1.0 PURPOSE

This Construction Security Program has been developed to ensure as far is


practicable the security off all equipment belonging to AZMEEL and its Sub-
contractors. The arrangement to prevent unauthorized access to site,
procedures for checking vehicles entering and exiting site and the
requirements for security assistance in fire prevention and emergency
response.

2.0 SCOPE
To develop, implement and audit protection of personnel and property,
including plant and equipment from acts of terrorism, fire, thief, and
prevention of unauthorized personnel from entering the premises are the
main objective of jobsite security during the construction and commissioning
phases.

This plan shall be reviewed and updated as necessary Considering the


underlying security situation with the prevailing site activities.

For the purpose of this document, the term jobsite comprises the areas of
plant site and easement area at Jubail City as define in the EPC Contract.

AZMEEL shall provide security for personnel, plant and equipment 24 hours
a day seven days a week.

The development, implementation and refinement of AZMEEL'S security


arrangements will incorporate input from involved shareholders including; the
Owner, Owners Client and the Industrial Security Forces. This manual
describes the security requirements and procedures to be adapted by the
project.

Procedural guidelines associated with threats concerning explosive devices


and suspect items are outlined in Annex 7.

3.0 OVERALL SITE SECURITY


AZMEEL will provide security at the job site through a combination of staffing,
infrastructure and procedures. Specially AZMEEL will ensure,

Sufficient to provide access control, perimeter/site patrols, and
coverage during shift changeover.

3.2 All staffs are aware of the security requirements of the jobsite through
the initial jobsite orientation training (refreshed as changes in policies
or procedures dictate.

3.3 Provision and maintenance of site fencing and associated gates (in
accor4dance with security and safety directives)

3.4 Perimeter floodlighting.

3.5 Security signage, warning systems to raise alarms and communicate


with Site and Project Management.

3.6 Consideration of security aspects in laying out temporary and


permanent facilities (which shall include but not be limited to) the use
of barriers etc. to prevent perimeter fence penetration from vehicles
used as an act of terrorism or threat.

3.7 Unauthorized persons will not be allowed to enter the site.

3.8 Review, update and audit resources, infrastructure and procedures at


Security steering Committee.

4.0 GUARDS
AZMEEL'S security guards shall be competent and trained. Detailed duties
and coverage by guards are described in Annex 1, Instructions for security
guards.

5.0 IDENTIFICATION OF TRAFFIC AND PEDESTRIAN CONTROL


5.1 SITE ADMITTANCE
1. Erection of temporary fences to enclose restricted areas and
where applicable separate existing operational facilities from
site construction activities.

2. No one shall allowed to enter site and office areas unless they
show valid identification or unless they are properly pass.

3. All craft personnel and visitors shall be issued temporary pass


that must be displayed at all times in order to enter and
remain on site and office areas.

4. Security station to be established adjacent to main gate.

5. Provision of adequate, continuous and effective guard force on


the site perimeters, at access points and where applicable at
vital and hazardous internal areas.

PERSONNEL IDENTIFICATION CARD

All staffs including sub-contractors shall be issued with identification card


as attached as Annex 2. Identification card shall as a minimum include.

1. Photograph (photograph to be taken specifically for this


purpose)
2. Full Name
3. Job Title
4. Passport or Iqama number
5. ID Card Issue Date
6. ID Card Expiry Date
7. ID Number

ID Cards shall be issued in dual language (English and Arabic).


ID'S shall have a colored background.
ID'S shall be issued for a period not exceeding twelve months.
ID'S validation shall not exceed validity of the person's governmental
identification (passport/iqama) expiry date.
ID Cards shall be visible at all times at the jobsite.
ID Card Status list shall be maintained and status changes must be
submitted to Security Team whenever a new employee begins work or an
employee is terminated.

VISITORS IDENTIFICATION CARD

Visitors shall be issued subject to the completion of the visitor's Gate Pass
Log as attached as Annex 3-1 and Annex 3-2.)

All visitors must report to the Security Station.

The guard shall proceed the following;


1. To request Identification.
2. To request visitor's signature in the visitor's Gate Pass Log.
3. To request the name of the person that the visitor wishes to visit.
4. To notify (by telephone/radio) the person that the visitor wishes
to meet to determine if that person is available.
5. To check current visitor listing to determine if the visitor will be
allowed on the site without escort.
6. To issue visitor's pass.
7. To issue safety helmet, as required.

8. If unescorted visitor, direct the visitor to the correct location. If


visitors are to be escorted they must wait the security station
until escort arrives.

When the visitor returns to the security station to leave, the guard shall
proceed the following;

1. Log time out on Visitor's Gate Pass Log.


2. Recover Visitor's Pass
3. Recover Safety Helmet if issued.

At the end of the normal working day, the guard shall determine if any
visitor is still on the site.

CONTROL OF IDENTIFICATION CARDS

AZMEEL shall implement a method of control and audit for all ID cards
(staff and Visitors) issued, expired and lost and shall include.

Passes issued and remain current;

1. Pass application date


2. Passes expired

Lost or stolen ID cards may be subject to disciplinary action.

IDENTIFICATION OF VEHICLES

1. Vehicles accessing the jobsite shall be kept to minimum and


limited to deliveries and essential personnel only.
2. Vehicles requiring site access require a vehicle pass.
3. Applications for vehicle passes shall be made.
4. Delivery vehicles shall have prior authorization to enter the
jobsite.

6.0 GATE CLEARANCE

6.1 SITE ACCESS FOR PERSONNEL

1. Gate security guards shall check and record the ID card


identification of all persons entering the job site.
2. Visitors to the site will remain under security control until issue
of a visitors pass.

3. Visitors shall be accompanied by AZMEEL staff.

6.2 SITE ACCESS FOR VEHICLES

1. Security guards shall compare the vehicle identification number


with vehicle pass application details prior to providing site
access pass.
2. All vehicles requiring site access shall be searched internally
and externally including engine compartment, storage areas and
undercarriage inspection. Hand luggage, parcels and bags shall
be inspected.
3. Driver's shall have visitor's passes.
4. Deliveries shall be made to the Easement area to limit the
number of vehicles entering the construction area.
5. security staff shall provide drivers with the route to be taken on
site, speed and parking location and restrictions.

6.3 SITE EGREES

1. The removal of all goods from the jobsite shall require a material
pass (see Annex 4) signed by an authorized person and handed
to security.
2. Persons entering or leaving the jobsite maybe subject to search.
3. AZMEEL reserve the right to deny admission to the jobsite to
any person refusing to comply with such requests or any other
regulations.
4. Personal equipment must be registered with site security.

7.0 SUBCONTRUCTORS' ADDITIONAL RESPONSIBILITIES

1. AZMEEL agreement shall be required if Subcontractors require


additional fencing of their work site perimeters.
2. Subcontractors are fully responsible for security of their
assigned work sites.
3. Subcontractor's vehicular park area shall be designated by
AZMEEL.

8.0 EMERGENCIES

Coping with emergencies, such as accidents, fires, sabotage, strikes, riot,


war, or climatic disasters, shall be agreed with the coordination of owner and
the government or local authorities.

An emergency procedure for contacting owner, government / local authorities


shall be established that shall include:

Priority names and telephone numbers of personnel and authorities to be


contacted in case of emergency.

9.0 PHOTOGRAPHS

1. No photographs shall be taken without written permission from


AZMEEL
2. No camera shall be allowed on the jobsite without written
permission of AZMEEL.

10.0 REPORTING

1. Guards shall report all conditions needing attention. See Annex


5.
2. Guards shall complete a daily report. See Annex 5.
3. In the event of incidents outside of the scope of the daily report
(See Annex 6.) shall be completed detailing the nature of the
incident, who was involved, when it happened, and suggested
countermeasures.
11.0 SITE MANAGER'S RESPONSIBILITY

AZMEEL Site Manager has overall responsibility for maintaining the


security of the site. Site security staff shall report directly to the AZMEEL

Annex 1.

INSTRUCTION FOR SECURITY GUARDS

1. GENERAL INSTRUCTIONS
a. Basic Conduct

Security Guards shall;

1. Represent Company, it is essential that guards display


courtesy and present a business like appearance.
2. Enforce rules and regulations (as amended); be firm, calm,
and courteous in enforcing the rules adopted by the
management.
3. Have knowledge of the jobsite, material storage areas,
offices, exit points and muster stations.

b. Fire Protection
Security Guards shall receive training to operate fire protection
during emergency "First Line" defense.
c. Security
Security Guards shall provide security to the jobsite, monitor /
control personnel and vehicle access / egress, provide accurate
records.

2. EMERGENCY PROCEDURES
a. Plans and Procedures for Emergencies
AZMEEL Management shall be responsible to:
1. Prepare implement and audit Emergency Plans and
Procedures to limit exposure to risk for all foreseeable
emergencies and incidents.
2. Provide training for security guards to alert AZMEEL site
manager in cases of emergency and incident, and provide
support for "first line" fire suppression defense.

b. Responsibilities
1. AZMEEL Management shall prepare, implement and audit
emergency plans and procedures to limit exposure to risk
for all foreseeable emergencies and incidents.
2. Security guards shall responsible to alert AZMEEL Site
Manager during emergencies and incidents and provide
support for "first line" fire suppression defense.
3. Security guards shall know the exact procedure to report a
fire or other emergencies. Where appropriate, they shall
report exact locations and the extent of the fire and the
emergencies, and direct equipment to the scene.

c. Extinguishing Fires
Security Guards shall raise an alarm, notify AZMEEL
management before providing "first line" fire defense.

Security Guards shall follow the emergency and incident


procedure alert instruction to contact AZMEEL Management
personnel by day and night phone numbers.

3. RESPONSIBILITIES
a. Security Patrolman
1. Check his equipment, record start and finish patrol.
2. Perform operations on each round as specified by
AZMEEL Management.
b. Security Gate Guard
A gate security guard shall:

1. Direct the fire department or other government department


to an incident, follow emergency plan and procedures.
2. Alert AZMEEL Management during an emergency or
incident; contain all other personnel not associated with the
site (the media and interested public officials), to the
information center or place of safety, allowing AZMEEL
management to release of information.
3. Check all personnel exiting the site and prevent
unauthorized entry.
4. Maintain database of active, inactive and lost ID pass for
screening their unauthorized use.
5. Implement Visitors ID procedure as describe section 5.3.
6. Implement vehicle access and egress as describe 6.2.
4. DUTY
a. Reporting for Duty
Security Guards shall report for duty at all times specified by
AZMEEL management. Sickness or other absence shall be
reported before a change of shift occurs.
b. Relief
Security Guards shall remain on duty until end of shift.
A "relief" Security Guards shall be provided break cover.
c. Security duties (Rota's) and Procedural Changes.
The security guard supervisor shall be responsible to implement the
shift rota. and changes to security procedures and training.

Annex 7

Communicated Explosive Device Threats and Suspect Items

Communicated explosive threats or similar terrorist acts can be delivered in a


variety of ways including; verbally, by telephone, by letter, through the mail
system, through a third party or by email.

All explosive threats or other threats of terrorist acts shall be taken seriously until
such times as they have been fully evaluated. A written record of all or any such
threats shall be maintained.

Anybody receiving such a terrorist treat should try to stay calm and listen
carefully.

Immediately after receiving the threat brief written notes of any verbal threats
should be taken down, after this brief notation the site Manager or his delegate
should be informed immediately.

The site manager should instruct his staff to take any immediate action deemed
necessary to protect staff and equipment and then inform the Owner's Project
Manager or other member of the Owner's Senior Project Staff.

The site Manager or his designate should order an evacuation if deemed


necessary, ensuring that all staff and visitors are accounted for.

evaluation of communicated explosive threats shall be undertaken in a


systematic manner.

Explosive and other such terrorist devices can be constructed to look like almost
anything and can be placed in any number of ways. Items suspected of being
explosive or other terrorist devices shall only be approached by special trained
personnel.
