Position: NATIONAL MONITORING AND EVALUATION OFFICER V FOR MONITORING

B. Preferred Qualifications (Competency-based)


Education: With Bachelor’s degree in social science, economics, statistics or related discipline, preferably
with Master’s degree or units in above fields
Training: With at least 48 hours training on M&E, Database Management, and Data Processing
Experience: At least four years experience in monitoring community-based or community-driven
development programs implemented with overseas development assistance (ODA) and position/s
involving management and supervision.

Job Summary: Under the general supervision of the National, Deputy and Junior M&E Specialists, with
latitude for the exercise of independent judgment, he/she is in charge of ensuring that timely and correct
monitoring data are submitted by different NCDDP units to be used for reports generation, and
information sharing and feedback.

Job Outputs:
1. Annual program monitoring work plans
2. Monthly, quarterly, annual and on-demand targets and reports
3. Monitoring data processed for sharing and feedback to NPMO units, RPMOs, partners and other
stakeholders
4. Data quality assessment tools enhanced
5. Data quality assessments at different levels and observation reports
6. Technical assistance on monitoring and reporting and conduct of Data Quality Assessment
provided to RPMO M&E Officers
7. M&E Officers for Database Management supervised

Primary Tasks:
1. In coordination with the Operations Division and M&E Specialists, prepare the annual program
monitoring workplan
2. Ensure that complete, correct and on-time data and status reports are submitted by NCDDP staff
at different levels
3. Lead in the preparation of monthly, quarterly, annual and on-demand program performance
analyses, targets and reports based on NCDDP Key Performance Indicators for submission to
DSWD Management, oversight agencies, partners and other stakeholders
4. Process NCDDP monitoring data for sharing with Operations and Technical Support Service
Division and RPMOs, and provide feedback to LGUs and other stakeholders
5. Enhance existing data quality assessment tools in response to NCDDP requirements and provide
guidance to RPMO M&E Officers on the use of the tools
6. Conduct on-field data quality reviews and monitoring and prepare observation reports
7. Supervise M&E Officers for Database Management in consolidating, organizing and processing
NCDDP monitoring data
8. Provide technical assistance to Regional M&E on monitoring and reporting and conduct of Data
Quality Assessment
9. Perform other related tasks required by the Program

Positions Supervised: Sr. M&E Asst. III for Web Forum and SMS Database

Education: With Bachelor’s degree in IT related field
Training: With 48 hours training on any of the following: database management, GIS operation, website
management or business intelligence solutions
Experience: At least four year experience in any of the following: monitoring and evaluation, database
management, GIS operation, management of business intelligence solutions or web administration and
in position/s involving management and supervision.

Job Summary: Under the general supervision of the National and Deputy M&E Specialists, and Database
Specialists with latitude for the exercise of independent judgment, he/she is in charge of day to day
operation and management of the national database system and provides consolidated data to Monitors,
Program Evaluators, Operations Division and Technical Support Services Division.

Job Outputs:
1. Functional, secure and updated NCDDP dashboard
2. Updated monitoring data, maps and LGU profile posted in the NCDDP website
3. Technical assistance provided to RPMOs on operation and utilization of the NCDDP Dashboard
4. M&E Officer for GIS Operations and Sr. M&E Asst. for Forum and SMS supervised

Primary Tasks:
1. In charge of day to day operation and maintenance of the NCDDP dashboard
2. Update monitoring data, maps and LGU profile in the NCDDP website
3. Provide technical assistance provided to RPMOs on operation and utilization of the NCDDP
Dashboard
