In terms of arable land, Russia occupies the third place in the world (116
million hectares, the first place belongs to the United States, the second to India).
Possessing the potential to transfer agricultural land, Russia is increasing
grain yields, showing the highest growth since 2000: yields increased by almost 60
percent. At the same time, according to a number of indicators, Russia lags behind
the leading economies, the yield of cereals is lower than the yields in the USA and
Germany 3-4 times, the cost of agricultural products per employee is 22 times
lower than in the USA.

platforms and technologies that increase the efficiency of production (precision
agriculture, vegetation control, digital field, digital herd, etc.), which contribute to
better control and supervision, ensuring management effectiveness (balance sheet
analysis of production and consumption, export, market conditions at all levels,
creating an effective sales chain from producer to consumer;
- Use of financial and regulatory tools to smooth out seasonal downturns and
information management tools for the availability of exchange commodities in
storage warehouses (grain, oil, sugar, milk powder, etc.);
- Increase the effectiveness of interaction between participants and the state
with the transition to digital format, the integration of information resources and
convenient quick access to them of an unlimited authorized number of users
(electronic transaction support, electronic warehouse receipts, acceptance
certificates for processing, etc.);
- Development of a digital environment for distance agricultural education
and the market of professional agricultural consulting;
- Increasing the attractiveness of work in agriculture, increasing demand for
IT professionals, in the agricultural sector, raising income levels in rural areas;
- Ensuring the compatibility of processes and production standards with
global ones for Russia’s access to the leading position as an exporter of agricultural
products;
- Providing agricultural participants with access to the demand macro
forecast platform, agricultural machinery management platforms, weather forecasts
and objective vegetation control tools, planning and production management tools
with Big Data and AI elements, close integration of digital agriculture processes
with platforms developed in the process of digital economy implementation.
The specific tasks of digital transformation of agriculture are:
- Formation of a basic set of processes and methodology for digital agriculture, in
order to use available resources efficiently and quickly for the introduction of
economically sound best available technologies and practices that increase the
profitability of agricultural production, enabling the production of agricultural
products in an end-to-end digital environment “from a field to a counter”;
- Launch of a platform for producers, which contributes to the formation of
dynamic seasonal KPI crop management – “Effective hectare”, and livestock –
“Effective head”, which makes it possible to use the resources available from the
manufacturer effectively:
capacity of the machine and tractor fleet, human resources, profit, profitability and
cost indicators, production cost values by industry, sales forecasts, futures for
purchase prices for products inside Russia and for export of products;

- Development of functional requirements for domestic differential positioning
equipment based on GLONASS / GNSS signals for digital and precision
agriculture systems;
- Implementation of platforms for objective monitoring and management of
transport and logistics infrastructure in agriculture;
- Creation of innovative farms as platforms for technologies training and
education;
- Implementation of Internet of Things platforms (cyber-physical systems) for
managing agricultural machinery, greenhouses, tools, flows of used materials,
improving energy efficiency of production, managing traceability systems, etc.;
- Ensuring the international compatibility of the applied standards and protocols
with the aim of gradually import substitution of foreign technologies dominating
the agricultural production market.
- Mandatory localization of telemetry control data;
- Application of technologies for digital analysis of structure, texture and condition
of soils, monitoring of crops for increasing crop yields and predictive analysis of
crops, pests, etc.;
- Elaboration of technical requirements and introduction of domestic instruments
for differentiated application of fertilizers and chemicals for digital and precision
agriculture systems based on digital soil maps showing the features of the property
in each section of the field;
- Creation of a matrix of digital solutions for the formation of crop rotations for
different regions of the Russian Federation, taking into account the specifics of
production (for example: lowland crop production, northern pasture reindeer
herding, lake aquaculture, etc.), to produce quality environmentally friendly
products based on best practices and using scientific potential;
- Approbation, analysis and implementation of digital management technologies
for saving agriculture (biologization of production), applied at all stages /
technological operations of production (direct and band sowing, differentiated
fertilization, Controlled Traffic Farming (CTF), efficient harvesting and post-
harvest logistics, etc .);
- Integration of analytical digital tools and regulatory solutions to combat the open-
field system, monitoring the use of land resources through the analysis of big data;
- Application of technologies for digital analysis of the structure, texture and
condition of soils, monitoring of crops for increasing crop yields and predictive
analysis of crops, pests, etc.;
- Integration of information systems of Federal Service for Veterinary and
Phytosanitary Surveillance (Rosselkhoznadzor) and veterinary services into a
public-private digital platform to seamlessly integrate monitoring and supervision

systems into business management systems of economic entities for the purpose of
identification and traceability of animals and for inclusion in the end-to-end digital
chains of the full production cycle of livestock products.
- Digitalization of livestock and the use of digital herd technologies, the
introduction of life cycle and traceability processes to ensure high quality,
including for the export of livestock products (“green corridors”);
- Work on standardization of formats and protocols for data exchange between
information systems of production management to increase the competition of
digital solution providers with priority to domestic software developers, while
observing compatibility in global standards;
- Development of digital technologies of Russian selective breeding and
genetics (including on blockchain-based technology), accelerated selective
breeding and production of new varieties of plants and animal breeds adapted to
specific soil and climatic conditions of regions, with high yield potential, weight
gain and resistance to disease and damage by pests with the creation of breeding-
seed centers in the regions;
- Assistance in the development and implementation of new educational
programs and training standards for innovative technologies in digital agriculture
(including direct seeding, precision agriculture technology, biotechnology, etc.) in
the system of higher and secondary vocational education, and in training courses
personnel for the agro-industrial complex, providing a set of measures for
transferring knowledge and spreading the technologies of saving agriculture and
biotechnology in agricultural production.
- Creation of an end-to-end platform for controlling agricultural production
processes to ensure the operation of Russian social nutrition systems;
- Formation of data sets and procedures for the creation of information
systems for bidding, procurement, management of exports and imports of
agricultural products;
- Integration of information systems of market and government participants
into a distributed and open “metasystem” that integrates knowledge bases on
innovative technologies for the environmental and economic efficiency of
agriculture across all working systems, including traceability systems, data on the
seed and genetic fund, data from fertilizer suppliers and etc.
The implementation of the program will contribute to the development of the
new agrarian technology policy of the Russian Federation and growth in related
industries: ICT, the production of innovative agricultural machinery and also
equipment for precision agriculture, biological products (Plant protection products,
stimulants and fertilizers), optimization of the use of mineral fertilizers and
chemical plant protection products, reduction of environmental impact, the

development of selective breeding and seed centers, the introduction of new
educational standards to curricula in agricultural universities and colleges, as well
as in courses of improvement of professional skills, professional service of
agrarian consultants, optimization of processes of life cycle of agricultural branch
due to digitalization of processes.
Digitalization in agriculture provides an opportunity to create complex
automated production and logistics chains that cover retail chains, wholesale
trading companies, logistics, agricultural producers and their suppliers into a single
process with adaptive management. In turn, the digitalization of commodity flows
and production makes it possible to accumulate trading lots for the export of

Russian Federation. The Union will conduct an open handbook of available
technologies and give recommendations to the Russian industrial complex for the
production, localization, development and import substitution of technologies of
paramount importance.
The Union will also provide:
- classification of tasks and identification of problems in the field of introduction of
cyber-physical systems (the Internet of Things), analysis of big data, integration of
business management systems and traceability systems and other information
systems used in agriculture;
- ranking tasks in terms of importance and identifying specific problems related to
the digitalization of the sector, including legal regulation;
- formulation of decisions in the interests of the sector;
- Consolidation of opinions of market participants and preparation of drafts of legal
documents and their coordination with representatives of public authorities.
The Union will work on interaction with state and municipal authorities on the
issues of digital technologies and adaptation of legislation, as well as coordination
with other areas of the digital economy.
The Union will engage in analytical research aimed at digital development of the
agribusiness, analysis of trends in the world economy, disclosure of export
opportunities and development of recommendations for supporting domestic
producers of digital solutions for the agro-industrial complex.
The second stage (2019-2024) involves large and medium-sized agricultural
producers. Scaling of the approved technologies by business entities is taking
place, including using incentive measures, by shifting state support in favor of
enterprises introducing digitalization processes and technologies using methods of
objective production control. This, in turn, will allow agricultural producers to
integrate into the world economy using world standards of compliance with quality
and traceability requirements.
At the second stage, there is a digitalization of technologies for selective
breeding, seed stock, the genetic stock of animal producers, the use of genomic
selective breeding, and a digital plan for food security is separately formed.
Digital chains are being built to support the logistics of supply and
marketing of products with parallel processes of digitalization of transport and
logistics, the exchange of information received from vehicles, operators of digital
platforms, interested federal executive bodies, the creation of digital logistics
nodes (integrated clearing center).

A digital platform for providing social nutrition 4 on the principles of
public–private partnership is being formed
Technological and organizational bases for distance learning and advanced
training of employees of agribusiness with access to the most advanced
technologies in the field of agriculture and processing products are being formed
and are being launched.
Assistance is provided to scientific institutions of the Russian Federation
working in the agricultural field in the launch of the scientific advisory system,
producers of technologies for growing crops, animals and processing products.
At the third stage (2022 - ...), an end-to-end system of information support in the
field of agriculture will be created, all cycles of agricultural production will be
digitized, which will ensure cost reduction and increase the availability of
products, including by minimizing the participation of intermediaries in supply
chains. There will be digital fragmentation (division of labour) and “uberisation”
of farms (for example, an owner of cattle and dairy production is responsible only
for feeding, paddling and milking, delivery of feed, medicines, slaughter,
transportation of products is carried out by specialized companies).
At all stages, private digital production management platforms, cloud and
edge systems 5 for managing cyber-physical systems and the Internet of things,
prognostic platforms for information support of the solution of individual
production tasks will be introduced. A key feature of the implemented digital
platforms in agriculture is their openness and deep integration into the meta-system
that provides support to the life cycle of the entire agricultural sector and quality
control within the framework of a risk-oriented approach based on data analysis
and forecasting models. The prototype of the meta-system is the state-private
“digital agriculture” platform that continues its development from the first stage of
the program. A reasonable balance is established between the openness of data and
the confidentiality of data of participants in economic activities.
Digitalization of agriculture will require the training of personnel capable of
servicing agricultural machinery and cyber-physical devices with a special
technical education (not to be confused with programmers).
In general, the expert team of the digital economy program believes that a
number of information platforms should be created within the digital
transformation, most of which should be open to agribusiness participants. This

should accelerate the introduction of digitalization, ensure competition between IT
companies and consulting agencies and ensure the reliability of data in agriculture.

can be handled by Russian Internet technology leaders (such as Yandex or

- the established systems of digital transport and logistics, together with
wholesale distribution centers of agricultural products, become part of the
agricultural production ecosystem. The state and private business within the
framework of the program named “Digital Transport and Logistics” are partners in
the construction of this infrastructure to meet the needs of agriculture.

executive bodies in the implementation of digital technologies in rural areas;
- stimulating agricultural producers to introduce digital technologies
through government support;
- assistance to telecommunications companies in expanding the
coverage of communications on agricultural land;
- maximum implementation of electronic document management,
reporting, automation of public services and decision-making systems.

Within the Eurasian Economic Union, a working group on Scientific and
Technical Cooperation field has been established. The Eurasian Economic Union
member states actively participate in the joint implementation of research and
development activities on the topics: “Development of resource and energy-saving
technologies and technical facilities for deep processing of cereals and vegetable
crops” and “Development of promising low-cost technologies and machinery
systems for the production and processing of milk”.
The development of a program for the digitization of agriculture in Russia
will help to accelerate the harmonization of the legislation of member states in this
field and will make it possible to use the means of state support effectively for
agriculture of the member countries.
Cooperation is also possible with countries outside the Eurasian Economic Union,
BRICS, ASEAN, regarding the study of initiatives to create a single digital market
in Europe.
Given the scale and diversification of agriculture in Russia, the results of the
program can really provide Russia’s own domestic needs and world markets with
environmentally safe quality products (including halal, kosher, which take into
account national traditions).
A producer of agricultural goods connected to the platform of digital agriculture has a set
of tools that determine the parameters of the planned crop (animals) on the basis of
historical data according to the parameters and climatic conditions in the given region.

Within the framework of the Unified Federal Land Information System of Agricultural
Land, the agricultural lands are digitized, including the texture of the soil and the GIS
substrate with a resolution of 1 meter.
