121ST KANO STATE EXECUTIVE COUNCIL MEETING

Governor Engr. Rabi’u Musa Kwankwaso, FNSE declared resolutions of his second incumbency
to transform all sectors for the benefit of the entire citizenry in Kano State is coming to fruition.

So far, the journey has been eventful in which all sectors have been gingered progressively
toward transformation in the general upgrading of socio – economic wellbeing of the good
people of the State. Tangible examples abound and are ubiquitous across all sectors –
prominent among which include the following: Education, Infrastructural
development/maintenance, Healthcare delivery, Agricultural Production, Water Supply,
Environmental Sanitation, Empowerment/Skill Acquisition Programs, etc.

Continuing with its commendable effort, the Kano State Executive Council held its one hundred
and twenty-first (121st) sitting today Wednesday 30th October, 2013 (25th Dhul Hijjah, 1434
AH), under the Chairmanship of Governor Engr. Rabi’u Musa Kwankwaso, FNSE.

Eight (8) MDAs submitted sixty-two (62) memoranda for deliberation by Council among which
thirty-nine (39) were approved for execution with an expenditure of One Billion, Two Hundred
and Thirty-Eight Million, Eight Hundred and Sixty-Five Thousand, Forty-One Naira, Eighty-Nine
Kobo (N1,238,865,041.89) covering thirty-four (34) projects. Thus:

1. OFFICE OF THE SECRETARY TO THE STATE GOVERNMENT


This Office submitted thirty-five (35) memoranda on behalf of some MDAs for deliberation by
Council among which twenty-two (22) were approved for execution as follows:

a) Request for Release and Allocation of Funds as Monthly Overhead (Operational Funds) in
Respect of the Twenty-Two (22) Newly Established Government Technical Colleges Across the
44 LGCAs in Kano State:-
Council recalled the establishment of additional Technical Colleges across the 44 Local
Government Areas by the present administration. Need for the twenty-two (22) newly
established Government Technical Colleges to take–off properly motivated the Science and
Technical Schools Board (STSB) to request Council to approve allocation of monthly overhead as
operational funds to each.
Office of the Secretary to the State Government endorsed the details presented for
consideration by Council for the release of the sum of N60, 000.00 monthly to each of the
twenty-two (22) newly established Government Technical Colleges to cater for their respective
day-to-day operations ensuring their proper take–off. This totalled up to the aggregate sum of
N1, 320,000.00 requested for release monthly as overhead to the Colleges.

Considering relevance of the request, Council approved the release of the aggregate sum of N1,
320,000.00 as monthly overhead to the twenty-two (22) newly established Government
Technical Colleges. The fund should be disbursed directly to the Schools, which were directed
to open Bank Account for the purpose.

b) Request for Funds to Enable the Procurement of Street Working/Cleaning Materials to


Augment those Available for use by REMASAB:-
This second coming, the incumbent administration under the leadership of Governor Engr.
Rabi’u Musa Kwankwaso, FNSE resolved to transform Kano Metropolis into a clean healthy
environment for which Refuse Management and Sanitation Board (REMASAB) is relied upon to
provide. Keeping our major streets clean is among the functions undertaken by REMASAB for
which relevant working materials/tools are required. Though REMASAB is in possession of its
routine supply of such materials/tools, the Office of the Secretary to the State Government
endorsed the request submitted by the Ministry of Environment for the release of the sum of
N5, 227,500.00 to enable the purchase of street working/cleaning materials/tools to augment
those available for use by Board.

The details presented for consideration by Council were endorsed appropriate as Council
approved the release of the requested sum of N5, 227,500.00 to REMASAB to enable the
procurement of street working/cleaning materials/tools according to the details presented.

c) Request for Funds to Enable the Hosting of the African Groundnut Council Ministerial
Meeting in Kano State:-
The need to support the hosting of the African Groundnut Council Ministerial Meeting in Kano
State was substantiated to Council, through the contents of this memorandum. Council
deliberated on the significance of such an event and approved the release of the trimmed down
sum of N2, 000,000.00 to the State Ministry of Agriculture and Natural Resources as the State
Governments’ contribution towards the successful hosting of the African Groundnut Council
Ministerial Meeting. In addition, Council approved the payment of two (2) years (2011 – 2013)
accommodation bill for the Executive Secretary of the Council.

d) Presentation of Outcomes of 2nd Regular Meeting of the National Council on


Communication Technology (NCCT) held in Ondo State (18th – 24th August, 2013):-
The Honorable Commissioner, Ministry of Science and Technology represented Kano State at
the meeting cited and submitted major outcomes of deliberations there, through the Office of
the Secretary to the State Government for consideration by Council.

Fourteen (14) salient points were summarized and presented. Thus:

i. State Governments were commended for sending their delegations to the meeting.
ii. States need to adopt the newly approved National ICT by establishing State Ministry of
Communication Technology.
iii. Need for States to adopt switch to gov.ng cctld along with their Agencies for them to
maintain secure presence in cyberspace and the switch should be completed by 18th August,
2014.
iv. That the Federal Ministry of Communication and the State Government(s) should promote
students PC ownership program through Heads of Tertiary Institutions.
v. That there is need for every State to hold Micro Work/Enhancing Workshops aimed at
creating awareness and job opportunities for the youth.
vi. That all States and Local Governments should collaborate with NITDA on the development of
their IT policy and establishment of necessary Institutional framework.
vii. That there should be effective working/collaboration between the States and the Federal
Ministry of Communication for program Interface.
viii. There is need to evolve comprehensive application of IT to all sectors of the economy.
ix. That the Federal Ministry of Communication will work in conjunction with the Federal
Ministry of Health for the establishment of e _ health infrastructure, use of smart cards, mobile
device, cloud infrastructure.
x. That States should immediately commence the implementation of NEC’s Order on multiple
taxation and levies by Issuance of Executive Order and its strict compliance.
x. That the Executive Governor of each State ensures access to telecommunication
infrastructure by the LGCAs is protected.
x. That there is need to develop a strategy for the implementation of relevant aspect of
Nigeria’s National Broadband Plan.
x. That there is the need for a collaborated framework to stem irregular/illegal use of Radio
Frequency Resources.
x. That States should collaborate with NIPOST in building Post Office(s) in Local Communities
and provide financial support to ICT Services.
Council appreciatively acknowledged the presentation.

e) Presentation of Request for the Release of Counterpart Funding for the Implementation of
the Great Green Wall (GGW) Program in Kano State:-
The GGW Program was introduced to Council as a jointly funded project between the State and
Federal Government. Importantly, the Federal Government has already released the sum of
N39, 680,715.00 through the Federal Ministry of Environment to Kano State, for the purchase
of seedlings, land preparation, transformation and planting. As such, the Kano State Ministry of
Environment submitted a request for the release of the sum of N25, 000,000.00 as the State’s
Counterpart contribution to the program.

Council noted, considered and approved the release of the trimmed down sum of N15,
000,000.00 to the Ministry of Environment as the State Government’s counterpart contribution
to the GGW program in the State. The balance will be released based on the progress made on
the project.

f) Request for Funds to Enable the Payment of Monthly Allowances (September, 2012 to
September, 2013) to the Six (6) Member State Cultural Development Committee:-
The contents of this memorandum, from the Office of the Secretary to the State Government,
substantiated commendable performance of the six (6) – Member State Cultural Development
Committee and endorsed the request for the release of the aggregate sum of N2,600,000.00 as
their accumulated allowances for thirteen (13) months as follows:

i. Chairman N50,000.00 x 13 = N650,000.00


ii. Five (5) MembersN30,000.00 x 13 x 5 = N1,950,000.00
Total = N2, 600,000.00

Council noted, considered and approved the release of the requested sum of N2, 600,000.00 to
the Office of the Secretary to the State Government for disbursement to the Six (6) – Member
State Cultural Development Committee as their allowances for thirteen (13) months.

g) Request for Funds to Enable the Procurement of Application/Admission Forms for 2013/2014
of the Federal Polytechnic Oko, Anambra State for Sixty-Two (62) Kano State Indigenous
Qualified Candidates:-
The State Youths Directorate for Economic Empowerment alerted the State Government of the
need to purchase application forms for the 2013/2014 admission into the Federal Polytechnic
Oko, Anambra State. Each form costs N5, 500.00 while sixty-two (62) prospective applications
are involved as follows:

i. Higher National Diploma Programs34 applicants


= N5, 500.00 x 34 = N187, 000.00

ii. National Diploma Programs28 applicants


= N5, 500.00 x 28 = N154, 000.00

Total = N5, 500.00 x 62 = N341, 000.00

Considering congruence of the request to the empowerment policy of the present


administration, Council approved the release of the requested sum of N341, 000.00 to the State
Youths Directorate for Economic Empowerment to enable processing the procurement and
distribution of the stated application forms to the sixty-two (62) prospective Kano State
indigenous applicants.

h) Presentation of Request for Funds to Address the Urgent Need for the Procurement and
Installation of Eight (8) Brand New Electricity Generating Sets at Four (4) Regional Water
Schemes in the State:-
Cognizant of the laudable policy of the present administration to provide steady potable water
supply to the teeming populace, the Ministry of Water Resources requested Council to approve
the release of the sum of N81, 918,000.00 to enable the procurement and installation of eight
(8) brand new electricity-generating sets at the four (4) Regional Water Schemes as follows:

i. Gari Dam Station two (2) 500 KVA electricity generators


= N10, 700,000.00 x 2 = N21, 400,000.00

ii. Tomas Dam Station two (2) 350 KVA electricity generators
= N7, 700,000.00 x 2 = N15, 400,000.00

iii. Kafin Chiri Dam Station two (2) 650 KVA electricity generators
= N14, 800,000.00 x 2 = N29, 600,000.00

iv. Kura Regional Water Scheme Station two (2) 150 KVA electricity generators
= N3, 700,000.00 x 2 = N7, 400,000.00

Total = N73, 800,000.00

v. Plus 11% VAT = N8,118,000.00


Grand total= N81, 918,000.00

To curtail the problem of incessant electric power outages from PHCN at the four (4) Regional
Water Stations, Council approved the release of the requested aggregate sum of
N81,918,000.00 for the procurement and installation of eight (8) electricity generating sets
according to the details presented. However, the project was directed to be jointly funded by
the State Government and the Local Government Councils on the basis of 10% State and 90%
Local Governments concerned. Specifically, the State Government is to contribute
N8,191,800.00 while the LGCs concerned will contribute N73,726,200.00 to total up to the
requested sum of N81,918,000.00.

i) Request for Funds to Settle Payment for Diesel (AGO) Supplied to the Committee on
Installation/Repairs/Reactivation of Street and Traffic Control Lights:-
Office of the Secretary to the State Government presented details on the request cited for
consideration by Council. Five (5) receipts covering the sum of N61, 572,720.00 were
presented.

Genuineness of the request prompted approval for the release of the requested sum of N61,
572,720.00 to the State Ministry of Works, Housing and Transport to enable the Committee on
Installation/Repairs/Reactivation of Street and Traffic Control Lights settle payment for diesel
(AGO) consumed according to the details presented.

j) Request for Approval to Constitute Monitoring and Evaluation Team on the Conduct of
Training for 800 Trainees at Fisheries Institute, Bagauda:-
The established Fisheries Training Institute, Bagauda had already graduated the first and
second batches of 800 trainees of both genders drawn from across the 44 LGCAs of the State.
The first and second batches of the training were successfully conducted complete with
allocation of post training packages to the beneficiaries.

Relatedly, the Ministry of Agriculture and Natural Resources requested for permission/approval
by Council to constitute three (3) Monitoring and Evaluation Teams to cover the 44 LGCAs to
ensure/enhance effective productivity from the beneficiaries.

The endorsed request, by the Office of the Secretary to the State Government, was approved
for execution by Council, which directed co–option of other relevant departments of the
Ministry of Agriculture and Natural Resources in the Monitoring and Evaluation exercise.

k) Request for Funds to Enable the Provision of Essential Requirements for the Conduct of 3rd
Batch Training in Respect of 400 Female Trainees at the State Corporate Security Institute,
Gabasawa:-
The contents of this memorandum reminded Council of its approval granted for the immediate
enrollment of 400 female candidates for the 3rd batch of training at the Corporate Security
Training Institute, Gabasawa.

To ensure successful commencement of the 3rd batch training, details on the requirements
were presented to Council for consideration along with the financial implications to the tune of
N18, 150,200.00, which was requested for release by Council. Council noted, considered and
approved the release of the requested sum of N18, 150,200.00 to the Office of the Secretary to
the State Government to enable the provision of the presented requirements.

l) Presentation of Request for Funds for the Payment of the Remaining 30% Consultancy
Fees/Services for the Valuation of Investment of the Kano State Government with PHCN:-
Office of the Secretary to the State Government reminded Council, through the contents of this
memorandum, of its approval granted for the award of contract to a Kano based Consultancy
Firm and Engineering Services, Messrs. Digibits Controls Nigeria Ltd. to determine the value of
investments of the Kano State Government on facilities being used by the PHCN. The Contract
was awarded during the Kano State Executive Council Sitting on 12th December, 2012 at the
cost of N77, 355,000.00.

The Special Adviser on Energy submitted details of the final report of the valuation exercise
forwarded by the Consultants. Highlights on each of the 44 LGCAs were presented for which the
Consultants have established the monetary value of installed assets at the total sum of
N27,259,661,472.09 and the depreciated assets at the total sum of N19,408,093,831.12.

As such, Council considered and approved the execution of the following prayers on the issue:

i. That the State Committee on Power under the Chairmanship of the Deputy Governor/Hon.
Commissioner, Ministry for Local Governments should take up the issue with the Federal
Government.
ii. Release of 30% Consultancy fee of the sum of N23,206,500.00 to Messrs. Digibits Control
Nigeria Ltd. to add up to the already paid 70%.

m) Presentation of Request for the Formation of the Mineral Resources and Environmental
Management Committee (MIREMCO):-
The Secretary to the State Government acknowledged receipt of a letter from the Honorable
Minister of Mines and Steel Development, which requires States to form MIREMCO as per
provision of the Mining Act, 2007. Letters for nomination of representatives from relevant
organizations stipulated by the Mining Act, 2007 that are to serve as members in the
Committee were already issued out. However, in order to accord the host community to
contribute to meticulous development of the Nation’s Mineral Resources within their domains,
the Federal Ministry of Mines and Steel Development decided to delegate the Chairmanship of
the Committee to a prominent Indigenous person of each State. Hence, there is need for the
State Governor himself to appoint the Chairman of MIREMCO in his State.

As such, membership of the proposed MIREMCO was presented to Council for consideration
and approval. Thus:

i. Chairmanto be appointed by the Governor


ii. Rep. State Office of the Surveyor General–Surveyor Sani Alhaji Dahiru – Member.
iii. Rep. Ministry of Agriculture and Natural Resources–Alhaji Tahir Ahmad – Member.
iv. Rep. Fed. Ministry of Environment – Mr. A. C. Ekeh – Member.
v. Rep. State Ministry for Local Governments – Ibrahim Idris – Member.
vi. Rep. State Ministry of Land and Physical Planning – Sani Zarewa – Member.
vii. Rep. State Ministry of Environment – Engr. Mustapha Muhammad – Member.
viii. Rep. Mines Office, Federal Ministry of Mines and Steel Dev. – Engr. M. H. Yarima – Member.
Council acknowledged the presentation appreciatively and approved the composition of the
Kano State MIREMCO.

Request for Funds to Enable the Procurement and Allocation of One (1) Unit of Caterpillar
Bulldozer in Respect of Kano Road Maintenance Agency (KARMA).

The highly/vitally required functions and activities of KARMA in respect of road


repairs/maintenance and other activities makes it paramount to provide at least one (1) unit of
Caterpillar Bulldozer for use by the Agency. As mandated, Office of the Secretary to the State
Government requested Council to approve the release of the sum of N25, 200,000.00 to enable
purchase of the machine. Council approved the request.

n) Request for Funds to Enable the Production/Printing and Launching of the Year 1435 AH
Islamic Calendar:-
Need to maintain the commendable tradition of executing the cited endeavor, determined the
Shari’ah Commission to submit this request, through the Office of the Secretary to the State
Government for consideration by Council. Details of the financial implications were appraised
and trimmed down to the aggregate sum of N29, 340,000.00, which was requested for release
by Council to enable the execution of the stated purpose. Again, the sum of N338, 000.00 was
requested for release to enable the replacement of some Computer Accessories
pilfered/lost/stolen from the Shari’ah Commission during incidence of armed banditry.

As such, the aggregate sum of N29, 678,000.00 was requested and approved for release to the
Shari’ah Commission to enable the execution of the stated undertaking.

2. MINISTRY OF HEALTH
One (1) of the three (3) memoranda submitted for deliberation by Council from the State
Ministry of Health was approved for execution. Thus:

Presentation of Request for Funds to Bridge the Kano State “Cold Chain Gap”:-

The Honorable Commissioner, Ministry of Health commended the performance of the present
administration in Kano towards total positive transformation of the Health Sector. The laudable
efforts serve as beacon to Development Partners, International Communities and
Individuals/Group Philanthropists to support the State Government in this direction.

Notable among such interventions, is the Multimillion Naira Dangote, Bill and Melinda Gates’
Foundation tripartite arrangement to strengthen Routine Immunization and Primary Healthcare
(PHC) Services across the 44 LGCAs of Kano State.
Nevertheless, appropriate storage facilities are inadequate to manage handling the vaccines
used in conducting routine immunization, which made the Kano State logistics working groups
to recommend bridging its “Cold Chain Gap” and ensuring that the 484 Wards of the 44 LGCAs
are well equipped with the functional storage facilities/capacities for their vaccine (Cold Chain
System).

Essentially, the Routine Immunization funding through the tripartite arrangement was
discovered insufficient with a gap to the tune of N274, 661,556.00 required as additional funds
to bridge the identified gaps.

Encouragingly, two (2) Development Partners have accepted to contribute 70% (i.e. N192,
263,089.02) while Kano State Government was requested to provide the balance of 30% (i.e.
N82, 398,466.80).

The benefits derivable from the arrangement prompted approval granted by Council for the
release of the sum of N82, 398,466.0 to the Ministry of Health as 30% counterpart funding from
the State Government to enable bridging the Kano State “Cold Chain Gap”.

3. MINISTRY OF WORKS, HOUSING AND TRANSPORT


This Ministry submitted thirteen (13) memoranda for deliberation by Council. Six (6) of them
were approved for execution as follows:

a) Request for Funds to Enable the Provision/Construction of Proposed Public Convenience


(Toilets) at the Premises of Triumph Publishing Company:-
A healthy environment is considered as the rightful prerequisite for the wellbeing of any society
and/or Community. As such, the Ministry of Works, Housing and Transport deemed it
appropriate to request Council to approve the provision/construction of Public Convenience at
the cited location at the cost of N19, 661,250.00. Considering congruence of the request to the
environmental sanitation policy of the present administration, Council approved the execution
of the project in order to curtail unwholesome behavior from the public of easing themselves in
the open.

b) Request for Funds to Enable the Execution of Renovation Works at the State Agency for Mass
Education Headquarters:-
Consequent to heavy rain downpours experienced throughout the 2013 rainy season, many
structures were storm damaged at the Headquarters of the Agency for Mass Education. The
State Ministry of Works, Housing and Transport was directed to assess the scope of works
required to renovate the damaged structures. The assignment was carried out immediately
yielding presentation of an estimated cost to the tune of N9, 348,114.07, which was requested
for release by Council to enable the execution of the project in question.
Council noted, considered and approved the release of the requested sum of N9, 348,114.07 to
the Ministry of Works, Housing and Transport to enable execution of the renovation works at
the Headquarters of the State Agency for Mass Education.

c) Request for Funds for Landscaping and Provision of Toilet Facilities at Audu Bako Way by
State Road Traffic Garden, Kano:-
The location cited was identified as strategic and deserve proper care along the lines of the
urban beautification policy of the present administration. Landscaping the Garden and
provision of toilet facilities there was assessed to cost the aggregate sum of N13, 144,273.65,
which was requested for release by Council to enable the State Ministry of Works, Housing and
Transport execute the required project. Council approved the execution of the project at the
stated sum.

d) Presentation of Request for Funds to Award Contract for the Construction of Circular
Concrete Sewage/Drain at Kwankwasiyya City:-
The three (3) cities (Kwankwasiyya, Bandirawo and Amana) are being constructed by the
present administration to meet the demand for modern housing units by the teeming
population of the state. Provision/construction of circular concrete sewage/drain at
Kwankwasiyya City was considered appropriate by the Ministry of Works, Housing and
Transport, which assessed the scope of works required to the tune of N297, 875,987.63 and
requested for its release by Council to enable the execution of the project on contract basis.

Council noted, considered and approved the release of the requested sum of N297, 875,987.63
to the Ministry of Works, Housing and Transport to enable the construction of circular concrete
sewage/drain at Kwankwasiyya City on Contract.

e) Request for Funds for Additional Furnishing of Chalets “A” and “B” at the Government House,
Kano:-
Responding to Executive requests on the cited issue, the Ministry of Works, Housing and
Transport assessed the requirements for additional furnishing of Chalets “A’ and “B” at the
Government House, Kano to the tune of N5, 265,395.00. Approval was granted by Council for
the release of the requested sum of N5, 265,395.00 to the Ministry of Works, Housing and
Transport to enable the execution of the project.

f) Request for Funds for the Provision of Office Furniture and Equipment at Fagge Youths Multi
– Purpose Center and Gyadi – Gyadi Youths Vocational Center under the Directorate of Youth
Development:-
This request was earlier presented to the tune of N21, 322,958.97 for consideration by Council.
Critical reassessment of the project reduced the cost down to the lower sum of N16,
897,377.91, which was requested for release by Council to enable the Ministry of Works,
Housing and Transport execute the work on Contract arrangement. Council approved as
requested.

4. MINISTRY OF LAND AND PHYSICAL PLANNING


Five (5) of the six (6) memoranda submitted for deliberation by Council from the Ministry of
Land and Physical Planning were approved for execution. Thus:

a) Request for Funds to Enable the Purchase of Survey Materials/Items for Layout
Development:-
The Honorable Commissioner, Ministry of Land and Physical Planning applauded the efforts of
the present administration towards the provision of decent housing for the teeming populace
in Kano. The three (3) cities Kwankwasiyya, Bandirawo and Amana have been established
towards this end along with the development of various categories of residential layouts of
which the Western Bye pass layout development is among them.

Council had already approved the provision of infrastructural facilities at the Western Bye pass
corridor layout via Council Extract NO. SSCA/CA/EX/7/1/212. This enabled segmenting the
layout into three (3) sections A, B and C. Details were presented for consideration by Council.
Plots of land belonging to respective individuals are to be demarcated by the Survey
Department of the Ministry of Land and Physical Planning. The sum of N4, 312,500.00 was
required for the procurement of survey materials/items for the purpose to enable proper
demarcation of the residential plots at Western Bye pass corridor layout.

The details presented to Council for consideration were accepted as relevant, which prompted
granting of approval for the release of the requested sum of N4, 312,500.00 to the Ministry of
Land and Physical Planning to enable its Survey Department procure the required survey
materials/items for the stated purpose.

b) Request for Funds for the Routine Maintenance of Roads/Roads Networks:-


Provision of qualitative infrastructure for use by the public in Kano State has been among the
most important preoccupations of the incumbent administration, especially, roads that provide
the most frequently used system for transportation on land. Many have been constructed, are
being constructed while those existing are continually maintained. Specifically, the most recent
approval granted for the release of funds for routine maintenance of roads in the metropolis
was to the tune of N90, 000,000.00 for the routine maintenance and payment for asphalt
procured. An excess N92, 288,860.76 has been spent for the repairs and patching of potholes
on thirty-two (32) metropolitan roads. Some works have been completed while others are in
progress. Details were presented to Council for consideration.

Need to maintain the tempo motivated the Ministry of Land and Physical Planning to request
Council to approve the release of yet another sum of N150, 000,000.00 for the normal routine
maintenance of roads.
Council noted, considered and approved the release of the sum of N90, 000,000.00 to the
Ministry of Land and Physical Planning to enable Kano Urban Planning and Development
Authority (KNUPDA) continue with the routine maintenance of metropolitan roads and address
its liabilities.

c) Request for Funds to Enable the Payment/Settlement of Various Complaints for


Compensation at Various Sites:-
The present administration in Kano State had acquired many/various sites for developmental
projects especially housing and road construction. Council was informed through the contents
of this memorandum that, in all aspects payment of compensation is involved. Due to the
volume of work and its complexity, time constraints and manpower problems, errors occur
either through omissions, multiple quotation and wrong assessment, etc.

Strict and professional assessments revealed and confirmed that genuine complaints exist and
are entitled to payment of additional compensation to the tune of N4, 284,551.00 presented to
Council for consideration as follows:

i. Amana City – (9 people) = N1,087,560.00


ii. Bandirawo City – (6 people) = N853,060.00
iii. Northern Terminus – (6 people) = N391,220.00
iv. Southern Terminus – (2 people) = N100,260.00
v. PHCN, Rimin Zakara – (3 people) = N411,560.00
vi. Air force Sec. Sch. Kwa – (2 people) = N630,690.00
vii. Kwankwaso Dev. Project – (3 people) = N810,201.00
Total= N4, 284,551.00

Considering the genuineness of the request, Council approved the release of the sum of N4,
284,551.00 to the Ministry of Land and Physical Planning to address the compensation
complaints presented.

d) Request for Funds for the Reconstruction/Dualization of Link Road to Ado Bayero Shopping
Mall Along Zoo Road, Kano:-
Cognizant of the laudable policy of the present administration in providing developmental
projects, the road cited was identified for the reconstruction/dualization in expectation of
future high level of traffic when the Ado Bayero Shopping Mall commence operations.

Due process was followed in arriving at the sum of N105, 849,961.09 for the project. Details
were presented to Council, which were considered and deliberated upon prior to the granting
of approval for the release of the requested sum of N105, 849,961.09 to the Ministry of Land
and Physical Planning for the stated project.
e) Request for Funds for Compensation in Respect of Some Structures Affected by the
Construction of Service Lane Along Sheikh Ja’afar Road Dorayi/Chiranchi, Kano:-
The Chairman Executive Council Committee on Compensation (Honorable Commissioner, State
Affairs) presented the report from his Committee on the issue cited. The Committee was
satisfied on presentations submitted to Council from the Ministry of Land and Physical Planning
for the release of the sum of N40, 147,835.00 for Compensation in respect of some structures
affected by the Construction/Dualization of Service Lane on Sheikh Ja’afar Road.

Council noted, considered and approved the release of the sum of N40, 147,832.00 to the
Ministry of Land and Physical Planning for the payment of the stated compensation according
to the details presented.

5. MINISTRY OF HIGHER EDUCATION


Request for Funds to Sponsor 250 Kano State Indigenous Students for Studies at Igbinedion
University, Okada (IUO):-

The Honorable Commissioner, Ministry of Higher Education submitted findings of his mandated
Committee on the status of Igbinedion University, Okada (IUO) and recommended that 250
Kano State Indigenous Students can be sponsored to undertake courses in ten (10) programs
offered by the University as follows:

i. B. N. Sc. (Nursing) – 30 Students


ii. B. Pharm. (Pharmacy) – 20 Students
iii. BMES (Medical Laboratory Science) – 10 Students
iv. B. Eng. (Chemical Engineering) – 25 Students
v. B. Eng. (Petroleum Engineering) – 25 Students
vi. B. Eng. (Comp. Eng./B Sc. Comp Sci.) – 30 Students
vii. B. Eng. (Elect/Electronics) – 25 Students
viii. LLB (Law) – 20 Students
ix. B Sc. Accounting – 30 Students
x. B. A. English – 35 Students
Total 250 Students

Relatedly, the following four (4) prayers were forwarded to Council for consideration and
approval:

i. Approve the sponsorship of 250 Kano State Indigenous Students for studies at the IUO as
presented.
ii. Approve the payment of N154, 640,000.00 as school fees, etc. to the IUO.
iii. Approve the payment of N2, 500,000.00 for JAMB.
iv. Approve the payment of N10, 600,000.00 sundry charges.
Total = N167, 740,000.00

As such, Council was requested to approve the release of the sum of N167,740,000.00 to the
Ministry of Higher Education to enable the sponsorship of 250 Kano State Indigenous Students
for studies under ten (10) different programs in the Igbinedion University, Okada (IUO).
Congruence of the request to the Education/Empowerment policy of the present
administration prompted Council to approve the four (4) prayers forwarded along with the
release of the sum of N167, 740,000.00 to the Ministry of Higher Education for the purpose
stated.

6. OFFICE OF THE HEAD OF CIVIL SERVICE


The two (2) memoranda submitted for deliberation by Council from the Office of the Head of
Civil Service were approved for execution. Thus:

a) Presentation of Report on the Employment of Twelve (12) Academic Staff for Kano
Informatics Institute:-
Office of the Head of Civil Service appraised the contents of the memorandum on the issue
cited, submitted for consideration and approval by Council, from the State Ministry of Science
and Technology. The contents were endorsed as in order but, the Ministry of Science and
Technology being the organ supervising the Kano Informatics Institute, should perform the role
of the Governing Council of the Institute (though in the interim). The roles include power to
appoint, promote, dismiss and exercise control over Staff as provided in Section 8 (a) of the
Enabling Law for the Institute.

As such, Council was requested to approve the employment of the twelve (12) qualified
Screened/Interviewed applicants to serve as Academic Staff at the Kano Informatics Institute as
presented by the Ministry of Science and Technology. Council noted, considered and approved
as requested.

b) Request for Funds to Enable the Participation of 251 Eligible GL 13 Officers at the 19th
Mandatory Workshop/Examination Organized by the Administration Staff College of Nigeria
(ASCON) Badagry, Lagos:-
All GL 13 Officers aspiring to rise to Managerial Cadre (GL 14 and above) in the Civil Service are
to qualify for it through attending the cited workshop and pass the examinations arranged by
ASCON in collaboration with the State Government. Details on the financial commitments to
the tune of N13, 588,000.00 were presented to Council for consideration and granting approval
for release. The routine/statutory nature of the request prompted Council to approve the
release of the requested sum of N13,588,000.00 to the Office of the Head of Civil Service to
enable the conduct of the stated workshop in view of its relevance.
7. MINISTRY OF INFORMATION, INTERNAL AFFAIRS, YOUTHS, SPORTS AND CULTURE

Presentation of Request for Funds for History and Culture Bureau to Participate at the 2013
Centenary Edition of National Carnival in Abuja (23rd – 26th November, 2013):-

The contents of this memorandum informed Council of the intentions of the History and
Culture Bureau to respond to an invitation received from the Federal Ministry of Tourism,
Culture and National Orientation requesting States to participate in the 1st Centenary Edition of
National Carnival (23rd – 26th November, 2013) in Abuja. The Theme for this year’s Carnival is
“A People for Century, A People forever”. The Carnival will create a platform to express
achievements of Nigeria in decades through various artistic displays and performances.

500 Contingent from Kano comprising LGC Officials, State Government Officials, Artists/NGOS
and the Kano Emirate Council are slated to represent Kano State at the occasion. Main activities
to participate in include Costumes Products Presentation, Durbar, Boats Regatta, Food Fair
(modern and traditional dishes), construction (city wall) and Carnival floats. Details on the
financial commitments were presented to Council for consideration and approval.

Council noted, considered and approved the release of the sum of N23,000,000.00 to the
Ministry of Information, Internal Affairs, Youths, Sports and Culture to enable the State History
and Culture Bureau participate at the stated Carnival.

8. MINISTRY OF ENVIRONMENT
Request for Funds to Enable the Conduct of Training for 300 Youths for Sustainable Modern Bee
Keeping and Sustainability of KNAP Conventional Bee Keeping program:-

Cognizant of the resolve of the present administration in Kano State to provide skill acquisition
opportunities for our unemployed youths, the Honorable Commissioner, Ministry of
Environment submitted the request cited for the training of youth's modern bee keeping.
Details were presented for consideration by Council along with the request for the release of
the sum of N14,750,000.00 for the purpose. The request was considered appropriate as Council
approved the release of the sum of N14,750,000.00 to the Ministry of Environment for the
stated purpose.

UPDATE ON ACTIVITIES OF 121STKANO STATE EXECUTIVE COUNCIL SITTING

1. SWEARING – IN OF FOUR (4) NEWLY APPOINTED HIGH COURT JUDGES


Council witnessed the swearing – in of four (4) newly appointed High Court Judges, which
include Hon. Justice Hadiza Sulaiman, Hon. Justice Aishatu Ya’u, Hon. Justice Muhammad
Yahaya and Hon. Justice Nasiru Saminu. Council urged them to ensure justice to the citizenry in
the discharge of their official responsibilities. The Governor congratulated the appointees and
urged Judges at lower Courts to properly utilize Government infrastructures allocated to them.

2. CONDUCT OF MONTHLY SANITATION EXERCISE


Council appreciated the successful conduct of the Saturday26thOctober, 2013 monthly
sanitation exercise during which defaulters were arraigned before a Mobile court. Accordingly,
Council appreciated the cooperation of the citizens.
3. HANDING OVER OF WUJU-WUJU ROAD NETWORK SITE TO THE CONTRACTOR (TEC)
Council acknowledged the handing over of the Wuju – Wuju Road Network site (i.e. Jakara –
Kwarin Gogau) to TEC Construction Company for the execution of the project.

4. HOSTING OF 2013 INTERNATIONAL LITERACY DAY IN THE STATE

Council noted State's funding of the National Literacy Conference in Kano. Council
congratulated the participants and urged stakeholders across the State and the Nation to
support literacy campaign programs, which will yield positive response towards eradicating
mass illiteracy.

5. PRESENTATION OF AWARD
Council delightfully acknowledged the award and Certificate presented to Governor Engr.
Rabi’u Musa Kwankwaso, FNSE by the Institute of Security Management & Operations of
Nigeria, which organized a Conference on Universal Peace Federation titled “Critical Issues,
Sustainable Peace & Democracy in Nigeria.” The award was in recognition of His Excellency's
establishment of Corporate Security Institute, Gabasawa in the State.

6. FEDERAL GOVERNMENT SUPPORT TO 100 NEWLY TRAINED WOMEN POULTRY FARMERS IN


THE STATE
Council appreciatively acknowledged the successful training of 100 Women on Poultry farming.
The participants were given chicks and ten (10) bags each of feeds subsidized by the Federal
Ministry of Agriculture.

Council also acknowledged the commencement of the preparation for the upcoming Kano State
Agricultural Show on Friday 1stNovember, 2013 being organized by the State Ministry of
Agriculture & Natural Resources. Participants are expected from the 44 Local Government
Areas and other States who are to display agriculture produce.

In the same vein, ten (10) Northern States have sponsored about 140 Students to study at the
State Fisheries Training Institute. The training will commence in November, 2013.
Council noted the opening of Bank of Industry's N2billion Micro Finance Fund Workshop for
Women Entrepreneurs in the State on 29thOctober, 2013 by Governor Engr. Rabi’u Musa
Kwankwaso, FNSE.
