“Toward Education for All – A Development Brief for Education, Culture and Training” is a policy
document which translates the Namibian philosophy on education into concrete and implementable
government policies. Four major goals for the development of education in Namibia, namely access,
equity, quality and democracy were identified. Study these four goals (page32-42) and briefly explain
the major aspect of each goal, also indicating how each goal is to be implemented.
