When adopted in the UK, Belgium or any other member state country the
standard may be prefixed.

BS EN 81-41:2010 and NBN EN 81-41:2010 are the same as EN 81-41:2010

What is a Standard?
Definitions: -
1. A standard is a published specification that
establishes a common norm.
2. A standard is a recognised document that defines
good practice.
- Standards are designed for voluntary use and do not usually impose any
regulation.
- However, laws and regulations may refer to certain standards making
compliance with them compulsory.

What is a Harmonised Standard?
“Harmonised Standards” are European standards, adopted throughout the
EU to meet the requirements of the Directives.

Compliance with the appropriate harmonised standards provides a


presumption of conformity to the Essential Requirements of the EU directives
and hence application of the CE mark.

The appropriate harmonised standards are published in the Official Journal of


the EU.

Compliance with harmonised standards is voluntary, and manufacturers are


free to choose any other technical solution that provides compliance with the
essential requirements.

Types of Machinery Standards
EN Standards for Machinery Safety fall into 3 basic groups: -

Type A Standards – Basic Safety Standards


Includes basic ideas, design principles and general EN ISO 14121-1
aspects for devices and systems A EN ISO 12100:2010

Type B Standards – Safety Group Standards


Refers to safety aspects or safety critical setups. They EN ISO 13849-1
can be used for a wholes series of machines, devices
and systems.
B EN 60204-1

Type C Standards – Machine Safety Standards EN 81- Series


They include detailed safety requirements for a single EN 12415
machine or a group of machines. C EN 775

Standards Harmonisation with Directives

EN 81-41:2010
The Introduction tells us the following about EN 81-41:2010

• EN 81-41:2010 is a Type C Standard as defined in EN ISO 12100 (all parts).


• The lifting platforms are suitable for Type A & B wheelchairs as defined in EN
12183/12184.
• Additional items relevant to lifting platforms referred to in EN 81-70 have been
included.
• Addresses the EHSR of the MD 2006/42/EC
• Provides minimum rules for the installation of lifting platforms into building
constructions.
• Minimum passageways must conform to national building regulations, i.e. The lift
(doors, traps, ramps or protective means) should not cause an obstruction.

What assumptions have been made in EN 81-41:2010
• VLP’s are installed in both new & existing buildings.
• Designed in accordance with sound engineering practice & calculations consider all
failure modes.
• VLP’s are of sound mechanical and electrical construction
• Hazards due to hydraulic, pneumatic equipment etc are dealt with according to
relevant B standards.
• Known hazardous materials (Asbestos) are to be avoided.
• Components are kept in good repair through maintenance of the VLP.
• Safe operation of load bearing elements is assured through to the static and
dynamic limitations of the max working range.
• Maximum range of operating temperature is from +5°C to +40°C.
• Negotiations have been made (at contract review) between customer and
manufacturer about other factors (environmental, users, fire protection etc)

Additional Requirements that EN 81-41:2010 does not deal with: -

• Operation in severe conditions.


• Lightning Protection.
• Type C Wheelchairs.
• Noise and Vibration.
• Vandalism, earthquakes, flooding. Discuss with Client.
• Hazards during manufacture.
• Completely enclosed carriers.
• Handling of materials which could cause a hazard.
• VLP’s whose primary function is to carry goods.

Clause 4 – Listing of Significant Hazards (Table 1, Page 13)

This clause details all of the hazards identified through risk assessment that are
applicable to this type of machinery. Action is required to eliminate or reduce the risk.

All hazards are based on EN ISO 14121-1.

Examples of the significant hazards are: -


 Mechanical Hazards
 Electrical Hazards
 Thermal Hazards
 Human Error
 Falling of person from carrier....

Each hazard has been assigned to the relevant sub clause in clause 5 of EN 81-41:2010.

Reference to Table 1 should be made to identify and eliminate site specific hazards.

Clause 5 – Safety Requirements and/or protective measures

• The machinery shall comply with the safety requirements and or


protective measures of this clause.
• The machine shall be designed according to the principles of EN ISO
12100 for relevant hazards.

• Dimensions specified in this standard shall be maintained despite wear.

• Considerations for protection against corrosion shall be given

• Vibration and noise transmissions shall be minimised.

• The design shall take account of frequency of use.

Above table gives dimensions to accommodate Type A or Type B wheelchairs,


these shall be equal or greater.

**Note: In public access buildings, the platform length shall not be less than
1400mm. This gives sufficient space for an attendant.

Protection of Equipment from external Influences
5.1.11.1 General

Mechanical and Electrical components shall be protected from external


influences that would be encountered at the proposed installation site.

Ingress of Water – IP54 rating protection for electrical components,


Moisture must be prevented from entering the lift-way, alternatively
drainage must be provide.

5.5 Electrical Installation and Equipment.
Dedicated Power Supply & Electrical Installation/Equipment conforming with EN 60204-1.
Supply to outlets on lifting platform shall be provided with a 30mA RCB.

5.5.4 Lighting to be not less than 50 lux at the platform floor.

5.5.5 Electrical socket output should be provided adjacent to the lifting platform to allow for local
lighting during inspection/servicing.

5.5.9 Electromagnetic compatibility shall comply with the requirements of EN 12015 & EN 12016.

Conclusions
So what does this mean for you?
Regardless of which standards you wish to align your regulations to, you must bear in
mind the directives 2006/42/EC and 95/16/EC. This is the legal requirement and to
which EN Harmonised standards must demonstrate compliance to. (Look at the ZA
Annexes).
Basing regulations on the EN 81 series of safety standards will ensure (by presumption of
conformity) that equipment complies to the machinery directive or the lift directive.
The EN 81 series of standards will make it easier for relevant authorities, architects and
planners to understand and for European notified bodies to assess the safety
requirements for Vertical platform lifts. “A Common Norm”
The EN81 series of standards will improve and raise the safety requirements for
European platform lifts, for the benefit of the user.

Conclusions (Cont’d)
Cautionary Points!

However, some regional standards e.g. BS 6440 & BS 5900 are applicable to products
that are not bound by harmonised (EN) standards, which are sold to other countries
within the EU. You will need to ensure that these products meet the EHSR of the
directive 2006/42/EC. Consider the use of 3rd Party Notified Bodies and their recognition
in your regional country. Look for the CE mark.

Products purchased from outside the EU may not bear the CE mark. If you import and
place the machine on the market within the EU, you are then considered the
manufacturer and are responsible for ensuring the machine meets the EHSR of the
directive 2006/42/EC.
