REGIONAL LEPROSY TRAINING AND RESEARCH INSTITUTE,

RAIPUR, CHHATTISGARH

On 26.02.2014 and 3.03.14 we the M.Sc. Nursing previous year students and B.Sc
Nursing students of Government college of nursing visited the Regional Leprosy
Training and Research Institute, Raipur as per our educational requirement in the
supervision of Mrs Varsha Gurdekar demonstrator (CHN) , Mrs. Jasmine Verma
demonstrator (CHN) ,Mrs.Sweta singh (demonstrator)and Mrs. Sumitra Mallick
(demonstrator) Govt College of Nursing.

INTRODUCTION
Leprosy or Hansen's disease chronic, mildly infectious malady capable of producing, when
untreated, various deformities and disfigurements. It is caused by the rod-
shaped bacterium Mycobacterium leprae, first described by G. Armauer Hansen, a Norwegian
physician, in 1874. The mode of transmission is not fully understood. It is thought to be transmitted
by nasal discharges and skin sores, and possibly also by contaminated objects and arthropods and
by infected armadillos (which are also susceptible to the disease). Only 5% of those exposed
acquire the disease. The onset is intermittent and gradual; symptoms may not appear until years
after exposure. It is seldom fatal, but its involvement of the peripheral nerves destroys sensation and
makes the patient prone to inadvertent injury.
OBJECTIVES
The objective of the project is

(1) To train the health workers including Supervisors working in the area so that they can easily
suspect the leprosy cases and refer the patient to the nearest Health Facility for early diagnosis
and treatment.
(2) To trained follow-up the patient and about maintenance of related records.
(3) We have also sensitized ASHAs (Mitanin) working in 2 blocks of each district of WHO
sponsored project. The purpose is to sensitise the grass root, workers involved in the Health
Care System are present in every village so that they can carry IEC activity on leprosy as well as
bring out the suspected cases to the nearest sub-health center.
REGIONAL LEPROSY TRAINING & RESEARCH INSTITUE (RLTRI) RAIPUR
(CHHATTISGARGH):

This institute was established in 1979 with 75 beds hospital OPD and field operation area of two
blocks of Raipur district covering 6.60 lakhs population for monitoring and technical supervision
of leprosy services. These are 75 posts are field and 13 are vacant. The OPD treats leprosy cases
with free MDT services. The in–patient service regularly admit and treats leprosy patients and a
number of Reconstructive surgeries are carried out regularly for various type of leprosy
deformities in the institute’s hospital. The institute also works as a referral center for problematic,
complicated and intractable cases. It also works as a nodal training and research center
particularly programme related research activities in the region for the cause of leprosy
elimination. This institute is also working as Regional Directorate of Health & FW for state of
Chhattisgarh for various health programme such as Malaria Filaria, T.B., HIV / AIDS etc. from
the month of August.2005.

BACK GROUND AND FUNCTION OF REGIONAL LEPROSY TRAINING AND


RESEARCH INSTITUTE

The Regional Leprosy Training and Research Institute, Raipur established in the year 1979 with
the objective to provide specialized treatment in the field of Leprosy, Research and to provide
training to the various categories of Medical Personnel. Para Medical, Medical Officer etc.
At present in the changed scenario after integration of Leprosy services with General Health Care
Services, this institute has been given responsibility to provide training to the District Health
Authorities in Disability Prevention and Medical Rehabilitation (DPMR) at this Institute as well as
in the District Head Quarter. The Regional Leprosy Training and Research Institute also
conducting Re-constructive Surgeries in the Institute regularly and by organizing Re-Constructive
Surgery camp at District Head Quarter. A 75 beded hospital is functioning for the above
mentioned purpose and also providing treating leprosy patients suffering from problematic ulcer,
reaction etc. also. Regional Leprosy Training and Research Institute have been designated as
Regional Directorate of Health and Family Welfare for the State of Chhattisgarh and following.

ADDITIONAL FUNCTIONS

(i) Capacity building for integrated disease surveillance program.

(ii) Epidemiology Training Courses as undertaken by the National Institute of

Communicable Disease, Delhi

(iii) Lymphatic Filariasis (Disability Management and related training).


(iv) Microscopy and DOT centres under RNTCP.

(v) Operational Research related to RNTCP.

(vi) Voluntary Counseling Centers (VCC) and diagnostic center fpr HIV/AIDS.

(vii) Disaster management in respect of the state.

(viii) Various National Health Program especially Malaria

OTHER ACTIVITIES
The training program has been conducted by faculties of the RLTRI in 8 blocks of 4 districts. In
each block 60supervisory staff and 200 ASHA/PAL were trained. Over all 480 Supervisory staff (8
batches) and 1600 ASHA/PAL (32batches) have been trained during the period November-
December 2011. We have also organised advocacy meeting in 4district, where we have identified
Government representative (ICDS, Education Department, Gram Panchayat, DistrictCoordinator-
Mitanin), volunteers, public representatives, NGOs operating in the area, Patients affected with
Leprosy (PAL) to spread the message about signs and symptoms of leprosy and availability of
leprosy treatement in all health facilities. We are planning to review the impact of our effort in the
community shortly.3 staff of ICMR Project have been deputed to Saraipali Block for collection of
patient’s sample of the identified patient sand environment sample of the identified area where the
patient resides. During their visit to the Saraipali block, they visited 14 villages and met 37 leprosy
patients, out of which they found 29 patients eligible for the sample collection. Accordingly, they
took skin smear of the 29 patients, drinking water sample of 25 source of drinking water, 20 Nos. of
common drainage, 41 soil samples as per the study guidelines. During the field visit new suspected
cases were referred to the nearest Health Center for further examination & treatment. WHO
sponsored project to Intensify Leprosy Activities in 2 blocks of 4 high endemic districts-Raipur,
Bilaspur, Raigarh, Janjgir in the State

INFRASTRUCTURE AND ESTATE

Buildings (Indicating Floor area), Hostels/Residential Quarters, Canteens etc. of RLTRI, Raipur.

(a) Administrative block-Director office, Auditorium, Seminar Room,

(b) Hostel Block-28 double beded rooms with common toilet facility with Kitchen and dining hall
facility.

(c) Hospital block-At present 3 wards functioning (55 beds), OPD Cubicles, Laboratory for Leprosy
patients, Laboratory for NVBDCP work (started from July 2008), Pharmacist room, Stores, X-Ray
unit, Physiotherapy unit, Airconditioned Operation Theatre, Remarks-1 ward given to State
Tuberculosis Training cum Demonstration Center under RNTCP.

(d) Staff Quarters-Type-A-19, Type-B-33, Type-C-4, Type-D-5, Type-E-3.

Remarks-Two Type E quarters given to Malaria unit of ICMR.Links and network with other
organization, Collaboration of activities etc.

SUMMARY

The Regional Leprosy Training and Research Institute run by Govt Of India through Ministry of
Health and Family Welfare along with treatment of leprosy and Re-constructive Surgeries many
other programmes are also conducted in this institution, like Capacity building for integrated
disease surveillance program, Epidemiology Training Courses as undertaken by the National
Institute of Communicable Disease, Delhi, Lymphatic Filariasis (Disability Management and
related training), Microscopy and DOT centres under RNTCP, Operational Research related to
