Greetings!!!

To all my Constituents;

It is my great pleasure to be with you my fellowmen for this long term


journey in making our barangay to the most of it…Development is already in
our hands…Improve and making it into Progress to make things happen from
our very own dream. It is our privilege that we felt the change already in our
society today, but it will not be fully enrich if we don’t embrace the change that
fully happen now adays…So I challenge you to join in hand together to make
the impossible becomes possible…to make the things right in an acceptable
reason..and letting the past to be past..just work hard for the present.. and let
it grow for the future to be come….

Hopefully by making it right in a good time…lets find ways to make it


happen..and do not let the world bring us down… by God’s grace let us work
together for this Development plan that we are planning…Do it together…and
let show off the way…

Change is always we dream for…Development is what we longing for?…


nowadays People always shout out for the Best! But the question is….What
have you done for the betterment of the society?
With these barangay development plan, trying our best to fulfill the
needs of everyone to make them satisfy their living in a barangay… holding
hand together ..in unity…and embracing every changes will follow our success.

1
History of
Barangay BLOCON
According to our Ancestors; The Barangay Blocon was
founded before the World War 11 and it was part of the
Municipality of Santa Cruz. The first people who lived in the small
forest place was the” B’laan tribe”. During that time the place was
called “Bulokon” from the word “Bulok” which mean broken and
“Colon” which mean a pot. It was then said that the tribe found out
that there is a broken pot(“Bulok nga Colon”) under the big tree,
then they named the place “Bulokon”.
The First “Tenyente del Baryo” was Col. Malunggayon then
followed by Supli and the next one was Datu Calibay. Afterwards
they found out that the forest place called “Bulokon” was best and
rich for means of living especially in agricultural form. Mr.
Zacarias Bernal was the First Christian who settled in the place and
followed by other ethnic settlers like Ilocanos, Ilongos, and
Cebuanos. And after that they change the named “Bulokon” to
B’locon because of the pronunciation of the native settlers to the
word until it became BLOCON until now.
After the World War 11, Mr. Arnaldo Casimiro was the first
teacher in barangay Blocon who later resigned and took the
leadership as “Tenyente del Baryo” then followed by the
following;
1959 -Gregorio Artiaga 1960 -Gregorio Barcena 1961 -
Graciano Lucero

1962 -Mrs. Leonora Antonio – the First Lady Captain of the
Barangay and she built the first barangay hall.
During 1964 Barangay Blocon was already been part of
Magsaysay and it was the started to make a barangay roads from
Blocon to Magsaysay. From 1968 to 1984 Brgy. Captain Leon
Mateo who took the leadership of the place who was then 22 years
old and never been changed because of martial law. On 1984 – Pio
Casimiro was became the brgy Captain and his leadership last for
about 3-4 years, with that Infrastructure projects was started. But
on 1988 there was an appointment of brgy. Captain and Leon
Mateo was appointed and took over the leadership again. But then
again in 1989 there was and election for barangay kagawads and
who ever get the highest votes will take over the position as Brgy.
Captain and it won by barangay Captain Leo I. Antonio and he
lead the Blocon for 18 years (1989-2007) continuous development
focus to Infra-projects, Peace and order and unity. He also mold
and oversee 3 young leaders during his leadership years when there
is an election for KB and SK, namely; Alex Acuna – 1992-1996
KB chairman; Alex Evangelista – 1996-2002 SK Chairman; and
Joemar Obach – 2002-2007 SK Chairman. And during his reign
also he started the Barangay Anniversary celebration on September
21, 2000.(It was then recorded as the 1st Barangay Anniversary
Celebration).
October 29, 2007 there was a synchronized brgy.and sk
election and the Leadership was took over by Gabriel Brieta who
won the election. He continue the development for progress with
the help of his allies from the council many project and programs
being implemented like the new Barangay Hall, farm to market
roads, solar drier, brgy, site…health center and many more which
until today people of barangay Blocon embraced the said
DEVELOPMENT.

Based on the above table; it indicates that the barangay faring its best in
the Health & Nutrition section which formulates zero proportion.
Meaning the barangay perform well in caring 0-5 years old children,
women pregnancy, and no indications of malnourished children from 0-5
years old. It also shows that the access of drinking water with in the
barangay is safe.

 Both table shows, that NO children in the barangay aged 0-5 years
old are malnourished even across puroks/sitios and in both sexes.
 It also indicates that, NO children in the barangay aged 05 years
old died during the past 12 months.
 And it also cited, based on the CBMS survey of 2017 for the past
12 months, NO women in the barangay died due to the child birth
or pregnancy-related complications.

 Table 3-5, shows that the majority households’ main sources of safe
water was the Shared tubed/piped deep well. But the above
detailed cited the following sources of safe drinking water of the
household living in the barangay.

 Cited also that No stated data that households have no access to
safe water in the area, meaning all sources of water are safe.

 Table 4-5, shows the kinds of toilet facility do the household used
in the barangay.
 Based also on the table, the result of the survey, there are only
0.73% or only 3 households have no access to sanitary toilet
facility in the barangay because of the lack of space and these
households members are belong to the squatters settlers.

 Table shows the number of children living in the barangay who are
not attending school in elementary and Secondary School ranging
from years old to 16 years old.

 It only shows that there are few parents who can’t afford to send
their children in school based on the basic needs and criteria for
sending children in school and factors also assess to interest of the
children in going to school, even we lived to the principle that
studies are free to all and it is the right of every children to have a
basic education.

 Only 1 Household in the barangay live in a makeshift housing


based on the CBMS survey of 2017 shows in the above table 5-5.

 Out of 409, only 8 households in the barangay are classified as


informal settlers, it was shown on the table 5-5 that out of the total
population there are 27 individuals composed of 18 males and 9
females.

 The primary sources of employment and livelihood in the barangay


are the farming for only seasonal, depends on the crop season. And
animal raising for livelihood.

 The above data’s shown on the table above (table 9-5) shows the
result of members in a labor force and residents who are
unemployed.

 Table 8-5 shows the numbers in the barangay have income below
the poverty threshold, income below food threshold, and
experienced food shortage, based on the cbms census of 2017…
which has an impact to the economy growth of the barangay that
need an attention for the betterment of the future.

Brgy. Vision and Mission Statements

VISION STATEMENT:

“BY 2023, BARANGAY BLOCON WILL BECOME THE DYNAMIC


ECO-TOURISM AND INTEGRATED FARMING IN THE MUNICIPALITY
OF MAGSAYSAY.”

MISSION STATEMENT:

“We, competent leaders and volunteers, the people and the


barangay as awhole are committed to work harmoniously in the
transformation of the barangay into ECO-TOURISM and INTEGRATEDLY
PRODUCTIVE AGRICULTURE that will improve economic activities
catering the needs of our people. We will exert more effort to make our
fellow constituents to be God-loving, environmentally friendly, productive
and disaster-resilient with increased trust with the local government who
provides sufficient utilities and infrastructure and to protect and guide
the people with transparent, efficient, effective and gender-sensitive
governance.

MAJOR DEVELOPMENT GOALS AND OBJECTIVES:

 Sourced-out external funds for various developmental


infrastructure projects of the BLGU, re; Daycare Center Building,
Concrete Farm to Market Roads, Public Comfort rooms, Health
Center Facilities & Equipments.
 Provide BLGU equity sharing on development programs and infra
projects.
 Revise, formulate and implement ordinances, policies, programs,
projects and activities that increase economic activities and
revenue generation.
 Provision of Livelihood projects.
 Formulate enabling support ordinances & policies and intensify
campaign on environmental protection and rehabilitation.
 Increase adopters in Integrated farming system including but not
limited to Rice, Vegetable and other high-yalued Crops Production
 Peace & Order and Public Safety support programs
 Participatory people empowerment and partnership in good local
governance thru provision of trainings, capacity development,
information advocacy and re-direction of moral values.
