1.

General
PT. Semen Tonasa, in this case Litbang technique Ministry, is planning to build Coal Unloading
System and Coal Open Yard in Bulu Cindea village, Bungoro subdistrict, Pangkep regency, South
Sulawesi Province, Indonesia.
The facilities of fuel unloading ( coal) as the support of this operational activity, PT. Semen
Tonasa will increase, especially after new cement plant and new power plant were made.

The second jetty which had been built since 1996, no longer capable for coal unloading which
worked as a helper in the process of cement maker. Since that time, there must be lack of coal
supply and back material after the new factory will work and the 965.000 tons of coal in new
power plant.

For more effective and more efficient to manage the coal, it needs an open coal storage (open
yard) with 150.000 tons capacity and coal handling process in the new jetty with >1000
tons/hour capacity.

2. Purpose and Objectives


The Job Objectives of “Coal Unloading System & Coal Open Yard” is to build a new Jetty, coal
handling facilities, the open yard facilities, and coal transport device with its mixing facilities.
After knowing the definite of the second jetty capability, we have got a recommendation from
our consultant for a construction and the coal handling in the Jetty, so that project can support
PT Semen Tonasa operational activity overall.

The upgrading PTST team and the relevant work units are going to do a commissioning as
the job scope which being done.

3.2 Preparation of Report


The Contractor must make and hand over the reporting system works implementation :
a. Weekly report ( daily backup), 2 (two) duplicates
b. Monthly report, 3 (three) duplicates
c. Final report, 3( three) duplicates

Each of the reports includes :

 The achievement of field implementation progress


 Description number , the qualified workforce and equipment with the used material
 The results of field work with the table, chart/curve. Picture and the other supporting
information
 Pictures of field implementation
 The other related to the implementation work which must be report

The additional explanation for the final report :

Final report contains the results of the work already done according to the contract.

3.3 presentation of results


Contractors/vendors must present their job results and doing by-work if it is necessary.

4. Specification of mechanical and electrical equipment


This equipment specification includes all the materials, tools, supervision and transportation
design, drawing detail, fabrication, erection, commissioning test, and equipment delivery. The
equipment needed such as :
 Coal unloading System
i. Coal particle size 475 µ
ii. Coal density 0.8 ton/m3
iii. Capacity > 1000 ton/ hour

 Transportation (Belt Conveyor)


i. Capacity : 1000 ton/hour

 Mobile Stacker
i. Capacity : 1000 ton/hour

 Portal scrapper (ex reclaimer Tonasa IV)


i. Capacity : 500 ton / hour

 Bridge Scrapper
i. Capacity : 500 ton / hour

5. Implementation period
The implementation period that has been given to finish all the project work is max 13 (thirteen)
months calendar include the final report and presentation

6. Safety and security


Contractors/vendors must have the K3 system by themselves which are coordinated with
Tonasa K3 side.
For the safety, contractors must have the adequate and standards equipment and safety
procedures that apply in the Tonasa.
Contractors must provide adequate security personnel and always being coordinated with
security side of Tonasa during the project.

7. Environmental Cleanliness
Contractors must keep the work site free of waste materials and trashes during the project work
include cleaning the construction equipment
The waste of materials and trashes must be collected at a place approved by supervisor and
being transported to landfills
The trashes including the B3 cesspool categories, must be separated and specifically dealt with
the coordination of Tonasa staff.
The activity which has potential to cause environmental damage must be prevented, except it
has been coordinated by supervisor.
