10. Key qualifications:

Mr Muhammad Munir Qureshi is a Tax Administration Expert and Economist.


He has worked for over 28 years in the field formations of the Federal Board of
Revenue, as tax assessor/collector, adjudicator, supervisor and trainer (1969-
1998). He has also held the senior managerial appointment of Member

(HRD/Wealth Tax/Re-Structuring), Central Board of Revenue, from 1998 –
2000. He was closely associated with the drafting of the Pakistan Revenue
Authority Bill tabled in Parliament in Aug 1999 but the events of Oct 12, 1999 led
to its demise. His total FBR experience is 32 years. Additionally, Mr Munir
Qureshi has worked for six years (2000-2006) in the Ministry of Law, Government
of Pakistan, as a specialist judge (Direct Taxes) in the Income Tax Appellate
Tribunal, Lahore Bench, Lahore (Highest Court of appeal on Direct Tax issues
involving a factual determination) writing over 6000 judgements with 53
judgements published in leading law journals. He has been in charge of training
(Direct Taxes) as Director General of the FBR Training Academy at Lahore
(2006-08). He has received the meritorious services award from FBR four times
during his service career.
Mr Munir Qureshi is also an Economist with a First Class Masters Degree in
Economics (Honour's School- 1967) from the prestigious, Government College,
Lahore and was placed in the Academic Roll of Honour for outstanding merit. He
is the author of a published book on Fiscal Policy (Fiscal Imperatives in
Pakistan's Economic Development-1989). His articles have appeared in the print
media since 1965 and he was a regular contributor to the DOTGazette, a monthly
magazine of the Training Academy at Lahore that he started when he headed the
institution as DG in 2006-08.
Prior to joining government service in 1969, Mr Munir Qureshi worked as a
Research Associate with the Harvard Advisory Group to Pakistan.

11. Country experience:

In 1977, Mr Munir Qureshi went to Japan to participate in a Workshop on Fiscal


Management sponsored by the Japan Int'l Cooperation Agency.
Mr Munir Qureshi has participated in the Int'l Tax Program of the Harvard Law
School, Harvard University, USA (July 1985 – June 1986) where he studied
comparative tax administration, economics, U.S Tax Law. The program included a
visit to Canada to study the country's tax system. In 1987, as a participant in the
51st Advanced Course in Administration and development conducted by the
National Institute of Public Administration, he went on a foreign tour to study Public
Administration in Spain and Portugal. In 1995, as a participant in the 62nd
National National Management Course of the Pakistan Administrative Staff
College, he went to Australia and Indonesia and studied the tax systems of those
countries. In Feb 2010, Mr Munir Qureshi participated in a Workshop on
Advanced Investigative Techniques in Bangkok, Thailand, conducted by
Mr Andre Marin, Ombudsman, Ontario, Canada.
