ACTION RESEARCH

School Heads and Teachers Computer Literacy and Accuracy on

Data Management of LIS and EBEIS

I. Context and Rationale

Department of Education establishes accurate and reliable registries of learners and schools

which will ensure availability of data and information needed for planning and budgeting,

allocation of resources and setting operational targets to provide access to compete quality

basic education, the Department of Education (DepEd) has implemented the Enhanced Basic

Education Information System (EBEIS) and Learner Information System (LIS).

However, the teachers and school heads of Tukuran District both elementary and secondary

have difficulties in terms of entering the data on Learners Information System (LIS) and

Enhanced Basic Education Information System (EBEIS) because some of the teachers and

school heads are not computer literate and no Learners Information System (LIS) and Enhanced

Basic Education Information System (EBEIsS) background.

In line with this, the researchers are encouraged to conduct this study in order to ascertain

the Tukuran teachers and School Heads level of computer literacy and accuracy on data

management on Learners Information System (LIS) and Enhanced Basic Education Information

System (EBEIS), and its effect on the DepEd program.

II. Review of Related Literature

As reflected in the DepEd Order No. 67, s. 2011, which all public elementary and

secondary schools and community learning centers (CLCs) are required to submit an

Enrolment Report for School Year. School Heads (SHs), District ALS Coordinators (DALSC)

and mobile teachers are responsible for collecting information, completely filling-up the

electronic template (e-template) and submitting the accomplished e-template to the

concerned Division Office (DO). They shall obtain a copy of the e-template from the Division

Planning Officer (DPO), the Division ALS Supervisor (DALSS) or by downloading from

http://www. deped. gov. ph/ down loads. The instructions for filling up the e-template are

contained in the electronic file.

According to Secretary Br. Armin A. Luistro, FSC, (2014) that the LIS is an innovative

tool that the Department uses to manage information with the aim of promoting

transparency, informed decision making, and empowerment at different levels of the

organization. While being a tech-based solution, the LIS involves an inclusive, community-

driven process that thrives because of the active engagement and participation of all

teachers, principals, planning officers and other DepEd personnel all throughout the

Philippines.

As stated in DepEd Order No. 67, s. 2011, the Department of Education initiated the

Learners’ Information System (LIS), an online facility that provides for the registration of

learners enrolled in public schools. Since its installation, the LIS has allowed the Department

to generate the total public school enrolment based on the actual registration of learners.

III. Research Questions

The researchers would like to investigate the Tukuran school heads and teachers

level of computer literacy and accuracy on data management on Learners Information

System (LIS) and Enhanced Basic Education Information System (EBEIS).

This study attempts to answer the following inquiries:

1. What is the level of computer literacy of school heads and teachers?

2. How the level of computer literacy of school heads and teachers affects the accuracy of

data management?

IV. Scope and Limitation

This investigation will determine the Tukuran Teachers and School Heads level of

computer literacy and accuracy on data management on Learners Information System (LIS)

and Enhanced Basic Education Information System (EBEIS). And it will look further on its

effect on the DepEd program.

The respondents of this study are all public elementary, secondary teachers and

school heads of Tukuran District. To ascertain the level of computer literacy of the school

heads and teachers the trainings and seminars attended in relation to computer are

assessed by using triangulation method will be utilized with observation, interviews, and

focus group discussion.

In addition, to find out how it affects the accuracy of the school heads and teachers

on data management, the researchers will use the questionnaire-checklist.

This study will be conducted during the second semester, SY 2017-2018.

IV. Methodology

The respondents of this study are all the public elementary, secondary teachers and

school heads of Tukuran District.

This study will utilize both quantitative and qualitative research designs. The data on

the level of computer literacy of the teachers and school heads will be gathered through

triangulation method with observation, interviews, and focus group discussion. This method

will be used to describe, analyze and interpret gathered information. The researcher will use

notes, tape recorder and video camera to document important events.

For the data on how it affects the accuracy of the school heads and teachers on data

management, the researchers will use the questionnaire-checklist.

As to ethical considerations, the researchers will ask permission to conduct the study

from the Schools Division Superintendent and from the concerned school heads.

Confidentiality of the results will be assured in utmost consideration.
