outlook. “Plus, it’s just cool to do” he said smiling.
