GENERAL GUIDELINES

Now on its 11th year, the Annual Search for the EMMC Tax Whiz continues to uphold the competency of accountancy
students in Taxation. Hosted by PICPA-EMMC, this inter-school academic quiz bee competition is open to all NFJPIA
members. The competition shall be divided into two rounds namely:
1. Elimination Round
2. Final Round

REQUIREMENTS

1. Each Local Chapter may send a maximum of five representatives with each representative competing
individually.
2. Each Local Chapter must submit the following requirements (in SOFT COPY only):
• Duly accomplished Application Form (included in the event’s packet)
• Endorsement Letter certifying and attesting that the contestant is a member of the Local Chapter and that
s/he is the official representative of the Local Chapter for the quiz, signed by the Local Chapter President,
noted by the respective Local Chapter JPIA Adviser.
3. Softcopy of all the requirements per local chapter must be compressed in a .zip file. The file name format to be
used shall be EMMCTaxWhiz11_<Name of Local Chapter> (e.g. EMMCTaxWhiz11_PLM). The zip file shall be
sent to emmctaxwhiz11@gmail.com on or before July 12, 2019.
4. Substitution of representatives shall be allowed only until July 15, 2019.
5. Walk-in contestants shall NOT be allowed to join the competition.

CONTEST RULES AND MECHANICS (GENERAL)

1. Registration shall start at 7:30 am at the Little Theater, Miriam College, Katipunan Avenue, Loyola Heights,
Quezon City, 1108 Metro Manila. All contestants are required to register at least 30 minutes before the contest
eliminations begin.
2. Contestants are also encouraged to wear their corporate attire or their respective school uniforms during the
competition.
3. The ELIMINATION ROUND shall start at exactly 9:00 am. Failure to register during the allotted time shall
disqualify the contestants from the competition.
4. The contestants shall not be allowed to bring anything on top of their desks except their writing materials and
non-programmable calculators. Mobile phones, iPad, laptop and other electronic devices shall not be allowed
to be used during the contest proper.
5. Any contestant who shall be caught cheating shall automatically be disqualified in the competition.
6. Contestants should write their answers clearly and legibly on the answer boards/answer sheets provided to
them. Abbreviations are not allowed unless clearly stipulated in the question.
7. For questions requiring computations, only final answers shall be rounded off to the nearest hundredths
unless the question specifically states otherwise (e.g.: 0.845 = 0.85).

8. Contestants who shall insist in writing the answers ambiguously, abbreviated or illegibly may still claim points
for correct answers only upon the discretion of the panel of judges.
9. PICPA-EMMC shall have the exclusive power to interpret the provisions of the IRR and shall be vested with
the power to give sanctions to any contestant who shall violate any provisions in this IRR.
10. All queries, clarifications, questions and/or protests shall be addressed to the panel of judges. The decision of
the panel of judges shall be final and irrevocable.
11. In case there are any concerns or protests which are not covered in this IRR, the PICPA-EMMC shall have the
absolute power and sole authority to decide and interpret the implementing rules and regulations of the
competition on matters which the latter deems necessary to preserve and protect the integrity of the event.
Should there be any ambiguity encountered by any party, such should be raised and addressed on a timely
manner. The decision of PICPA-EMMC shall be final and irrevocable.
12. After the reading of the contest rules and mechanics, contestants are given the chance to raise questions/
clarifications.
13. Any contestant who failed to comply with the rules shall be automatically disqualified in the competition on
their 2nd offense.
14. During the FINAL ROUND, the contestants shall immediately raise a protest/clarification, request for new
marker, ballpen or scratch paper, change their calculator if it encounters a technical problem, or raise any
other concerns before proceeding to the next question. After the allotted time has elapsed, the quizmaster
shall read the next question. Protest, clarification, or any other concerns shall no longer be entertained.
15. During the FINAL ROUND, contestants shall be provided with answer boards. Only answers written on the
answer board shall be considered.

CONTEST RULES AND MECHANICS (ELIMINATION ROUND)

1. In the ELIMINATION ROUND, contestants shall be given a written examination to determine the top ten
contestants who shall qualify for the FINAL ROUND.
2. The written examination shall consist of theory and problem-solving questions with the following pointing
system:

Average 5 Points
Difficult 7 Points

3. The written examination shall consist of 50 questions and shall be answered by the contestants within TWO
hours.
4. Contestants shall be provided with pencils, answer sheets and scratch papers.
5. Contestants shall be allowed to use non-programmable calculators only.
6. Contestants shall begin answering the questions when the quizmaster gives the go-signal.
7. Contestants shall submit their answer sheets upon the sound of the buzzer signifying the end of time allotted.
8. Contestants are prohibited to talk to anyone except to the organizing committee.

9. In case of a tie in the ranking of the top ten contestants, the higher seed shall be determined in the following
order:
a. Contestant with the most number of difficult question/s answered correctly;
b. Contestant with the most number of average question/s answered correctly;
c. Contestant with the most number of easy question/s answered correctly.

In case that there is still a deadlock after applying the provisions above, the concerned contestants shall be
given clincher question/s to break the tie.

CONTEST RULES AND MECHANICS (FINAL ROUND)

General Rules and Mechanics (Final Round)

1. All scores shall revert to zero in the FINAL ROUND. The FINAL ROUND shall be a question and answer round.
2. The contestants shall answer thirty (23) randomly-chosen questions consisting of theories and problems
based on the key topics of the 1997 Tax Code, as amended by Republic Act (RA) No. 10963 [otherwise known
as Tax Reform for Acceleration and Inclusion (TRAIN) Law], the Local Government Code of 1991, as amended,
Preferential Taxation and Special Topics, including but not limited to:
• Tax on Individuals
• Tax on Corporations
• Transfer and Business Taxes
• Other Percentage Tax (OPT), Excise Tax and Documentary Stamp Tax (DST)
• Remedies, Compliance Requirements, Statutory Offenses and Penalties, and Organization and Function of
the Bureau of Internal Revenue
• Local Business Tax
• Real Property Tax
• Executive Order (EO) No. 226 (otherwise known as Omnibus Investments Code)
• RA No. 7916, as amended, [otherwise known as Philippine Economic Zone Authority (PEZA) Law]
• RA No. 11213 (otherwise known as the Tax Amnesty Act)

3. Time Allotment, number of items and corresponding points for every correct answer are as follows:

4. Contestants may neither glance nor talk to other participating contestants during the contest proper.

5. Each contestant shall be provided with a copy of the questions. The organizing committee members shall
distribute the set of questions upside-down, and the contestants are not allowed to flip the question unless
the signal has been given by the quizmaster.
6. The quizmaster shall read each question ONCE only.
7. The contestants shall start reading the question only when the quizmaster started reading the same.
Quizmaster shall say the word “FLIP” to signal the start of reading the question.
8. The contestants may start answering and manipulating their calculators as soon as the quizmaster has read
the first word of the question.
9. Before the time allotted for each question had lapsed, each contestant should have written his/her answer on
his/her answer board. When the bell rings signaling the lapse of time allotted, contestants should stop
answering and must raise their answer board. Otherwise, their answer shall be forfeited.
10. After the final answer has been announced by the quizmaster to the contestants, the quizmaster may entertain
protests and questions. Contestants shall be given an allotted time of ten (10) seconds to raise a
protest/clarification, to request for a new marker, to change their calculator if it encounters a technical
problem, or other concerns. After the allotted time has elapsed, the quizmaster shall read the next question.
Hence, protest, clarification, or any concern shall no longer be entertained.
11. Contestants must not erase what they have written in the answer board unless the quizmaster has given the
clearance. This is to document the answer of the contestants in case disputes/protests have been made on a
certain question. In view of the said protest, a participant who erased their respective answer board is deemed
to be forfeiting the chance to challenge the announced answer in case they may be correct.
12. After the final answer has been announced by the quizmaster to the contestants, the quizmaster may entertain
protests and questions. Contestants shall be given an allotted time of ten (10) seconds to raise a
protest/clarification, to request for a new marker, to change their calculator if it encounters a technical
problem, or other concerns. After the allotted time has elapsed, the quizmaster shall read the next question.
Hence, protest, clarification, or any concern shall no longer be entertained.

Aladdin Rules (Final Round)

1. The top scorer in the ELIMINATION ROUND, together with another finalist of his/her choice, is entitled to one
(1) magic carpet ride bonus question.

The top scorer shall be announced at the beginning of the FINAL ROUND. Consequently, the scores of the
remaining nine (9) finalists during the ELIMINATION ROUND will be flashed on the screen and the top scorer
shall choose his/her partner for the magic carpet ride based solely on the ELIMINATION ROUND scores. The
identities of the nine (9) other finalists will remain anonymous until the choice is made.

The magic carpet ride is a bonus question in which the two (2) finalists will be answering together within 30
seconds. Should they answer it correctly, they will receive two (2) points each. Should they answer it
incorrectly, the magic carpet ride bonus will have no effect on their respective scores. After the magic carpet
ride bonus, the FINAL ROUND proper shall commence.

2. The top ten (10) finalists have three (3) wishes each, as represented by three (3) magic lamps numbered 1, 2,
and 3. The finalist can only unlock wishes when “lamp-enabling” questions are answered correctly. These

“lampenabling” questions consist of four (4) average and five (5) difficult questions, for a total of nine (9)
“lampenabling” questions.
3. Finalists who answer the “lamp-enabling” question correctly will be given 15 seconds to decide whether they
will be using their wish on the immediately succeeding question by surrendering the magic lamp. Only one
wish may be used by each finalist per correct answer and each wish may only be used once. Moreover, the
wishes can only be used according to the prescribed order (i.e., Escape the Cave, Choose your Genie, Be a
Prince/Princess) below:

► At the end of the time originally allotted to the question, the
quizmaster will instruct the finalists to raise their pens and
calculators instead of their answer boards. This is to prevent the

► The quizmaster will be approaching those finalists who used the wish
to check their answers. Users who answered the question incorrectly
will be given an additional half (1/2) time allotted for the question to
change his/her answer (e.g., if 30 seconds were originally provided

2 Choose your Genie ► It grants the user the ability to copy his/her Genie’s answer
► When using this wish, the user must choose one finalist from whom he
will copy his answer from for the succeeding question. Hence, the
answer of the chosen finalist for the succeeding question, shall also be
the answer of the user (i.e., the user will not be required/allowed to
answer the succeeding question).
► The user shall choose his/her genie before the quizmaster reads the
question.

the number of users who answered the question correctly, but in no
case shall the deduction be more than three (3) points.
► The wish shall only take effect should the user answer correctly the
question immediately following the “lamp-enabling” question.
Otherwise, the wish is forfeited and may no longer be used.
► The effect on points is as follows:

4. When surrendering the magic lamp, the finalist opts to use, the finalist must announce the following:
• Magic Lamp 1: “I wish to escape the cave.”
• Magic Lamp 2: “I wish for (contestant’s name/contestant no.) to be my genie.” • Magic
Lamp 3: “I wish to be a prince/princess.”

5. After the 12th question, there shall be a ”War-with-Jafar” bonus round. The winner in this bonus round will
receive additional three (3) points.

The finalist/s with the highest number of correct answers, regardless of the number of points earned, shall be
entitled to one (1) “War-with-Jafar” bonus question. Questions answered correctly through the use of wishes
1 and 2 shall be included in the count of correct answers. On the other hand, the magic carpet ride bonus
question and clincher questions, if any, answered correctly shall be excluded from the count of correct answers.

If there is only one (1) finalist with the highest number of correct answers, then only s/he shall have the chance
to answer the bonus question within 30 seconds. The finalist may choose to answer before the end of the

allotted time, but s/he can only try answering the question once. Hence, once s/he raises his/her answer board,
then the answer indicated therein shall be his/her final answer.

On the other hand, if there are two (2) or more finalists qualifying for this bonus round, the first finalist to
answer the bonus question correctly shall receive additional three (3) points. The finalists must raise their
answer boards within 30 seconds to answer the question. Each finalist can only raise his/her answer board
once, hence, should s/he answer incorrectly, s/he can no longer try answering the bonus question again. Please
note that all qualifying finalists may raise their answer boards any time within the time limit given. Only the
first finalist who answered the question correctly shall earn the additional three (3) points.

Moreover, the “War-with-Jafar” bonus round will be videoed to facilitate the determination of the first finalist
to answer the bonus question correctly.

6. The three highest scoring finalists at the end of the final round shall be declared 1 st, 2nd and 3rd placers,
respectively.
7. In case of ties, a CLINCHER ROUND will take place to break the deadlock. Clincher questions shall have no
bearing on the cumulative scores of the contestants.

AWARDS AND PRIZES

1. The TOP THREE in the ELIMINATION ROUND shall receive P1,000.00 each.
2. The winners in the FINAL ROUND shall receive the following:

2nd Place P 10,000.00
3rd Place P 5,000.00

3. The top three winners shall also receive plaques, medals and freebies from our sponsors.

SEPARABILITY CLAUSE

If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be declared invalid,
such judgment shall not affect, invalidate, or impair any other part hereof, but shall be merely confined to the
clause, provision, paragraph or part directly involved in the controversy in which such judgment has been
rendered.
