ADM Abu Dhabi Municipality

ADWEA Abu Dhabi Water & Electricity Authority.

ADSSC Abu Dhabi Sewage Service Company

ADDC Abu Dhabi Distribution Company (ADDC) is a subsidiary of Abu Dhabi Water & Electricity
Authority (ADWEA) and is responsible for distributing water and electricity in the emirate of
Abu Dhabi, excluding the Al Ain region.
AADC Al Ain Distribution Company (AADC) is a wholly owned subsidiary of Abu Dhabi Water and
Electricity Authority and is the sole distributor of water and electricity in Al Ain city and its
surrounding rural areas).

DEWA Dubai Electricity and water Authority (DEWA) deliver electricity and water across the Emirate
of Dubai
TRANSCO TRANSCO is a subsidiary of Abu Dhabi Water & Electricity Authority (ADWEA) and is
responsible for developing, operating and maintaining the High Voltage and Extra High Voltage
power transmission and bulk water transmission networks throughout the Emirates.

1 Introduction
1.1 Purpose
1.1.1 The purpose of this document is to specify the Functional, Performance and Interface requirements
ofthis
applicable to the provision of Mechanical, Electrical and Public Health (MEP) Services for Stage 2 &
3 of Etihad Rail project.
1.1.2 The Contractor shall design and install all MEP services necessary for operating and maintaining the
project facilities which shall include, but not limited to the following:-
a) Passenger stations and associated facilities such as car parks, pedestrian bridges, access ways
and the like;
b) Etihad Rail freight facilities;
c) O&M
0&M facilities including depots, marshalling yards, yellow plant facilities, signalling and
communication facilities;
d) Regional offices;
e) Wayside buildings including sub-stations, signalling and communication structures; and
f) Tunnel service buildings (or tunnel portal buildings).

1.2 Standards
Standards
1.2.1 The designs are to be produced to comply with UAE Local Codes and with International and
European Standards where applicable (and where UAE local codes do not conflict).
1.2.2 The Electrical Building Services Design shall be based on applicable standards, codes and
requirements of the relevant local electricity supply authorities having jurisdiction (ADWEA/ADDC,
DEWA and AADC as applicable) and relevant Standards referenced below.
1.2.3 All codes and standards used in each instance shall be the latest edition or issue, and the most recent
revision, amendment or supplement at the date of tender invitation.
1.2.4 The Contractor shall be responsible for obtaining all current copies of the standards and regulations
either directly from the local authority or from their respective websites as applicable.
1.2.5 In the event a condition is found that is not covered by these codes, regulations and criteria, the
Contractor shall refer the matter to the Engineer.
1.2.6 Where the requirements of more than one code or standard are applicable, or where there is a
conflict between different standards; the more stringent requirements shall prevail.
1.2.7 The MEP installations and related works shall additionally incorporate the requirements of the
relevant Authorities having jurisdiction including but not limited to:

Requirements.

2 Design Criteria
2.1 Mechanical

2.1.1 Outdoor Design Conditions
2.1.1.1 Ventilation, air-conditioning and equipment shall be selected and designed using outside conditions
as per ASHRAE; the outside conditions to be considered are as follows:-

2.1.2 Indoor Design Conditions


2.1.2.1 The Contractor shall follow the requirements specified in appendix A for internal temperatures and
humidity levels. [Appendix A].
2.1.3 Indoor Noise Criteria
2.1.3.1 Noise levels shall be in accordance with ASHRAE ‘Applications’
’Applications’ Chapter 47 or CIBSE Guide A
‘Environmental
’Environmental Design’ Chapter 1.
2.1.3.2 All air systems and supplementing equipment shall be carefully selected to maintain a noise level
within the conditioned spaces compatible with the type of occupancy of the spaces.
2.1.3.3 In order to reduce the noise generated by equipment to the specified levels, acoustic lining shall be
installed. Where unusual noise problems are encountered, such as for the air handling units, outside
air handling units and make-up air handling units, prefabricated sound attenuators shall be used.
The Contractor shall also consider the installation of sound attenuators and double skinned
construction for the fan coil units (FCUs) where the overall installation is expected to exceed the
specified noise levels.
2.1.4 Pipe Sizing
2.1.4.1 Pipes shall be sized in accordance with ASHRAE ‘Fundamentals’
’Fundamentals’ Chapter 36 or CIBSE Guide C Chapter
4 within the following parameters:-
a) Maximum velocity ≤S Ø50 ¢50 mm 1.2 m/s;
b) Maximum velocity > Ø50 ¢50 mm 3.0 m/s;
c) Maximum pressure drop 400 Pa/m; and
d) Average pressure drop 200 Pa/m.
2.1.5 Fresh Air Rate
2.1.5.1 Fresh air ventilation shall be provided in accordance with ASHRAE 62.1.
2.1.6 General Ventilation
2.1.6.1 Exhaust air ventilation shall be provided in accordance with ASHRAE 62.1.
2.1.6.2 Any non-standard processes requiring dedicated ventilation shall be subject to specialist design.

2.1.8 Local Exhaust Ventilation (Workshop Vehicle Fume Extract)
2.1.8.1 Any process requiring local exhaust ventilation (LEV) shall be provided in accordance with ASHRAE

2.1.8.2 Vehicle fume extract systems shall be in accordance with HSG258

2.1.10 Kitchen Ventilation


2.1.10.1 Any commercial kitchen shall have a dedicated ventilation system to meet ASHRAE ‘Applications’

2.1.11 Ductwork

2.1.11.1 Ducts shall be sized in accordance with ASHRAE ‘Fundamentals’

2.1.11.2 Ducts shall be designed and constructed in accordance with SMACNA or HVAC 144.
2.1.11.3 Motorized dampers and fire dampers shall be provided to air-conditioning equipment and duct work
to close the air path in case of fire. Fire dampers shall be provided where ductwork crossing fire
rated walls and the slabs in accordance with NFPA standards and local authorities’ requirements.
2.1.12 Air

2.1.13 Louvers
Louvers
2.1.13.1 Sand trap louver shall be provided on all air intakes and normal weather louvers for exhaust systems
in accordance with manufacturer’s recommendations and shall be located to avoid short-circuiting
with foul air from vents or extraction systems.

2.1.14 Cold Smoke Removal
2.1.14.1 All rooms with clean agent fire suppression shall be provided with a cold smoke removal system to
clear smoke in 15 minutes.
2.1.15 Equipment Heat Gains
2.1.15.1 The Contractor shall obtain the heat output of all equipment.

2.1.16 Staircase Pressurisation


2.1.16.1 Escape staircases shall be mechanically pressurised in accordance with NFPA 92A Standard and for
Smoke Control Systems Utilizing Pressure Differences as per UAE FLS Code Chapter 10.
2.1.17 Fabric Heat Gains
2.1.17.1 The Contractor shall obtain construction details from the Architect for each facility to calculate the
thermal transmission into the individual spaces.
2.1.18 Legionella Prevention
2.1.18.1 The air condition shall be designed to control legionella bacteria within the water systems as set out
in HSE L8:‘Legionnaires
L8:’Legionnaires Disease’.
2.1.18.2 The Contractor shall develop and implement a Legionella management plan for all water based
systems.
2.1.19 Lifts
2.1.19.1 Selection of equipment shall be based on standard sizes as stated in the BS EN 81-2 and BS EN 81.
Alternatively ASME A17.1 may be used.
2.1.19.2 The rated speeds in relation to the total time to travel between terminal floors for building types
shall follow the recommendations of Section 6 of BS 5655: Part 6, Table 4.
2.1.19.3 The quality of service shall achieve a minimum of ‘Very
’Very Good’ as identified within CIBSE Guide D
‘Transportation
’Transportation systems in Buildings’.

2.1.20 Escalators
2.1.20.1 Selection of equipment shall be based on BS EN 115-1 alternatively ASME A17.1 may be used.
2.1.21 Gas
Gas
2.1.21.1 For gas system installation and storage for local uses within the facilities, the Contractor shall ensure
selection and installation of components, parts and fittings including storage shall comply with the
international regulations and best practices i.e. Gas Safety (Installation and Use) Regulations 1998,
AD Environmental Agency - Technical Guidance Document for Storage of Hazardous Materials, UAE
Fire & Life Safety Code and equivalent British or European standards shall also be acceptable.

2.2 Electrical Services


2.2.1 Electrical Supply System Voltage.
2.2.1.1 The following supply voltages apply to the MEP electrical services:
a) 230/400 V, three phase AC, four wire, 50 Hz (LV distribution generally); and
b) Refer to MV Power supply and Distribution Technical Specification [4] for range of MV system
voltages applicable to this contract.

2.2.2 Electrical Protection and Grading
2.2.2.1 Protection systems shall be provided to protect and grade the electrical distribution system so that
faults are cleared by the protective device immediately upstream of the circuit fault.
2.2.2.2 The protection grading shall be applied from the point of supply to the terminal equipment of the
building or facility.
2.2.2.3 The protection systems shall coordinate with all upstream protection devices and comply with local
supply authority requirements.
2.2.3 Balancing of Electrical Loads.
2.2.3.1 The electrical loads shall be balanced evenly over three phases to a tolerance within 10%.

2.2.4 Voltage Drop.


2.2.4.1 The Contractor shall determine the final cable sizes to ensure that the LV system volt drop shall not
exceed 3% (for lighting circuits) and 5% (for other uses —– heating and power) as per BS 7671, of the
400 V 3-phase and 230 V 1-phase 50 Hz nominal voltage.
2.2.5 Power Factor Correction Equipment.
2.2.5.1 Power factor correction equipment shall be provided at each LV Main Switchboard (MSB) to
maintain lagging power factor (PF) at 0.95 (minimum).
2.2.6 Earth Leakage Safety Devices.
2.2.6.1 The Contractor shall ensure the earthing and bonding of equipment and the earth leakage devices
comply with the requirements of the current supply authority regulations to ensure there is no
danger to persons under fault conditions.
2.2.7 Earthing, Bonding and Lightning Protection.
2.2.7.1 The LV installations shall Comply with the earthing, bonding and lightning protection requirements
specified in the Common Specifications [1].
2.2.8 Cable Containment Systems
2.2.8.1 The works specified in this specification shall comply with the relevant sections and requirements
specified in the Common Specifications [1].
2.2.9 Electrical Cables
2.2.9.1 The electrical cables shall comply with the relevant sections and requirements specified in the
Common Specifications [1].
2.2.10 EMC requirements
2.2.10.1 The works specified in this specification shall comply with the relevant sections and requirements
specified in the Common Specifications [1].
2.2.11 Lighting Management System (LMS)
(LIVIS)
2.2.11.1 The project requires external area lighting extending across all depots, freight facilities, marshalling
yards, and service buildings associated to this project. The Contractor shall provide a lighting
management system at each of these facilities to achieve sustainable and positive energy savings.
2.2.12 Future Load growth / Spare Capacity
2.2.12.1 The Contractor shall provide spare space in each electrical room for future expansion as indicated
below. (These spare spaces shall be in addition to space occupied by any spare modules or circuit
breakers identified for future use).

a) Electrical LV switchrooms —– 10% spare circuit breaker and 20% spare breaker module spaces
on each main switchboard and sub-main distribution board and final distribution boards.
(These spare breaker requirements do not apply to ACB in MSB).
b) In addition to spare spaces on the switchboards, provide a minimum of 1200 mm extensible
spare space on each LV main switchboard bus-section without infringing on clearance spaces
to walls and other equipment.
2.2.13 Sizing of Electrical Equipment
2.2.13.1 A minimum of 25% future load growth shall be provided in all main and and sub-main cables and
electrical equipment including generators, UPS units, main switchboards, sub-main distribution
boards and final distribution boards.
2.2.13.2 Equipment rating shall comply with the following:-
a) Take into consideration the installation conditions and external influences, short circuit fault
levels and ratings of protection equipment.
b) Design all LV switchgear to maximum 85% load current utilization including spare capacity.
2.2.14 Safety Performance
2.2.14.1 The Safety performance of the electrical systems and subsystems shall be in accordance with the
Safety requirements in Exhibit “D”
”D” Part 1, Appendix 5 Systems Assurance [9].
2.2.14.2 The Contractor shall provide a safe and efficient supply and distribution system, left in a safe working
manner and fully operational including all conditional monitoring and automatic LV supply
restoration systems.

2.3 Public Health Services


2.3.1 Potable water
2.3.1.1 Potable water shall be designed in accordance with IPC handbook.
2.3.1.2 Demand assessment (sanitary fixtures) shall be taken from IPC Appendix E Table E103.
2.3.1.3 The supply, installation, testing and commissioning of the water recirculation and filtration systems
shall be performed by an approved specialist.
2.3.1.4 The exact system details shall be provided by the specialist in accordance with the actual water
quality at site and in accordance with the local authorities’ requirements.
2.3.1.5 The Contractor shall provide an automatic water disinfection system to monitor and control the
presence and growth of legionella and bacteria within the cold water storage and distribution
system and as required by DM and DEWA regulations.
2.3.1.6 The design, installation, testing and commissioning shall be performed by a specialist subcontractor,
and all system details shall be submitted for the Engineer approval before commencement of work.
2.3.1.7 The specialist shall also provide all required test reports prior to the system handing over.
2.3.1.8 The specialist shall be approved by DM and has a local experience of not less than 10 years.
2.3.1.9 The scope shall also include the supply of all chemicals for 12 months.
2.3.1.10 Where applicable, the Contractor shall coordinate with the kitchen specialist for the exact
requirements and connection details of the various appliances within café, kitchen, kitchenettes and
ofthe
servery areas.
2.3.1.11 The size and locations of the cold water connections to sanitary appliances and equipment shall be
provided as per the actual requirement provided by the specialist and shall be coordinated with the
equipment layout.

2.3.2 Grey Water
2.3.2.1 Grey water shall be designed in accordance with IPC handbook.
2.3.2.2 Demand assessment (sanitary fixtures) shall be taken from IPC Appendix E Table E103.
2.3.2.3 The water quality for the grey water shall meet the requirements of the authority having jurisdiction
(AHJ).
2.3.3 Hot Water Supply
2.3.3.1 Hot water systems shall be designed in accordance with ASHRAE A49 and the International and the
International Plumbing Code.
2.3.3.2 Hot water vessels shall be insulated as IPC Section 505.
2.3.3.3 The size and locations of the hot water connections to sanitary appliances and equipment within
café, kitchen and servery areas shall be provided as per the actual requirements provided by the
specialist and shall be coordinated with the equipment layout.
2.3.4 Legionnaire’s Disease Prevention
2.3.4.1 The Contractor shall make all previsions to ensure the risk of harbouring and spreading of legionella
pneumophila are eliminated.
2.3.4.2 Guidance in AD EHSMS RI —– CoP 12.0 Prevention and Control of Legionnaires Disease and UK Health
and Safety Executive (HSE) Approved Code L8 shall be adhered to.
2.3.4.3 Chlorine dosing and monitoring shall be provided to the domestic incoming water supplies.
2.3.4.4 The use of Ultra violet filtration to domestic supplies shall be required subject to water analysis for
all network supplies.
2.3.5 Sanitary and Waste Drainage
2.3.5.1 The systems shall be designed in accordance with IPC Chapters 7, 8, 9 and 10.
2.3.5.2 Drainage from kitchens shall be connected to grease interceptors with capacities as IPC Section
1003.
2.3.5.3 A fully ventilated two pipe sanitary plumbing system shall be provided to receive effluent from the
foul and waste water sanitary appliances in the buildings, the building sanitary drains shall comprise
of separate foul and waste water system, all sanitary appliances, domestic appliances floor drains,
etc., shall connect to the appropriate system which shall run to the exterior side of the building
footprint at the nearest convenient point terminating in a manhole for access.
2.3.5.4 Waste water shall be connected to sealed gulley traps prior to connection to the external manholes
and sump pits.
2.3.5.5 The waste water and minor fuel spillage from the fuel and generator rooms shall be collected via a
dedicated network and connected to an oil interceptor before being connected to the external
network.
2.3.5.6 The drain from the air handling units humidifiers shall be terminated into the nearest drain as
indicated on drawings via sealed gullies (waterless type seal) suitable for the humidifier drain
temperature, the Contractor shall refer to the humidifier manufacturer technical details for the
drain connection requirements.
2.3.5.7 Access points shall be provided throughout the sanitary drainage system at all changes of direction
and at each floor level to facilitate future maintenance.
2.3.5.8 Where applicable, termination of vent lines at the pavilion building shall be coordinated with the
façade
facade contractor/architect.

2.3.5.9 All U-PVC (and any non-fire-resistant materials) sanitary soil and waste pipes (except cast iron pipes)
passing through fire compartment walls or floors shall be provided with intumescent fire sleeves to
prevent fire spread.
2.3.6 Rain/Storm Water Drainage
2.3.6.1 The system shall be designed in accordance with IPC Chapter 11 (Storm Drainage).
2.3.6.2 Pipework shall be designed to achieve a minimum a 0.75 m/s self-cleaning velocity.
2.3.6.3 Roof drains shall be designed using a rainfall intensity effective of a 100-year return period and 5-
minute duration.
2.3.6.4 Roof drains open to atmosphere shall be collected through a gravity storm drainage system in
accordance with BS EN 12056 and shall connect to the external storm water network.
2.3.7 Compressed Air System
2.3.7.1 The compressed air system shall be designed in accordance with ASME 31.9 for systems operating
at pressure of 860 kPa (125 psig) or higher.
2.3.7.2 Compressed air outlets shall be based on actual manufacturer’s requirements; where this is not
available data from CIBSE Guide G ‘Public'Public Health Engineering’ Table 11.8 ‘Compressed
'Compressed air
requirements for non-medical equipment’ are to be applied.
2.3.7.3 Pipes shall be sized in accordance with ASHRAE ‘Fundamentals’
'Fundamentals’ Chapter 36 or CIBSE Guide C Chapter
4.
2.3.7.4 Breathing air shall be in accordance with ISO 8573 ‘Air
'Air Quality Classification’ Class 5.

2.4 Sustainability
2.4.1 General
General
2.4.1.1 All government-led buildings within the Emirates of Abu Dhabi are required to achieve a Pearl
Building Rating System (PBRS) of Two Pearls under the Estidama Pearl Building Rating System.
2.4.1.2 In locations where local regulations have not covered the aspects of green buildings, the design shall
comply with ESTIDAMA requirements for two pearls minimum.
2.4.1.3 Due to the nature of the facilities where the majority of the buildings can be classified as utility
buildings, the Contractor shall seek local authorities’ agreement on the aspects of Green Building to
be adopted for the design and construction works.
2.4.1.4 The Contractor shall liaise with the other members of the design team to select the appropriate
optional credits to achieve the required rating.
2.4.2 Statutory ESTIDAMA Requirements
2.4.2.1 Where facilities are covered by ESTIDAMA the Contractor shall comply with the following statutory
requirements as listed:
a) IDP-R3: Basic Commissioning;
b) LBi-R1: Healthy Ventilation Delivery;
c) LBi-R3: Legionella Prevention;
d) PW-R1: Minimum Interior Water Use Reduction;
e) PW-R2:
PW-RZ: Exterior water Monitoring;

f) RE-R1: Minimum Energy Performance;


g) RE-R2:
RE-RZ: Energy Monitoring and Reporting; and

2.4.3 Optional Credits


2.4.3.1 The Contractor shall select the appropriate optional credits to achieve the required Pearl rating.

2.4.4 Metering Requirements


2.4.4.1 The Contractor shall provide metering of energy and water consumption in line with the
sustainability requirements of the project; as a minimum the following are to be metered:
a) Cooling installations exceeding 20 kW;
b) Lighting distribution boards;
c) Power distribution boards;
d) Motor Control Centres with a load in excess of 10 kW;
e) Heat rejection water supply;
f) Process energy loads;
g) Process water loads;
h) Renewable energy;
i) Irrigation;
j) Ablution facilities (water);
k) Kitchens;
l) Lift and escalators;
m) Retail Areas; and
n) Water meter for facility as a whole.
2.4.4.2 The meters shall be open protocol such as BACnet, Modbus etc.; however, hybrid systems shall not
be allowed.
2.4.4.3 Meters shall be monitored through Building Management Systems.
2.4.5 Metering Data Requirements shall include:
a) Meters to be connected to the BMS
EMS system;
b) Monitor and Log real time, Hourly, daily, weekly, monthly and annual energy consumption;
c) Compare consumption for trend analysis;
d) Determine out of range values and alert building operators;
e) Record peak energy consumption for each end-use; and
f) Leak detection (water) and alarm notification.

2.4.5 Energy Consumption


2.4.6.1 All buildings shall achieve a minimum 12% performance improvement compared to the baseline
building performance demonstrated by an energy simulation model as outlined within Appendix G
of ASHRAE 90.1‘Energy
90.1’Energy Standard for Buildings Except Low Rise Residential Buildings’.
2.4.6.2 Additional energy improvements and strategies shall be identified and developed by the
Contractor’s Estidama design.
2.4.6 Renewable Energy
2.4.7.1 The Contractor shall consider renewable or low/zero carbon solutions as part of the sustainability
solution.

2.4.7.2 Where renewable energy is provided in public buildings (stations, admin offices etc) it shall be
integrated into the building envelope/facade.

2.5 Spatial Requirements


2.5.1 For spatial and access requirements the Contractor shall follow the anthropometric data within
the applicable BS Standards listed in section 1.2.
2.5.2 The Contractor shall lay out equipment and services to be accessible for operation, maintenance
and replacement and so as not to interfere with access to other equipment or other installations.
2.5.3 MCC shall be located adjacent mechanical plant rooms with direct and easy access from one room
to the other.
2.5.4 All pump, valves and gauges shall be positioned in accessible and visible location within plant
rooms.
2.5.5 LV, ELV and DC distribution equipment shall not be located in MV equipment rooms, unless is in
compliance with relevant safety and EMI codes and approved by Engineer.
2.5.6 The Contractor shall provide a minimum of 750 mm clearance behind main switchboards and a
minimum of 1.5 m in front of main switchboards or 2.5 m between switchboard fronts (in case of
two facing switchboards in the same room).
2.5.7 The Contractor shall provide sufficient access at the side of air handling unit and fan coil units to
allow coil and filter removal.
2.5.8 The Contractor shall consult with equipment manufactures and provide the necessary
maintenance access to all MEP plant.

2.6 Environmental Requirements


2.6.1 Unless specified elsewhere all plant and equipment shall comply with the Environmental Design
Criteria specified in the Common Specifications [1].
2.6.2 All mechanical, plumbing and electrical services shall be designed and constructed to resist the
effects of earthquake motions in accordance with UBC-97 or IBC-2009 and ASCE7, and as amended
by the building codes of the local jurisdiction.
2.6.3 The services supports shall incorporate the requirements of FEMA E74 ‘Reducing
’Reducing the Risks of Non
Structural Earthquake Damage’; FEMA 412 ’Installing
’lnstalling Seismic Restraints for Mechanical

2.6.4 The seismic zone shall be as detailed in the Common Specifications [1] — – Section 1.4.6, Table 2 on

3 Performance Requirements
3.1 Mechanical

3.1.1 Chiller

3.1.1.1 Chillers shall be either air or water cooled to suit the proposed sustainability solution.
3.1.1.2 The Contractor shall provide multiple chillers of sufficient output and quantity to ensure a minimum
of 75% of the design duty in the event of a single failure.
3.1.1.3 Where water cooled chillers are utilised the induced draught cooling towers shall be provided to
match the chillers.
3.1.1.4 The Contractor shall consider thermal energy storage as part of the sustainability solution to reduce
ofthe
the peak load.
3.1.1.5 The Contractor shall provide primary and secondary circulating pumps to ensure a minimum of 75%
of the design duty in the event of a single failure.
3.1.1.6 Secondary pumps shall be selected to vary the water flow to suit the system demand.
3.1.1.7 A suitable dosing system shall be provided to facilitate correct water treatment for the chilled water
systems.
3.1.1.8 The Contractor shall provide break tanks of suitable capacities and pressurization units to prevent
back flow and positive supply into the system.
3.1.1.9 Dirt and air separators shall be provided for each chilled water system.
3.1.1.10 Refrigerants used shall be zero ozone depletion potential (ODP)(GDP) and low global warming potential
(GWP).
3.1.1.11 Refrigerant leak detection shall be provided.
3.1.1.12 Automatic refrigerant pump down system shall be provided to each system.
3.1.1.13 A dedicated chiller plant control system shall be provided to control and monitor the operation of
the chilled water plant.
3.1.1.14 Flow switches shall be provided in the chilled water connections to each chiller.
3.1.1.15 Flow switched shall be interlocked with the chillers’ own controller.
3.1.1.16 Operation of the chiller shall not be permitted without proper flow being established through the
chillers. The same is applicable to all other proving circuits (i.e. chiller safety interlocks).
3.1.1.17 Apart from the flow switches mentioned above chiller operation shall not be permitted unless the
chilled water pump is operational and the motorized control valve is fully open.
3.1.1.18 Chilled water pump operating mode selection switch shall be provided on MCC for the chilled water
pumps. The Contractor shall provide sufficient temperature, flow and pressure instrumentation to
ensure the correct and safe operation of the chilled water system.
3.1.1.19 Isolation valves must be provided in the supply and return pipes around the chiller and pumps to
allow for maintenance.
3.1.1.20 Potable water shall not be used for cooling tower make up unless this has been agreed with the
authority having jurisdiction (AHJ).

3.1.2 District Cooling


3.1.2.1 Local or central chilled water plant shall be provided to each facility.

3.1.2.2 The Contractor shall provide, a suitable space for the installation of the district cooling system ETS
equipment including space for the service lines, interconnecting pipes as well as floor drain and
fresh water piping.
3.1.2.3 The Contractor shall install an Energy Transfer Station (ETS) at each facility with district cooling.
3.1.2.4 The Contractor’s scope of works shall include the primary pipes from the main isolation valves,
supplied by the district cooling provider. The primary pipes are to be located within the building’s
boundary.
3.1.2.5 The Contractor shall comply with the installation, testing, commissioning and connection
procedures of the district cooling provider.
3.1.2.6 The Contractor shall be responsible for the initial filling of the internal chilled water system.
3.1.2.7 The energy meter shall be provided by the district cooling provider; however, this shall be installed
by the contractor.
3.1.2.8 The Contractor shall be responsible for liaising and co-ordinating with the district cooling provider
and be responsible for all costs associated with the connection.
3.1.3 Building Energy Transfer Station (ETS)
3.1.3.1 An Energy Transfer Station shall be provided to each building provided by central chilled water.
3.1.3.2 The chilled water Heat Exchangers shall be of sufficient output and quantity to ensure 75% of the
design duty in the event of a single failure.
3.1.3.3 The Contractor shall provide circulating pumps of sufficient output and quantity to ensure 75% of
the design duty in the event of a single failure.
3.1.3.4 Pumps shall be selected to vary the water flow to suit the system demand.
3.1.3.5 A suitable dosing system shall be provided to facilitate correct water treatment for the chilled water
systems.
3.1.3.6 Packaged pressurisation, deaeration, expansion and filling may be installed in lieu of individual
components.
3.1.3.7 The Contractor shall provide sufficient temperature, flow and pressure instrumentation to ensure
correct and safe operation of the chilled water system.
3.1.3.8 A safety relief valve shall be located between the isolation valves at each heat exchanger in order
to prevent overpressure during shut downs.
3.1.3.9 Safety valves shall be sized for thermal expansion at design load conditions and the set pressure
shall be consistent with the pressure class of the heat exchanger.
3.1.3.10 The secondary chilled water flow temperature shall be controlled by a 2-port control valve on the
primary side of the chilled water heat exchanger which is modulated by the BMS to achieve the
desired set point.
3.1.3.11 Isolation valves shall be provided in the supply and return pipes on the heat exchangers and pumps
to allow for maintenance.
3.1.3.12 A strainer is required at the inlet of the heat exchanger(s) to protect it from any suspended particles
ofthe
and debris.
3.1.3.13 The strainer element shall allow for cleaning without being dismantled.
3.1.3.14 Pressure and temperature gauges shall be provided on all connections to and from the chilled water
heat exchanger.
3.1.4 Chilled Water Distribution
3.1.4.1 All cooling coils shall be fitted with isolation, drain, vent and balancing valves to allow proper
operation and maintenance.

3.1.4.2 Isolation and balancing valves shall be provided to each chilled water circuit.
3.1.4.3 To make use of energy saving and the variable speed pumps 2-port control valves and automatic
pressure balancing valves shall be utilised.
3.1.4.4 Variable flow systems shall be designed in accordance with good practice guidelines (CIBSE —– KS7,
BSRIA —– AG16.)
3.1.4.5 Drain valves shall be installed at all low points and automatic air vent at all high points.
3.1.4.6 Water pipework shall not be routed through electrical, UPS, IT, Comms, signalling and control
rooms.
3.1.4.7 Chilled water shall be provided to air handling units, rooftop package units, CRAC units and room
terminals to suit the Contractor’s design philosophy.
3.1.4.8 All external chilled water pipework shall be pre-insulated complete with leak detection system and
installed in accordance with the manufactures recommendations.
3.1.4.9 In the event of individual chiller failure causing a reduction in cooling capacity the distribution
system shall be able to prioritise critical loads to maintain the operation of the facility through the
switching of control valves.
3.1.5 Air Conditioning
3.1.5.1 The Contractor shall propose suitable air conditioning devices for each room/space.
3.1.5.2 Chilled water shall be utilised as the cooling medium; however local DX cooling can be used for small
remote buildings.
3.1.5.3 Air Handling Units for air conditioning to be complete with mixing box, filters, cooling coil and supply
fan.
3.1.5.4 Fans over 1 m³/s
m3/s shall be complete with variable speed drives.
3.1.5.5 Attenuators shall be provided on intake, exhaust, supply and return connections to meet the
required room and external noise criteria.
3.1.5.6 If a combined air conditioning and fresh air unit is proposed, then the requirements for fresh air
shall be applicable (as detailed elsewhere).
3.1.5.7 Toilets, ablution and store rooms shall not be directly conditioned and shall rely on makeup air from
adjacent conditioned spaces to achieve the design criteria.
3.1.5.8 Heating shall not be provided to any space unless specifically stated elsewhere.
3.1.5.9 Reheating of fresh air to achieve the required humidity levels shall be included as required.
3.1.5.10 The air conditioning system shall automatically operate under the dictates of a temperature sensor
which shall be connected to the BMS EMS system.
3.1.5.11 Air conditioning devices shall not be visible, apart from plant space areas.
3.1.5.12 Air conditioning devices shall be mounted and located to allow easy and safe maintenance access.
3.1.5.13 Air conditioning of IT, communications and signalling equipment rooms shall be provided by close
control AC units (CRAC).
3.1.5.14 Operational control, Comms and signalling rooms shall be provided with combined chilled water
and DX coil units.
3.1.5.15 Standby air conditioning shall be provided in critical rooms to meet the requirements of the RAMs
target in Exhibit “D”
”D” Part 1, Appendix 5 Systems Assurance [9].
3.1.5.16 Fans within air handling and air conditioning units shall shut down during a fire condition.
3.1.5.17 Drip trays shall be provided under all air condition equipment located in electrical rooms.

3.1.6 Evaporative
Eva porative Cooling Systems
3.1.6.1 The Evaporative Coolers shall be packaged units containing pumps (including 1 standby), motorized
water valve, water tank with High-Level & Low-Level limit switches (sensors), Centrifugal Fan with
motor and V-belt, Humidity Sensor and local control panel housing micro processing controls
equipment.
3.1.6.2 The evaporative coolers shall be controlled by an integral control module configured to maintain
the required environmental conditions.
3.1.7 Variable Refrigerant Flow (VRF) Air Conditioning System
3.1.7.1 Variable Refrigerant Flow Type Air Conditioner shall consist of one outdoor unit and multiple indoor
units, each having capability to cool independently of requirements of the rooms.
3.1.7.2 The compressor shall be equipped with an inverter controller which will enable it to reduce to a
minimum load of 4% of the maximum total installed capacity.
3.1.7.3 The outdoor unit shall be suitable for mix-match connection of the following models:
a) Wall mounted type
b) Slim ceiling ducted type with drain pump(s)
c) Ceiling ducted type
3.1.7.4 The condensing unit shall be designed to operate safely when connected to multiple fan coil units
which have a combined operating nominal capacity varying from 5% to 100% of nominal
compressors capacity.
3.1.7.5 The noise level shall vary between 54 to 66 dBA measured horizontally 1 m away and 1.5 m above
ground.
3.1.7.6 The Compressor shall be able to vary the load from 4% to 100% of its normal capacity.
3.1.7.7 Aero fitting grille shall be used to minimize noise emission from the unit.
3.1.7.8 The condenser airflow fan shall be automatically regulated with eight (8) steps capacity reduction
according to the condensing pressure detected on the condenser side, to provide better part load
efficiency.
3.1.7.9 Combination ratio (Indoor / Outdoor) shall be ranging from 130% to 200%. This ratio is dependent
on the amount of single module at the outdoor unit.

3.1.7.10 Each Fan Coil Unit shall be of the ceiling mounted type, or ceiling ducted type, or ceiling suspended
type, ceiling mounted cassette corner type, or wall mounted type or floor mounted type as specified
in the drawing.
3.1.7.11 Each Fan Coil Unit shall be equipped with a self-diagnosis remote controller and having the features
of setting of room temperature (with digital indicator of room temperature), timer, air discharge
direction (for cassette units), fan speed selections, self-diagnosis circuit with malfunction code
display.
3.1.7.12 The address of the Fan Coil Unit shall be set automatically in case of individual and group control.

3.1.7.13 The refrigerant circuit shall include an accumulator, liquid and gas shut off valves solenoid valves
and an electronic expansion valve. All necessary safety devices should be provided to ensure the
safety operation of the system.
3.1.7.14 The following safety devices shall be part of the condensing unit. High pressure switch, fuse,
crankcase heater, fusible plug, over current relay for compressor, thermal protectors for compressor
and fan motors, recycling guard timer.
3.1.7.15 Unit shall be equipped with an oil recovery system to ensure stable operation with long refrigerant
piping (system installing with oil traps is not acceptable).
3.1.7.16 Computerised PID control shall be used to maintain a correct room temperature with minimum
power consumption.
3.1.7.17 Control System should be able to expand utilising the following optional centralised equipment:-

3.1.10.1 Cold smoke clearance systems shall be provided to rooms provided with gaseous fire extinguisher

3.1.10.2 Smoke control shall be controlled by individual fireman’s control switched located at the Fire Control
Point for each system or item of equipment to be controlled.
3.1.10.3 Fireman’s control switches shall include all control switches and status indication as required by the
Local Authorities.

3.1.10.4 Motorised smoke dampers shall be provided to ducts penetrating walls of any room fitted with a
gas suppression system to prevent the escape of gas and shall close upon activation of the fire
suppression system.
3.1.11 Local Exhaust Ventilation (Workshop Vehicle Fume Extract)
3.1.11.1 Any process requiring local exhaust ventilation (LEV) shall have local ventilation to protect the user.
3.1.11.2 All facilities with workshops containing vehicles within an enclosed space undergoing either
maintenance or repair shall have vehicle fume extract systems installed as per sections 2.1.8 and
3.1.10 of this specification.
3.1.11.3 LEV shall be provided by dedicated exhaust systems with flexible arms which can be positioned by
the user.
3.1.11.4 The extraction fan, hose reels and ducting are to be sized to comply with HSG258 Controlling
airborne contaminants at work: A guide to local exhaust ventilation (LEV).
3.1.11.5 Located at high level each extraction point shall be an all metal spring recoiled retractable exhaust
hose reel, powder-coated mild steel with no composite parts.
3.1.11.6 The hose reel shall be completed with 125 mm diameter 170 °C high temperature crush resistant
exhaust extraction hose (length determined by building height).
3.1.11.7 The hose reel shall be completed with a REG 125-160 mm commercial rubber/steel clamp-on type
nozzle for connection to vehicles.
3.1.11.8 The nozzle is attached to the exhaust hose via an angled pipe to facilitate connection to the exhaust
pipe of the vehicle and is equipped with a vise grip in order to strengthen the connection with the
exhaust pipe.
3.1.11.9 The nozzle shall be equipped with a manual on and off damper for flow control.
3.1.11.10
31.11.10 A suitable direct driven centrifugal extraction fan, fitted with an aluminium backward inclined
impellor shall be provided.
3.1.11.11 The fan housing shall be manufactured in galvanised steel, with an epoxy powder coat finish.
3.1.11.12 The system shall automatically start the fan either when a vehicle engine connected to the hose is
turned on, or when the hose is unwound.
3.1.11.13 The system opens the air flow only for the hose reel in use. When the hose is recoiled the air
extraction continues for a pre-set after-run time, between 7 seconds and 6 minutes.
3.1.11.14 The system shall be suitable for three or more hose reels, motorised or spring operated, and shall
incorporate the facility to be operated manually.
3.1.11.15 Extract hoses / ducts shall discharge to atmosphere at high level.

makeup shall be from adjoining space located at high level.

3.1.13.1 Facilities and areas where diesel locomotives and yellow plant are being maintained shall be kept
under negative pressure.
3.1.13.2 Ventilation shall use 100% outside air; however, recirculation may be used to maintain space
temperature when the space is unoccupied or when engines are not running.
3.1.13.3 Flexible ducts shall be utilised to enable an interface between the exhaust outlets from the locos.
3.1.13.4 Where a flexible duct system is not possible hoods or dilution ventilation shall be used to capture
engine exhaust.
3.1.13.5 Fans and other ventilation equipment in the air stream shall be selected with regard to the elevated
temperature of the exhaust air.
3.1.13.6 Conditioned spaces with large access doors shall be provided with air curtain device to reduce
infiltration of warm air.
3.1.14 Staircase Pressurisation
3.1.14.1 Stairwell pressurisation systems shall be provided where required.
3.1.14.2 Pressurisation systems shall be designed with single high level injection for buildings with three
levels and below and multiple injection for four levels and above.
3.1.14.3 These systems shall comprise run and standby fans each rated at full duty discharging untreated
outdoor air into the stairwell. Multiple injection systems shall deploy a vertical builder’s work shaft
within the stairwell with one outlet at least every two levels.
3.1.14.4 The fans shall be variable speed and designed to overcome stairwell leakage so that pressure
differential across closed doors do not exceed the maximum and minimum values stipulated in NFPA
standards as listed in section 1.2.

3.1.15.6 The fan speed shall be varied to suit the operational requirements of the space and is to be
controlled via the BMS.
3.1.15.7 A user controller shall be located in the kitchen area.
3.1.15.8 No recirculation or energy recovery devices shall be provided to these systems.
3.1.15.9 Cooking exhaust duct shall not contain any fire dampers.
3.1.15.10 All cooking exhaust ductwork shall be fire rated from the first penetrated fire barrier.
3.1.15.11 Flexible connectors shall not be used on cooking exhaust.
3.1.15.12 Any gas provision for cooking shall be interlocked with the operation of the kitchen supply and
extract fans to prevent the gas solenoid from opening until airflow has been established.
3.1.16 Battery/UPS

as required to meet the required design criteria.
3.1.18.4 Each duct branch shall be provided with a manual damper to allow the system to be correctly
balanced.
3.1.18.5 Access shall be provided to allow periodic inspection for the following:
a) Balancing devices;
b) Motor operated dampers;
c) Smoke/fire dampers; and

3.1.19 Thermal

3.1.23 Lifts
3.1.23.1 Lifts shall be provided to transfer staff and heavy goods between various levels within the buildings.

3.1.23.3 The design, procurement and installation of Lifts shall be carried out in accordance with
international standards, relevant NFPA requirements and local authority’s requirement with
emphasis on providing a safe and convenient transfer between levels.
3.1.23.4 The Contractor shall utilise traffic analysis and simulation software to determine the quantity of lifts,
their speed and size.
3.1.23.5 Generally, arrangements shall be made to allow persons with disabilities to make use of circulation
elements and to allow assistance from the able-bodied as detailed in BS EN 81-70.
3.1.23.6 The machine room or machine space must comply with applicable BS EN standards listed in section
1.2.
3.1.23.7 All machine room doors and any personnel access doors must be lockable and able to be unlocked
from the inside without a key and shall always open outwards.
3.1.23.8 Passenger car appearance, and capacity shall be as detailed in the relevant Facility Architectural
Specification [11].
3.1.23.9 All Lifts shall be provided with variable voltage variable frequency inverter driven electrical motor
for energy saving.
3.1.23.10 Each lift shall have a battery operated emergency landing device which lowers the lift car to the
ground floor in the event of power failure.
3.1.23.11 Lifts shall be provided with a microprocessor type control panel consisting of, but not limited to the
following main components:
a) mains transformer;
b) input filter and lighting filter;
c) circuit breaker;
d) Contactor;
e) logic control board;

3.1.23.12 All Lifts shall have the capability to be interfaced with other systems such as ICSS, BMS, fire alarm,
CCTV (provisional for future connectivity), and PA system.
3.1.23.13 All lifts shall be interfaced with BMS

3.1.23.14 Lift cars shall be fitted with an emergency hatch complete with an electric latch and interlocking
controls.
3.1.23.15 Lift cars shall be fitted with a metal ladder, installed outside the car allowing access to the roof of
the car.
3.1.23.16 The lifts shall offer ‘idle/downtime’
’idle/downtime’ features allowing the lift to operate in a stand-by mode during
off-peak periods.
3.1.23.17 Lifts shall be complete with overweight alarm and emergency stop facility.

3.1.23.19 In accordance with BS 5655-6 a “Very

3.1.23.20 Smoke detection in lift cars shall be provided in accordance with ASME A17.1
3.1.24 Escalators
3.1.24.1 The inclination of an escalator shall be 30°, but can be 35° provided the maximum speed is 0.5 m/s
and it serves a maximum rise of 6 m.
3.1.24.2 Three flat steps shall be provided on light duty escalators and four flat steps provided on heavy duty
escalators as recommended in the applicable BS EN standards listed in section 1.2.
3.1.24.3 In locations where it is anticipated that the escalators may be used by persons with impaired
mobility additional flat steps shall be considered.
3.1.24.4 Escalators and moving walks shall be placed in an obvious circulation path.
3.1.24.5 They shall only be accessed from adjacent corridors/walkways, landing and lobby areas, and where
people do not obstruct other pedestrian circulation routes.
3.1.24.6 Space shall be available to accommodate queuing at the boarding point.
3.1.24.7 Escalators shall be provided with the following safety features:
a) Yellow lines on steps: the border of the step is painted with a yellow line. This enables visually
impaired passengers to see the step border and encourages passengers to keep their feet
away from the step sides;
b) Brush guards: installed above the edges at the sides of the step and fixed to the skirting. They
are effective in reducing passenger entrapments;
c) Yellow spots on handrails and coloured handrails: this helps visually impaired passengers see
the moving handrail;
d) Adequate permanent lighting: at the landings of at least 100 lux;
e) Safety signs and warning notices: to Annex C of BS 5656;
f) Guards: end barrier, intersection, outer decking etc;
g) The angle of inclination of balustrade panels shall be greater than 25° and preferably greater
than 27° to discourage children from climbing on the panels;

3.1.24.8 Escalators are unsuitable for use as fixed stairs and shall not form part of an emergency exit route.
3.1.24.9 Variable speed escalators shall be used for periods of inactivity.

3.2.1.1 The LV power supply to all buildings shall be derived from a local building LV main switchboard
(Building MSB) or Packaged Substation (or known as Pad Mounted Transformer) provided by the
Contractor.

Integration and Systems Contractor’s scope), all other LV works shall be carried out by the
Contractor for the works specified herein.

(N-l security of supply at the LV
transformer level / MSB level) shall include the following:-
a) All Passenger Station Buildings;
b) NOCC/BOCC and their associated buildings;
c) Tunnel Service Buildings.
Note: N-1 providing a secure system and satisfactory system in one event.
3.2.1.5 The critical buildings shall also be provided with generator backup as specified elsewhere in this
specification.
3.2.1.6 Unless identified otherwise on the informative drawings, all other buildings shall have a single LV
feeder supply to the building MSB with generator back-up supply where required for essential
services as specified elsewhere within this specification.
3.2.1.7 All downstream distribution substations (DSS) including all associated LV works shall be provided by
the Contractor. (Note the Railway Integration and Systems Contractor shall be responsible for infeed
substations and all associated LV works only).
3.2.1.8 The interface point of connection shall be at the 11 kV bus bar and LV switchboard, within the infeed
substation (see Power System Interface Diagram no. X0231-S23-GEI-DG-00070).

3.2.1.9 Control and monitoring interfaced to BMS.
3.2.2 LV Switchboards

3.2.2.1 In critical buildings and facilities, the Contractor for this project shall provide two Sub Main
Switchboards (SMSB), (one essential, one non-essential) which are to be located in a dedicated
SMSB room and connected to the building MSB referred above.
3.2.2.2 In non-critical buildings, the Contractor for this project shall provide a single Sub-Main Switchboard
(SMSB), (essential /non-essential) which is to be located in a dedicated SMSB room, and connected
to the building MSB referred above.
3.2.2.3 Provide sub-main cables from the MDB / MSB to the SMDB SM DB in accordance with the criteria specified
elsewhere in this specification.
3.2.2.4 The building MSB shall be considered to be within 150 m of the building that requires SMSB.
3.2.2.5 The building MSB (or Packaged Substation) shall be considered to be within 250 m of feeder
distribution panel or pillar (FDP) locations.
3.2.2.6 Each of the LV SMSB shall be provided with the following circuit breakers and controls:-
a) ACB for incoming/outgoing circuits where the load is equal to or greater than 800 A;
b) MCCB for outgoing sub-main feeder cables;

c) Two MCCBs plus two redundant MCCBs for outgoing circuits for UPS connections;
d) Integral PLC, controls and CB indicators as required for BMS control and monitoring.
e) PFC equipment, surge diverters, multifunctional power monitoring meters and other
equipment as specified elsewhere within this specification.
3.2.2.7 Additionally, provide an incoming MCCB (or ACB if more than 800 A) for generator supply feed either
on the essential SMSB (critical buildings) or essential section of SMDB for non-critical buildings.

3.2.2.8 The incoming ACB, bus-couplers and Generator ACB shall be controlled and interlocked to prevent
paralleling of the generators with the supply grid.
3.2.2.9 The SMSB shall have minimum fault rating of 50 kA (1 Second rating) and higher if required due to
available prospective fault level determined from design calculations.
3.2.2.10 Forms of Segregation to IEC 60439 or EN 60439-1 shall be as follows:-
a) Form 4 Type 6 for all MSB and SMSB;
b) Form 3b for SMDB and MCC.
3.2.2.11 Control power supply to LV switchboards and MCC shall be derived from DC Power source and
where appropriate from the respective Switchboard incomer feeder itself.
3.2.2.12 Ingress protection class for main switchgear panels and MCC shall be IP 41 minimum, unless
specified otherwise in this specification. The panels installed in non-airconditioned spaces shall be
IP54 minimum.
3.2.2.13 Unless stated otherwise, final distribution boards shall be provided with Type C, MCB with
appropriate short circuit rating according to available fault level at the final distribution board
3.2.2.14 Lighting loads shall be provided with earth leakage protection using 100 mA sensitivity residual
current circuit breakers (RCCB), within a wet room (i.e. bathrooms, washrooms).
3.2.2.15 Small power loads shall be protected using 30 mA sensitivity RCCB.
3.2.2.16 Feeder Distribution panels (pillars) shall be all circuit breaker construction and generally comply with
ADDC standards and specifications.
3.2.2.17 The Contractor for this project shall also provide the MSB in each downstream distribution
substation.
3.2.2.18 The MSB in each of these downstream substations shall be as specified in the Power Systems
Specification [4].
3.2.3 Diesel Generator System
3.2.3.1 The Contractor for this project shall provide a standby emergency generator system and the
associated Control Panel for providing emergency back-up power to essential services as specified
below in Load Categories —
– Essential Supply.
3.2.3.2 The standby emergency generator shall be connected to the either MDB, MSB, essential SMSB or
the essential —section
–section of the SMSB whichever is applicable.
3.2.3.3 The generator shall be complete in every respect, including but not limited to, the following
systems:-
a) For depots and freight facilities, fuel system comprising day tank (12 hours at 100% load) and
two underground bulk tanks (total 24 hours capacity at 100% load). The two tank scenario allows
one tank to be maintained whilst allowing the generator system to remain ready for operation
with day tank and one bulk tank;
b) For tunnels, fuel system comprising day tank (12 hours at 100% load) and comes with facility to
connect to external/secondary tank.

d) Noise attenuation conforming to 68-70 dB (A) at 7 metres;
e) Flue Exhaust system and muffler and catalytic converter to minimise air pollutants;
f) Electrical ACB/MCCB control and protection including overcurrent and earth fault protection;
g) Diesel Fuel fill-system comprising fill point at easily accessible (truck) location.
h) Provide lockable steel cabinet to fill point complete with gauges for tank capacity and
and alarms to
prevent over-filling;
i) Control and monitoring interfaced to BMS.
j) Power and control cabling to local main Switchboard with changeover ACB;
k) Local fire protection systems to comply with the applicable section of this specification and Civil

l)|) Fuel storage tanks and fuel systems that comply fully with the RSB

m) Fuel storage tanks equipped with facility for extracting diesel for maintenance purposes.
3.2.3.4 The arrangement of the diesel generators (whether multiple or single sets) shall be sized based on
the criteria set out in this specification and the requirement to ensure that generators shall not
normally be loaded less than the minimum load (as recommended by the manufacturer) to prevent
carbon build-up /cylinder glazing.
3.2.3.5 Provide a generator PLC at the generator control panel to provide automatic control of ACB and bus
couplers to facilitate automatic power transfer from mains to standby and vice versa.
3.2.3.6 The generators shall not be operated in parallel with grid supply.

3.2.4 UPS
U PS System
3.2.4.1 The Railway Integration and Systems Contractor shall have provision within the Systems UPS of 5
kVA
WA for the Contractor’s use [4].

3.2.4.2 In the event the load exceeds 5 kVA
WA (as stipulated above), the Contractor shall provide a UPS system
for data services and other communications equipment within the buildings and other facilities
throughout the project. The UPS unit(s) shall be in addition to the “Systems –UPS”.

3.2.4.3 The UPS battery autonomy shall be 2 hour (total for all battery banks) where a permanent standby
generator plant will be installed, otherwise 6 hours (total for all battery banks) if permanent standby
generator plant is not available.
3.2.4.4 This UPS unit shall be located in the same room as the data services equipment and provided with
air-conditioning and ventilation as specified elsewhere.
3.2.4.5 The UPS system shall be provided with an external maintenance bypass switch (EMBS) and
dedicated UPS distribution Board.
3.2.4.6 Dual redundant UPS shall be provided, each one can back up 100% of the load, with suitable
interlocking/synchronizing arrangement to switch the load between the UPS without any load
interruption.
3.2.4.7 Each UPS shall be provided with a multi-functional LCD status and control module for alarm interface
and monitoring via the BMS.
3.2.4.8 The UPS shall be provided with a Network Management Card that allows for remote secure
monitoring and control of an individual UPS via interface.

3.2.4.9 Sealed maintenance-free Lead-acid batteries with suspended electrolyte (leak-proof) shall be
provided for each UPS unit.
3.2.4.10 Multi string battery designs shall be provided to allow maintenance of individual strings without a
need for shutting down the entire battery bank.
3.2.4.11 The UPS battery banks shall have a battery management system for maximum battery life.
3.2.4.12 The UPS and associated battery banks shall each be located in separate fire rated rooms.
3.2.5 Lighting System
3.2.5.1 The lighting system in all buildings shall be designed taking into account various lighting
requirements and systems but not limited to the following:
a) General lighting employing energy efficient lamps;
b) Emergency escape lighting and exit signs;
c) Plant access & maintenance lighting;
d) Illuminated information signs (where required);
e) Limiting Glare Index in accordance with CIBSE Lighting Codes recommendations;
f) Illumination levels in accordance with CIBSE Lighting codes and the minimum illumination (lux)
levels specified in Appendix A;
g) Luminaire power factor correction between 0.9 (lagging) and unity;
h) Not used
i) Luminaires in all buildings shall be provided with local switches and passive infrared sensor
(PIS) at each entry to the space or room;
j) Plant and staff areas are to be provided with manual (and suitably IP rated) local wall switches;
k) Wiring cables for general normal lighting is to be Low Smoke Zero Halogen (LSOH) in conduit

or trunking and the minimum size of cable used must not be less than 2.5 mm
mmz; ;
l) Suitable reflectance values (0.7 for ceilings, 0.5 for walls and 0.2 for floors) shall be considered
as per standards for different areas;
m) The installation is to be designed so that adjacent luminaires in large areas are on different
circuits;

n) The normal and emergency lighting installations in all areas are to provide adequate
illumination to fire alarm manual call points, fire hydrant cabinets and to enable Closed Circuit

3.2.5.1 The normal lighting shall be lighting fed from mains power supply.
3.2.5.2 The essential Lighting shall be lighting connected to generator backed-up essential busbars of the
main LV switchboards.

3.2.5.3 Interior lighting to all areas throughout the buildings (stations, depots, freight facility, tunnels etc.)
shall comprise of the following:-
a) Surface fixed LED luminaires with suitable impact resistant body;
b) Luminaires with suitable impact resistance characteristics and IP rating installed in all
plantrooms and industrial type areas;
c) Recessed compact LED and linear LED luminaires to all office areas, amenities and similar
areas;
d) All internal luminaires that are not controlled by the LMS shall be locally switched; and
e) Highbay/lowbay luminaires with LED lamps where suitable.

3.2.6 Lighting Design and Illumination Levels


3.2.6.1 General lighting designs shall be based on the railway standards and other applicable lighting
standards such as CIBSE Lighting Guides (LG01,
(LGOl, LG02, LG07, LG12), SLL Code of Lighting, NFPA130
and NFPA101 as listed in section 1.2.
3.2.6.2 The lighting design shall meet the minimum lighting level requirements as referred in Appendix A of
this specification.
3.2.6.3 All lighting shall be of LED technology and shall comply with local regulations.
3.2.6.4 The minimum LED efficiency for outdoor lighting shall be 140 lm/W, CRI of 80 (minimum) or greater,
IP66 rating and a minimum lifecycle of 50,000 hours.
3.2.6.5 The LED set shall include asymmetric lenses to mitigate fog glare.
3.2.6.6 The LED colour temperature shall be approved by the Employer during detailed design.
3.2.6.7 The lighting design shall also consider light loss factors such as lumen depreciation and luminaire
dirt depreciation based on the following data:-
a) Lumen Depreciation which is specific to each type of lamp is to be in accordance with lamp
manufacturers recommendations; and
b) The LED solution shall be able to provide a minimum of 90% light output considering a 24-
month cleaning regime:
3.2.6.8 The LED sample shall be installed in a typical remote areas/desert conditions prior to the material
acceptance to demonstrate that the solution is able to provide at least 95% of the light output after
6 months without any cleaning regime and measured taking as reference the light output at
installation or as per design, whatever is higher and in similar environmental conditions.
3.2.6.9 LED type highbay and/or lowbay luminaires shall be provided in the following areas:-
a) General Maintenance Facility,
b) Yellow Plant Maintenance;
c) Storage Buildings; and
d) Shed type buildings —maintenance,
–maintenance, storage and the like.
e) Passenger stations where applicable.
3.2.6.10 Highbay and lowbay luminaires shall be provided with DALI dimming in the range from 10% to 100%
and are to be connected to the LMS via dimmer control and employ daylight harvesting for
maximum energy efficiency.
3.2.6.11 Lowbay luminaires shall have the following performance characteristics.

3.2.6.12 Highbay luminaires shall have the following performance characteristics.
a) 40000 luminaire-lumen (for a 290 W luminaire or equivalent);
b) Lighting output ratio (LOR) of 100%;
c) 140 lumen/Watt (initial);
d) Lumen-maintenance 70% at 50,000 hrs; and
e) 98 lumen/Watt maintained.

3.2.7 External Lighting


3.2.7.1 External lighting extending across all depots, freight facilities, marshalling yards, wayside buildings,
and service building shall be provided.
3.2.7.2 External areas shall be illuminated to provide adequate levels of illumination for operations and
security surveillance to be performed safely throughout a 24-hour day.
3.2.7.3 The external lighting system shall be controlled by a LMS to provide zone control and energy savings
as specified elsewhere in this specification.
3.2.7.4 All external luminaires shall be long-life LED type.
3.2.7.5 A minimum external flood lighting illumination (for emergency lighting) at ground level shall be
provided in all areas including the aisle ways with tracks fully occupied with rail vehicles.
3.2.7.6 All external luminaires, lighting masts, power poles or stanchions and feeder pillars shall be located
so that they are accessible for maintenance, minimise shadows and do not interfere with operations
including accessibility to light fixtures for easy and efficient changing of light bulbs.
3.2.7.7 Shared poles for CCTV and lighting shall be considered where appropriate to minimise the
infrastructure footprint and reduce costs.
3.2.7.8 The structural stability of shared poles shall be considered in order to meet the CCTV requirements.
3.2.7.9 All CCTV specifications contained in “Communications
”Communications Technical Specification” [5] shall be followed
for all options considered.
3.2.7.10 All external lighting poles shall be provided with local photoelectric control and time switch control
and override switches for each circuit.
3.2.7.11 Wiring to each lighting mast/pole shall take the form of a 3 phase (4w+E) cable installed in
underground cable duct.
3.2.7.12 The 3-phase cable shall be terminated at the base of each pole.
3.2.7.13 High rupturing capacity (HRC) fuse tap unit shall be provided for the individual lighting pole circuit.
3.2.7.14 The phasing shall be interleaved such that each adjacent lighting pole/mast is on different phases
of supply.
3.2.7.15 Earthing, bonding and lightning protection shall be provided to all light poles and lighting masts
throughout the project.
3.2.7.16 External lighting shall include the following:-

a) Consider the lighting needs for CCTV system used for security and train control.
b) Provide adequate lighting within the facilities to allow staff to perform their normal duties and
allow safe movement in all areas.
c) Maintain all operational and safety requirements.
d) Allow for all areas to be divided into zones such that individual zones can be separately
switched and dimmed remotely from the central control room.
e) The lighting zones are to be established according to functional area, work areas, trafficable
areas and pedestrian areas.
f) Each lighting zone is to be provided with a local over-ride selector switch to allow manual and
photoelectric control;
g) The LMS dimming control shall be set up to permit the continued operation of the CCTV
cameras such that visual discernment of object/people is not impaired; and
h) The lighting at one facility is to be controllable from a central location.
3.2.11.2 A life cycle costing analysis shall be carried out to demonstrate the whole life cycle cost savings
expected from the installed LMS.
3.2.12 Emergency Lighting
3.2.12.1 Illumination levels relating to the emergency lighting shall be in compliance with the
recommendations given by NFPA 130 and NFPA 101 Standards as listed in section 1.2.
3.2.12.2 The emergency lighting shall be able to provide an initial average illumination of 10.8 Lux and a
minimum of 1 Lux measured at any point along the escape path of egress measured at floor level.
3.2.12.3 Emergency lighting in public and staff areas shall provide illumination level of not less than 1.1 lux
within the lighting design area and conform to UAE FLS Code.
3.2.12.4 Store rooms and other normally un-manned locations shall be provided with emergency lighting
appropriate to their use.
3.2.12.5 Uniformity of illumination for emergency lighting shall be to a minimum conforming ratio of 40:1.
3.2.12.6 Emergency lighting at internal and external emergency escape staircases shall be maintained type
and those for other areas shall be non-maintained type.
3.2.13 Emergency Lighting Central Battery System (CBS)
3.2.13.1 A Central Battery System (CBS) shall be provided at each building or facility to supply uninterrupted
reliable power to all emergency light fittings, exit signs and other escape signs through the project
for a period of not less than 180 minutes as per the requirements in UAE FLS Code (as listed in
section 1.2) for emergency lighting applications.
3.2.13.2 The CBS shall be fed from essential busbars of the local LV SMDB.
3.2.13.3 The Emergency Lighting system shall be connected to a central monitoring system at the local facility
or station which in turn shall have high level monitoring at a central location in the main depot
precinct.
3.2.13.4 The central monitoring system shall perform automatic testing, monitoring and reporting of
emergency luminaires.
3.2.13.5 The CBS shall have AC input and DC output and a facility for automatic periodic central monitoring
of individual luminaires in the emergency lighting system.
3.2.13.6 The Contractor shall provide the following power supply parameters:
a) CBS Input Voltage: 400 V AC 3-ph or 230V AC 1-ph and 50 Hz;

3.2.13.7 Emergency lighting in small remote buildings (example: guard house) shall be either single point
system or separate DC power source.
3.2.13.8 The single point (self-contained) Emergency lighting luminaires shall also be connected to the
central monitoring system for automatic testing and reporting.
3.2.14 Small Power Distribution System
3.2.14.1 Small power socket outlets shall be provided for general use in all buildings.
3.2.14.2 Various capacity single phase and three phase socket outlets shall be provided within maintenance
activity related buildings to provide power to specialist equipment.
3.2.14.3 Unless specified otherwise all sockets shall be fed from normal power supply.
3.2.14.4 The minimum size of cable used for small power circuits shall not be less than 4.0 mm mm22 and voltage
drop of 3% (for lighting) and 5% (for all other uses) must not be exceeded against nominal 230 V
voltage, as per BS 7671.
3.2.14.5 Power outlets in plant and equipment rooms shall be provided as suitable for industrial purposes
and provided with the required index of protection as specified elsewhere in this specification
3.2.14.6 Socket outlets shall be provided in accordance with local convention & codes.
3.2.14.7 Heavy duty 32 A and 63 A power outlets shall be high impact type complete with local isolator and
RCD protection.
3.2.14.8 All LV socket outlets shall incorporate switches.
3.2.14.9 General Power outlets for maintenance use in plant and equipment rooms as well as in high level
maintenance walkways and maintenance floor pits shall be provided with single phase socket
outlets and safety 30 mA RCD residual current devices.
3.2.14.10 The
The RCD/RCCB shall be integral to the distribution board.
3.2.14.11 The circuit breakers associated with these circuits shall be single or three pole as appropriate.
3.2.14.12 Normal, essential and UPS small power circuits shall be derived from individual small power
distribution boards fed from normal, essential and UPS supply system.
3.2.14.13 Small power wiring circuits from different distribution boards shall be installed in common conduits
or trunking.
3.2.14.14 The small power wiring circuits shall be segregated from lighting wiring circuits.
3.2.14.15 A common distribution board can be utilized to feed both lighting and small power circuits of a
remote or isolated area (example guard house).
3.2.14.16 Provide the following power outlets and power services where applicable in all buildings:-
a) General power outlets for general maintenance and cleaning outlets;
b) Fixed power isolators/power outlets to all MEP electrical equipment;
c) Dedicated power outlets from the UPS distribution board to critical equipment such as RTU,
BMS DDC/PLC equipment.
d) For dedicated dual power outlets, provide DC-DC converters as required (example 125 volt/24
volts); or DC-AC inverters where required;
e) Power wiring for all sub-systems including UPS, DC substation power supply system, generator
system wiring and controls; emergency lighting system and battery charging equipment;

f) Dedicated power wiring to all electromechanical plant and equipment throughout the
buildings; and
g) Provide three phase power outlets to all workshop areas.

3.2.15 LV Control System


3.2.15.1 LV switchgear shall be provided with all necessary PLC’s, interlocks, relays and contactors to achieve
reliable changeover of supplies.
3.2.15.2 The BMS shall control and monitor LV equipment.
3.2.15.3 Emergency Stop and Local Isolation - Isolators and / or emergency stop push button switches shall
be provided locally to electrical plant and equipment.
3.2.15.4 The Contractor shall provide control and monitoring of the following systems and all required
interface equipment to the BMS.
a) Dual feed supply systems and changeover equipment including dual feeds to UPS, Battery
chargers etc.;
b) Generator control, start-up, interlocks and monitoring;
c) UPS alarm monitoring;
d) All SMDB LV circuit breaker controls and monitoring;
e) LMS monitoring and controls;
f) Battery monitoring and room temperature; and
g) Remote Lighting controls for all external lighting with local over-ride switches and
photoelectric controls.

3.2.16 Load Categories


3.2.16.1 The Contractor shall provide power supply and LV circuit wiring in accordance with the following
load categories:
3.2.16.2 NORMAL SUPPLY: Loads on Normal (Transformer) supply shall be:-
a) Lifts and escalators;
b) AC equipment loads;
c) Normal lighting and small power;
d) One in-feed to dual feed UPS;
e) Sump Pumps, Domestic and Booster Water Pumps;
f) Non-essential signage;
g) Commercial telecom system;
h) CBS System for emergency lighting (for Buildings without generator feed); and
i) External Lighting.
3.2.16.3 ESSENTIAL SUPPLY: Loads on Essential (generator backed up) supply shall be:
a) Fuelling station for locomotive;
b) Lighting and power services in the Guard House at depots and freight facilities;
c) Oil pumps;

i) Emergency fire protection and announcement/alarm systems;
j) Electric fire / Jockey pumps, ventilation & smoke extraction fans and;
k) Feed to CBS system;

n) Second infeed of the dual supply to UPS.
3.2.16.4 UPS: Loads on UPS:
a) Data and communications services
3.2.16.5 CBS: Loads on CBS shall include Emergency lighting in all buildings; and
a) Exit signs and emergency escape signage.

3.2.17 Normal / Mains Failure Operation


The following operational scenarios shall govern power supply availability and the occurrence of
fire within the facilities:
3.2.17.1 Normal Operation:-
a) All loads at each building shall be supplied from mains supply derived from a local LV
switchboard.
3.2.17.2 Mains Failure
a) In the event of mains failure, essential loads in the buildings affected by the power failure shall
be backed up by a standby emergency generator, and for critical loads shall be backed by UPS
and CBS.
b) The main switchboards shall be provided with an integral PLC to facilitate automatic
changeover to generator supply after mains failure; and to restore the electrical system to
normal after restoration of mains supplies.
3.2.17.3 Local Building Supply Failure
a) In the event of a local building supply failure; the essential loads in that building shall be
backed up by a standby emergency generator(s).
b) When the generator(s) start to supply the essential load under these (local failure) conditions,
the other buildings shall remain connected to the healthy supply.

3.2.19 Mounting Heights


3.2.19.1 Mounting Heights of electrical accessories shall be coordinated with surrounded equipment
(example —– other services equipment) and installed to a common base plate mounting height as
applicable.
3.2.19.2 Typical mounting heights in the “Schedule
”Schedule of Mounting Heights” in appendix C shall be followed.

3.2.20.2 Refer to Appendix B for minimum IP rating requirements for various electrical equipment and
accessories supplied or installed in this project.
3.2.21 Surge Protection
3.2.21.1 The Contractor shall provide protection against induced voltages in LV power distribution and low
current networks arising from lightning strikes and other electromagnetic discharges including
induced voltages caused by parallel overhead transmission lines running parallel to the railway.
Refer to Common Specifications [1].
3.2.21.2 The Contractor shall supply surge protection to the LV power supplies and LV switchboards and
distribution boards in all buildings that contain sensitive electronic equipment
3.2.21.3 Surge protection devices (SPD) shall be provided in accordance with the categories specified in EN
62305.
3.2.21.4 The SPD shall be capable of limiting to a safe level any surge voltages for the most vulnerable piece
of equipment served by the system and be able to divert safely the maximum surge current likely to
be experienced by the system being protected.
3.2.21.5 SPD shall be provided to protect cables and equipment at the entry points to all buildings.
3.2.21.6 The devices used shall be of the shunt type for mains power protection and in-line types for

3.2.21.9 The SPD shall be compatible with the system being protected, be able to survive repeated transients,

3.2.22.3 The MV and LV power supply to the above equipment shall be obtained from local Packaged
Substations which are to be provided under this contract. Refer to Power Systems Specification [4]
for Packaged Substation’s functional and performance requirements.
3.2.22.4 The MV and LV supplies to the above equipment shall be carried out by the Contractor for this
project.
3.2.22.5 The MV equipment and MV services installation shall comply with the relevant sections in the
associated Common Specifications [1] and Power Systems Specification [4].
3.2.22.6 The Contractor shall provide Packaged Substations - typically 11 kV/3.3 kV W as required to provide
3.3 kV MV power supply to the industrial equipment motor drives.
3.2.22.7 The Packaged Substation shall be installed in a MV ring circuit originating at the nearest MV
switchboard (Typically 11 kV) located within 250 m of the industrial equipment.
3.2.22.8 The MV ring circuit shall be configured as an open-ring with both legs of the MV circuit originating
from the two separate circuit breakers on the MV switchboard; one circuit breaker located each
side of the bus-coupler switch.
3.2.22.9 The point of interface with the Railway Integration and Systems Contractor‘s
Contractor’s MV switchboard shall
be the outgoing MV feeder cable termination points on the MV switchboard circuit breakers.

32.22.10 The LV and MV (3300 volts or 3.3 kV) supply feeder cables shall comprise of a single dedicated
feeder originating on the LV side of the relevant Packaged Substation (either 400 volts or 3.3 kV)

3.2.22.12 The prefabricated buildings shall generally be constructed by the Contractor for this project to
comply with ADDC civil works specifications for switchroom buildings, or equivalent DEWA
requirements in the Emirate of Dubai; refer Power Systems Specification [4].
3.2.22.13 The prefabricated buildings for the industrial equipment systems shall comply with the equipment
segregation rules as that for substation buildings —– such as separate rooms for MV, LV, UPS,
Communications and DC/Auxiliary systems.
3.2.22.14
32.22.14 The MSB for these facilities shall comprise of ACB
ACE for the incoming feeders and MCCB with electronic
protection devices for all outgoing submains to various items of industrial plant and equipment.
3.2.22.15 The number and location of main switchboards shall be determined according to equipment loads
and the respective location and distance between various items of industrial plant.
3.2.22.16 Motor up to 250 kW rating shall be provided with 400/230 Volt 3-phase wiring and soft starters in
accordance with the system plant designers’ requirements or the manufacturers’ requirements as
applicable.
3.2.22.17 Motors ratings of 250 kW and above shall be provided with 3.3 kV 3-phase power wiring.
3.2.22.18
32.22.18 The Contractor shall provide LV power, wiring and controls to all of the above systems and facilities
in the various freight facilities throughout the project.
3.2.22.19 The lighting and small power to the above industrial equipment and facilities shall be in accordance
with manufacturers recommendations and sufficient to facilitate continued maintenance and
operation of the plant and equipment.

3.3.1 Incoming Domestic water supply.
3.3.1.1 For each of the facilities, a water connection of suitable size, flow and pressure shall be provided,
fed from the local external potable water supply.
3.3.1.2 All incoming supplies shall terminate at the site boundary where applicable.
3.3.1.3 The Contractor shall be responsible for liaising and co-ordinating with the utilities provider and be
responsible for all costs associated with the connection in accordance with General Civil Works
Technical Specification [13].
3.3.1.4 The Contractor shall be responsible for all external distribution pipework from the incoming utility
connection to the entry into each building in accordance with General Civil Works Technical
Specification [13].
3.3.1.5 Utility connection shall be provided with water meter, pressure reducing valve assembly and back
flow prevention at the building or site boundary as required by IPC.
3.3.1.6 Utility meter shall have an interface for the BMS to monitor consumption and provide leak detection
in accordance with General Civil Works Technical Specification [13].
3.3.1.7 The Contractor shall be responsible for all utilities interface with regard to availability of site wide
infrastructure.
3.3.1.8 Where authority own supplies are not available, the Contractor shall provide onsite storage facilities
adequately sized to meet demand of the facility.
3.3.1.9 The Contractor shall ensure that all related accessibility maintenance, replenishment of supply for
all facilities are considered.
3.3.1.10 An isolating valve and non-return valve shall be provided at the point of entry into the building.
3.3.1.11 The Contractor shall provide a suitably sized cold water pipe work system distributed around the
building to serve each relevant item of sanitary ware / equipment / water tank.

3.3.1.12 All necessary valves shall be provided within the distribution system to provide adequate means of
isolation, backflow prevention, flow regulation, maintenance, commissioning and testing.
3.3.1.13 The Contractor shall be responsible for determining water storage capacity dependent on usage and
building type.
3.3.1.14 All potable supplies storage shall not exceed 7 days’ supply.
3.3.1.15 The capacity required shall be dependent on the fittings and fixture relating to each building and
the building occupancy.
3.3.1.16 The potable water shall be chlorinated to maintain residual chlorine.
3.3.1.17 Water hammer arrestors shall be provided to each area.
3.3.1.18 Hose bib taps with check valves shall be provided where serving HVAC Plant areas, plumbing
equipment, workshops and refuse rooms.
3.3.1.19 All necessary provision shall be provided within maintenance workshops and HAZMAT stores for eye
wash and drencher systems.
3.3.1.20 Water pipework shall not be routed through electrical, UPS, IT, Comms, signalling and control
rooms.
3.3.2 Grey Water Supply
3.3.2.1 For each of the facilities, where required a water connection of suitable size, flow and pressure shall
be provided, fed from the local external Treated Sewage Effluent (TSE) water supply.
3.3.2.2 All incoming supplies shall terminate at the site boundary where applicable.
3.3.2.3 The Contractor shall be responsible for all external distribution pipework from the incoming utility
connection to the entry into each building.
3.3.2.4 Where available Grey water, TSE shall be supplied to all buildings.
3.3.2.5 Where available Grey water shall serve the water closet and urinal flushing systems. The system
shall include daily consumption storage tanks and delivery pumps.
3.3.2.6 In the event of failure in the grey water system, a potable water make up shall be provided with
appropriate back flow device.
3.3.2.7 Entry service connection to each building shall be provided with water meter and pressure reducing
valve assembly.
3.3.2.8 The Treated Sewage Effluent has to be chlorinated and have UV disinfection to achieve a compliance
standard of <100 cfu/100
cfu/lOO ml prior to its transfer.
3.3.2.9 Additional chlorination shall be provided to the grey water to maintain the residual within the
network (this prevents re-growth of bacteria).
3.3.2.10 To prevent risk of contamination back flow preventers are to be installed with manual isolation
valves both upstream and downstream.
3.3.2.11 The back flow preventer shall be installed above ground with a type AA air gap (Plus 200 mm)
between the drain vent and the ground level.
3.3.3 Hot Water System
3.3.3.1 Domestic hot water shall be provided to each facility as required.
3.3.3.2 Suitably sized individual multi-point electric hot water heaters shall be provided.
3.3.3.3 Multi-point electric hot water heaters shall be either wall mounted or fixed / concealed above the
suspended ceilings.
3.3.3.4 Domestic hot water heaters shall be of the un-vented type.

3.3.3.5 Domestic hot water heaters shall be complete with all necessary safety / expansion devices strictly
in accordance with the manufacturer’s installation instructions and local code requirements.
3.3.3.6 Water heaters shall be utilized to supply hot water requirements to all the buildings.
3.3.3.7 The Contractor shall determine the requirements for centralised or decentralised hot water storage
for each facility.
3.3.3.8 All kitchens shall have hot water system supply.
3.3.3.9 Centralised systems shall be used where there is a high density of outlets that require a combined
storage in excess of 300 litres when calculated with a 2-hour recovery rate.
3.3.3.10 A circulation pump shall be provided to circulate the hot water within the cylinder or calorifier to
ensure that sections of the stored water do not continuously remain at a temperature in the range
of 20-45 °C,
”C, where legionella colonies could thrive. The hot water temperature shall be maintained
at 60 °C.
3.3.3.11 No dead legs (stagnation) shall be allowed and either trace heating or hot water circulation shall be
adopted, as required.
3.3.3.12 Outlets in areas that are accessible to the general public and all bidets shall be provided
provided with
terminal blending to avoid scalding.
3.3.3.13 The use of solar panels for hot water generation are to be provided wherever appropriate.
3.3.3.14 Solar heating shall only be used as a secondary means of hot water generation.
3.3.3.15 Where solar panels are used, they shall be BIPV type integrated into the building structure (that is,
solar energy technologies that are integrated into a building's facade or roof).
3.3.3.16 Hot water storage units shall be insulated, direct feed and suitably rated for the maximum possible
pressure, provided with pressure/temperature relief and vacuum relief all as IPC Section 504 with
pressure temperature relief discharging through an air-gap.
3.3.3.17 Hot water pipework shall not be routed through electrical, UPS, IT, Comms, signalling and control
rooms.
3.3.4 Sanitary Foul and Wastewater Drainage Systems Above Ground.
3.3.4.1 A fully ventilated two pipe sanitary plumbing system shall be provided to receive effluent from the
foul and waste water sanitary appliances within the buildings.
3.3.4.2 Traps shall be installed to prevent odours from backing up into building should areas be left
unoccupied for long periods of time.
3.3.4.3 The sanitary plumbing system shall be routed throughout the building and site and terminate at the
site boundary for continuation by the Contractor.
3.3.4.4 All pipes (except cast iron pipe or fire resistant materials) passing through fire compartment walls
or floors shall be provided with suitable intumescent fire sleeves (to match the fire rating of the wall
/ floor etc) to prevent fire spread.

3.3.4.5 Access points shall be provided throughout the sanitary drainage system at all changes of direction
and at each floor level etc to facilitate future access and maintenance.
3.3.5 Below Ground Foul and Wasterwater Drainage.
3.3.5.1 Below ground drainage system shall collected foul and wastewater from the above ground drainage
system and discharge it into the local site wide utilities network in accordance with General Civils
Works Technical Specification [13].
3.3.5.2 The drainage system shall primary be of the gravity type, with pipe work laid to falls and comprising
linear channel floor outlets / traps etc as necessary.

3.3.5.3 As necessary, sumps and sump pumps shall be provided to collect wastewater from elements of the
ofthe
building at basement level or similar.
3.3.5.4 Suitably sized sumps shall contain submersible sump pumps complete with level switches and
high/low level alarms linked to the building BMS system.
3.3.5.5 In some specific buildings where the wastewater discharge (effluent) from equipment that contains
battery acids, solvents or oils etc shall be treated by means of oil traps / neutralisation pits before
discharging it into the local site wide utilities network.
3.3.5.6 Oil traps / neutralisation pits shall be located externally to the building (as part of the site wide
infrastructure) and such that periodic O&M can easily be undertaken.
3.3.5.7 On large kitchens centralised grease interceptors shall be provided on environmental health
grounds.
3.3.5.8 The maximum length of grease contaminated drain shall not exceed 8 m before the grease is
intercepted.
3.3.5.9 Drainage from processing and maintenance facilities where contaminants such as metallic’s high
alkaline and acidic content are likely to be contained shall be provided with dosing and dilution as
necessary.
3.3.5.10 All local statuary recommended levels prior to discharge to the network infrastructure are to be
adhered too in accordance with General Civils Works Technical Specification [13].
3.3.5.11 The Contractor shall make provision for the treatment of waste and foul water drainage on site
should network utilities not be available or not in close proximity to the building outflow.
3.3.5.12 The capacity and sizing of any onsite sewage treatment plant shall be designed on a peak demand
rate relative to the number of personnel the plant shall serve.
3.3.5.13 The location of the sewage treatment plant must provide adequate provision for maintenance and
de-sludge.
3.3.5.14 Drainage from sumps and bottom of lift shaft below external ground levels or lowest fitting to
prevent surcharge shall be provided with sump pumps.
3.3.5.15 All sanitary and waste water from building plumbing fixtures shall be collected through drainage
pipe work (single stack) and discharged by gravity to manholes connected to the site sewer network.
For external Civils works related to foul water and sewage refer to the General Civils Works Technical
Specification [13].
3.3.5.16 Grey water pipework shall not be routed through electrical, UPS, IT, Comms, signalling and control
rooms.
3.3.6 Surface Water

3.3.6.1 The Contractor shall ensure that all roof area and all other surface walk and roadway areas are to
be provided with suitable roof and floor level outlets.
3.3.6.2 The Contractor shall ensure all outlets are to be suitably sized gravity rainwater pipe work system.
3.3.6.3 All discharge points above ground level shall connect to the underground storm water drainage
system. All pipes passing through fire compartment walls or floors where indicated shall be provided
orfloors
with suitable intumescent fire sleeves to prevent fire spread.
3.3.6.4 Access points shall be provided throughout the rainwater system at all changes of direction and at
each floor level to facilitate future maintenance.
3.3.6.5 Oil interceptors followed by sand traps shall be provided to car parks and all other areas where
hydrocarbons are likely to enter into the drainage system.
3.3.6.6 Storm water collected by roof drainage systems shall consist of roof drains connected to vertical
drain pipes to discharge rain and surface water to the site storm water utility.

3.3.6.7 Where a storm utility connection is not available soakaways shall be utilised in accordance with
General Civils Works Technical Specification [13].
3.3.6.8 Rainwater drainage shall include drains for planters and landscaped areas.
3.3.6.9 Drainage from car parks and areas where hydrocarbons are likely to enter into the drainage system
shall be connected to oil interceptors in accordance with General Civils Works Technical
Specification [13].
3.3.7 Condensate Drainage System
3.3.7.1 Condensate drainage from mechanical air handling equipment shall be routed to connect to sanitary
waste water pipe work system via a suitable condensate trap (waterless type).
3.3.8 Sanitary Foul and Wastewater Drainage Systems Required for Trade and
Chemical Wastes
3.3.8.1 The drain pipes from the fire suppression room, solvents & paints room and acid & alkaline room
shall be treated by means of a neutralisation pit before connecting to the sanitary waste water main
utility line.
3.3.8.2 The drainage pipe work from the Oils & Greases room shall be connected to an oil trap before
connecting to the sanitary waste water main utility line.
3.3.8.3 The neutralisation chamber and oil trap shall be provided as part of the local site infrastructure.

3.3.9 Kitchen Canteen and Food Outlets


3.3.9.1 The kitchen area within the canteen building shall be provided with a suitably sized and capped off
water supply (of required pressure and elevation) to meet the requirements of the specialist kitchen
ofthe
equipment supplier.
3.3.9.2 All kitchen drainage requirements including specialist catering equipment shall be determined by
the Contractor.
3.3.10 Controls
3.3.10.1 A building management system (BMS) shall be provided to control and monitor the operation of
plumbing and drainage systems within the ER buildings.
3.3.10.2 All Package pump set shall be supplied with internal control and instrumentation to enable local
automatic operation and BMS monitoring.
3.3.10.3 All standalone pump units shall be supplied with both local and BMS control monitoring functions.
3.3.10.4 All essential instrumentation and metering and alarm condition shall be monitored by the BMS.
3.3.11 Compressed Air
3.3.11.1 Each compressed air system shall comprise a packaged compressed air plant having air receiver
served by duplex or more air compressors complete with refrigerated type air dryer, safety devices,
oil and moisture separators.
3.3.11.2 Provide a high level distribution network to each workshop facility in a grid arrangement.
3.3.11.3 Valves shall be provided to allow the network to be maintained without major disruption to the
operation of the facility.
3.3.11.4 Compressed air shall be available in all maintenance pits at convenient intervals to operate tools.
3.3.11.5 Valved drops shall be provided to suit the operational layout of the facility.
3.3.11.6 In cases where the operational layout of the facility is unknown, valved drops shall be provided at
25 m intervals.

4.6 Interface Requirements


4.6.1 The Contractor shall be responsible for liaison with the Employer and other contractors in respect

accordance with Exhibit “D”
”D” Part 1, Appendix 4 Integration, Interfaces and Coordination [8].
4.6.3 All MEP services (where required) shall interface with BMS for control and monitoring.
4.6.4 The ICSS shall monitor and control selective MEP statuses, alarms and commands required for
operations and maintenance from the NOCC/BOCC, as per the Employer’s requirements. This shall

4.6.8 Associated events or fault alarms intended to automatically generate maintenance orders in the
MMIS shall be proposed for the Employer’s review and approval during the design stage.
4.6.9 The Contractor shall populate an Asset Register provided by the Railway Integration and Systems
Contractor in order to configure the MMIS database.
4.6.10 All assets shall be tagged in accordance with the approved Asset Numbering Plan to be produced by
The Railway Integration and Systems Contractor. Refer to Technical Specification — – Maintenance
Management Information System [3].
4.6.11 All tunnel systems requiring a time reference shall be synchronized with the Master Clock System.
4.6.12 All communications links and interfaces shall use IP |P based communications, via the MSN.
4.6.13 All communications links and interfaces shall operate with open and standard protocols.
4.6.14 The Contractor shall interface with Railway Integration and Systems Contractor for space proofing
requirements for systems equipment and installations within the facilities (stations, depots,
marshalling yards, freight facilities, tunnel service buildings, tunnels, wayside buildings etc., where
required).

5 Specific Design Requirements


5.1 Future Proofing
5.1.1 The Contractor shall ensure that all MEP systems are expandable to allow for future expansion.
5.1.2 All water incoming supplies to each facility shall include a 20% margin for future capacity from the
network.
5.1.3 All drainage provision shall include a 20% margin for future capacity from the network.
5.1.4 The chiller plant shall have space provision for a 20% future capacity
5.1.5 All incoming feeder cables or distribution lines shall include a 20% margin for future capacity from
the utility network.

5.2 Design Life


5.2.1 The Contractor shall provide MEP Services with expected design life as detailed in CIBSE Guide M
appendix 13.A1 and summarised below:-
a) 30 years for electrical and power supply equipment
b) 20 years for electronic and lighting equipment
c) 15 years for computers, programmable logic controllers and associated equipment.
d) Minimum 10 years for batteries.
e) 30 years for pipework, ductwork and insulation
f) 20 years for chiller and cooling tower
g) 15 years for cooling and ventilation plant.
h) 10 years for control valves and flexible pie and ductwork
i) 30 years for lifts/elevators

5.3 Use of Commercially off the Shelf (COTS) Equipment


5.3.1 Requirements
5.3.1.1 The hardware for the systems to be supplied shall be commercial off-the-shelf, which shall be
customised or configured as necessary to meet the requirements of this specification.
5.3.1.2 The software for the systems to be supplied shall as far as is possible be the supplier’s standard
product, be commercially available, and be customised or configured as necessary to meet the
requirements of this specification.
5.3.1.3 All consumables and regular maintenance items shall be off the shelf items.
5.3.1.4 The system design shall, as far as is possible, be based on internationally recognised standards, with
open protocols providing the facility for interoperability with equipment from different
manufacturers.

5.4 Licences and Intellectual Property


5.4.1 Requirements
5.4.1.1 The supply of the MEP Systems particularly BMS shall include all necessary software licences.
