2. INTRODUCTION

The plant is located in the town of Chamchamal, which is located about 60 Km to the west of
Suleimanya city.

MGH has signed a contract with the Ministry of Electricity in Kurdistan Region to build SGPS with
a Capacity of 1500 MW on basis BOO (Build,Operate and Own). Work Started at site early 2008.
In the first and second phases (simple cycle), eight Frame-9E gas turbines were installed and
operated to produce 1000 MW and the contract for the simple cycle was signed with the
American Company GE and the German Company ABB.

As the Third Phase of the project, MGH started converting SGPS into a Combined Cycle with
additional 500 MWs capacity, by utilizing the gas turbine exhaust heat emissions to produce
steam in Heat Recovery Steam Generators (HRSG), which will used to generate electricity in two
steam turbines. This process increases the production efficiency without using extra fuel. It also

reduces the amount of CO2 emissions and frees the environment from combustion emission.
After the completion of the combined cycle, the plant capacity will be upgraded to 1500 MW.
It is worth mentioning that Sulaymaniyah power station is designed to operate on two types of
fuel, the prime fuel (natural gas) and secondary fuel (diesel).

The main parts of the Combined Cycle are:


- 9E gas turbines manufactured by the American company (GE).
- The steam turbines of the type (C7) manufactured by the American company (GE).
- Boilers(HRSG) of Belgian company (CMI).
- Air cooling systems from the German company (Enexio).
- The main and subsidiary transformers of the French company (Alstom).
- The main control system of the American company (Emerson).
- Gas pressure reduction system from the German company Bilfinger-Rotring.

The substation accompanying the plant is 132 KV for a Simple Cycle and a 400 KV for the
combined cycle, both were supplied by the Swedish company ABB and the power is transferred
from the station site via fourteen high voltage lines connected to the national grid in the
Kurdistan region.

3. PURPOSE AND SCOPE

3.1. Purpose

As the Warehouse System has not been established at current stage of mobilization for ECP
Project, the purpose of this preliminary procedure is to define responsibilities, activities,
documentation, requirements and the organization with respect to issue and inspection of
Construction Tools and Equipment (CTE).

This procedure is intended to outline procedural requirements to manage CTE at site based on
current site conditions and available site organization. The objective is to prevent any incident
caused by failure to manage CTE utilized at work sites.

Detailed CTE Management procedure will be issued with the Warehouse Procedures and will
supersede this preliminary procedure, upon approval and issuance.

3.2. Scope

This procedure applies to SGPS ECP project worksite and locations

4. RESPONSIBILITIES&ORGANIZATION

4.1. Management Responsibilities


It is management's responsibility to provide a safe working environment and proper tools and
equipment for the employees of the project.
4.2. Supervisor
 Ensure temporary storage/storages are available at site.
 Ensure proper CTE is available for each type of work to be performed by crew.
 To check working areas if proper CTE are used.
 Ensure electrical hand tools are inspected and color coded by Electrician monthly

4.3. Foreman
 Ensure CTE are in good condition before issuing to crew.
 Ensure crew are using correct tools for their task
 Ensure electrical hand tools are color coded.
 Ensure CTE are returned to temporary storage end off every shift.
 Ensure crew has experience CTE for assigned task.

4.4. Electrician
 Perform monthly controls for electrical operated hand tools (not battery operated
tools).
 Keep record of his monthly checks and color codes electrical operated hand tools
(not battery operated tools). See Attachment 1 “Electrical Hand Tool Inspection
Record”

4.5. Employees

 Return CTE back to Temporary Storage end of every shift.


 Does not use any damaged CTE and inform foreman directly
 Use proper CTE for his task.
 If any CTE damaged during his task immediately informs his foreman.

4.6. Safety Health and Environmental (SHE) Department


 Perform training, if required.

 Visually check CTE on site.

5. PROCESS FLOW
 Foreman identifies CTE required for his work crew and submit requests
 Supervisors will prepare orders for the CTE and obtain Construction Manager
approval
 Local Buyer will source and purchase the required CTE locally (from Basra)
 Upon delivery, the CTE will be issued to Foreman to execute the work
 For electrical operated hand tools, designated Electrician will checks the CTE upon
receiving before they are issued to the Foreman to be used at site
 For other type of CTE, they are directly issued to the Foreman to be used at site
 Foreman is responsible for safe keeping the CTE, inspect the CTE before they are
issued for use on daily basis, as well as maintaining the CTE as required
 Workers are responsible for correct usage of the CTE and report to Foreman in
case any failure or damaged on the CTE
 Supervisor and SHE officer will also conduct checks on conditions and correct
usage of the CTE on regular basis
 Workers will return the CTE to Foreman at end of work shift for safe keeping in a
temporary storage container or box

6. TOOL / EQUIPMENT INSPECTION / AUDIT

Independent inspection to be performed weekly by a Team consisting of a Craft Foremen,


Electrical Foremen and an HSE Officer. All faulty tools / equipment to be collected / stored for
repair and locked in closed container. Electrical Foremen to ensure all electrical equipment is
properly coded for use; otherwise collected and stored in locked container until proper
inspection / repair can be performed.
