2 Health and Safety

2.1. General Information

2.1.1 Instruction
This section describes the safety precautions you must take before installing
equipment.
 To ensure safety of humans and the equipment, pay attention to the safety symbols
on the equipment and all the safety instructions in this document.
 The "NOTE", "CAUTION", and "WARNING" marks in other documents do not
represent all the safety instructions. They are only supplements to the safety
instructions.
 Installation and maintenance personnel must understand basic safety precautions to
avoid hazards.
 When operating Huawei equipment, in addition to following the general precautions
in this document, follow the specific safety instructions given by Huawei.
 Only trained and qualified personnel are allowed to install, operate, and maintain
Huawei equipment.

2.1.2 Local Safety Regulations


When operating Huawei equipment, you must follow the local laws and
regulations. The safety instructions in this document are only supplements to the
local laws and regulations.

2.1.3 General Requirement


To minimize risk of personal injury and damage to equipment, read and follow all
the precautions in this document before performing any installation or
maintenance.

Ensure that the instructions provided in this document are followed completely.
This section also provides guidelines for selecting the measuring and testing devices.

2.1.4 Human Safety


 Do not operate the device or cables during lightning strikes.
 At least two persons are required to lift the chassis. When lifting it, keep your back
straight and move stably.
 Do not wear jewelry or watches when you operate the device.

2.1.5 Operator
 Only qualified professional personnel are allowed to install, configure, operate, and
disassemble the device.
 Only the personnel authenticated or authorized by Huawei are allowed to replace or change
the device of the parts of the device (including the software).
 Any fault or error that might cause safety problems must be reported immediately to a
supervisor.
 Only qualified personnel are allowed to remove or disable the safety facilities and to
troubleshoot and maintain the device.

 Safety Signs (Working at Heights – Emergency call – PPE)


Place safety signs on and around the working areas, as well as clearly identify the rigging
drop zones (half the working height) these areas must be taped and cordoned off, site
access gates must be locked and secured when the rigging work is ongoing & all engineers
are made fully aware of the site safety emergency gathering area in case of any sudden
incidents/accidents. The team leader must also inform the local residents/population of
the lifting activities prior to commencement of the rigging and make them fully aware of
the possible dangers; children and spectators are to be asked politely to leave the drop
zone areas.

Safety signs must include the below information:


1. Hard hat Area. (Boots, Hat, Harness, Gloves & Glasses).
2. Personal protective equipment area.
3. Emergency Call information / telephone numbers and emergency contact numbers:
4. No Access to the Public / Local community/Spectators/children etc..
5. Danger men working overhead / working at Heights.

 Barricade Tape
Red and white or yellow and Black cordon tapes can be used for marking out safety areas.
All sites must be taped off to mark the working area and the drop zones; the barricade tape
must block the access areas and be placed at a height of 1.5m AGL.

3. Safety Briefing before Work

Team Leader must hold a site installation tools box talk with engineers or technician in site, the
Team leader must fully explain all of the work activities and all engineers or technician informed
of their individual roles & responsibilities be clearly defined.

Engineer or technicians of the team are to be briefed in the first aid and site accident
procedures and be made fully aware of the contact call numbers in case of any incidents, all
near misses are to be recorded and reported as they occur.

Safety Briefing contents:


Visual checking analysis of tower or structure condition, the site structure must be in a safe and
fit for purpose condition and safe from other dangers such as animals such as large spiders,
snakes, bees, monkeys etc.

Step by step lifting antenna GUL 900:


1. Assembly Boom antenna and bracket antenna, make sure bracket boom antenna and bracket
antenna bolt and nut strongly attached.

2. Lifting Boom antenna GUL900


1. Tie webbing at bracket boom antenna and then connected to carbineer.
2. Tie carbineer with rope.

3. Installer (rigger 2 people) climb on the tower, installer riggers 2 people fixes the fixed
pulley on the support of the tower platform and puts the lifting rope through the fixed
pulley.

4. Installer (TL 1 person) control the lifting rope to the upper support of the antenna and the

traction rope the lower support.

5. Installer (2 people) pulls down the lifting rope, and installer pulls the traction rope

outwards to prevent the boom antenna from hitting the tower.

6. Installers (rigger 2 people) hold the boom antenna and unfasten the ropes.

7. After three boom antennas are lifted on the platform, do not remove the fixed pulley.

Because the antenna needs to be lifted later.

4. Installer (TL 1 person) control the lifting rope to the upper support of the antenna and the

traction rope the lower support.

5. Installer (3 people) pulls down the lifting rope, and installer pulls the traction rope

outwards to prevent the boom antenna from hitting the tower.

6. Installers (rigger 2 people) hold the antenna and unfasten the ropes.

7. After three boom antennas are lifted on the platform, do not remove the fixed pulley.

Because the RRU and CPRI needs to be lifted later.

Step by step lifting RRU:


 After climbing up to the tower, installation engineer A secures the fixed pulley to the tower platform
support and threads the lifting ropes through the fixed pulley.
 Installation engineer C binds the RRU and mounting brackets using the lifting ropes and secures the
traction sling to the RRU handle.
 Installation engineer B pulls the lifting ropes downwards and installation engineer C pulls the
traction sling outwards to protect the RRU and mounting brackets from colliding with the tower.
 Installation engineer A catches the RRU and mounting brackets and unties the ropes.
 The preceding hoisting procedure is for reference only.

6. Hoisting Fiber Optic Cable on the Tower.

Step by step Fiber Optic Cable on the Tower:

1. Lifting ropes 2. Fixed pulley 3. Traction ropes

a. Technician A climbs the tower, secures a fixed pulley to the support on the tower platform, and
then routes the lifting sling through the fixed pulley.
b. Technician B places the fiber coiler for coiling fiber optic cables on the fiber spools, and
technician D leads the lifting sling through the stretch sling of the fiber optic cables and use the
other sling as a traction sling to secure the cables 4 m (13.12 ft) away from the lifting sling, as
shown in.

7. EMERGENCY RESPONSE AND PREPAREDNESS

The purpose of this plan is to design a responsible organization and emergency procedure on

emergency situation, which influences the company. The company will always be responsible

to protect the employees, company properties and the environment.

1. Employee (Subcont):

All team must have BPJS, Jamsostek or insurance Health.


2. Emergency Report
If there is an employee who sees a potential emergency that could cause a great danger,

he must conduct a necessary action and then directly report it to Coordinator (Team

Leader) at field.
The Coordinator/ Supervisor must, after receiving the information about the incident,
report to Project Manager and HSE Manager about things below:
 The incident location
 Type of emergency (fires, explosion, pollution and accident)
 First action executed, including the equipment utilized,
 The immediate support needed
 The identity of the reporter
