Rabies is a zoonotic viral disease caused by a highly contagious and infectious
pathogen, Lyssavirus, which affects the central nervous system of all warm-blooded animals
including humans. Dogs are the principal reservoir of rabies virus, approximately 97% of human
cases resulted from dog bites. The most cost effective measure against rabies infection is
through vaccination of dogs.
As of 2018, the estimated total number of dogs in the province reached 76,655 heads.
According to the DOH, to break the chain of animal rabies cases, there is a need to vaccinate
the target 70% of the projected total dog population or a total of 53,659 heads, for a number of
years and maintain a zero animal rabies cases for three (3) consecutive years to be considered
a rabies-free province. An inventory of the whole Province’s (including the municipalities) animal
rabies vaccine resources last year reached a total of 3,083 vials (10 dose per vial) setting a
vaccination coverage of 49.00%, or a total of 30,830 heads of dogs were vaccinated. There is a
need to fill the gap of 2,283 vials between the inventory of vaccine resources and the projected
need to achieve a 70% vaccination coverage (or 53,659 heads).
Relative to the above scenario, non-maintenance of cold chain management and
insufficient animal rabies vaccine supply in local government units resulted from a number of

factors including non-advocacy of LCEs to Rabies Laws (not a priority program), insufficient
fund support, absence of cold storage equipment in LGUs, no support for Rabies program, and
lack personnel for Rabies Prevention and Control in LGUs. This problem abound the province’s
advocacy in the prevention and control of the disease, thus, the occurrence of animal and
human rabies resulted to human and animal rabies deaths.

Justification and Benefits:


With the uprising number of animal rabies cases and human rabies fatalities and the
recent shortage in human rabies vaccine in the country, the Bureau of Animal Industry (BAI)
encouraged Local Government Units (LGUs) to strengthen the enforcement of RA 9482, known
as the “Anti-Rabies Act of 2007”, which mandates all national and local government agencies to
implement the rules and regulations of this law. One of the strategies is to intensify mass dog
rabies vaccination to reach at least 70% vaccination coverage in each respective area in order
to eliminate the dreadful disease.
In Compostela Valley Province, rabies remains a public health problem. Statistics show
that this province has 66.67% positivity rate or two (2) positive from 3 (three) samples
submitted. For the record, the number of animal rabies cases and human death toll increased
beyond threshold levels as presented by the Department of Health (DOH) in a contingency
planning activity set last year.
Proportionate with the provision of the cold storage equipment is the procurement of
large amount of viable rabies vaccines needed to vaccinate the targeted 70% of the total dog
population to break the chain of rabies cases in animals, thus the expected outputs are
increased vaccination coverage of animals in the barangays, increased number of dogs
vaccinated province-wide, and larger number of potent rabies vaccines stored.

Project Description/Major Components:


The project is a 1-year activity implemented as prescribed purposely to vaccinate 70% of
the province’s total dog population. The projects components include: procurement of 2 cold
storage equipment, procurement of animal rabies vaccines (5,366 vials), training of vaccinators
from LGUs, conduct of IECs, and vaccination of dogs province-wide for the whole duration of
the project.
Program Management and Organization:
The project shall be implemented as prescribed by the Provincial Rabies Control
Coordinating Committee and Anti-Rabies Taskforce, initiated by the Provincial Veterinarian’s
Office, Provincial Health Office, and in coordination with the line agencies such as the
Department of Health, Department of Agriculture-Regional Field Unit XI (DA-RFU XI), Municipal
Local Government Units, and the Non-Government Organizations. It involves the conduct of
strategic activities to address animal rabies concerns alongside with rabies health hazards
inflicted by dogs in human.

Relative to the implementation of the provincial animal rabies prevention and control
program’s massive vaccination of animals, especially dogs and cats, the expected outcome of
the project includes achievement of targeted 70% animal vaccination coverage, and zero rabies
cases in dogs. Responsible Pet Ownership shall be promoted in all sectors of the society
accounting to a stray dog-free environment resulting to zero dog related accidents, and eventual
eradication of animal rabies in the province, and a Rabies-free Compostela Valley Province.
Monitoring and Evaluation:
The Provincial Veterinary Office – Animal Health and Regulatory Division, specifically
the Animal Rabies Prevention and Control Program Team (PVO-ARPCP) headed by the
Program Coordinator shall conduct a monthly monitoring and evaluation activity province-wide
to assess the impact to the environment and suggest measures to further improve the project

Cost Recovery and Sustainability:
The inclusion of the project in 2019 AIP is vital and necessary to support the policy of the
state to protect the right to health of the people and achieve zero-rabies cases.
