TALKING POINTS OF THE REGIONAL DIRECTOR FOR VIDEO INTERVIEW

1. State your name, position and area of assignment.

 I am PBGen Marcelo Casabuena Morales the Regional Director
of Police Regional Office 11.

2. Please give us a brief overview of the general peace and order

situation in the Davao Region for the past 5 years.
 Current state when you assumed office in 2018
 Significant statistics worth mentioning.

 The peace and order situation in Davao Region have been

generally peaceful and manageable because PRO 11 has been
closely coordinating with its AFP counterpart and other
government agencies on security measures being implemented
within the region. Of course, since the day that I assumed the
position as the Regional Director in 2018, noticeably, progress
and development characterized by blooming economy is very
much evident.

 I am proud to say that PRO 11 has stood out and ranked 2nd
among PNP Regional Offices in the country garnering a positive
85.41% crime solution efficiency rating for the first quarter of 2019.
This is a result of collaborative efforts of the PNP, other law
enforcement agencies and all stakeholders with the active
support of the Davao region community.

3. What have been the challenges in maintaining the peace and

order in the region and how are we addressing this?

 Of course, the fight against criminality and threats to our security

has been a constant challenge in the maintenance of peace
and order in the region. However, we do not lay our guards
down against these matters as a matter of fact we are
continuously doing our best to strengthen our anti-criminality
campaign, internal security operations as well as our crime-
solving efforts as our way to address such concerns.
4. Have we evolved from the past approaches to address our peace
and security concerns from the past to present? What are the
differences and positive effects and impacts?

5. State the specific programs led and supported by the PNP.

 At present we have these following programs that helped PRO

11 achieved its goals sustain peace in Davao region and
managed to weed out criminals from spreading unlawful acts.

OPLAN DABAW Kalinaw this program is a comprehensive effort to

counter terrorism and anti-criminality operations including
identification, background check and profiling of transient residents
and manhunt operations of wanted persons or fugitives hiding in
urban communities.It also includes community service for residents
wherein security forces conduct community outreach program such
as free medical checkup and giving of medicines with vitamins and
community empowerment through crime prevention education.

Police Riders Response in Dabaw (PRRD) it is an anti-criminality

program to further increase visibility and curb crimes and other acts
of terrorism by deploying Police Riders in the streets.

The “Kabataan Kontra Droga At Terorismo” (KKDAT) Program is a

counter propaganda on Terrorism particularly on white areas. It is also
a tool on fighting and awareness against Illegal Drugs which resulted
to numerous reports from the empowered youth sector.
Convergence of the Indigenous People and the Police (CIPP) This
projects aims to ensure efficient, responsive and synchronized efforts
to elevate the welfare and life condition of the Indigenous People (IPs)
through provision of basics services by Installation of IP help Desk in all
police stations in Davao region to cater their complaints and
concerns and to respond incidents that need law enforcement
interventions.
6. How important is it to have a unified RPOC in ensuring a peaceful
and safe Region XI? What can you say about the efforts of our
current RPOC?

 Having a unified RPOC is very vital in ensuring a peaceful and

safe Davao region, thus being a coordinating body, each
members regularly keep abreast of the prevailing condition,
thresh out issues and concerns affecting peace and order of the
area of jurisdiction and eventually be able to come up with a
collective decision in addressing timely pressing issues and
concerns.
 Furthermore, the efforts of each concerned member agencies
of the current RPOC has greatly posed a considerable impact in
the maintenance of peace and order in the region.

7. What do we need to improve on in order to sustain our gains and

finally put an end to the problem on drugs and other crimes and
move forward towards sustainable and genuine peace and
development in Region 11?

8. What are the future plans with regards to our present approaches
to address the regional peace, security and development?

9. What is your vision for the peace and order of the Davao Region?

PRO 11 envisions a lasting peace in the region that is anchored

with the rule of law and is actively supported by the community
towards the attainment of a progressive and undeniably highly
developed Davao Region community.
