I f t h e light of tha decision of the Cabinet to open the


laoBGi Airport to internetional commercial flights, end in
p u m i i a m w of tllms functions of the Bureau provided in Section 602
of RfiipMftlic A m I'llo1937, m a m e n d e d , a special u n i t to be
known as APftflQJ, for Aircraft Passenger and Baggage Processing
U p i t , im hereby eistablLsheJ for the Laoag A i r p o r t , under the
P o r t of Sen F e r n a n d o , to perform the functions and assume the
responsibilities hereinafter p r o v i d e d .

P a r . 1» Organization* •

1.11 The APABCU shell be heeded by a Special Deputy


Ceil lector of Customs w h o , under the supervision end
control of the District Collector of Customs of the
P o r t of Sun F e r n a n d o , shall be responsible for
providing cuatoma services at the Laoag A i r p o r t .

A,.. A Customs' Inspector w h o , with the asalstance of


C u s t o m s G u a r d s , shall perform the following
functions and be responsible for:

1* The b o a r d i n g , entrance and clearance


processing of all aircrafts arriving from
end/or departing for foreign airports;

2m The supervision and control over aircrafts


end all imported articles carried on board;

3« The security of all areas reserved for


customs operations;

8, A Customs A p p r a i s e r w h o , with the assistance of

perform the following functions and be respon-
sible for:

2«1 All imported articles carried'on board any aircraft


arriving from outside the country„ whether for delivery
or f o r transit storage or plane t r a n s f e r , shall be
accounted for and duly reported on in the prescribed
. f o r m , Including the particulars required by the
pertinent lawte9 r e g u l a t i o n s , and memorandum orders

2+llw Coordination shall be done with representatives of


either government agencies on matters of their concern
covered by law and duly issued regulations*

2®3 Violations of c u s t o m laws and regulations shall be


reported to the Special Deputy Collector w h o shall
forward such reports with his recommendations to the

subject' articles shall be detained and deposited in

2*h Tlhas Special Deputy Collector of Customs shall take


swell appropriate action as he may deem necessary to
protect articles under detention or storage from
loess or d e t e r i o r a t i o n .

Par. 3, Administrative P r o v i s i o n s .

£M Assignment and dig tail of personnel shall be covered


by 13 separate o r d e r . Should there be any need
for more p e r s o n n e l , the Special Deputy Collector
of C u s t o m s , through the District Collector of
Cyfttoms, shall inform the Commissioner of Customs
of such r e q u i r e m e n t .

3.Z Equipment and supplies required for efficient


opesrations shall b e provided by the District Collector
of Customs from the inventory of the Port of San
Fernando* Additional requirements, and others
designed end suitable for airport operations shall be
requested for/requisitioned from the General Services
Division*.
