 Loading rate should be reduced to a manageable level to allow the receiver to top off
tanks safely;
 Do not use compressed air to clear fuel lines for low flash point liquid cargoes;
 Do not transfer any other liquids using potable water hoses;
 Pre-use, flush potable water lines through to clear any residues;
 Consider use of self-sealing weak link couplings in the hose string;
 Avoid the use of heavy sections of reducers or connections at hose hands.

In any case, any bulk transfer operation should only take place after all personnel involved are
clear on their roles and responsibilities, especially those persons monitoring tank levels and
setting lines. Where hydrocarbons and brines are being transferred, consideration should be
given to the use of a formal check to ensure the lines are confirmed as correctly yet.
The following information should be requested by the receiver of the product:
 Confirm type and quantity of product to be discharged and order of discharge;
 Estimated pumping rate for each product;
 Length of warning/estimate of time required to stop;
 Whether stop will be initiated from vessel or installation;
 Emergency stop procedure established;
 Confirmation that the liquid bulk lines can be drained back to the vessel’s tanks where
necessary, by gravity only;
 Material safety data sheets (SDS) for the product to be loaded must be made available
to the Master prior to commencement of operations.
Bulk Transfer Checklist should be carry out before starting bulk cargo transfer operations in
port and offshore.
See Appendix 11 – Bulk transfer checklist, for dry and wet bulk cargo.

9.11.2. Bulk Transfer Operations In Port


Prior to the start of any bulk transfer operations, a cargo transfer plan should be prepared and
agreed with the other persons responsible for the pumping or reception of the product.
This should include:
 Products to be loaded;
 Tanks to be used;
 Load/discharge rates required/possible;
 Procedures for topping off tanks;
 Procedures for emergency stops;

Prior to start the operations, the following checks are to be carried out:
 All external hot works have been stopped and hot work permits revoked if a
hydrocarbon based product is to be loaded;
 Loading/discharge line and tank valves are correctly set;
 If more than one product is to be loaded/discharged simultaneously, ensure that
correct hose is fitted to appropriate coupling;
 Check condition of loading/discharging hoses;
 Ensure moorings are maintained such that no strain is imposed on the hose(s) by vessel
movements;
 Ensure there is sufficient scope of hose deployed to cope with any ranging of the vessel
on the quay;
 Establish communications routine with other party;
 Prove vessel’s tank level monitoring system. Manual verification checks of the level
monitoring system should take place during loading of liquids, especially when loading
to near capacity of individual tanks;
 Ensure a watchman, with suitable communication equipment, is on duty at the deck
manifold;
 Complete and sign off any relevant company safety check list or dangerous goods
safety checklist;
 If fuel or oil based fluids are to be loaded, ensure that appropriate connections (i.e.
Avery Hardoll) are fitted. Fuel should not normally be loaded using screw couplings
(WECO type ).

Pollution prevention equipment as per vessel’s SOPEP/SMPEP are to be immediately available


and, where required, in place.
Drip trays, fire hoses, fire extinguishers, test equipment for gas concentrations, explosimeter
are to be immediately available and in place, where required;
“No Smoking” signs should be prominently displayed and no smoking conditions imposed.

9.11.3. Bulk Transfer Operations at Sea


Generally at sea each installation or vessel shall use specific checklists. In addition it is
recommended that the transfer shall not take place in marginal weather conditions.
The bulk transfer operation shall be performed according to a Work Permit and a Risk
Assessment.
A Toolbox talk shall be carried out before starting with the operations.
The following procedure should be used prior to and during any transfer offshore of bulk cargo
to or from the vessel.
Installations should ensure that:
