INSTITUTIONALIZING THE TRAINING


AND ACCREDITATION OF POLLUTION
CONTROL OFFICERS (PCOs) IN THE
LAGUNA DE BAY REGION (LDBR) AND
OTHER PURPOSES
Renamed the Environmental Education Office (EEO) into
Environmental Compliance Office (ECO)

Under the administrative control and supervision of the


Environmental Regulations Department (ERD), however, it
shall remain with the Office of the General Manager until
such time it is delegated to the ERD

Qualifications of applicants for accreditation:

Full-time employee of the company who possesses either


one or combination of the ff. qualifications:
i. Licensed engineer of appropriate discipline; or
ii. Graduate of any four (4) year course; or
iii. Has been in the company for the past three (3) years on
a supervisory position; or
iv. Owner or plant manager regardless of professional
qualifications.
DOCUMENTARY REQUIREMENTS:
1. Accomplished and notarized application form signed by the
designated PCO and CEO/President/Owner/Plant
Manager
2. Certificate of employment signed by Human Resources
Officer & certified correct by the CEO/President
Owner/Plant Manager
- Current position, indicate whether holding a
supervisory position
- Education attainment and government licensure
examination, if any
- Length of service in the company
3. Official designation as PCO from the Chief Executive
Officer/President/ Owner/Plant Manager including
the duties and responsibilities as PCO
4. Certificate of attendance to a 40-hour accreditation
seminar/workshop/training conducted by LLDA w/in the
last 3 mos.
VALIDITY OF ACCREDITATION:
- Shall be parallel with his/her employment with the company.
Separation from said company shall bring about the revocation
of his/her accreditation

A PCO shall apply for new accreditation in the ff. instances:


* if an establishment relocates to another location
* if an establishment changes its name due to merger
consolidation or change of ownership
* if the PCO will be transferred to another project,
establishment, branch, installation or facility
* other analogous circumstances
PRESCRIPTIVE PERIOD
The application for accreditation as PCO shall be submitted to the
Authority within three (3) months from the completion of the
required 40-hour training/seminar/workshop conducted by LLDA.

One PCO Policy:

Each establishment must have one (1) PCO

However….
LLDA may allow the accreditation of only one (1) PCO for
establishments that are located contiguously with one
another, provided that:

•Such establishments that are located contiguously with one


another have the same owner
•The accreditation for PCO shall only cover establishments
that the said applicant for accreditation is actually
managing or administering
•The proximity of the establishments are with a maximum
distance of one (1) kilometer from each other
•The travel time when going to and from each establishment
shall not exceed thirty (30) minutes
Accredited PCO shall be issued with PCO ID

The Authority shall establish a PCO recognition and awards system


designed to encourage efficiency, productivity, among others
