Communal Irrigation System

-are small-scale schemes and constructed with the participation of farmer-beneficiaries thru
their IAs. The operation and maintenance (O&M) of CIS is turned over to IAs upon project completion
subject to a cost recovery arrangement.
- Area: Less than 1000 hectares
- Implementation: NIA with farmers’ participation
- O&M: Irrigators’ Association
- Water Charges: Farmers pay amortization

Controlled Irrigation
- Proper irrigation technique can be used to increase the efficiency of farm inputs and at
the same time help the plant grow healthier. It suggests simple but water wise pre
planting farm practices and uses an observation well to know the right timing of
irrigation when executing safe alternate wetting and drying (AWD) during the crop
growing period.
- Farms with limited water supply or those farms with supplemental irrigation such as the
following:
o Near tail-end of an irrigation system
o Using small water impounding systems
o Using small farm reservoir
o Using communal irrigation systems
o Using pump irrigation system (shallow tube or deep well)

Cropping Intensity
- Ratio of the area that can be irrigated by the available water supply from the source
during the dry and wet seasons, over that of the firmed-up service area, expressed
in percent.
- Higher cropping intensity means higher portion of the firmed-up service area is
being irrigated by available which may lead to higher productivity of the farmers.

Diversion Dam
- Dams constructed in order to divert a portion, if not all, of water from its natural
course. Diversion dams do not generally impound water in reservoir; instead, water
is diverted into an artificial canal, which may be used for irrigation or service areas
which very limited water supply.

Farmers’ First Policy


- Being the most relevant interested party of our agency, the Farmers serve as our
main customer. They are the ones who receive the services our agency offers. We in
the agency, as government workers, serve them the highest respect that we can by
prioritizing them whenever they visit our offices. Because they are the reason why
our agency stands. That is Farmers’ First Policy. And that’s one of the four best
practices that NIA Region 1 has been doing.
Firmed-Up Service Area
- The net service area of an irrigation system where converted areas and permanently
non-restorable areas are deducted from the service area. It is composed of the
Operation and Non-Operational Area.

Gender and Development Program


- provides and pursues full equality and development for men and women. In an attempt to create
gender equality, (denoting women having same opportunities as men, including ability to
participate in the public sphere. At least five percent (5%) of the total agency budget
appropriations authorized under the annual GAA shall correspond to activities supporting GAD
plans and programs.

Irrigation Management Transfer


- A contract which binds the Agency and a duly registered Irrigators’ Association on
the transfer of the responsibility of an Irrigation System to the Irrigators’ Association,
especially its Operation and Maintenance. It entails the remuneration and incentive
that the farmers may receive from NIA.

ISO Certification
part of our Agency’s continual improvement (improving the processes in the government). There is no such thing
as perfect system, lahat ay subject to improvement. Although the government has no competitor, we need to
improve because our clients and other relevant interested parties are demanding better services from us.

Leadership

National Irrigation System


- are large and medium schemes. These are basically operated and
maintained by NIA where beneficiaries are charged irrigation
service fee for the services rendered in the delivery of water.
However, joint management of portions of national systems with
irrigators associations (IA) was effected in the 1980s.
- Area: More than 1000 hectares
- Implementation: NIA
- Operation and Maintenance: NIA and IA
- Water Charges: Farmers pay irrigation service fee in reference to the
newly passed Free Irrigation Service.

Parcellary Map
- A map shows, among others, the limit of the individual farmlands within the service
area of an irrigation system. Typically, it reflects the size, shape, boundaries of every
lot, and oftentimes the names of the landowners

Potential Irrigable Area


- Projected na pwedeng i-develop na farmland for irrigation. arable land area of
the country that can be developed for irrigation, relatively flat
from 0-3 % slope rate, has an available source of water to sustain
irrigation delivery for crop production and other agricultural
purposes and has famers willing to till the land and raise crops
thereat.

Rotational Irrigation
- Method of distributing irrigation water supply based on timetable or schedule
designed for equitable distribution. It is implemented to counter water-shortage
problem.

Service record
- Is the official document used to record years of service which is supported by
appointments and other papers actually issues and approved by the authorities
concerned.

Small Reservoir Irrigation Project


- It is a type of project distinct from the other types of project of the agency in the
sense that it provides main structure, called storage dam, that has the capacity to
store water in times when supply is abundant and makes it available for release to
the service area, thru the conveyance structures, when needed. It is categorized as
small reservoir mainly because the height of the dam for this type of project is
limited to only about 20 meters, and mainly for irrigation purposes.

Special leave privilege


- Leave of absence which may be availed of for a maximum of three days annually to
mark special milestones, and/or attend to filial and domestic emergencies such as
birthday, anniversary, mourning, PTA meetings, etc.

Storage dam
- A structure made of faily impervious (hindi madaling mapenetrate) material built
across a river to create a reservoir on its upstream side for impounding water for
various purposes, most comic of which are for irrigation, hydro-power and potable
water supply.
