Dam, also Physical Model Test Pacal Dam

A. BACKGROUND 1. Legal Institutes


As a legal basis for the implementation of the work on the Preparation and
Legalization of Operation Permit of Cengklik, Delingan, and Ketro Dam, also
Physical Model Test Pacal Dam including the following :
1. UUD 1945 Pasal 33;
2. Permen PUPR No 27 Tahun 2015 tentang Bendungan;
3. Perpes No 4 Tahun 2015 tentang Perubahan Keempat Atas Perpres No
54 Tahun 2010 tentang Pengadaan Barang/Jasa Pemerintah

2. General Description
Dams, besides having great benefits, also have great potential hazards. Dam
that collapses will cause severe flash floods to far downstream which will
cause a lot of casualties, property, public facilities and severe environmental
damage in the downstream area
To prevent such a disaster, every dam must be monitored and maintained
properly. With good monitoring, the dam administrator will know the problems
that are developing in the dam, so that appropriate steps can be taken to
prevent the problem from developing at the dam. Besides being monitored,
the monitored infrastructure must also be in good physical and performance
conditions including the spillway dam
Successful monitoring of dams needs to be supported by routine inspections,
periodic inspections, and extraordinary and special inspections. Periodic
inspections consist of regular periodic inspections carried out every 6 months
and large inspections must be carried out at least once in a period of 5 years.
At present the Spillway Pacal dam has suffered a collapse due to the flooding
that occurred. To improve dam safety, prime infrastructure is needed, namely
with a spillway that is in accordance with the current flood discharge plan. The
compiled design needs to be tested for physical models to test and examine
the performance of the Pacal Dam spillway designed before the construction
is actually carried out
In order to fulfill the mandate of Peraturan Menteri Pekerjaan Umum Dan
Perumahan Rakyat Republik Indonesia Nomor 27/PRT/M/2015 Tentang
Bendungan, to obtain an operating permit and for the implementation of the
Pacal Dam spillway construction, BBWS Bengawan Solo will carry out the
Preparation and Legalization of Operation Permit of Cengklik, Delingan, and
Ketro Dam, and Pacal Dam Physical Model Test. This work is done partially
because physical work will be carried out for the Pacal Dam Spillway Repair
for that the Pacal Dam Physical Model Test work is carried out and completed
first along with the dam data collection which will be carried out operating
permit

B. PURPOSE AND 1. The Purpose of the Activity


OBJECTIVES
- Evaluate for preparation of dam operation permit;
- Prepare a report for the determination of Dam operating permit
- Test the Pacal dam physical model

2. The objective of the Activity


To get a Dam Operating Permit in accordance with the provisions of the
applicable legislation and meet the conception of dam safety and test the
physical model of the pacal dam

C. TARGET : The target of the activity is the implementation of operations that comply with
the prevailing laws and regulations and the conception of dam safety

from the DOISP Phase-II with total ceiling provided is Rp. 5.000.000.000 (Five
Billion Rupiah)
F. SCOPE OF ACTIVITIES 1. Requirement for Operation Permit
Based on Pasal 91 Permen PUPR 27/PRT/M/2015 about Dam, explained that
dam operations must be carried out according to operating permits. There are
2 requirements that must be fulfilled, namely administrative requirements and
technical requirements described as follows:
a. administrative requirements

- EAP of Dam
- Operating and Maintenance Guidelines of Dam
- Reservoir Operation Patterns
- Dam construction document
2) Identity of Dam Administrator
3) Dam Monitoring Unit Decision Making
4) Permits or other requirements in accordance with the provisions of the
legislation
b. technical requirements
1) Technical Data of Dam
2) Report on filling the initial reservoir
3) Dam behavior analysis report
4) Guidelines for Operation and Maintenance of Dams and their
reservoirs
5) Special incident report during filling of reservoirs
6) Discussion on dam safety at the Technical Session and Plenary
Session of the Dam Safety Commission (KKB)

2. Dam Operation Permit Document


Documents required in accordance with the guidelines of the Dam of Balai
for operating permits include :
a. The results of reading the dam behavior monitoring instrumentation from
the time of construction (initial reading) to the final reading
b. Analysis of the results of reading item 1 above, especially the analysis of
the behavior / stability of the dam
c. Guidelines for carrying out operations and maintenance of reservoirs that
have been adjusted to actual conditions
d. O & M implementation organizations including the Dam Management
Unit along with training programs and their implementation
e. Report on the operation of hydromechanical equipment
f. Reports of other special events such as avalanches, seeps, leaks, shifts,
seismicity, and other deformations
g. Reports on filling the reservoir include a description of the items listed in
the list
h. For approval of design, construction or operation of dams that are
rehabilitated / expanded, it is necessary to complete the following points
1) Dam conditions before rehabilitation, including original design
drawings and after construction drawings (as built drawing)
2) New design (after being rehabilitated)
3) Technical reasons and other reasons
4) Results of survey and investigation and implementation of
construction
i. Dam Technical data according to the updated standard format
j. Photographs include, when water overflows overflow buildings, the
highest water level in the reservoir, the inundation area of the reservoir

3. The Process of Obtaining an Operating Permit


a. Preparation of supporting document needed for operating permit of Dam

b. Preliminary Report and Data Review
Supporting documents prepared by BBWS will be reviewed by the Dam’s
Balai
c. Discussion and Field Inspection
The Dam’s Balai Team, the Dam Safety Commission, and the Dam Owner
/ Administrator conduct field inspections of the dam to be submitted by the
operating permit
d. Review from Balai’s Dam
From the results of the Preliminary Study and Field Inspection, the Dam’s
Balai team will thoroughly review, if the document meets the requirements,
it will proceed to the next stage, if the document still has deficiencies, the
report needs to be improved
e. Technical Meeting of the Dam Safety Commission (KKB)
- The technical meeting of commissions or commission limited session
is a commission session that discusses technical issues of funds to
know other specific issues that do not need to be attended by all
members of the commission
- The meeting was attended by members of certain commissions
invited in accordance with their fields of expertise as well as study
teams from the Dam Security’s Balai. The commission's technical
meeting for the discussion of the study report must be attended by
parties and other relevant agencies such as dam owners / managers,
fund planner consultants or implementers as well as contractors,
resource persons, etc
f. Follow-up advice on technical commission session
- The technical session decision in the form of a suggestion, set forth
in the minutes of the technical session which is then reported at the
commission plenary session
- Follow-up on the suggestion of a commission technical session,
whether or not done by the owner / administrator of the dam, is
reported to the commission by the Dam’s Balai
g. Improved review report
The study report discussed in the technical session of the commission was
finalized / refined by the study team in accordance with the decision of the
session
h. Plenary Session of the Dam Safety Commission
The plenary session or general session of the commission in the
framework of the process of approval of the construction and elimination
of dam functions is a complete session attended by all members of the
commission and study team from the Dam’s Balai, as well as other
participants as described in point 1.b above. The plenary session of the
commission was also held in the framework of the approval process of
guidelines, standards, technical guidelines, and other regulations
regarding dam safety
i. Plenary Suggestions and recommendations :
- Decisions of the plenary session of the commission set forth in the
minutes of the plenary session, can be in the form of
recommendations to the minister to reject or give approval of funds or
advice to dam owners / administrator to increase the safety of dams
- Minutes of the plenary session of the commission are signed by the
chairman of the session and the head of Dam’s Balai as the session
secretary
- The owner / administrator of the dam reports the implementation of
follow-up on the advice of the plenary session of the commission to
the Dam’s Balai
- Dam’s Balai monitors the implementation of follow-up on suggestions
for commission meetings conducted by dam owners / administrator
j. Recommendation for Approval / Permit to the Minister of PUPR
The Dam Safety Commission team provides recommendations for
approval / permission to the Minister of PUPR to issue the Operations
Agreement

4. Preparation of Requirement for supporting document of Operation


Permit
In the process of implementing the operational permit supporting documents,
the major inspection, EAP, O & M Manual and Operation Pattern must be
evaluated and/or carried out updating, and if there is no one of these
documents, a new document must be prepared, with details as follows :
a. Major Inspection
In the context of carrying out the work contained in the scope of work
above, the Service Provider must do the following :
a.1. Collecting Data
The Consultant obliged to collect data needed for each job. The
Consultant must check the accuracy of the data used and be responsible
for the quality of the data used
a.2. Data Anaysis
The Consultant are obliged to analyze the data needed for each job
a.3. Preparation and Field Inspection
Some of the things done during field inspections include:
- Visual inspection of structural components of the dam, both
above and below the surface of the water, foundation and
support cliffs, electrical and mechanical equipment, Dams and
surrounding areas of the Dam
- Check and test full-scale electrical and mechanical equipment,
to find out that they are ready for operation
- Conducting sedimentation surveys for dams
- Measurement, Monitoring and Investigation
Described as follows :
a.3.i Tools of Teristris Measurement
• All equipment used must be in good condition and before
the use of the calibration letter must be included before the
tool is used in the field
• Equipment used to conduct Dam surveys include:
- DGPS type GPS receiver;
- GPS antenna;
- Echosounder Single Beam, Multibeam or Multi
Tranducer;
- Bar check with a minimum rope length of 15 m;
- Software to integrate GPS with Laptop echosounders
according to software specifications;
- Boats with a minimum capacity of 5 people;
- Total Station and water pass / EDM gauges;
- Helper pegs / wood pegs;
- BM / fixed benchmark (SDM) for sounding lines;
- Other tools such as flags;
- Software used for depictions such as Autocad, Map
info or Surfer
• GPS equipment
GPS equipment used in the Dam sedimentation survey
must have differential capability in real time
• Echosounder
Bathimetric measurement equipment using the echo
sounder must meet technical standards and / or SN

a.3.ii Terrestrial Topographic Measurements Around Inundation


Areas
The measurement or the most topographical survey is carried
out in the area around the inundation of the Dam which is not
flooded, at least up to the maximum water level (when
maximum flooding). In the area around the dam body,
measurements are extended to the top of the dam and shear
stakes at the top and on the upstream-downstream slope of
the dam, to obtain a picture of the longitudinal and transverse
pieces of the dam to support the dam stability analysis
Permanent stakes (SDM) and stakes for the plan for the
rearing of inundation areas Dam must be used as binding
stakes in land measurements around the inundation area. If
the reference elevation in the location is still local, datum
transformation must be carried out to the National Geodesy
High Point made by the Geospatial Information Agency (BIG)
The measurement of the topography / tachymetry is carried
out by the following steps:
(1) When measuring the edge of the Dam (water level) the
time (hour) must be recorded
(2) If the edge of the dam is steep then the tachimetry is
carried out from the edge of the Dam until the height
changes and is added with one tachimetric point on the
hill. The distance between tachimetry points can be less
than 50 meters.
(3) If the edge of the dam is sloping then the tachimetry is
carried out, the distance between the points of the
tachimetry is at least per 50 meters.
(4) Every bay and cape found must have land
measurements using the tachimetry method starting from
the water face when it reaches the edge of the Dam at
the highest inundation elevation or vice versa. The
distance between tachimetry points is at least 25 m,
adjusted for the topography and slope.
(5) Measurers must draw field sketches to avoid
misinterpretation.
(6) Each stakes of checks and fixed stakes (SDM Stake)
found must be measured.
(7) Calculation of elevation and coordinates is not done
manually but must be with computer software
The main equipment used in the measurement of the
terrestrial topography is a Total Station measuring device
complete with other supporting equipment (measuring rod,
reflector, stative, tribach), high-difference measuring devices
(water pass / EDM) and GPS

a.3.iii Bathymetri
(1) Bathimetry is carried out to obtain basic topographic
maps of Dam using GPS and echosounder. Bathimetry
is carried out along predetermined range lines (usually
done before the inundation of the Dam or in the studies
that have been carried out) obtaining the depth data of
the Dam. If there is no transmission line, before the
bathymetry is carried out, the lines must be set first
(2) The bathymetry path must be tried as far as possible
perpendicular to the direction of the river flow which in
the future can be used to monitor and numerical
modeling of changes in the base of the Dam. The
distance between bathymetry points can be less than 50
meters
(3) The density or distance between the paths of the cast,
are set as follows:
- At the top of the upstream slope of the dam: the
distance of the casting line ranges from 15 to 30 m,
with the number of lanes at least 3 (three) lanes.
Bathimetry in this area is primarily intended to obtain
an overview of the condition / geometry of the
upstream slope of the dam to support underwater
inspection activities
- For small dams or in the inundation area up to a
distance of 1 km from the top of the dam the distance
of the bathymetry line ranges from 30 to 60 m, with
a closer distance to the dead storage area
- In the inundation area over a distance of 1 km from
the peak of the dam, the distance of the bathymetry
route ranges from 100 to 200

a.3.iv Geological Investigation and Laboratory Test


Geotechnical investigations and laboratory testing are carried
out with international standards (ASTM) or national standards
(SNI). Technical specifications for geotechnical investigations
and attached laboratory tests and become a unit with KAK.
The geological investigation technique consists of:
(1) Field investigation:
- Drilling of normal size (NX size) core using a drilling
machine by means of a rotary hydraulic dry drill
using the Augher Boring method or a water-free
sonic drilling method on dam body dumps of at least
6 location points approved by the Board of Directors
with a total depth of 150 m to determine material
conditions geotechnical dam, as shown in technical
specifications;
- Sampling of undisturbed tube soil samples for dam
embankment material and at least 2 sample
foundation soils for the shortest drill holes or each
(2) Laboratory Testing
− Land Investigation in the form of undisturbed tube
soil samples;
− Every coordinate sample taken from both soil,
sediment and water samples must be known as the
x, y, z values

a.4. Scop of Major Inspection


The scope of major inspection work includes : investigation of
components of water and underwater dams including mechanical-
electrical equipment, foundations, supports and areas around the
Dam; inspection and testing of dam equipment and flood emergency;
investigation of instruments for recording data and a review of dam
management.
The above activities need to be supported and equipped with
activities including and not limited to the following:
a.4.i Preparation
Before the inspection is carried out, the service provider must
carry out preparatory work which includes the following:
• Collecting data, among others : the latest hydrological data,
design documents, construction implementation
documents, O & M documents including monitoring data,
previous inspection reports, dam management. Design and
construction documents that are likely to be very limited, in
such conditions the consultant must collect data from
various other sources that can be trusted
• Data review: each inspection must begin by studying the
existing data, previous inspection reports / studies. If there
has never been an inspection, study the design,
construction and O & M history documents
• List of inspection observations: must be prepared in detail
according to the dam inspected and understood by each
team member according to the agreed RMK
• Inspection equipment that must be carried during inspection
include: summary of dam data, summary of previous
inspection reports, pictures, checklist, camera, equipment
needed for inspection such as: measuring tape, binoculars,
flashlights, geological hammers, compasses, instrument
reading instruments and others
a.4.ii Dam Investigation, include :
• Visual inspection of objects that are above ground level and
water such as: surface of main dam, complementary
buildings, pedestal cliffs, cliff of Dam, hydromechanical
equipment, instrumentation, etc.
• Identification and recording of problems
• All information, reports and records relating to issues arising
must be collected and studied, and dams need to be
examined for :
➢ the performance of the dam that is not in accordance
with the plan
➢ Construction damage occurred
➢ Deviations related to deformation, pore pressure,
seepage
➢ There is danger from geological conditions
➢ Non-functioning hydromechanical-electric equipment
➢ Indications of a decline in quality, weakening of
buildings and / or foundations.
➢ Deviations from NSPM (norms, standards, guidelines
and manuals)
➢ and others that have the potential to disrupt the
function and safety of the dam
a.4.iii Investigation and Operation testing
Investigation and Operation testing must be carried out on
equipment related to dam safety such as: hydromechanical
equipment, main electric power and reserves for valve
operations, flood warning systems and procedures including
reliability of equipment used, including installed dam security
instrumentation systems etc.

a.4.iv Instrumentasi
Check the condition and function of the instrument by
conducting a direct reading and conducting an evaluation /
evaluation of the existing monitoring data series. Check and
make sure the hydrological equipment, remote monitoring
system and communication equipment are all functioning well
and evaluating the monitoring data

a.4.v Hydrology and Flood Design


Review reports on the analysis of existing rainfall and floods
and design criteria used, analyze rain and flood designs and
trace floods based on the latest data to check spillway
adequacy, high level of operation pattern operation, potential
downstream disasters in the event of dam collapse, including
reliability of potential inflow reservoirs in probabilities 33%,
50%, and 67% etc

a.4.vi Dam Management


The O & M system includes: checking the availability of O &
M guidelines in the field; time of preparation; adequacy of
instructions in the guide; availability of important documents,
images, graphics, report formats; understood guides by
officers; adequacy of personnel from aspects of quantity and
capability, need improvement, manual O & M is still relevant
or needs to be updated including the pattern of operations and
others

a.4.vii Dam Safety Evaluation


(1) First stage evaluation
− Review all existing data relating to design,
construction, O & M of dams and supplementary
buildings, so that they fully understand the dam and
its history of operations and maintenance.
− Identify all potential problems that have adverse
impacts on the safety of upstream and downstream
dams and check the adequacy of dams and
supplementary buildings to fulfill their functions,
supported: relevant data, consideration and
technical analysis including comparing the behavior
of dams with the behavior planned in the design
(2) Evaluation of the second stage
Technical analysis is carried out to assess dam status /
level of safety in terms of:
− structural aspects; check the stability of the dam
body including earthquake stability under normal
and extraordinary conditions, at least in pieces: the
highest part, the part whose behavior is deviant and
the part whose geometry changes quite large and
other critical parts.
− hydraulic aspects (abundance, safety, external
erosion, etc.)
− Esan seepage aspects (internal erosion, piping,
boiling, uplift, dissolution of dam material and
foundations, etc.), based on available data, then
making conclusions and suggestions
Dam instrumentation systems must and are not limited
to:
− The amount of pore pressure in the dam's body and
/ or dam foundation;
− Damage water leakage quantity and quality;
− Measurement of type and rate of deformation that
occurs.
− Sedimentation monitoring Dam includes and is not
limited to:
− Base Dam mapping to maximum water level
elevation with physical measurements (for the area
above the Dam water level);
− Asang Installing a fixed stake (BM / SDM) along the
left and right edges of the Dam for each distance of
1 (one) km, with a minimum number of 8 (eight) pairs
(4 stakes on the left side of the Dam and 4 stakes on
the right side of the Dam). Installing auxiliary stakes
(control points) with a distance between 250 m
stakes;
− Calculate: Dam capacity, volume and thickness of
Dam sediment deposits, remaining service age,
relationship between elevation and reservoir
volume, the relationship between elevation and
inundation area of the Dam and others
(3) Evaluation, Analysis and Descriptions
Evaluation, Analysis, and Descriptions of all these work
must follow the Standard Norms of Guidelines and
Manuals (NSPM
(4) Da Assistance and Discussion
➢ Large discussions conducted include:
- Discussion of the preliminary report inviting the
Directorate of Trustees and Dam Centers;
- Discussion of reports between inviting
Directorate of Trustees and Dam Centers;
- Discussion of the draft final report;
- Discussion of the final report by inviting the
Directorate of Trustees and Dam Centers
➢ Service Providers must carry out assistance and
discussion with the assignor or authorized.
➢ Service Providers are required to conduct
discussions with the Trustees in charge of the Dams
O&M and Dam Centers in order to obtain input
according to NSPM
(5) Data and Images
The Service Provider must submit photos and images as
well as soft copies on the CD relating to the execution of
the work
(6) Work Equipment
The Service Provider must prepare all equipment needed
in the course of carrying out the work

b. Emergency Action Plan (EAP)


The types and scope of activities of consultants in this work are:
1) Study table
2) Collecting data on dams, reservoirs and auxiliary buildings related to
Cengklik, Delingan, and Ketro dams
3) Procurement of RBI and DEM situation maps, hardcopy and digital,
with a scale of 1: 25,000 (if available). The use of maps with other
scales can be implemented, with the approval of the Work Directors.
4) Conduct an initial dam collapse simulation (Dam Break Analysis).
5) Take topographic measurements including making polygons
affected areas in the event of dam collapse, as well as checking
elevation points on the DEM and RBI maps.
6) Carry out bathymetry and tachymetry surveys in the inundation area
of the Cengklik, Delingan, and Ketro reservoir to obtain the effective
volume of the reservoir at this time or the study in before 5 years
7) Measuring the tachymetry of the reservoir water level to the peak
elevation of the dam.
8) Collection of secondary data from various relevant agencies which
include dam technical data, socio-economic data, population data,
socio-cultural, and other related data.
9) Perform final dam collapse simulation with various alternative
discharge discharges from reservoirs that exceed the river channel
capacity in the lower reaches of the dam and conduct dam collapse
analysis using "Dam Break Analysis (DBA)" software for several
collapse scenarios, namely:
− Dam collapse due to water level or flooding during Probable
Maximum Flood (PMF);
− Dam collapse due to upper piping;
− Dam collapse due to piping down;
− Dam collapse due to a combination of piping and PMF flooding
10) Maps in the lower reaches of the dam, DBA simulation results
according to the scenario in point 9, must be able to show ground
elevation, area and inundation depth as well as the speed of flood
water propagation for each scenario to be compared and draw
conclusions of dam collapse which has the most great .
11) Conduct socio-economic surveys in the downstream area of the
dam.
12) Determine hazard classification according to existing guidelines and
propose the establishment of a dam emergency prevention agency.
13) Prepare dam emergency plans (RTD), which consist of:
- Recognizing emergencies, reviewing the consequences and
outlining prevention activities.
- Prepare communication instructions, notify the emergency to
the officials / executors concerned, and hold coordination based
on the stages of activities associated with the responsibilities of
the organization concerned.
- Review and recommend electric power or what tools to operate
the door, and where equipment and material can be obtained.
- Using the results of analysis of various alternative water
discharge outputs from reservoirs that exceed the capacity /
capacity of river flows in the downstream of the dam and Dam
Break Analysis to prepare a map of potential flood inundation
areas that occur in the downstream area of the dam equipped
with various indicators . These indicators include the time of
arrival and ebb and flow of flood water from the time the water
starts from the dam, the time of flood inundation, the maximum
height of inundation, the safe path for evacuation / evacuation
and temporary shelter so that it is easily understood by all
stakeholders who will use this RTD.
- Arrange instructions for dam operations when extraordinary
circumstances.
- Prepare an evacuation plan.
- Describe the termination of an emergency and the handling of
necessary follow-up (Note: the dam that the DBA has carried
out in order to refer to the previous DBA with the approval of the
Work Directors).
- Analysis of economic losses due to flooding.
- Prepare animation as a material for socialization.
- Establish and install fixed points inundation limits
14) Dissemination and socialization of emergency action plans to
recipient areas at risk at the district level
c. Preparation of O & M Manual and operating pattern
Preparation of the O & M Manual and Dam Operation Pattern includes
the following activities:
c.1. Inventory of dam conditions and functions:
- Location and Identity (ID) of the Building;
- History of Change;
- Benefits;
- Building Engineering Data;
- Attachment of Image Built;
- Information on BM Elevation Reference;
- Physical Building;
- Building Sketches;
- photos
c.2. Preparation of Dam Operation Patterns:
- Reservoir inflow data collection for at least the last 10 years and
/ or TMA data and minimum dam volume of 10 years and / or at
least 10 years of rain series data at a minimum of 3 rain stations
located in the dam's catchment area to determine inflow plans
for dam operation patterns;
- Conduct hydrological analysis to determine reservoir inflow and
determine the probability of reservoir inflow for the lower, normal
and upper limits of the inflow;
- Collection of RTTG data / irrigation area data served by dams
as well as other dam water usage data to arrange dam water
requirements;
- Conduct simulations to determine the TMA pattern of dam
upper, normal and lower limit of dam operations
- Compilation of dam operation patterns by determining the upper
and lower limits of dam operations
c.3. Preparation of the Dam O & M Manual
The Dam O & M Manual is prepared in the form of Dam O & M
guidelines that are used as a reference in implementing dam
operations and maintenance, which include:
- Implement existing hydromechanical studies on dams related
to the condition and history of surgery and rehabilitation
history
- Collecting data used for the operation of hydromechanical
doors in the dam as well as carrying out operating tests on the
hydromechanical dam to compile tables of hydromechanical
doors and to arrange procedures for operating the
hydromechanical door of the dam
- Arrange procedures for the operation of dams, auxiliary
buildings and reservoirs under normal conditions and
emergency conditions, namely in flood conditions
- Collecting dam instrumentation data, analyzing data from
instrumentation readings and compiling procedures for
observing and processing dam instrumentation
- Develop guidelines and SOPs for implementing Operations,
Maintenance and Dam monitoring including reporting and
documentation
d. Design of Maintenance for Instrumentation and Hydromechanical
Improvement
The activities that must be carried out are as follows :
- Visual examination of instrumentation and hydromechanical dams
- Evaluating the results of reading instrumentation dam
- Conducting studies and testing of hydromechanical door operations
- Preparation of instrumentation repair designs and refinement of
dam hydromechanical doors

G. WORK IMPLEMENTATION : In the context of carrying out the work contained in the scope of work above,
METHODOLOGY the consultant must do the following :

d. Assistance and Discussion
- The consultant must carry out assistance and discussion with the
assignor or who is authorized, at each start and end of an activity
- Consultants must conduct discussions with the Dam’s Balai in order
to obtain input according to the relevant NSPM.
e. Presentation at the Dam Safety Commission
Consultants must prepare reports and presentation materials for
presentation at the Dam Safety Commission Session, and make
improvements in accordance with the recommendations of the Dam Safety
Commission's session. The consultant is obliged to correct the inspection
report in accordance with the advice of the Dam Safety Commission
f. Availability of Consultants
The consultant must appoint a representative who can be contacted at
any time in the course of carrying out the work and has the power to act
and make decisions on behalf of the Consultant
g. Data and Documentation
The consultant must submit photos and images as well as soft-copy in the
external hard drive related to the execution of the work

H. RESPONSIBILITY : The consultant must be fully responsible for the results of the work that has
been made. If in the future there is a discrepancy in the quality of the results

M. PROCUREMENT 1. The General Selection Method with Prequalification Uses a
METHODS AND FUNDS lumpsum Contract
APPLICATION a. General selection is a method of selecting consulting service
providers for jobs that can be followed by all Consultant Service
Providers who meet the requirements
b. Lumpsum Contract is a Goods and Services Procurement Contract
for the completion of all work within a certain time limit as specified
in the Contract, with the following conditions

The Way to withdrawing fund consist of :

and expenditure for the first month, a maximum of 20%
(twenty percent);
2) Termin I, progress reaches 30% (thirty percent) paid after
the Preliminary Report is submitted no later than 90
(ninety) calendar days from the issuance of the SPMK
3) Termin II, 45% (fifty percent) paid after the Physical Model
Test Analysis Report is completed and submitted no later
than 150 (one hundred and fifty) calendar days from the
issuance of the SPMK
4) Termin III, progress reaches 65% (sixty five percent) paid
after the Intermediate Report is submitted no later than 300
(three hundred) calendar days after the issuance of the
SPMK
5) Termin IV, progress reaches 85% (one hundred percent)
paid after the Draft Final Report is submitted no later than
450 (four hundred and fifty) calendar days from the
issuance of the SPMK
6) Termin V, progress reaches 100% (one hundred percent)
paid after the Final Report is submitted no later than 540
(five hundred and forty) calendar days from the issuance
of the SPMK
